    The purpose of this paper is to explain the essence of the Europe 2020 Strategy, with particular emphasis on development projects in the field of innovation;to assess the level of innovation in the EU economies in comparison to the U.S., Japan and South Korea, and to describe the conditions for the development of the EU economic area in light of the Strategy program objectives. The paper consists of three parts. The first part outlines the essence and objectives of the Europe 2020 Strategy. The second part contains an analysis of the level of innovativeness of the EU economies compared with U.S., Japan and South Korea. The third part focuses on the conditions and prospects for the development of innovative economies in the European Union

    Innowacyjność jest uznawana we współczesnym świecie za jeden z najważniejszych czynników determinujących tempo wzrostu gospodarczego i poziom dobrobytu ekonomicznego. Czynnikami determinującymi rozwój są dziś działalność badawczo-rozwojowa (B+R), działalność innowacyjna oraz kapitał ludzki. Celem artykułu jest ocena wyników analizy mającej na celu oszacowanie luki innowacyjnej pomiędzy nowymi członkami Unii Europejskiej a średnim poziomem innowacyjności UE w latach 2004–2022. Artykuł formułuje tezę badawczą, która zakłada, że nowe kraje członkowskie UE nie nadrobiły luki innowacyjnej w stosunku do średniej unijnej w latach 2004–2022. Wyniki analizy potwierdzają tę tezę dla wszystkich krajów z wyjątkiem Estonii i Cypru. Porównanie opiera się na Sumary Innovation Index (SII), który został opracowany przez Komisję Europejską w ramach European Innovation Scoreboard (EIS). W artykule dokonano przeglądu literatury dotyczącej luki innowacyjnej. Zastosowano metody analizy opisowej, statystycznej analizy danych oraz analizy porównawczej. Wykorzystano dane statystyczne z European Innovation Scoreboard w latach 2004–2022.
    In the modern world innovation is considered as one of the most important factors determining the rate of economic growth and the level of economic prosperity. The factors determining its development are today research and development activity (R&D), innovative activity and human capital. The aim of the paper is to assess the results of analysis aimed at estimating an innovation gap between new members of the European Union (Countries that joined the European Union in 2004 and later ) and the average level of innovation of the EU in the years 2004–2022. The paper is an introduction to further research including an analysis of the innovative capacity and innovative position of the surveyed countries, as well as an analysis of their innovative effectiveness with more in-depth exploration of the reasons for the convergence/divergence in innovation performance. The paper formulates the research thesis that assumes that the new member states of the EU did not catch up with an innovation gap in relation to the EU average in the years 2004–2022. The results of the analysis confirm this thesis for all countries except Estonia and Cyprus. The comparison is based on the Summary Innovation Index (SII), which was developed by the European Commission within the European Innovation Scoreboard (EIS). The paper reviewed the literature on the innovation gap. Descriptive analysis, statistical data analysis and comparative analysis methods were applied along with statistical data from the European Innovation Scoreboard in the period 2004–20022.

    Opis:
    Knowledge and innovations are considered to be among the most important factors that determine the pace and quality of economic growth. Therefore, Poland is facing a serious challenge to effectively transform its economy into an innovative economy capable of competing with the most developed countries. The aim of the paper is to present the results of analysis aimed at estimating the innovation gap between Poland and the European Union countries on the basis of the Summary Innovation Index (SII), which was developed by the European Commission within the European Innovation Scoreboard (EIS) in the years 2010–2018. It reviewed the literature on the innovativeness of economies and the innovation gap. Descriptive analysis, statistical data analysis and comparative analysis methods were applied. Statistical data from the European Innovation Scoreboard 2019 were used. The paper formulates a research thesis that assumes that the level of innovativeness of the Polish economy in the analyzed period remained at a lower level than the EU average and therefore there is still an innovation gap between the Polish economy and the average for European Union countries. The results of the analysis confirm this thesis.
    Wiedza i innowacje są uznawane za jeden z najistotniejszych czynników determinujących tempo i jakość wzrostu gospodarczego. Przed Polską staje poważne wyzwanie efektywnego przekształcenia jej gospodarki w gospodarkę innowacyjną, zdolną do konkurowania z najbardziej rozwiniętymi krajami. Celem artykułu jest oszacowanie luki innowacyjnej między Polską a krajami Unii Europejskiej na podstawie sumarycznego indeksu innowacyjności, opracowanego przez Komisję Europejską w ramach European Innovation Scoreboard (Europejskiej Tablicy Innowacji) w latach 2010–2018. Dokonano w nim przeglądu literatury na temat innowacyjności gospodarek i luki innowacyjnej. Zastosowano metody analizy opisowej, analizy danych statystycznych w czasie i analizy porównawczej. W badaniu wykorzystano dane statystyczne pochodzące z European Innovation Scoreboard 2019. W artykule sformułowano tezę badawczą, która zakłada, że w analizowanym okresie poziom innowacyjności polskiej gospodarki utrzymuje się na niższym poziomie od średniej unijnej, a zatem wciąż istnieje luka innowacyjna między polską gospodarką a średnią dla krajów Unii Europejskiej. Wyniki przeprowadzonej analizy potwierdzają tę tezę.

    Innovation is seen as a key capability for maintaining a competitive advantage, creating value for customers, and capturing a larger share of the market. In the contemporary world economy, understood as a set of mutual connections and interdependencies, innovations are crucial for economic growth and competitiveness. Internationalization and globalization processes in the world economy also concern the innovativeness of economies, and are visible in international use of technologies developed within national innovation systems, globalization of the creation and implementation of innovations, international (global) cooperation in research and development and innovation activities, international (global) protection of intellectual property. The aim of the article is to assess the level of innovativeness of the economies of selected European Union candidate countries based on the Summary Innovation Index (SII) and its components, as well as to estimate the innovation gap between these countries and the EU average of the Summary Innovation Index in 2023. The analysis was limited to Turkey (TR), Serbia (RS), Albania (AL), Montenegro ME), North Macedonia (MK), Bosnia and Herzegovina (BA) and Ukraine (UA) due to the availability of data describing the Summary Innovation Index, provided for all the EU candidate countries surveyed in the European Innovation Scoreboard. The paper formulates a research thesis assuming that the surveyed EU candidate countries are characterized by a lower level of innovativeness of economies than the EU average of the Summary Innovation Index and its components. Therefore, they show an innovation gap compared to the average for European Union countries in 2023. The results of the analysis only partially confirm this thesis. The article reviewed the literature on the innovation and innovativeness of economies and the innovation gap. The applied methods include descriptive analysis, statistical data analysis and comparative analysis along with statistical data from the European Innovation Scoreboard 2023.
    Celem artykułu jest ocena poziomu innowacyjności gospodarek wybranych krajów kandydujących do Unii Europejskiej w oparciu o Sumaryczny Indeks Innowacyjności (SII) i jego składowe, a także oszacowanie luki innowacyjnej między tymi krajami a średnią dla UE w 2023 r. Z uwagi na ograniczoną dostępność danych opisujących Sumaryczny Indeks Innowacyjności i jego składowe, analiza obejmuje Turcję (TR), Serbię (RS), Albanię (AL), Czarnogórę (ME), Macedonię Północną (MK), Bośnię i Hercegowinę (BA) oraz Ukrainę (UA). W artykule sformułowano tezę badawczą, która zakłada, że badane kraje kandydujące do UE charakteryzują się niższym poziomem innowacyjności gospodarek niż średnia unijna Sumarycznego Indeksu Innowacyjności i jego składowych, a zatem kraje te wykazują lukę innowacyjną w porównaniu do średniej dla krajów Unii Europejskiej w 2023 r. Wyniki analizy tylko częściowo potwierdzają tę tezę. W artykule dokonano przeglądu literatury dotyczącej innowacji i innowacyjności gospodarek oraz luki innowacyjnej. Zastosowano metody analizy opisowej, statystycznej analizy danych i analizy porównawczej. Wykorzystano dane statystyczne z European Innovation Scoreboard 2023.
    Das Ziel des Artikels ist es, den Grad der Innovationsfähigkeit der Volkswirtschaften ausgewählter EU-Beitrittskandidatenländer anhand des Summary Innovation Index (SII) und seiner Komponenten zu beurteilen und die Innovationslücke zwischen diesen Ländern und dem EU-Durchschnitt im Jahr 2023 abzuschätzen. Aufgrund der begrenzten Verfügbarkeit von Daten, die den zusammenfassenden Innovationsindex und seine Komponenten beschreiben, umfasst die Analyse die Türkei (TR), Serbien (RS), Albanien (AL), Montenegro (ME), Nordmazedonien (MK) und Bosnien und Herzegowina (BA) und der Ukraine (UA). Der Artikel formuliert eine Forschungsthese, die davon ausgeht, dass die untersuchten EU-Kandidatenländer durch eine geringere Innovationsfähigkeit der Volkswirtschaften gekennzeichnet sind als der EU-Durchschnitt des Summary Innovation Index und seiner Komponenten und diese Länder daher eine Innovationslücke im Vergleich zum Durchschnitt für Länder der Europäischen Union im Jahr 2023 aufweisen. Die Ergebnisse der Analyse bestätigen diese These nur teilweise. Der Artikel gibt einen Überblick über die Literatur zu Innovation und Innovationsfähigkeit von Volkswirtschaften sowie zur Innovationslücke. Dabei kamen die Methoden der deskriptiven Analyse, der statistischen Datenanalyse und der vergleichenden Analyse zum Einsatz. Es wurden statistische Daten des European Innovation Scoreboard 2023 verwendet.
