Opis:: Over the past years, the role of inland waterway transport has increased compared to other modes of transport. The increasing intensity of the inland vessel traffic significantly affects the safety of navigation. The article analyses the main causes of accidents and incidents that occurred on the Odra Waterway and Lower Vistula. The authors have classified those accidents and suggested possible directions for the development of inland waterway management in order to improve its efficiency. Navigationally critical areas in the lower section of the rivers Odra and Vistula have been indicated. These areas should be taken into account in long-term planning of the inland shipping development to ensure transport safety.

Opis:: System transportowy jest podstawowym elementem infrastruktury gospodarczej każdego państwa. Każdy z podsystemów ma swoje wady i zalety. Odpowiedni rozwój gospodarczy regionu czy kraju wymaga jednocześnie obopólnej współpracy przez wszystkie podsystemy na zasadach współczesnej logistyki. Po długich latach walki konkurencyjnej między określonymi systemami transportowymi występuje obecnie tendencja do ich harmonijnego współdziałania i wzajemnego uzupełniania się. W Polsce, mimo korzystnych warunków naturalnych i uwarunkowań geograficznych, transport wodny śródlądowy posiada niestety marginalne znaczenie w całym systemie transportowym kraju. Zadania w obszarze żeglugi śródlądowej są postawione dużo niżej niż potrzeby budowy autostrad czy modernizacji głównych linii kolejowych. W artykule przedstawiono stan infrastruktury i analizę przewozów wodnych śródlądowych w Polsce w koncepcji porozumienia AGN. W artykule przedstawiono również najważniejsze kierunki rozwoju żeglugi wodnej.
The transport system is an essential part of the economic infrastructure of each state. Each subsystem has its advantages and disadvantages. Suitable economic development of the region or country requires mutual co-operation of all subsystems on the principles of modern logistics. After long years of competitive struggle between specific transport systems there is now a trend to their harmonious cooperation and complementarity. In Poland, despite the favorable natural and geographical conditions, inland waterways has unfortunately marginal in the whole transportation system of the country. The article presents an analysis of the state of infrastructure and inland water transport in Poland in the concept of AGN agreement. The paper also presents the main directions of development of the inland waterway.

Opis:: W celu zapewnienia ciągłości dostaw gazu do odbiorcy końcowego z terminalu LNG w Świnoujściu należy rozpatrzyć możliwość zastosowania różnych technik i technologii przewozu i załadunku gazu. Nadwyżki gazu w postaci płynnej (LNG) po przejściu procesu regazyfikacji mogą być skompresowane i w elastycznym łańcuchu dostaw dystrybuowane jako CNG. Wariantem zasługującym na uwagę jest wykorzystanie statku śródlądowego do przewozu gazu ziemnego w postaci sprężonej. W związku z dynamicznym rozwojem sektora CNG uzasadnionym jest ciągłe podwyższanie bezpieczeństwa i funkcjonalności systemów przewozowych, a w szczególności systemów transportu ładunków niebezpiecznych. Systemy te powinny być zorientowane na terminowe dostawy surowca do odbiorcy końcowego, być ekonomicznie uzasadnione oraz spełniać wszystkie wymogi bezpieczeństwa.
In order to guarantee continuous gas supply from the LNG terminal in Świnoujście to final consumer, possibility of application of different means of transport should be considered. Surplus of liquefied natural gas (LNG) after the re-gasification process might be compressed and then distributed as CNG. Transport of a compressed natural gas (CNG) should be taken under consideration. Because of dynamic development of technologies related to the sector of compressed natural gas (CNG) continuous improvement of safety and functionality of transport systems – with special regard to dangerous goods freight - is essential. These systems should be oriented at term delivery of materials to final consumer, should be also economically reasonable and meet all safety requirements. All ships, regardless of a size of freighted shipment have to meet safety requirements according to legal regulations of specific country and guidelines of classifying institutions, specially ships for dangerous goods as compressed natural gas (CNG) or liquefied natural gas (LNG). International classifying associations, including Polish Ship Register (Polski Rejestr Statków), Lloyd Register, Det Norske Veritas, Germanischer Lloyd or American Bureau of Shipping are issuing own construction and classification of ships guidelines. Precise risk assessment for ships in sea and inland navigation will contribute with joint safety system based on the measures for safety assessment.

Opis:: The chief aim of the report is to bring closer the subject of dangerous goods in the aspect of their transport by vessels of inland navigation. There have been presented: the main features of latest regulations concerning transport of these goods by vessels of inland navigation - ADN; the degree of harmonisation with respective regulations in other transport branches; also the possibilities of applying ADN for transport of dangerous goods packaged and in solid and liquid state in bulk.
Przybliżono temat transportu materiałów niebezpiecznych statkami żeglugi śródlądowej. Scharakteryzowano przepisy prawne dotyczące transportu tych materiałów zawarte w porozumieniu ADN, stopień harmonizacji tych przepisów z odpowiednimi przepisami odnoszącymi się do innych gałęzi transportu, a także możliwość zastosowania tych przepisów do transportu materiałów niebezpiecznych w opakowaniach oraz w postaci suchych i ciekłych ładunków masowych.

Opis:: This article presents the concepts of inland passenger transport: tourist and cruise in the basin of the Oder river. The first part describes the operating and technical parameters of the Oder and the present trends and directions in the development of inland waterway passenger services. Another part of the article contains an analysis of the results of the surveys carried out among respondents living in agglomerations lying on the Oder River. These studies have enabled the creation of two passenger transport concepts that enhance the competitiveness and attractiveness of inland waterway transport with respect to other modes of transport.
