Opis:: One of the most important areas of activity of the Police, which plays a fundamental role in shaping the internal security of the state, is the educational activity of training centres for these formations. Although they do not deal directly with performance of statutory tasks, their importance in the area of, among other things, the quality of services, the development of formation’s culture and its identity, and elitism is undisputed. The overriding role of police education is to prepare highly specialised staff in strategic areas of combatting crime. This staff will effectively perform the statutory tasks of the formation, connected, among others, with the protection of state security and the public order, protection of human life, health and property, as well as widely understood criminological prophylaxis. For a very long time, education has been a fundamental and universal determinant of human development. Educational activity is the basic condition determining, first of all, the moral development of a person. Pedagogical activity is a function of cultural development of societies and an opportunity to overcome prejudices and stereotypes. The position of education in the structure of the state’s objectives determines its development in the long term in practically all areas. This study is an attempt to systematically look at one of the elements of the internal security subsystem of the state, which is modern police education. The system of training and in-service development of the Police in Poland has been a subject of great interest for many years. Currently, the Polish Police are on the verge of major organisational changes which will also result in structural changes in the educational system. The system of training of the largest uniformed formation of the Ministry of Internal Affairs and Administration is the basis for effective and professional training of the police personnel in all kinds of executive and managerial positions. The current solutions in this area are an effect of a specific evolution both in the organisational and structural dimensions. The author’s intention is to present the issues of Polish police officer training from the moment of the establishment of the State Police to the present day, with particular attention paid to the way of organising the system of training and in-service development of police officers.

Zawiera analizę instytucji systemu opieki zdrowotnej w Polsce pod kątem jego wielowymiarowej odpowiedzialności społecznej jako szczególnego rodzaju zobowiązań wobec wszystkich członków społeczeństwa. Ukazuje społeczną odpowiedzialność jako nowoczesne narzędzie zarządzania współczesnymi organizacjami, również publicznymi. Opracowanie zawiera ponadto analizę możliwości zastosowania postulatów koncepcji społecznej odpowiedzialności w procesie zarządzania służbą zdrowia w obszarze bezpieczeństwa zdrowotnego. System opieki zdrowotnej w Polsce jest jednym z najważniejszych strategicznie dla polityki społecznej państwa obszarem, który w ostatnim czasie został poddany zapewne największej próbie w powojennej historii naszego kraju. Coraz częściej wśród praktyków oraz autorów opracowań z zakresu nauk społecznych spotyka się używanie pojęcia bezpieczeństwa zdrowotnego jako zagadnienia stanowiącego nieodłączny element projektowania strategii bezpieczeństwa wewnętrznego państwa. Także pod tym kątem autor analizuje system opieki zdrowotnej jako zbioru instytucji, stanowiących jedno z największych organizacyjne wyzwań zarówno dla efektywnej polityki społecznej, jak i bezpieczeństwa wewnętrznego Polski w najbliższych latach.

Opis:: For several decades the health care service in Poland has been an institution at the centre of attention of both those in power and society as a whole. There are many reasons for this interest, ranging from the economic aspect to the national social policy sphere. This article provides an insight into health issues in Poland from a slightly different perspective. It contains an analysis of the institutions of the health care system in Poland in terms of its multidimensional social responsibility as a special kind of obligation to all community members. It highlights social responsibility as a modern tool for managing contemporary organisations, including public ones. The study also includes an analysis of the range of opportunities to make demands on the management of healthcare services in the field of health security. The health care system in Poland is one of the most strategically important fields for the state's social policy, which has recently been confronted with probably the greatest test in the post-war history of this country. It is becoming increasingly common among practitioners and experts in the social sciences to use the concept of health security as an integral part of designing the state's internal security strategy. The author also considers the health care system as a set of institutions constituting one of the greatest organisational challenges for both effective social policy and Poland's internal security in the years to come.

Opis:: From the point of view of crime prevention, the issue of social rehabilitation of an offender in conditions of institutional isolation is of major importance. Imprisonment and the conditions for its implementation are the most controversial of the existing measures. For many years, the usefulness of this punishment for the correct and effective process of reintegration have been considered. Solutions to problems related to imprisonment are sought not only in the practical implementation of a sentence in individual countries but also internationally. In the deliberations on penal policy issues, there is a lot of pessimism when it comes to the effectiveness of imprisonment as a means of social readaptation. Postulates are formulated for conducting a deep analysis regarding the issue of prison isolation in all its aspects, including the aspect of broadly understood security of persons in detention facilities. The need to review the theoretical output and empirical research regarding the execution and role of the penalty of imprisonment from the point of view of its effectiveness and effects of its enforcement in the aspect of broadly understood security should be fully recognised.

Opis:: Kara pozbawienia wolności oraz inne formy izolacji osób naruszających porządek prawny i zagrażający bezpieczeństwu innych jednostek należą do najdalej idących form ingerencji w sferę praw i wolności człowieka. Izolacja penitencjarna pociąga za sobą wiele negatywnych następstw dla jednostek inkarcerowanych, wśród których szczególne miejsce zajmują sytuacje i zjawiska zagrażające zarówno bezpieczeństwu podopiecznych instytucji penitencjarnej, jak i personelowi odpowiedzialnemu za stworzenie bezpiecznych warunków przebywania w czasie izolacji. Precyzyjne określenie zagrożeń bezpieczeństwa osobistego osób izolowanych i personelu jest niezwykle trudne. Trzeba pamiętać, że charakter tych zagrożeń nie jest jednorodny, a intensywność i zakres oddziaływania bardzo zróżnicowany. Wśród zjawisk i sytuacji stwarzających zagrożenie dla bezpieczeństwa osobistego wymienia się: zjawiska związane z podkulturą więzienną (różne formy agresji, samouszkodzenia, tatuaże) czy procesem prizonizacji, zamierzone i niezamierzone działania lub zaniechania ze strony administracji oraz działania środowisk przestępczych wewnątrz i na zewnątrz jednostek izolacyjnych.
