- The transformations of the administration system in Poland also concerns the decision making process. Public administration has to be prepared to make good decisions in emergency situations. The author describes some problems of decision making process in this time. In the article there were discussed the transformations of law for safety & security. The aims are: to ensure the competent decisions of authority in disaster, crisis or war; to carry out crisis and disaster prevention; to protect the population in disaster, crisis or war.
