Lack of work and high unemployment have been the most important socio-economic problems in Warmia and Mazury for years. This region is one of the least developed and poorest regions of the European Union and the labor market is in a difficult position both in terms of demand and labor supply. The unem-ployed – especially the unemployed youth – are the most unfavorable group to emerge on the labor market. The problem of the excessive inactivity in the young group is of particular importance in the context of forecasts for the coming years pointing to declining labor supply in Warmia and Mazury. The thematic scope of the article is to show the scale and structure of the unemployment among the youth registered in the region.

The situation in the Polish labour market, in which employers face lower supply of employees and their low efficiency, requires them to take actions aimed at the specific motivation of employees. They have different expectations, which are conditioned by their age, among other things. The research goal was to recognize the motivational expectations of young people on the labour market. The study included students of selected universities from the Wielkopolskie Voivodeship, and the respondents were provided with paper questionnaires to complete. The conducted research proved that young people are positively oriented towards professional challenges and to taking up employment. Although remuneration, bonuses and other financial conditions are important to them, the relationships between people, the respect and the atmosphere prevailing in the company are crucial. These expectations are certainly a challenge for modern entrepreneurs who should modify their employee motivation systems.
Sytuacja na polskim rynku pracy, w której pracodawcy muszą zmierzyć się z niższą podażą pracowników oraz niewysoką ich efektywnością, wymaga od nich podejmowania działań nastawionych na specyficzne motywowanie pracowników. Mają oni bowiem odmienne oczekiwania, które uwarunkowane są m.in. ich wiekiem. Celem badawczym było rozpoznanie oczekiwań motywacyjnych młodych ludzi na rynku pracy. Badaniem objęto studentów wybranych uczelni wyższych z województwa wielkopolskiego, a respondentom do wypełnienia zostały przekazane kwestionariusze ankietowe w formie papierowej. Przeprowadzone badania dowiodły, że młodzież jest pozytywnie nastawiona do wyzwań zawodowych i do podjęcia pracy. Wprawdzie wynagrodzenie, premie i inne warunki finansowe są dla niej ważne, jednak kluczowe są relacje międzyludzkie, szacunek i atmosfera panująca w firmie. Te oczekiwania z pewnością stanowią wyzwanie dla współczesnych przedsiębiorców, którzy powinni dokonać modyfikacji swoich systemów motywowania pracowników.

The aim of this article is to present the threats and opportunities in the fields of education and the professional situation of Moroccans, especially young people who both try to find their place on the local labor market and emigrate mainly to Western European countries, largely to France, Spain and Italy, seeking stabilization. The recent reforms and unilateral or multilateral initiatives of international consortia, governments, agencies, and non-governmental organizations operating globally and locally are a chance to create a most stable labor market for young people. Often these are micro-scale activities, but the activation and professional support on a micro scale may translate into the effects of improving quality on a macro scale, throughout the country. This article was prepared on the basis of international reports of OECD (Organisation for Economic Cooperation and Development), UNESCO, EU national studies, articles and press reports as well as information on the home pages of institutions and organizations such as USAID (United States Agency for International Development) or NED (The National Endowment for Democracy)

The article describes the phenomenon of NEETs (young people not in employment, education or training) in the European labour market. The focus of the article is on the presentation of Eurostat statistical data. It shows the dynamics of change in the population share of young people meeting all of the three conditions: they are not gainfully employed, enrolled at any kind of education institution, and do not gain work experience as trainees or interns. Available quantitative data shows the scale of this unfavourable social phenomenon in the years 2006—2015 within the area of the European Union. The scale of the NEETs phenomenon was visible before, during, and after the recent economic crisis. Due to the lack of unambiguous defining framework — referring to the age limits of persons included in the NEETs category — the scale of this phenomenon, based on Eurostat’s analyses, was presented in reference to broader perspective: 15—34 years, and then among people aged 18—24. Not only does the article indicate a number of adverse consequences of this phenomenon, but also delineates recommendations whose implementation could contribute to curbing it.

The analysed topic is the situation of young Polish people on the labour market. The unemployment in this group constitutes a major social problem as it has a significant impact on private and professional life. Unemployment rate in Poland has dropped throughout last years but it is also worthwhile to examine the tendency for young people. The aim of this study is to discuss different issues connected with unemployment among young people, including the diagnosis and assessment of their situation based on the topic literature and Polish Central Statistical Office (GUS) data. The study contains the analysis of the phenomenon of young people’s unemployment and conclusions.
Przedmiotem analizy w niniejszym artykule jest sytuacja młodych ludzi na rynku pracy. Bezrobocie w tej grupie stanowi poważny problem społeczny, uniemożliwia prawidłowe funkcjonowanie życiowe i zawodowe. W ostatnich latach bezrobocie w Polsce znacząco spadło, warto jednak zbadać, czy ta tendencja dotyczy również młodzieży. Celem opracowania jest ukazanie problematyki bezrobocia młodych osób, w tym diagnoza i ocena ich sytuacji na podstawie literatury z zakresu omawianych zagadnień oraz danych GUS. Praca zawiera analizę zjawiska bezrobocia młodych osób oraz wnioski.

The contemporary labour market is characterised by broadly understood flexibility which conditions the uncertainty of the professional situation of a person participating therein. One of the factors increasing their chances to have a successful career are not only relevant competences, qualifications and proactive behaviours to the benefit of their own development, but also their trust in their own abilities. In this article it has been attempted to confirm the thesis on the existence of co-dependence between the individual’s proactivity and self-efficacy in the process of developing a professional career. To this end, a review of selected theoretical depictions on both, constructs and results of research explorations specifying mutual relations, was conducted. The observations made have both, theoretical and practical implications that are interesting in cognitive terms. The analysis thereof may prove to be especially important with regard to young people who are preparing to enter the labour market.

Opracowanie stanowi analizę współczesnych oczekiwań wobec młodego człowieka wkraczającego na rynek pracy w kontekście jego przygotowania akademickiego. Ważnym aspektem jest oczekiwany poziom nabycia określonych kompetencji warunkujących funkcjonowanie w świecie pracy. Obecnie młody człowiek ma konkretne oczekiwania kwalifikacyjno-kompetencyjne wobec kształcenia akademickiego. Ważne jest, aby owe oczekiwania były realizowane w procesie kształcenia tak, aby później mogły być wydatkowane na rynku pracy. To, co absolwenci mogą zaoferować pracodawcy, to wiedza wyniesiona z uczelni oraz nabyte kompetencje.
The study is an analysis of students' expectations of academic education. An important aspect is the expected level of acquisition of certain competencies that determine the functioning at work. Nowadays, young people have specific expectations for academic education in scope of acquired qualification and competence . It is important that these expectations should be met in the education process, and then acquired qualification and competence could be used on the labour market. The knowledge and competencies (acquired during the academic education process) are the most important value that could be offer by graduates on labour market.

This article deals with the relevance and effectiveness of social support for young people at risk of exclusion from the labour market and the unemployed. The basis for this analysis is the knowledge of the specific needs of young people in need of special support in the labour market and the evaluation of the current work of the Voluntary Labour Corps in this area. The author points to the need for reprocess operations of public labour market institutions, in the provision of comprehensive and personalized services. Refers to the concept of new public management and the EU youth policy framework.
Artykuł podejmuje temat adekwatności i skuteczności wsparcia społecznego młodzieży zagrożonej wykluczeniem z rynku pracy i bezrobotnej. Podstawą analizy jest wiedza o specyfice potrzeb młodych ludzi wymagających szczególnego wsparcia na rynku pracy oraz ocena dotychczasowej działalności Ochotniczych Hufców Pracy w tym obszarze. Autorka wskazuje na konieczność przeprofilowania działalności publicznych instytucji rynku pracy w kierunku świadczenia usług kompleksowych i zindywidualizowanych. Odwołuje się do koncepcji nowego zarządzania publicznego i założeń polityki młodzieżowej w UE.

We współczesnym dynamicznie zmieniającym się społeczeństwie transformacjom podlega także młode pokolenie, ludzie młodzi, młodzież – kategorie nieostre, wymagające każdorazowo doprecyzowania. Dotychczasowe badania nad ludźmi młodymi, szczególnie młodymi dorosłymi, nie pozwalają w pełni ujawniać złożoności i wewnętrznego różnicowania się doświadczeń życiowych, co ogranicza formułowanie rekomendacji służących poprawie ich sytuacji życiowej. W artykule przedstawiono podejście dynamiczne i jego zastosowanie dla analizy złożonych doświadczeń młodych Polaków na współczesnym rynku pracy. W analizach wykorzystano dane Eurostatu i wstępne wyniki części badań realizowanych w projekcie NCN Polityki publiczne na rzecz pełnej dorosłości w Polsce.
In the contemporary dynamically changing society, young generation, young people and youth undergo significant transformations. The mentioned categories are not clear-cut and they require clarification each time they are applied. Previous studies on young people, particularly young adults, have not revealed the complexity and internal diversification of their life experience, which limits the formulation of recommendations aiming to improve their life situation. The article presents the dynamic approach and its application for the analysis of the complex experience among young Poles on the labour market. For this purpose, the authors used the Eurostat Data and the preliminary results of part of the research conducted within the NCN (National Science Centre) project entitled “Polityki publiczne na rzecz pełnej dorosłości w Polsce” (“Public policies for complete adulthood in Poland”).

The proposed text is an illustration of selected conclusions from a four-module research project conducted in one of the Wielkopolska counties. The aim of the empirical verification was to: make the educational and professional characteristics of the junior high school plans, get acquainted with the opinions of the employers on the situation in the local labor market, get acquainted with the plans connected with the employment of employees, get acquainted with the preparation of graduates of particular types of schools to meet the opinion of the directors of post-gymnasium schools on the state of the vocational education and to get acquainted with the opinions of the students of the upper secondary school classes on the situation on the labor market, the offer of vocational education and the self-assessment of preparation to enter the labor market. The research was conducted in the first quarter of 2016 and 2017, by the diagnostic survey method. The article is based on one of the study modules – a study of middle school students that was conducted in 2016 – the findings from the 2017 study will be cited in some places for comparative purposes only. Due to the specificity of the research topic, the selection of the research sample was random. High school students (N = 486 in 2016 and N = 490 in 2017), upper secondary school students (N = 503 – 2016 and N = 498 – 2017), upper secondary school graduates (N = 6 in 2016 and 2017 ) and the largest employers (N = 78 in 2016, N = 102 in 2017). In this project the diagnostic survey method was used as the basis. The method used to analyze the contents was made using the local traditional (printed) and internet press and the thematic work edited by the County Labor Office in Gniezno and other institutions. The main topic of this paper was the educational and vocational elections of junior high school students in the context of the situation on the local labor market (which, as it turns out, does not correspond to its needs), revealing weaknesses in vocational counseling. Regarding the specific nature of the region, attention has also been paid to the face (as opposed to the offer) of vocational education (depicted in the vocational school 2017/2018) depreciated in the eyes of the local community, which in the reality of the local labor market seems to be a rational educational choice without causing closure Road to higher education. The dissertation on vocational education has been made an additional element of publication.

Jedno z zadań okresu dorastania związane jest z przygotowaniem jednostki do pełnienia roli zawodowej. Cel artykułu został zogniskowany wokół analizy różnorodnych wyzwań towarzyszących wyborom młodzieży dotyczących planowania własnej kariery. Poszukując swojego miejsca w świecie i dookreślając swoją pozycję na rynku pracy, udziela odpowiedzi na pytania „kim jestem?”, „kim chcę oraz kim mogę być w niepewnej i zmiennej rzeczywistości?”. W tekście podjęto próbę przeglądu dylematów pojawiających się na drodze kształtowania własnej dojrzałości zawodowej człowieka ze szczególnym zwróceniem uwagi na specyfikę elastycznego rynku pracy oraz koncepcje charakteryzujące sytuację zawodową młodych ludzi. Ich złożoność i wielowymiarowość, ukazuje heterogeniczność procesu projektowania przyszłości zawodowej przez młodzież, tym samym dowodząc konieczności intensyfikowania zabiegów edukacyjno-doradczych ukierunkowanych na budowanie jej świadomości w karierze i kompetencji niezbędnych do jej rozwijania.
One of the tasks of adolescence is related to the preparation of an individual for a professional role. The aim of the article was focused on the analysis of various challenges accompanying the choices of young people regarding career planning. Searching for his place in the world and defining his position on the labor market, he answers the questions „who am I?”, „who do I want and who can I be in an uncertain and changing reality?”. The text attempts to review the dilemmas that appear in the process of shaping one’s own professional maturity, with particular emphasis on the specificity of a flexible labor market and concepts characterizing the professional situation of young people. Their complexity and multidimensionality shows the heterogeneity of the process of designing the professional future by young people, thus proving the need to intensify educational and counseling efforts aimed at building awareness in a career and competences necessary to develop it.

Na przestrzeni ostatnich lat instytucje te w sposób elastyczny dostosowały charakter swojej działalności oraz pełnione funkcje do wciąż zmieniającej się rzeczywistości społeczno-gospodarczej.Celem artykułu jest przedstawienie działalności Ochotniczych Hufów Pracy na Warmii i Mazurach w zakresie przeciwdziałania marginalizacji i wykluczenia społecznego, uzupełnienia wykształcenia i przygotowania zawodowego młodzieży i bezrobotnych do 25. r.ż. W pracy zastosowana została analiza dokumentów normatywnych tzn. statutów, regulaminów i programów wychowawczo-edukacyjnych poszczególnych jednostek OHP oraz indywidualne wywiady pogłębione przeprowadzone z przedstawicielami OHP w regionie. Materiał badawczy niezbędny do wyciągnięcia wniosków zebrano w OHP działających na terenie Warmii i Mazur oraz rekomendacjami niezbędnymi do doskonalenia czy optymalizacji działalności pedagogicznej.
Volunteer Labour Troops are one of the key government's agencies focused on organization of a system support for youth, in the area of it's both social and professional activation i.e. upbringing, teaching, training courses, consultancy and employment. As budgetary institutions they are entrusted with responsibility for particularly difficult youth, stemmed from socially neglected environments, threatened with marginalization and social exclusion. In recent years those institutions in the elastic way have adapted their nature of business and functions fulfilled to constantly changing social-economic reality.The main goal of this article is to enunciate Volunteer Labour Troops in Warmia and Mazury as counteracting marginalization and social exclusion, in completing background and professional preparation of youth and unemployed before the age of 25. In the article analysis of documents statutes, regulations and educational programmes of each VLC units has been applied as well as individual in – depth interviews conducted with VLC representatives in region. The necessary for drawing conclusions research material has been gathered in VLC units working in Warmia and Mazury region.

The European integration strategy of Ukraine to the EU puts on the agenda the implementation of the European employment policy. The aim of the research is to analyse the risks of unemployment of less-competitive groups of people at a labour market in Ukraine, the EU-28, and Poland. On the base of the results of this comparative analysis were formulated the current priorities of employment policy and its adaptation to the European employment policy.
