    Opis:
    This paper presents the preliminary concept research to develop the test used in the measurement of emissions in real traffic conditions for passenger vehicles. Work based on the lack of legal solutions for determining the environmental performance of light vehicles – as opposed to heavy-duty vehicles for which such regulations have specified. The elaboration is to compare the emission test used in clinical approval of passenger cars, while the synthesis of the results obtained under different conditions road tests. The intention is to develop a test for assessing the ecological vehicle in real traffic conditions, where restrictions will only drive type (gasoline engine, diesel engine, hybrid vehicle), which is consistent with the requirements of the certification tests. The result should be the foundation for the development of the test in terms of: the duration, to determine the operating conditions and vehicle and proposals for emission limit values.

    W artykule omówione zostały zagadnienia związane z organizacją i realizacją przewozów. Proces główny to planowanie przewozów oraz wszystkie czynności związane z zestawianiem i przejazdem pociągów. Obejmuje on także procesy wspomagające takie jak: planowanie wykorzystania drużyn trakcyjnych i taboru trakcyjnego, przemieszczania wagonów próżnych – zarówno własnych jak i obcych (nie należących do przewoźnika) oraz ruch taboru luzem. Z punktu widzenia pracy stacji, składową procesu głównego, tj. organizacji i realizacji przejazdów jest planowanie pracy stacji oraz operacji wykonywanych w ramach obróbki pociągów w trakcie ich przejścia przez stacje. Elementem procesu jest również wykorzystanie w procesie przewozowym wagonów obcych, tj. wagonów które nie należą do przewoźnika. Z punktu widzenia realizacji procesu przewozowego jest to bardzo ważny problem decyzyjny. Co istotne, w obecnych uwarunkowaniach rynkowych to klienci są aktywnymi uczestnikami procesu przewozowego, zgłaszając potrzeby co do ilości i jakości wagonów, terminu nadania, miejsca nadania i odbioru. Niestety nie zawsze jest taka sytuacja, że wymagania klienta są adekwatne do możliwości operacyjnych przewoźnika. Odpowiadając na potrzeby kontrahentów przewoźnik musi bilansować zasoby, czy jest w stanie spełnić ich oczekiwania. Przewoźnik musi przygotowywać proces eksploatacyjny z pełną znajomością konsekwencji jakie płyną ze zmiennych oczekiwań klientów.
    The article discusses the issues related to the organ-ization and realization of transport. The main process is the transport planning and all activities associated with compiling and driving of trains. It also includes supporting processes such as traction crew scheduling and rolling stock circulation, movement of empty cars - both own and foreign (not belonging to the railway under-taking) and the movement of other rolling stock. From the point of view of the stations work, the component of the main process – organization and realization of transport is planning of stations work and operations connected with service of trains during their passage through the stations. Part of the process is also using in the transport process the foreign cars – cars not belonging to the railway undertaking. From the point of view of transport process it is a very important decision problem. It is also important, that in the current market conditions customers are active participants of the transport process by submitting needs in the form of quantity and quality of wagons, date of origin, place of origin and reception. Unfortunately, it is not always such a situation that customer requirements are adequate for the operational capacity of the railway undertaking. Responding to the needs of contractors, the railway undertaking must balance its resources, if it is able to meet their expectations. The railway undertaking must prepare operational process with full awareness of the consequences which are connected with changing customer expectations.

    Opis:
    Rail traffic organization is a multifactorial decision-making problem. To achieve the best results and reduce the risk of error when deciding on its implementation, appropriate algorithms should be identified and implemented in the form of computer tools, allowing for the optimal solution to be obtained. This paper discusses the process of organizing freight traffic on the rail network. The algorithm of relocating loaded cars in a compact and dispersed system is discussed. In turn, it is been indicated that the movement of empty and loaded cars must follow a strictly defined timetable. A heuristic algorithm supporting decision-making in the area of rail freight traffic management is presented, divided between the concept development stage, the timetable design stage for the developed concept, and its implementation in the form of specialized tools. An example of how the application works is also presented.
