    The article indicates that education plays a prominent role in the contemporary world. It is percieved as a fundamental force of civilizational changes.     Summary It is indicated in the lecture that higher education (universities) is one of the fundamental entities that change the image of cultural and civilizational life. Nowadays, its existence in Poland is based on the European Union projects, including rules of so called the Bologna process. Changes in the image and development of the Polish academicism that have been taking place, became subject of deep criticism made by scientific communities, as well as broad public opinion. In the process of these changes a clash between traditional values and information society creation was revealed. A particularly critical attitude towards the present development of academicism at the University is presented by representatives of humanities and social sciences.

    The study indicates that Central and Eastern Europe reveals cultural and civilizational distinct as a borderline space. This borderland shaped largely by the division of Europe into Roman Catholic and Orthodox. In the space, cultural values and patterns overlap: Western Europe, Orthodox and some Oriental. Today, the space is often identified with the periphery of Western Europe. In this space, the specific, long-term culture face formed, which is inter alia a consequence of a favour attitude of Middle-Eastern Europe communities towards the immigrant population. It is followed by the revealed phenomena of ideological and political manipulation. It is noted that the cultural identity of this space is an integral part of Europe as a whole.

    The study indicates that the regionalism of the Baltic Sea states is a vision and a political declaration, established by the institutions of the European Union. The strengthening of regionalism is not a foreign policy priority of the Baltic Sea states. The trends towards fulfilling the political formula "Dominium MarisBaltici" are not revealed, but they are in favour of strengthening security and cooperation in the world space. Cultural and civilizing identity of 10 states of the Baltic Sea is very diverse. In the process of its integration, the creation of syncretic order, an important role is played by a scientific and technical progress, international legal solutions and education oriented towards awareness of the directions of development of modern civilization. The pace of today's civilisation changes, including a focus on generating a participating unit, as an entity that generates the image of the cultural life causes weakening of the value of local, regional, state, and at the same time causes the unification of human life; an important force shaping this reality is a scientific and technical progress, the all-powerful technifi-cation of a cultural life.

    The study presents that a local government is as a decentralising reality, opposite of the globalisation processes. In the realisation of a local government, an important role is played by the political and construction of citizenship processes. In shaping the face of a local government in Poland, a force of tradition and post-modernisation value collide (including negating heritage of the past, the authority of the people of a cultural life). The process of political and economic transition reveal trends to getting acquainted with foreign designs (Anglo-Saxon) of a cultural life; in this situation, localism becomes a particular value. The level of development of a local government is a measure of the socio-political life, including its democracy.

    It is indicated in the lecture that science, as human activity that aims at the objective recognition of a person and his universe, is nowadays perceived as a fundamental power that generates the cultural and civilizational nature of mankind and the world around it. The widening horizon of cultural life has been changing and still changes the scientific and research challenges, including the way, in which science is defined. At present, scientific and technological progress, legal solutions, educational requirements, constantly generate new challenges for science and make it a productive force. The role of social and political sciences that until recently strived to make their ways to achieve the title of science that is a methodologically structured knowledge about human, society and the world, has been changing.At present, the place of social and political reality in the sphere of scientific cognition is perceived as dichotomous – on the one hand, due to the methodology of researches, including attempts to compare them with exact sciences, their scientific separateness is assessed critically; however, on the other hand, taking into account the worked out methods and ways of defining cultural and civilizational reality, explantation of occurrences, processes, humanistic and social values, they are set in the classical science studies, as a whole.

    W opracowaniu wskazuje się, że nauka stanowi podstawę rozwoju współczesnej cywilizacji informacyjnej. W Polsce postrzegana jest jako podstawowy czynnik rozwoju. Prowadzenie badań naukowych oraz edukacji osadzone jest w regulacji konstytucyjnej RP oraz porządku prawnym o zasięgu krajowym, europejskim i globalnym. Współczesne tempo przekształceń kulturowo-cywilizacyjnych powoduje rodzenie się niektórych sprzeczności w urzeczywistnianiu zasad konstytucyjnych oraz ogłaszanych wciąż nowych norm prawnych odnoszących się do szkolnictwa wyższego. Przestrzeń sprzeczności stanowi zwłaszcza urzeczywistnianie polskiej tradycji naukowej i akademickiej w powiązaniu za standardami europejskimi (Unii Europejskiej) oraz globalnymi (filozofii postmodernizmu).
    The study indicates that science is the basis for the development of modern information civilization. It is regarded as an essential factor of development in Poland. Research and education are embedded in the constitutional regulation of the Republic of Poland and the legal order of the national, European and global level. Today’s pace of cultural and civilization transformation causes the occurrence of some contradictions in the achievement of the constitutional principles and communicated new legal standards to higher education. The space conflict means especially the achievement of the Polish scientific and academic traditions in connection with the European standards (European Union) and the global standards (philosophy of postmodernism).

Jednostkę partycypatywną uznaje się za główny podmiot generujący obraz życia kulturowo-cywilizacyjnego, Jednostka zorientowana na postęp naukowo-techniczny, rozwiązania prawne, nowoczesną edukację jest sprawcą głównych tendencji przemian współczesnej cywilizacji, w polu jej uwagi znajdują się też zagrożenia cywilizacyjne. W kształtowaniu cywilizacji informacyjnej ważna jest świadomość polityczna zarówno jednostki, jak i społeczności globalnej.
    The study points out that a particular feature of contemporary civilization is individualism, which manifests itself in the entirety of cultural life. The participatory individual is considered the main entity generating the image of cultural and civilizational life. An individual focused on scientific and technological progress, legal solutions, and modern education is the driving force behind the main trends in contemporary civilizational changes. Civilizational threats also fall within their scope of attention. In shaping the information civilization, political awareness is important for both the individual and the global community.

    Badanie przedstawia samorząd lokalny jako rzeczywistość decentralizującą, przeciwną procesom globalizacji. W realizacji samorządu lokalnego istotną rolę odgrywają procesy polityczne oraz budowanie obywatelstwa. W kształtowaniu samorządu lokalnego w Polsce ścierają się siły tradycji oraz wartości postmodernizacyjne (w tym negowanie dziedzictwa przeszłości i autorytetów osób życia kulturalnego). Proces politycznej i gospodarczej transformacji ujawnia tendencje do adaptowania zagranicznych wzorców (anglosaskich) życia kulturalnego; w tej sytuacji lokalizm staje się szczególną wartością. Poziom rozwoju samorządu lokalnego jest miarą życia społeczno-politycznego, w tym jego demokracji.
