Although in recent years the number of traffic accidents and collisions on Polish roads has been decreasing, it is important to identify their most significant causes. This study presents an analysis of 34 causes of road incidents reported by the police in the Wielkopolskie province in the years 2011-2013. A total of 34 causes of traffic incidents (accidents and collisions – X1, ..., X34, respectively) were grouped by means of hierarchic cluster analysis using the nearest neighbour method with Euclidean distances, in a four-dimensional space of parameters (the number of accidents - LW, the number of killed - LZ, the number of casualties, including slightly injured in collisions – LR, the number of collisions - LK). Calculations were conducted using the Statistica ver. 12 package. Analyses showed that the most common cause of traffic incidents included side collisions and rear collisions of vehicles, failure to yield to the right-of-way, failure to adjust the speed to the traffic conditions and failure to keep adequate distance between vehicles. Hitting a tree was only the 19th cause (out of 34 analysed ones); however, consequences of these incidents were tragic (8% of fatal accidents).

This article analyses the traffic accident rate on roads and highways and possibilities of risk evaluation related to traffic accident occurrence based on factors that were the causes of accidents. A new term-risk of traffic accident occurrence is a product of probability of accident occurrence and its impacts. The results are presented by way of example that uses selected statistical data of the Czech Republic traffic accident rate between 1993-2001. The article provides a brief methodological procedure of evaluation of the traffic accident rate using the risk of traffic accident occurrence.

Driver celeration (speed change) behavior of bus drivers measured a number of times was used to predict their culpable accidents over increasing time periods. It was found that predictive power was considerable (>.30 correlation) over 5 years of time with aggregated celeration (mean of repeated measurements) as independent variables, and there were also indications that power reached even further, although too low Ns made these results unreliable. Similarly, there were indications of even stronger correlations with increased aggregation of celeration values. The results were discussed in terms of the methodology needed to bring out such results, and the stability of accident-causing behavior over time.

Every year a very large number of people die on the roads. From year to year, the value decreases, there are still a very high number of them. The pandemic has reduced the number of road accidents, but the value is still very high. For this reason, it is necessary to know under which weather conditions the highest number of road accidents occur, and to know the forecast of accidents according to the prevailing weather conditions for the coming years, in order to be able to do everything possible to minimize the number of road accidents. The purpose of the article is to make a forecast of the number of road accidents in Poland depending on the prevailing weather conditions. The research was divided into two parts. The first was the analysis of annual data from the Police statistics on the number of road accidents in Poland in 2001-2021, and on this basis the forecast of the number of road accidents for 2022-2031 was determined. The second part of the research, dealt with monthly data from 2007-2021. Again, the analyzed forecast for the period January 2022-December 2023 was determined. The results of the study indicate that we can still expect a decline in the number of accidents in the coming years, which is particularly evident when analyzing annual data. It is worth noting that the prevailing pandemic distorts the results obtained. The research was conducted in MS Excel, using selected trend models.

Przedmiotem niniejszego opracowania jest próba wykazania i objaśnienia istotnego znaczenia normatywnego wyrażenia „chociażby nieumyślnie” z art. 177 § 1 kodeksu karnego. W tym celu autor odcinając się częściowo od dotychczas prezentowanych w doktrynie prawa karnego poglądów na ten temat, stara się twórczo wykorzystać koncepcję czynności konwencjonalnych w prawie, wraz z wyróżnioną w niej konwencjonalizacją i formalizacją czynności konwencjonalnych. Aprobata założenia, że przedmiotowo rozumiane normy ostrożności w prawie karnym są warunkiem wstępnym normowania normy sankcjonowanej, prowadzi do uznania konieczności ustalenia chociażby nieumyślnego naruszenia zasad bezpieczeństwa w ruchu za okoliczność formalizującą pociągnięcie sprawcy danego przestępstwa do odpowiedzialności karnej.
The subject matter of this paper is an attempt to demonstrate and to explain the important significance of the normative expression: “even unintentionally” used in Article 177 § 1 of the Polish criminal code. For that purpose, the author, partially opposing the points of view presented so far in the criminal law doctrine, tries to make a creative use of the concept of conventional acts in law, with a particular focus on conventionalisation and formalisation of conventional acts. The approval of the assumption that objectively understood norms of care in criminal law are a prerequisite for the normative character of the sanctioning norm, results in accepting the necessity of deeming even unintentional breach of traffic code as a condition that formalises the criminal liability of the offender committing a given crime.

W pracy zaprezentowano problematykę bezpieczeństwa ruchu drogowego ze szczególnym uwzględnieniem ujęcia antropotechnicznego, czyli w opisie: użytkownik – pojazd – droga, a więc elementów występujących w większości prowadzonych analiz związanych z problematyką bezpieczeństwa ruchu drogowego. Podjęto próbę utworzenia opisu i zbadania systemu bezpieczeństwa ruchu drogowego w ujęciu antropotechnicznym; przypisano do poszczególnych elementów tego systemu (człowiek – pojazd ‒ droga) wyróżniki jakościowe opisujące stan składowych tego systemu i nadano wyselekcjonowanym i ważnym wyróżnikom wartości liczbowe, które następnie z wykorzystaniem metod analizy statystycznej umożliwiły zbudowanie modelu bezpieczeństwa ruchu (BRD). Przytoczono dane statystyczne z wypadków drogowych w poprzednich latach z wyróżnieniem poszczególnych elementów systemu antropotechnicznego.
The article presents the issues of road safety with particular emphasis on the anthropotechnical approach, in the description: user ‒ vehicle ‒ road, and therefore the elements occurring in most analyzes related to road safety issues. An attempt was made to create a description and study of the traffic safety system in an anthropotechnical sense, assigning individual elements of this system (human ‒ vehicle ‒ road) to qualitative characteristics describing the state of components of this system and assigning selected and important numerical values. Model of traffic safety (BRD). Statistical data on traffic accidents are presented in previous years, the distinction of particular elements of the anthropotechnical system was highlighted.

The prediction of traffic accidents in urban networks is one of the key future theme in the areas of traffic control and navigation. Early identification of the risk of a traffic accident can lead to an increase in the safety and smoothness of road transport. Neural networks belong to the expert methods for modeling of complex systems. The issue of their use in the transport sector is scientifically quite progressive. The article describes the design of prediction model based on available traffic data from town Uherské Hradiště. Traffic data was collected from many sources, e.g. junction detectors, meteorological stations or traffic accident portal. Appropriate parameters for the model were selected from the traffic data. The model was then tested on a 2-month data sample. The aim of the article is to confirm the suitability of using neural networks to predict traffic accidents.

Przeprowadzone obliczenia według procedury rozwinięcia pieszego wykazały w tym konkretnym przypadku du-żą zbieżność z oszacowaną prędkością zderzenia metodą porównawczą przy pomocy EES Catalog. Zaprezentowana procedura obliczeń umożliwia oszacowanie prędkości kolizyjnej nawet przy braku śladów blokowania kół po-jazdu podczas hamowania, co ma coraz większe znaczenie w związku z powszechnym stosowaniem ABS w pojazdach. Wyliczona prędkość umożliwia dalsze analizy biomechaniczne w zakresie wpływu energii kinetycznej podczas zderzenia na skutki powypadkowe. W artykule zaprezentowano rezultaty obliczeń prędkości zderzenia z pieszym oraz wizualizację zderzenia wpisujące się w elementy do wykorzystania na rzecz poprawy bezpieczeństwa ruchu drogowego i kształtowania świa-domości samych pieszych, jako uczestników ruchu drogowego.
Conducted calculations according to the procedure of developing the pedestrian showed the big coincidence with the estimated speed of the collision in this particular case with base on base method with the help of EES Catalog. The expressed procedure of calculations enables to estimate the conflicting speed even at the lack of signs of the blocking of wheels of vehicle during the inhibition what the more and more great significance has in the connection with universal applying ABS in vehicles. The calculated speed enables further biomechanical analyses in the influence of the kinetic energy while confronting to post-accident effects. In the article results of calculations writing down speeds of inducing collision with the pedestrian and the visualisation of the collision were presented oneself into elements for exploiting the movement for the improvement in the safety road and formings of the awareness of very pedestrians, as road users.

W artykule omówiona została analiza zderzeniowa pojazdów na przykładzie autobusu Jelcza Mastero i motocykla BMW K1200S. Analiza została przeprowadzona na podstawie rzeczywistego wypadku drogowego, który został zasymulowany w programie symulacyjnym PC-Crash. Wartości parametrów ruchu pojazdów rejestrowane były przez czujniki umiejscowione w środkach masy pojazdów. Zbadano wpływ różnicy masy i prędkości zderzeniowych pojazdów na zmienność parametrów ruchu pozderzeniowego w fazie kompresji zderzenia, na tej podstawie przedstawiono proporcje parametrów ruchu pomiędzy pojazdami.
The collision analysis of the vehicles, led by examples of Jelcz Maestro bus and BMW K1200S motorbike was set in the article. The analysis was carried out on the basis of the veritable car accident that was simulated in PC-Crash programme. The values of vehicle motion parameters were recorded by sensors located in the centre of mass of vehicles. The effects of mass and collision velocity difference on the parameters alternation of after-collision motion, while collision compression, were researched. On the basis of this study, the motion parameters ratio between the vehicles were shown.

The article presents the classification of types of vehicle collisions. Discusses the impact of road accidents on the safety of travelers. Describes the collision of two buses transporting different number of passengers and its effects. It shows the simulation results of the amounts of deformation occurring during the collision the bus at different speeds before the braking process and the different number of passengers (vehicle weight). Showing the size of overloads acting on the passengers during collisions arising at different speeds and load bus.

The basic aim of the study was to investigate the influence of alcohol consumption on the road traffic safety in Poland. For this purpose, statistical data were used, published. by the Road Traffic Department of the Civic Militia Headquarters in the years 1975-1984, as well as the data published in Statistical Yearbooks of the Central Statistical Office for these years.  It was impossible to include earlier periods in the analysis as in 1975 the rules of statistical registration of traffic accidents were changed, making the data from before 1975 uncomparable. When analysing the problem of the influence the extent of alcohol consumption has on road traffic safety, attention should be drawn to two problems. Firstly, accidents are caused not only by drunk drivers of vehicles but also by drunk pedestrians. Secondly, the drunkenness of the participants of traffic is not an isolated factor but it acts in correlation with other factors, such as e.g. faulty configuration of the road or wrong organization of road traffic. The taking into account of the above problems complicates the analysis of the discussed subject; however, they should not be left out of consideration. A collision of a car with a pedestrian has for many years now been the most frequent type of a traffic accident in Poland, amounting to 43-45 per cent of all traffic accidents. Moreover, traffic accidents caused by drunk pedestrians constitute 43-50 per cent of all accidents caused by drunk persons. Therefore, the contribution of drunk persons to traffic accidents in Poland is considerable; yet it is very difficult to find out how many drunk pedestrains participate in traffic and, in this connection, what is the relation between the number of such persons and that of accidents they cause. For that matter, such difficulties arise also , when one tries to find out the number of drunk drivers of vehicles as in Poland there are no data available which would make such an estimation possible. In spite of these difficulties, the basic hypothesis has been confirmed, according to which the greater the extent of alcohol consumption, the. Higher the frequency of traffic accidents caused by drunk persons. As shown by a statistical analysis by means of the correlation coefficient, there is a strong direct correlation between the two phenomena (r =0.680). This correlation was true for the years 1975-1980 only, while for the years 1981-1984 the smaller was the extent of alcohol consumption, the greater was the frequency of traffic accidents caused by drunk persons. It should be assumed that this absurd result was caused by the lowering of the official figures on the extent of alcohol consumption in Poland in the years 198l-1984 which did not take into account the consumption of illegally distilled alcohol. An estimation was made of the above figures and thus the approximate actual extent of alcohol consumption in Poland in the years 1981-1984 was established. Also the results of traffic accidents caused by drunk persons were studied. Judged by the number of deaths per accident, they .appeared to be much more serious than those caused by sober participants of traffic. The difference between the results of accidents caused by drunk as compared with sober persons was also found to vary according to whether the drunk perpetrator was a pedestrian or a driver, and what vehicle he was driving in the latter case. For instance, while 0.114 persons per accident died in traffic accidents caused in 1979-1984 b sober pedestrians, the ratio was 0.156 in the case of drunk pedestrians; the respective ratios were 0.116 and 0.191 in the case of sober vs. drunk drivers of passenger cars, and 0.132 and 0.320 in the case of sober vs. drunk drivers of tractors.             The distribution of traffic accidents caused by drunk persons according to the time of the day, day of the week and month of the year was also analysed. The yearly distribution of accidents caused by drunk pedestrians appeared to shape differently as compared with accidents caused by drunk drivers. Drunk drivers of vehicles cause the greatest number of accidents in the period from July till October. and drunk pedestrians - from October till January.             Also the analysis of the territorial distribution of traffic accidents caused by drunk persons brought interesting results, Drunk pedestrians cause traffic accidents first and foremost in towns (about two thirds of such accidents), in big cities in particular, whereas drunk drivers cause accidents mainly on roads out of towns (about 60 per cent of such accidents).             The lack of data concerning the extent of alcohol consumption in the separate voivodships greatly complicated the analysis of the territorial distribution of traffic accidents caused by drunk persons. However, it was possible to arrive at the following conclusion: the number of accidents caused by drunk participants of road traffic per 10.000 of the population of a given voivodship (the index of occurrence of such accidents) depends not only on the extent of alcohol consumption in the voivodship but also to some degree on its urbanization and development of road transport. Particularly in voivodships where a high level of urbanization (measured by the size of the urban population) and a highly developed road transport (measured by the number of persons per one passenger car) is not accompanied by an adequate quality of roads and good organization of road traffic; the large number of accidents caused by drunk persons cannot be explained by a high level of alcohol consumption. Bad road conditions exert the greatest influence on those of the participants of traffic who find it difficult to adapt their behavior1r to the complex situation on the road, i.e. on drunk persons, among others, whose intellectual and psychomotoric efficiency is handicapped due to the effects of alcohol. Bad road conditions may ,,produce" errors committed by drunk participants of traffic, and lead to traffic accidents caused by these persons, thus making the number of such accidents larger than that expected when considering the .number of drunk' participants of road traffic. However. there are voivodships where the factors leading to traffic accidents caused by drunk persons do not seem to be major and yet the number of such accidents is considerable. These are probably the voivodships where the extent of alcohol consumption is particularly high.             It should be added that the taking up of the subject included in the title was justified by the seriousness of the problem. In the years 1975-1984, the number of traffic accidents caused by drunk persons was on a constant increase in Poland. While accidents caused by drunk persons constituted 21.5 per cent of all accidents in 1975, their respective share was 26.5 per cent in 1984. Therefore, it is imperative to apply measures that could stop a further growth of this dangerous tendency.

Opis:
National Road Safety Program 2013-2020 assumes to reduce fatalities by half and seriously injured by 40% from 2010 to 2020. It means that no more than 2,000 people per year should die on Polish roads and no more than 6,900 people should suffer serious injuries in traffic accidents. The experience of other European Union countries with improving road safety gives hope that these goals are still realistic, but there is a need to intensify the activities carried out in this area. In Poland, more and more institutions are taking part in the process of improving road safety: state institutions, nongovernmental organizations, local governments, enterprises, scientific and research institutions, the media and many others. The study presents the problem of road safety in the city of Bytom on the basis of its analysis in the years 2013-2017. It discusses the types of road accidents and their classification. Moreover, the paper describes the issues illustrating the situation on roads that have a particular impact on the safety level of road users, among others, the number of road accidents, reasons for their occurrence, the consequences and groups of perpetrators of accidents. It also describes actions and initiatives taken to improve road safety in the city of Bytom.

The purpose of the paper is to determine the scope of application of Article 4(1), which con- stitutes the general rule of the Rome II Regulation concerning the law applicable to non- contractual obligations. Article 4(1) says that: unless otherwise provided for in this Regula¬tion, the law applicable to a non-contractual obligation arising out of a tort/delict shall be the law of the country in which the damage occurs. However, this rule is subject to numerous exceptions, which the author divided into three groups: 1) exceptions resulting from the structure of Article 4 (Article 4(2) - common habitual residence in the same country, and Article 4(3) - escape clause), 2) exceptions resulting from the whole Regulation (Articles 5 to 9 - separate regulations for different types of tort, Articles 10 to 12 - separate regulations for non-contractual obligations, Article 14 - freedom of choice, Article 16 - overriding man- datory provisions, Article 17 - rules of safety and conduct), 3) restrictions resulting from other acts of EU and international law (the Hague Convention of 4 May 1971 on the Law Applicable to Traffic Accidents). The analysis resulted is the thesis that Article 4(1) of the Regulation applies to a few types of cases (mainly traffic accidents), which, however, happen quite frequently. The author of the paper refers to the provisions of law (analysis of existing legal regulations), as well as to literature based on these provisions, and therefore uses the dogmatic and legal methods of scientific research.

This paper focuses on the issue of big data analytics for traffic accident prediction based on SparkMllib cores; however, Spark’s Machine Learning Pipelines provide a helpful and suitable API that helps to create and tune classification and prediction models to decision-making concerning traffic accidents. Data scientists have recently focused on classification and prediction techniques for traffic accidents; data analytics techniques for feature extraction have also continued to evolve. Analysis of a huge volume of received data requires considerable processing time. Practically, the implementation of such processes in real-time systems requires a high computation speed. Processing speed plays an important role in traffic accident recognition in real-time systems. It requires the use of modern technologies and fast algorithms that increase the acceleration in extracting the feature parameters from traffic accidents. Problems with overclocking during the digital processing of traffic accidents have yet to be completely resolved. Our proposed model is based on advanced processing by the Spark MlLib core. We call on the real-time data streaming API on spark to continuously gather real-time data from multiple external data sources in the form of data streams. Secondly, the data streams are treated as unbound tables. After this, we call the random forest algorithm continuously to extract the feature parameters from a traffic accident. The use of this proposed method makes it possible to increase the speed factor on processors. Experiment results showed that the proposed method successfully extracts the accident features and achieves a seamless classification performance compared to other conventional traffic accident recognition algorithms. Finally, we share all detected accidents with details onto online applications with other users.
