    The concept of public policy in Polish literature is a relatively new issue. Funds are one (but not only) of the instruments of implementation of public policies in the EU. In the classical meaning of public policy consists of a sequence of separate activities which should include identification ofproblems, the definition of principles and policy objectives, an indication of the instruments and resources needed to achieve set targets and assess their validity. The aim of this paper is to show how European Union funds affect the implementation of EU public policies in Poland and what are the implications.

    Artykuł odnosi się do implementacji polityki ochrony środowiska w Chinach w kontekście polityki publicznej. Założono, iż celem badań nad implementacją polityki ekologicznej Chin jest rozpoznanie i zrozumienie mechanizmów rządzących tą polityką publiczną. Jest to istotne, ponieważ chińskiej polityce ekologicznej formułowanej na poziomie centralnym, zarzuca się deficyt implementacji na poziomie lokalnym. Celem artykułu jest identyfikacja kluczowych problemów (mechanizmów) implementacji polityki ekologicznej ChRL w świetle światowych doświadczeń. W artykule podejmuje się weryfikację hipotezy, iż implementacja polityki ochrony środowiska naturalnego w Chinach jest wypadkową wielu czynników, za kluczowy z nich uznaje się dominujący model zarządzania publicznego w kraju. Zidentyfikowano, iż mamy do czynienia z nakazowym modelem implementacji działań pro środowiskowych. Zidentyfikowano główne mechanizmy oraz podmioty odpowiedzialne za występowanie tzw. luki implementacyjnej.
    The article refers to the implementation of environmental policy in China in the context of public policy. It was assumed that the goal of research into the implementation of China’s environmental policy is to recognize and understand the mechanisms governing this public policy. This is important because Chinese environmental policy formulated at the central level is accused of an implementation deficit at the local level. The purpose of the article is to identify key problems (mechanisms) for the implementation of the PRC’s ecological policy in the light of global experience. The article attempts to verify the hypothesis that the implementation of environmental policy in China is the result of many factors, the dominant mode of governance in the country is considered to be the key one. It has been identified that we are dealing with a command model for implementing environmental activities. The main mechanisms and entities responsible for the occurrence of the so-called implementation gap has been identified.

    Ocena wdrażania polityki ekologicznej w Chinach dokonywana jest zazwyczaj w kontekście implementacji prawa ochrony środowiska. Autor proponuje odmienne podejście, zakładając, że efekty polityki uzależnione są nie tylko od takich czy innych prerogatyw na poszczególnych poziomach zarządzania, ale także od wzajemnej interakcji poszczególnych aktorów. Artykuł wskazuje, w jakim stopniu władza centralna jest w stanie definiować cele polityki, wraz z adekwatnym systemem nadzoru wdrażania, jaka jest percepcja władz lokalnych, w jakich warunkach władze lokalne są skłonne do akceptacji celów polityki ekologicznej. Zidentyfikowano, w jakich warunkach władze subnarodowe mogą zniekształcać centralnie zaplanowane działania związane z ochroną środowiska.
    The assessment of the implementation of the environmental policy in China is usually made in the context of the application of environmental law. The author proposes a different approach, assuming that the policy outcomes depend not only on such or other prerogatives at individual levels of management but on the mutual interaction of individual actors. The article indicates to what extent the central authority is able to define policy goals along with an adequate system of supervision of implementation, what is the perception of local authorities, and in what conditions local authorities are willing to accept the objectives of the ecological policy. It has been identified in which conditions sub-national authorities may distort centrally planned activities related to environmental protection.

    The effectiveness of Operational Programmes under the regional policy is a key issue of spending of EU funds in Poland. One of the most important priorities of the mentioned Programmes in the last fi nancial perspectives is innovation, treated as an essential factor of development. In Poland, we can talk about treating innovation as a priority starting from the period 2007–2013. At that time, about 17% of funds under regional policy (about PLN 49.7 billion) were allocated to activities related to innovativeness and competitiveness of the economy, similarly is in the current perspective for 2014–2020. It can be argued that funds under the EU Regional Policy Operational Programmes in Poland contribute to the achievement of innovation goals in a highly diversifi ed manner. There are areas in which the effects should be assessed negatively (eg some dependence of Business environment institutions on EU funds). There are also such effects that are definitely positive (eg improvement of public research infrastructure).
