Opis:: Adapting the city to the needs of people with disabilities is a challenge of present times. Cities, in order to meet the needs of this group of people, create local development programs that address their needs. Częstochowa in the years 2014–2020, these actions are implemented within the framework of the Action Program for Disabled Persons, “CZESTOCHOWA FOR THE DISABLED PEOPLE”. This program is aimed at the disabled and their families. It is also socially important because of the growing number of seniors. The aim of this paper is to present the social policy of the city of Czestochowa to people with disabilities. The article was prepared on the basis of literature studies in the field of management, organization and planning of social activities in administrative units and statistical data from the public administration in Czestochowa.
Dostosowanie miasta do potrzeb osób niepełnosprawnych jest wyzwaniem obecnych czasów. Miasta, chcąc sprostać wymaganiom tej grupy mieszkańców, tworzą lokalne programy rozwoju uwzględniające ich potrzeby. Częstochowa w latach 2014–2020 działania te realizuje w ramach Programu Działań na Rzecz Osób Niepełnosprawnych „CZĘSTOCHOWA NIEPEŁNOSPRAWNYM”. Program ten skierowany jest do niepełnosprawnych oraz ich rodzin. Jest on ważny społecznie również ze względu na rosnącą liczbę seniorów. Celem niniejszego opracowania jest prezentacja polityki socjalnej miasta Częstochowa względem osób z niepełnosprawnością. Autorki dokonały analizy strategii logistyki miejskiej wobec potrzeb niepełnosprawnych mieszkańców. Praca ma charakter przeglądowy. Wykorzystana w niej została literatura z zakresu organizacji i zarządzania oraz dane statystyczno-administracyjne dla miasta Częstochowa.

Opis:: The article presents the architecture of an integrated telematics system to manage mixed passenger transport services in an urban agglomeration. The study of the railway line catchment area includes three main generators of passenger traffic, i.e. settlement network, occurrence of economic operators generating commuting to work, presence of commercial, administrative, cultural and educational, scientific, recreational, and religious worship centres, etc. The study was carried out for each railway line included in the Wrocław railway node. Wroclaw is a city which has been aspiring for many years to become an European metropolis. It is therefore necessary to look at alternative ways of solving communication problems of residents. The system of the railway network of Wroclaw railway node predisposes it to perform an even broader role for the city. The use of telematics tools can streamline the flow of information. Opis:: Dynamiczny rozwój aglomeracji miejskich stworzył potrzebę dostosowania wykorzystywanych systemów informatycznych do zwiększonego natężenia ruchu pasażerskiego. Coraz powszechniejsze zjawisko kongestii przyczyniło się do intensyfikacji działań na rzecz poprawy efektywności sterowania przepływami w aglomeracjach. Do tego celu zaczęto wykorzystywać coraz bardziej nowoczesne rozwiązania służące poprawie funkcjonowania komunikacji miejskiej. Celem artykułu jest ocena i przegląd aktualnych rozwiązań, które mogą zostać z powodzeniem zaimplementowane w systemach komunikacyjnych miast w Polsce. Publikacja ma na celu także określenie perspektyw rozwoju Inteligentnych Systemów Transportowych (ITS) w przyszłości, a także efektów wynikających z ich dalszego wykorzystywania.
The dynamic development of urban areas has created the need to adapt computer systems used to increased passenger traffic. Increasingly common phenomenon of congestion, contributed to intensify efforts to improve the efficiency of the control flows in agglomerations. For this purpose cities begin to use more and more modern-solving software to improve the functioning of public transport. The aim of the article is to assess and review of current solutions that can be successfully implemented in communication systems, cities in Poland. The publication is also intended to determine the prospects for the development of intelligent transport systems in the future as well as the effects resulting from their continued use.

Opis:: Człowiek od wieków poszukiwał skutecznego sposobu przemieszczania osób i ładunków. Jednym z owoców tych poszukiwań był rower oraz jego towarowa odmiana. Jako ekologiczny i ekonomiczny środek transportu może być on odpowiedzią na współczesne problemy, takie jak: zanieczyszczenie powietrza, kongestia transportowa lub nadmierne hałas i drgania występujące w strefach dostaw na obszarach aglomeracji miejskich. Artykuł porusza temat ewolucji mody rowerowej na przestrzeni dziejów, uzasadniając obecną jej sytuację. Wskazuje różnice pomiędzy Polską a Holandią w aspekcie długości dróg rowerowych oraz liczby ich użytkowników w czasach obecnych jako czynnik odzwierciedlający postawę społeczeństwa odnoszącą się do logistyki rowerowej. W kolejnych podrozdziałach zostały scharakteryzowane podstawowe rodzaje rowerów towarowych wraz z uwzględnieniem ich potencjalnego zastosowania w łańcuchu dostaw. Zostały wskazane podstawowe sektory wykorzystania rowerów cargo (cargo bike) oraz zalety płynące z ich zastosowania w poszczególnych sektorach. Do najważniejszych z zalet należy zaliczyć: znaczną oszczędność zajmowanej powierzchni w stosunku do samochodów dostawczych, poprawę walorów turystycznych zabytkowych centrów miast, poprawę płynności dostaw, redukcję hałasu, drgań oraz znikomą emisję szkodliwych gazów. Na przykładzie rynku usług kurierskich został poruszony problem logistyki pierwszej i ostatniej mili jako dwóch najbardziej kosztownych etapów transportu ładunku, gdzie wykorzystanie takich pojazdów jak rower towarowy wydaje się zasadne. Zostały również przytoczone niektóre rozwiązania oparte na logistyce rowerowej, stosowane przez firmy przewozowe w Europie. Całość zamykają rozważania na temat dalszego rozwoju cyklologistyki.
Cargo bike is an ecological and economical mean of transport. It can be a solution for problems such as air pollution, transport congestion or excessive noise and vibration occurring in the delivery zones in urban agglomerations. The article describes evolution of cycling fashion. It shows the differences between Poland and the Netherlands in terms of the length of bicycle paths and the number of users, as a factors that reflect the attitude of the public, relating to the cycle logistics. Basic types of cargo bikes were characterized with regard to their potential applications in the supply chain. The basic sectors of the use of cargo bikes and advantages flowing from their application in particular sectors were indicated. The most important advantages of cargo bikes: saving footprint relative to the vans, improvement of the tourist attractions of the historic city centres, improving supply, reduction of noise, vibration and emissions of harmful gases. The problem of the first and last mile logistics was discussed, as two of the most costly stages of transport. The article also describes some solutions based on cycle logistics, used by the transport companies in Europe.

Opis:: The article presents the role of innovation in city logistics, and above all the impact of modern logistics investments on the quality of life of residents. On the example of the proceedings of the local government of the city of Rzeszów, a brief description was made of activities related to innovations in urban logistics of various types: technological, organizational, structural, process and image-related. On the basis of a survey among the inhabitants of Rzeszów and the Rzeszów agglomeration, the impact of innovations in urban logistics was examined, among others on changing the behavior of society, lifestyle, preferences in movement, quality of life, as well as the identification of residents with the city. As a result of the research, it was found that the inhabitants perceive very well all already implemented and being implemented innovations in urban logistics. It was also recognized that modern investments contribute to improving the quality of life, lifestyle, air quality, health and safety. In particular, it can be said that the innovations made it possible, among others, to shortening travel time by public transport, smoothing traffic in congested areas, infrastructure integration of ecological forms of transport operating in the urban and suburban areas, connecting public transport with individual bicycle, pedestrian and car communication, improving the mobility of people with disabilities or people with reduced mobility, energy efficiency of urban transport by investing in transport with alternative propulsion systems, reducing the negative impact on the environment, including reducing noise and vibrations as well as greenhouse gas emissions, mainly CO2.
W artykule przedstawiono rolę innowacji w logistyce miejskiej, a przede wszystkim wpływ nowoczesnych inwestycji w obszarze logistyki na jakość życia mieszkańców. Na przykładzie postępowań samorządu miasta Rzeszowa, dokonano zwięzłej charakterystyki działań związanych z innowacjami w logistyce miejskiej o różnym charakterze: technologicznym, organizacyjnym, strukturalnym, procesowym oraz wizerunkowym. Na podstawie badań ankietowych wśród mieszkańców Rzeszowa i aglomeracji rzeszowskiej, zbadano m.in. wpływ innowacji w logistyce miejskiej na zmianę zachowań społeczeństwa, styl życia, preferencje w przemieszczaniu się, jakość życia, a także utożsamianie się mieszkańców z miastem. W wyniku badań stwierdzono, że mieszkańcy bardzo dobrze postrzegają wszystkie wdrożone i wdrażane innowacje w logistyce miejskiej. Uznano również, że nowoczesne inwestycje przyczyniają się do poprawy jakości życia, stylu życia, jakości powietrza, zdrowia i bezpieczeństwa. W szczególności można stwierdzić, że innowacje umożliwiły m.in. skrócenie czasu podróży komunikacją miejską, upłynnienie ruchu na obszarach objętych kongestią, integrację infrastrukturalną funkcjonujących na obszarze miejskim i podmiejskim ekologicznych form transportu, powiązanie transportu publicznego z indywidualną komunikacją rowerową i pieszą oraz samochodową, poprawę mobilności osób z niepełnosprawnością lub osób z ograniczoną zdolnością ruchową, poprawę efektywności energetycznej transportu miejskiego przez inwestycje w transport o alternatywnych systemach napędowych, zmniejszenie negatywnego oddziaływania na środowisko, w tym redukcję hałasu i drgań oraz emisji gazów cieplarnianych, głównie CO2.

Opis:: W artykule omówiono problem transportu miejskiego z wykorzystaniem rozwiązań telematycznych. Przedstawiono ogólną charakterystykę rozwoju miasta i jego transportu, z uwzględnieniem celów cząstkowych logistyki miejskiej. Opisano rolę i znaczenie rozwiązań telematycznych w logistyce miejskiej. Scharakteryzowano przykład zastosowanych rozwiązań na podstawie Trójmiasta oraz ukazano możliwości dalszego rozwoju tych aspektów. Studium przypadku dotyczyło zastosowania systemu inteligentnego sterowania ruchem TRISTAR w Trójmieście, którego zastosowanie przyniosło wymierne efekty dla transportu miejskiego.
The article describes the solution to the problem of urban transport using the telematics solutions. The general characteristics of the city development and its transport, taking into account the partial objectives of urban logistics. The author describes importance of telematics solutions in the transport’s logistics. This paper characterized example of the solutions on the Tri-City basis and shown potential for further development in these aspects. The case study involved system use of intelligent traffic control TRISTAR in Tri-City, that has already led to tangible effects for urban transport.

Miasto, jak każde przedsiębiorstwo posiada własny budżet i strategię rozwoju, której stworzenie oraz stopień wykonalności można weryfikować przy użyciu nowoczesnych narzędzi informatycznych. W artykule autorzy zaprezentują wykorzystanie narzędzi gisowych w procesie rozwoju logistyki miejskiej i tworzenia strategii rozwoju miasta. Przedstawione zostanie również narzędzie służące badaniu efektywności wdrożonej strategii, którym jest system Public Participatory GIS (PPGIS).
Managing today is a complex process that requires huge amounts of data to be analyzed. The article presents the use of Geographic Information Systems (GIS) as an element of decision-making in the development of the city's development strategy and in particular one of its most important factors: urban logistics. The city, as every company has its own budget and development strategy, whose creation and feasibility can be verified using modern IT tools. In the article, the authors present the use of gis tools in the process of urban logistics development and urban development strategy. A tool to study the effectiveness of the implemented strategy, Public Participatory GIS (PPGIS), will also be presented.

Progressive spatial development of city infrastructure expressed by an increase in population density or the number of factories, alteration of lifestyle and domination of individual transport usage, generate unwanted changes in the city space. these trends have a negative impact on the functioning of transport, thus the quality of citizens’ life is also affected. minimizing these nuisances requires usage of logistics management rules, as the concentration of significant business entities and people on a relatively small territory creates relevant problems in management. proper organization of city transport is of special significance to cities’ functioning, taking into account the rules of sustainable management. the author undertakes to discuss the problem of qualitative development of city transport system, considering the principles of sustainable development.

Opis:: Głównym celem artykułu jest ocena ryzyka realizacji projektów międzynarodowych na przykładzie Low Carbon Logistics. Realizując cel przeprowadzono analizę ryzyk mogących mieć wpływ na realizację projektu przy pomocy metody delfickiej. Ryzyka zostały wytypowane przez grupę ekspertów wyłonioną spośród uczestników projektu, a więc osób bezpośrednio związanych z projektem, zorientowanych w realiach jego wdrażania i realizacji, co w dużej mierze uwiarygodnia rezultaty analizy. Opracowane grupy ryzyk kolejnej ocenie dzięki której wyłoniono spośród nich te, które według szacunku mają zarówno duży wpływ na powodzenie przedsięwzięcia, jak i wysokie prawdopodobieństwo wystąpienia. Działania te pozwoliły na wykonanie macierzy ryzyka dla wewnętrznej oceny projektu Low Carbon Logistics.
The main purpose of the article is to assess the risk of international projects on the Low Carbon Logistics example. In accomplishing the goal, an analysis of the risks could have an impact on the project implementation. The risks were selected by a group of experts chosen from participants of the project. People opinion directly related to the project, oriented in the realities of its implementation largely validates the results of the analysis. In the next step identified risk groups were developed for the next assessment,. Thanks to that authors select those of them which, have a large impact on the success of the project and a high probability of occurrence. These activities enabled the creation of a risk matrix for the internal assessment of the Low Carbon Logistics project.

Opis:: The urban freight transport (UFT) is an important component of the urban logistics. It represents a driving force for the economic dynamics and attractiveness of a city. It can be treated as all movements of goods necessary for the economic activities, the institutions and the residents of urban life. Through, it faces with problems relating to the congestion, unsafety, atmospheric and noise pollution that constrain its performance and hinder its development. This performance is a complex subject on which a great deal of research has emerged in the last decade. Accordingly, this paper aims to develop a model for assessing the performance of the UFT. The objective is to identify the determinants of the performance of the urban freight transport and measure the impact of each factor. Therefore the first part of this article concerns the elaboration of the model and the formulation of the hypotheses. First, an overview of the factors that could influence the performance of the UFT was identified based on a literature review. The result of this step allowed to model, by mobilizing the GRAI grid (Graph of results and interrelated activities), the UFT system in order to release the decisional links between these factors. Then, the grid will be decomposed into hypotheses explaining the relations between the factors and the performance of the UFT. The formulation of each hypothesis will be based on all the theoretical works that have treated it. The second part includes the empirical study to test the model using the partial least squares (PLS) analysis. Therefore, we conducted a survey among managers and users of the UFT in the city of Fez. A hypothetico-deductive approach has been used with a sequential methodological complementarity between qualitative analysis for exploratory purposes and the support of quantitative analysis for confirmation. The results of the test, confirm a significant influence of the identified factors on the UFT performance. The practical scope of this paper is to provide a decision-making framework for urban management department explaining the impact of these factors on the UFT performance.

Opis:: Introduction/background: The increasing amount of waste, associated with socio-economic development, is a significant problem these days. In order to solve this problem, emphasis must be placed on the satisfaction of residents, who are the producers of waste. Their satisfaction positively influences their involvement in the process. Therefore, all studies and improvements regarding waste management should be made at the local level. Aim of the paper: The aim of this paper is to use the Customer Satisfaction Index and Servqual methods to examine consumer satisfaction with services. The study examines the satisfaction level of the Pilchowice responders. Materials and methods: The paper uses surveys and CSI and Servqual methods to analyse the survey results. The article was created on the basis of the diploma thesis. Results and conclusions: The study showed that for the Pilchowice responders, punctuality and flexibility of services are most important. The attitude of the service staff was rated best. Flexibility, recycling level and access to information need improvement. Possible improvements were suggested in the areas that need to be improved.

Ciekawym problemem staje się kwestia jak czynnik wprowadzenia bezpłatnej publicznej komunikacji miejskiej wpłynie na efekty zewnętrzne całej komunikacji na obszarze miejskim oraz w jakim stopniu zmieni infrastrukturę komunikacyjną miasta oraz organizację transportu.
One of the activities of urban logistics is to optimize communication activities, i.a. in terms of creating incentives to use public transport, which aims to reduce the number of cars in city centers. Analysis of the cost of public transport, especially the external costs, indicates that the effective use of public transport is not necessarily related to financial gain such a system. The interesting problem is the question of how to factor in the introduction of free public transport externalities affect all communications in an urban area and the extent to which changes the communication infrastructure of the city and the transportation.

Opis:: Introduction/background: In the time of advancing urbanization and ever increasing intensity of the road traffic in urban areas, providing efficient mass transport is the responsibility of the local authorities. Effective management and organization of the public transport system is a complex task. A public transport system that is attractive and responds to the needs of the passengers can become one of the key factors influencing the quality of life in the city. Aim of the paper: The main aim of the paper is to identify positive and negative aspects of the operation of Lubińskie Przewozy Pasażerskie (Lubin Passenger Transport) and to propose the potential improvements in this system. Materials and methods: The paper was created on the basis of a literature review and the applicable legal acts. In order to determine strengths and weaknesses of the mass transport system, a Pareto-Lorenz diagram was used and the level of logistical customer service was calculated on the basis of passenger surveys. The article was created on the basis of the diploma thesis. Results and conclusions: As the result of conducted research, it has been stated that the passenger transport services in the district of Lubin are provided on a satisfying level, however, the users report certain deficiencies in the functioning of the mass transport. Three main activities, which will result in a noticeable improvement in the quality of offered transport services, were suggested.

Opis:: Konstantynów Łódzki jest częścią Łódzkiego Obszaru Metropolitalnego i ma prawie 18 tys. mieszkańców. Jego położenie powoduje, że jest popularnym miejscem osiedlania się osób pracujących w Łodzi. Miasto połączone jest z Łodzią linią tramwajową oraz kilkoma drogami łączącymi je z centrum aglomeracji oraz przenoszącymi ruch w relacji północ–południe. Obecnie infrastruktura drogowa jest najważniejszym elementem dającym możliwość przemieszczania się mieszkańców. Taka sytuacja powoduje szereg problemów transportowych. Celem artykułu jest zaproponowanie rozwiązania problemów logistyki transportu drogowego Konstantynowa Łódzkiego. Na podstawie danych z badań ruchu drogowego oraz analizy istniejącej infrastruktury transportowej dokonano prognozy ruchu drogowego do 2040 r. Prognoza ta oraz szereg innych czynników pozwoliły na nakreślenie niezbędnych zmian w infrastrukturze transportowej, które dają szansę na rozwiązanie istniejących i narastających problemów w obszarze logistyki miejskiej Konstantynowa Łódzkiego.
Konstantynów Łódzki is part of the Łódź Metropolitan Area, with almost 18 thousand residents. Its location causes it to be a popular place of settlement for people working in Łódź. The city is connected by a tram line with Łódź and several roads connecting them with the center of the agglomeration and transferring traffic in the north-south direction. Currently, the road infrastructure is the most important element that gives residents the possibility of moving around. This situation causes a number of transportrelated problems. The aim of the article is to propose a solution to the problems faced by the road transport logistics in Konstantynów Łódzki. Based on data from road traffic studies and analyses of the existing trans-port infrastructure, a forecast relating to traffic until 2040 was made. This forecast and a number of other factors allowed outlining the necessary changes in the transport infrastructure, which give an opportunity to solve the existing and growing problems in the area of Konstantynów Łódzki’s urban logistics.
