    W pracy przeanalizowano jakość wód rzeki Soły, dopływającej do zaporowego zbiornika Tresna. Jest to najwyższy zbiornik tzw. kaskady Soły, mającej duże znaczenie przeciwpowodziowe i jako rezerwuar wody do celów komunalnych. Celem pracy była ocena skuteczności działań ochronnych dla zasobów wodnych, realizowanych w zlewni zbiornika. Wykazano, że działania wpływają na poprawę jakości wód Soły, ale niektóre parametry pozo- stają na poziomach niezadowalających. Do zbiornika dopływa nadmierny ładunek azotu i fosforu. W warunkach wezbraniowych dotyczy to też cząstek stałych (zawiesin). Ponadto stwierdzono zanieczyszczenie mikrobiologiczne. Wszystko to wskazuje na nie do końca właściwe zagospodarowanie przestrzenne obszaru zlewniowego.
    The quality of the Soła river flowing into the dam reservoir Tresna was presented in this paper. This is the highest reservoir of so called Sola cascade, which is important in case of flood control and as a reservoir of water used for municipal purposes. The aim of the study was to evaluate the effectiveness of protective measures for water resources realized in reservoirs catchment. Presented results showed positive influence on water quality of Soła river, but some parameters has remained at unsatisfactory levels. Especially the excessive load of nitrogen and phosphorus which flows into the reservoir was observed. The last mentioned, in flood conditions, also applies to solids (suspensions). Furthermore microbial contamination was noticed as well. All those factors indicates not entirely appropriate spatial planning of basin area.

    Water Law regulates water management in accordance with the principle of sustainable development, in particular the development and protection of water resources, water use, and water management. The legislature also clarified the matter of ownership of land and water and covered with water, and the principles of management of these components in relation to the assets of the Treasury. The statutory provisions indicate that water management is carried out in accordance with the principle of rational and comprehensive treatment of surface water resources and groundwater, including their quantity and quality and takes into account the principle of common interests and is accomplished through the cooperation of public administration, water users and representatives of local communities so to get the maximum benefit to society.

    Problematyka gospodarki wodnej na obszarach wiejskich nabiera szczególnego znaczenia w kontekście procesu przewidywanej restrukturyzacji polskiego rolnictwa, konieczności dostosowania gospodarki wodnej do wymagań Unii Europejskiej (Ramowej dyrektywy wodnej) czy też wdrażania zlewniowego systemu zarządzania gospodarką wodną. Ochrona jakości i ilości zasobów wodnych w krajobrazie rolniczym decyduje nie tylko o dostępności wody na potrzeby rolnictwa, lecz jest podstawowym elementem kształtowania stosunków wodnych na obszarze kraju. Zapewnienie odpowiedniej ilości wody o dobrej jakości, zarówno do zaspokojenia potrzeb człowieka, jak i środowiska przyrodniczego, wymaga podjęcia wielu działań, w tym zwiększenia zdolności retencyjnych małych zlewni. Strategia tych działań jest przedmiotem artykułu.
    The problem of water resources management in rural areas is very important factor that affects the process of restructuring in Polish agriculture. The quality and quantity of water resources depend on agriculture activity, but on the other hand water resources influence the intensification of plant production. It is necessary to change the methods of water management in rural areas to fulfil the requirements of European Framework Water Directive and some other Directives concerning environmental protection.

    Opis:
    This paper presents the results of a study aimed at determining the possibility of water retention in the lakes located in the upper and middle reaches of the Noteć Zachodnia River in central-west Poland. The study was conducted on the basis of the analysis of available hydrological data and contemporary and archival topographic basemaps. The research was supplemented by a field study from the years 2011-2016, during which numerous surveys and hydrometric measurements were made. Their goal was to determine the natural range of water fluctuations in the lakes under consideration and to identify potential flows in the Noteć Zachodnia River. Observations and calculations allowed the determination of damming ordinates that are within the range of natural water fluctuations of the lakes. On the basis of this information and the previously prepared model of terrain, including the test area, the authors designated zones within the lakes at the required water level and calculated the useful and flood capacity of those water reservoirs. Subsequently, the possibilities of reducing the flood wave on the Noteć Zachodnia River were determined. Calculations were made for 2011, i.e. a year for which the highest winter spate for over 30 years has been documented. It has been shown that, by using only the flood capacities of surveyed lakes, it would be possible to reduce the flood wave on the Noteć Zachodnia River by 30% for the profile closing its catchment below Kamienieckie Lake. The results indicated the validity of damming the lakes located in the catchment of the Noteć Zachodnia River. Water retention in these lakes would restore the water resources in the area and allow reduction of the flood wave during heavy rains. This action would positively affect the ecosystems associated with the river system and would assist the flood protection system in central and west Poland.
