W województwie opolskim od dawna obserwuje się niekorzystną sytuację demo graficzną. Niskie wskaźniki dzietności oraz ujemne saldo migracji sprawiają, że Opolszczyzna charakteryzuje się jednym z najwyższych w kraju wskaźników depopulacji. Dostrzegając związane z tym zagrożenia samorządy województwa postanowiły wpłynąć na ich ograniczenie. Najwyższa Izba Kontroli zbadała działania podejmowane w Urzędzie Marszałkowskim Województwa Opolskiego, Urzędzie Miasta Opola oraz Urzędzie Miejskim w Nysie. Z ustaleń wynika, że umożliwiły one poprawę warunków życia mieszkańców, jednak jak dotąd nie doprowadziły do odwrócenia negatywnych trendów demograficznych.
The trends observed for over twenty-five years have been indicating a difficult population situation in Poland. In the short-term perspective, we should not expect significant chan ges that would guarantee a stable demographic development. The low birth-rate will have a negative impact on the future number of births, due to a significantly lower number of women of child-bearing age that is estimated for the future. In addition, the high emigration level has an adverse effect on the situation. Depopulation is especially visible in the Opole Region (Polish: województwo opolskie), due to the scale of negative trends in the region and its specificity. The problems related to depopulation, which have been observed there for years, are becoming more and more important in the other parts of Poland, too. The issues related to the population of the Opole Region, with its deepening demographical depression, have forced the authorities to introduce measures to prevent and counteract depopulation processes. At this point, effective use of social and economic policy measures become espe cially significant. Cognizant of demographic threats, local self-government units of the Opole Region took measures aimed to reduce their extent and scale. The Supreme Audit Office, considering the scale and negative effects of the region’s depopulation, has conducted an audit in the area. It covered the Marshal’s Office of the Opole Region, the City Office of Opole, and the City Office of Nysa. The results of the audit have revealed that the effecti veness of the initiatives undertaken so far had been rather limited. - Źródło:
