    This article is devoted to the "special relationship" between the United Kingdom and the United States: a strategic partnership that has united these two countries for good after WWII, even though in many respects it has lasted since the first half of the 19th century. The author starts with presenting the historic outline of the "special relationship" with an emphasis on the characteristics of mutual ties and dependencies. The author also analyses the political circumstances in which tightening or loosening of the British and American relations took place. In the final part of the article, the author refers to the most recent political events, which in 2016 took place in Great Britain and in the United Sates. In this manner, the author is trying to answer the question on how the decision on leaving the European Union by Great Britain (the so-called Brexit) and the election of Donald Trump as the US president will influence the shape of the British and American alliance

    The article is devoted to the analysis of the United Kingdom’s foreign policy after its withdrawal from the European Union, which finally took place on February 1, 2020. Brexit made it necessary to redefine British foreign policy, including modification of the strategy aimed not only at maintaining but even strengthening the global position of the United Kingdom. A key element of this new strategy seems to be the strengthening of the US-British alliance, traditionally referred to as the Special Relationship. The author tries to prove the thesis that for the British government, reinforcing the cooperation with the United States is one of the most important ways to counteract the negative effects of Brexit. The experience so far shows, however, that it is not so easy, because after leaving the European Union, the United Kingdom has become for the United States, for many reasons, an increasingly less attractive partner.
    Artykuł poświęcony jest analizie polityki zagranicznej Zjednoczonego Królestwa po wystąpieniu z Unii Europejskiej, co ostatecznie dokonało się 1 lutego 2020 roku. Brexit zrodził konieczność redefinicji brytyjskiej polityki zagranicznej, w tym także modyfikacji strategii mającej na celu nie tylko utrzymanie, ale wręcz wzmocnienie pozycji globalnej Zjednoczonego Królestwa. Kluczowym elementem tej nowej strategii wydaje się wzmocnienie sojuszu amerykańsko-brytyjskiego, tradycyjnie określanego mianem „specjalnych relacji”. Autor podejmuje próbę udowodnienia tezy, że dla brytyjskiego rządu pogłębienie współpracy ze Stanami Zjednoczonymi stanowi jeden z najważniejszych sposobów na przeciwdziałanie negatywnym skutkom brexitu. Dotychczasowe doświadczenia pokazują jednak, że wcale nie jest to takie łatwe, gdyż po wystąpieniu z Unii Europejskiej Zjednoczone Królestwo stało się dla Stanów Zjednoczonych, z wielu względów, mniej atrakcyjnym partnerem.

    The article attempts to answer whether, and if so, to what extent, the withdrawal of the United Kingdom of Great Britain and Northern Ireland from the European Union (the so-called Brexit) impacted the British model of democracy. The starting point for the analysis is the famous classification of Arend Lijphart, who distinguished two main models of democracy – Westminster and consensus – identifying the United Kingdom as a prime example of the first of them. Using the method of institutional and legal analysis and the historical method, the author tries to prove the thesis that Brexit has shaken the foundations of the majoritarian democracy in the United Kingdom. However, the transformations of this model are not a new phenomenon, as they are part of the trend of changes occurring in this country, at least since the end of the 1990s. The article also proves the thesis that the serious political and systemic tensions to which Brexit – for very different reasons – led can be treated as temporary, as there is little indication that these tensions would permanently undermine the foundations of the Westminster model of democracy in the United Kingdom.

    The article is devoted to the problem of further steps that Great Britain could take to break the stalemate in which it found itself after June 2016 when the British decided to leave the European Union. Despite making this decision, it turned out that its implementation was unexpectedly difficult, which in turn caused a political crisis in Great Britain that has not been seen in this country for a long time. The aim of the article is to try to find answers to two research questions. First of all, could the Brexit process – both from a legal and political point of view – have been stopped and reversed, for example, by holding a second referendum? Secondly, whether, since Brexit has become a fact, we can expect a quick return of Great Britain to the European Union (“Breturn”). Using the method of institutional and legal analysis and the content analysis method, the Author tries to prove the thesis that the idea of a second referendum seemed unlikely, and hence – Brexit was rather inevitable. As for “Breturn” – this scenario also looks unrealistic, as it would involve various legal and political obstacles as well as practical inconveniences for Great Britain.
    Artykuł poświęcony jest problemowi dalszych kroków, które Wielka Brytania mogła podjąć, by wybrnąć z impasu, w którym znalazła się po tym, gdy Brytyjczycy w czerwcu 2016 roku podjęli decyzję o wyjściu z Unii Europejskiej. Mimo podjęcia tej decyzji okazało się, że wprowadzenie jej w życie było nadspodziewanie trudne, co kolei wywołało w Wielkiej Brytanii kryzys polityczny, jakiego w kraju tym nie było od bardzo dawna. Celem artykułu jest próba znalezienia odpowiedzi na dwa pytania badawcze. Po pierwsze – czy proces Brexitu, zarówno z prawnego, jak i politycznego punktu widzenia, mógł zostać zatrzymany i odwrócony, przykładowo – w drodze drugiego referendum. Po drugie zaś, czy w związku z tym, że Brexit stał się faktem – możemy się spodziewać szybkiego powrotu Wielkiej Brytanii do Unii Europejskiej („Breturn”). Wykorzystując metodę analizy instytucjonalno- prawnej oraz metodę analizy treści, Autor stara się wykazać, że idea drugiego referendum wydawała się mało prawdopodobna, a co za tym idzie – Brexit był raczej nieunikniony. Jeśli zaś chodzi o „Breturn” – scenariusz taki również wygląda na mało realistyczny, gdyż jego ziszczenie wiązałoby się z różnego rodzaju przeszkodami natury prawnej i politycznej, jak również z praktycznymi niedogodnościami dla Wielkiej Brytanii.

    The article is devoted to the changes that take place in the United Kingdom of Great Britain and Northern Ireland after it left the European Union, which finally took place on January 31, 2020. As it turned out, one of the side effects of Brexit was the violation of the unity of the British state – in this respect, its future, in the shape in which it currently operates, has become questionable. Maintaining this unity should be treated as one of the most important challenges facing the British political elites today. The aim of the article is to analyze the current state of the unity of the British state – primarily in the context of separatist tendencies in Scotland and the potential reunification of Ireland, and also, to a lesser extent, in the context of the development of Welsh and English nationalism. The author tries to answer the question of how much Brexit can affect this unity in the long term and whether it can lead to the disintegration of the United Kingdom of Great Britain and Northern Ireland. To answer this research question, the author uses the historical method, the institutional and legal analysis method, as well as the content analysis method. The conducted analysis leads the author to the conclusion that the United Kingdom will face a deepened devolution in the near future, and thus – evolution towards a classic federal state. This kind of constitutional reform seems today to be the price of maintaining the unity of this country.
    Artykuł poświęcony jest zmianom, jakie następują w Zjednoczonym Królestwie Wielkiej Brytanii i Irlandii Północnej po opuszczeniu przez nie Unii Europejskiej, co ostatecznie miało miejsce 31 stycznia 2020 roku. Jak się okazało, jednym ze skutków ubocznych Brexitu stało się naruszenie jedności państwa brytyjskiego – pod tym względem jego przyszłość, w kształcie w którym funkcjonuje ono obecnie, stanęła pod znakiem zapytania. Utrzymanie tej jedności należy traktować jako jedno z najważniejszych wyzwań stojących dziś przed brytyjskimi elitami politycznymi. Celem artykułu jest analiza stanu aktualnego jeśli chodzi o jedność państwa brytyjskiego – przede wszystkim w kontekście tendencji separatystycznych w Szkocji oraz potencjalnego ponownego zjednoczenia Irlandii, a także, choć w mniejszym stopniu, w kontekście rozwoju nacjonalizmu walijskiego oraz angielskiego. Autor próbuje odpowiedzieć na pytanie na ile w dłuższej perspektywie czasowej Brexit może wpłynąć na tę jedność i czy może doprowadzić do rozpadu Zjednoczonego Królestwa Wielkiej Brytanii i Irlandii Północnej. By odpowiedzieć na tak postawione pytanie badawcze Autor posługuje się metodą historyczną, metodą analizy instytucjonalno-prawnej, a także metodą analizy treści. Przeprowadzona analiza prowadzi Autora do wniosku, że Zjednoczone Królestwo w najbliższym czasie czeka pogłębiona dewolucja, a co za tym idzie – ewolucja w kierunku klasycznego państwa federalnego. Tego rodzaju reforma konstytucyjna wydaje się być dziś ceną utrzymania jedności tego państwa.
