Logistyka miejska to narzędzie do skutecznego rozwiązywania różnych problemów, z zakresu funkcjonowania aglomeracji miejskie. Nasilające się mankamenty przewozowe, organizacyjne i społeczne potwierdzają potrzebę jej ciągłego rozwoju. Powstające w tym zakresie nowe pomysły powinny opierać się na nowatorskich technologiach, które odpowiednio usprawnią zarządzanie systemem logistyki miasta, przy jednoczesnym zapewnieniu zrównoważonego rozwoju transportu. Celem artykułu jest analiza logistyki miejskiej, jako elementu usprawniającego zarządzanie systemem logistycznym miasta. Problem badawczy został sformułowany w postaci pytania: Jakie rozwiązania (koncepcje działań), mogą usprawnić działanie systemu logistycznego miasta? W celu wyjaśnienia tego problemu badawczego, podjęto się analizy dostępnej literatury przedmiotu.
City logistics is a tool to effectively solve various problems related to the functioning of urban agglomerations. Increasing transport, organizational and social problems confirm the need for continuous development of city logistics. New ideas arising in this respect should be based on innovative technologies that will properly improve the management of the city logistics system, while ensuring sustainable development of transport. The aim of the article is to analyze city logistics as an element improving the management of city logistics system. The research problem was formulated in the form of a question: What solutions (concepts of actions) can improve the operation of the city logistics system? In order to explain this research problem, the analysis of available publications was undertaken.

W artykule omówiony został problem potencjału systemu przewozowego oraz jego ocena. W tym celu dokonano identyfikacji systemu przewozowego oraz ich klasyfikacji. Ponadto przedstawiono model systemu przewozowego oraz scharakteryzowano jego elementy, przedstawiono zapis formalny modelu systemu przewozowego. Szczególną uwagę zwrócono na potencjał systemu przewozowego i jego ocenę w aspekcie realizacji zadań przewozowych. Przedstawiono formalny zapis potencjału systemu przewozowego oraz zdefiniowano wskaźniki jego oceny zarówno cząstkowe jak i wskaźnik ogólny. Teoretyczne aspekty związane z potencjałem systemu przewozowego i jego oceny zweryfikowano na przykładzie problemu badawczego, który został przedstawiony w końcowej części artykułu.
The article discusses the problem of potential of transportation system and its evaluation. For this purpose, the identification of the transportation systems and their classification were done. More over the transportation system model, its elements and mathematical formulation were performed. Particular attention has been paid to the potential of the transport system and its evaluation in terms of the transportation task realization. Also the mathematical formulation of the potential of transportation system and its partial and general evaluation indicators were presented. The theoretical aspects of potential of transportation system and its assessment were verified on the calculation example, which was presented at the end of the article.

W publikacji przedstawiono mechanizm tworzenia logistycznych klastrów w gospodarce. Poddano analizie systemy transportu i logistyczne obszary. Rozpatrzono ich wpływ na stan ekonomiczny gospodarki kraju oraz rozwój jego regionów. Określono etapy tworzenia klastrów w wybranym regionie z uwzględnieniem jego perspektywicznego rozwoju ekonomicznego.

The transport system are sociotechnical systems in which the direct realization of the tasks is dealt with by an executive subsystem consisting of the elementary subsystems of a human - a technical object (an operator - a means of transport) type realizing the tasks within the system environment. In respect of a human located within a transport system the most significant criterion in the evaluation of the transports being realized is their safety. The safety level of the task realization is influenced by the risks resulting from the interaction of the forcing factors, affecting an elementary executive subsystem. These factors may be divided into [8]: working, External, antropotechnical. In order to structure safety evaluation model of the road transport system we need to: build the algorithm for evaluating safety of analysed system, establish safety criterion for the system's performance, structure a model using the algorithm of safety evaluation of the system. Due to the complexity of the systems being analysed in the paper, it has been attempted to evaluate the influence of the forcing factors on the safety of this system operation.

Systemy transportowe sa systemami socjotechnicznymi, w których bezpośrednia realizacja zadań zajmuje się podsystem wykonawczy złożony z podsystemów elementarnych typu człowiek – obiekt techniczny (operator – środek transportu) realizujących zadania w otoczeniu systemu. Ze względu na człowieka umiejscowionego w systemie transportowym najistotniejszym kryterium w ocenie realizowanych przewozów jest ich bezpieczeństwo. Na poziom bezpieczeństwa realizacji zadań wpływają zagrożenia wynikające z oddziaływania czynników wymuszających, oddziałujących na elementarny podsystem wykonawczy. Czynniki te można podzielić na [8]: - robocze; - zewnętrzne; - antropotechniczne. Ze względu na złożoność analizowanych systemów w pracy podjęto próbę oceny wpływu oddziaływań czynników wymuszających na bezpieczeństwo działania tego systemu.

The article presents the concept of building a transport system model based on the example of maritime aviation SAR service. The applied methodology of efficiency assessment lists the individual elements of the system and then, after applying the mathematical formalization, aims to describe the structure of the system. Both the transport means and the system components necessary for the transport task have been parameterized, with particular emphasis on logistic aspects that support the rescue system.

Industrial companies are linked with affiliated firms, suppliers and customers through the supply chains. Such chains operate within large-scale networks directly related to distribution and warehousing. In order to meet the market demands and customer new expectations, the various components of the supply chains have to be developed i.a. through implementation of the innovative vehicles, green and blue technologies. Moreover, modernization processes of transport and logistics system need to be resistant to crucial mistakes related to innovative solutions implementation in order to exclude domino effect occurrence. The authors attempt to build topology-based approach to the modernization of transport and logistics systems. It is assumed that each innovation application is the independent element-based coalition, possessing linked object structure. The results of multi-year researches demonstrate the offered approach as a useful tool to analyze innovative changes for obsolete transport and logistics system as hybrid structure. The ways of system structure transformation, as well as possible innovative effects are considered. The preliminary results have been obtained for compositions on meso-level for the case of marine propulsion modernisation. The paper is illustrated by various examples.

22 stycznia 2013 r. Rada Ministrów przyjęła uchwałę w sprawie Strategii rozwoju transportu do 2020 r., przedłożoną przez ministra transportu, budownictwa i gospodarki morskiej. Dokument ten wyznacza najważniejsze kierunki działań oraz ich koordynację w obszarze swojego funkcjonowania. Wdrożenie strategii ma pozwolić nie tylko na usunięcie aktualnie istniejących barier, lecz także na stworzenie nowej jakości w infrastrukturze transportowej, zarządzaniu i systemach przewozowych.

Opis:
A discrete system performing transport tasks (carriage of goods between the starting and ending points) using the vehicles of limited capacity and reliability is analyzed. The quality of transport tasks depend on the availability of transportation means (cars, roads, etc.), their functional properties (services) and reliability (faults and renewals) and of the system organization (dispatchers / system managers). Unfriendly system events affecting the realization of transport tasks are classified. A dependability model of the discrete transport system is considered as an unreliable service network. Outlined the idea of a maintenance policy system and a problem of synthesis of the discrete transport system.

This study presents an analysis and evaluation of application of European Car Modular Systems in the Polish road transport. Those systems and respective terminology have been analysed and classified. Application of such systems in other countries of the European Union has been described. SWAT analysis has also been carried out in order to enable the most optimal choice of modular system in freight transport to match the condition and characteristics of the Polish road infrastructure. The systems have also been analysed in terms of efficiency and the analysis was performed on the basis of a selected research object – a transport company. An analysis of costs and estimated profits from transport services to be provided by those systems has been carried out on the basis of the research object in comparison with costs borne by the considered company with currently used transport means. This study shows that taking into consideration the results of analyses, safety aspect, road infrastructure and energy efficiency of the vehicles it was found that the proposed oversized vehicles could be implemented to be used on the Polish roads. The analyses and tests performed for a transport logistic company discussed in this article have demonstrated that the proposed modular systems will undoubtedly allow reducing significantly the costs of transport services by increasing load capacity of vehicles.

Ogromnym potrzebom w zakresie odbudowy, a niekiedy rzeczywistej budowy słabo rozwiniętej infrastruktury transportowej Afganistanu towarzyszą olbrzymie trudności. Słabość instytucjonalna struktur afgańskich, odpowiedzialnych za infrastrukturę transportową niewystarczające fundusze przeznaczane na rozwój systemu transportowego, słabo rozwinięty system bankowy oraz obsługa prawna, a przede wszystkim działania wojenne, które nadal toczą się na znacznych połaciach kraju, to tylko niektóre spośród licznych przeszkód zidentyfikowanych przez Bank Światowy, utrudniających proces odbudowy.
The needs in terms of rebuilding as well as real building of the poorly developed transport infrastructure of Afghanistan are subjected to huge difficulties. The badly organised institutions responsible for transport infrastructure, insufficient funds for the development of transport system, poorly developed banking system and legal services and first and foremost the warfare which are conducted in most areas of the country are only few among many obstacles identified by the World Bank which hampers the construction processes.

Istotnym czynnikiem kreowania nowoczesnego systemu transportowego Olsztyna był Program Operacyjny Rozwój Polski Wschodniej 2007-2013. W ramach III Osi Priorytetowej „ Wojewódzkie Ośrodki Wzrostu" dofinansowany został projekt „Modernizacja i rozwój zintegrowanego systemu transportu zbiorowego w Olsztynie". Jego głównym założeniem było przywrócenie trakcji tramwajowej. Zrealizowano także zadania związane z rozwojem inteligentnych systemów transportowych oraz budową ciągów pieszych i buspasów. W artykule zaprezentowano najważniejsze efekty zrealizowanego projektu.
Very important factor of creating modem transportation system in Olsztyn was the Operation Project: Development of Eastern Poland In the years of 2007-2013. In the frame of the Third Axis of Priority „Regional Growth Hubs’ City of Olsztyn received the subsidy for the project „Modernization and Development of integrated public transportation system in Olsztyn". The main purpose of the project was restoration of the railway traction. Project implementation also covered the tasks related to intelligent transportation systems as well as pedestrian and bus passes building. This article presents the most important results of Project implementation.
