The oversupply of spruce timber in Central Europe reduces softwood prices, compromising the profitability of forest holdings. To date, relationships between Central European timber markets have been relatively little studied; the same is true of the factors affecting roundwood price variability and fluctuations in that region. An understanding of changes in those markets and linkages between them is important not only for forest owners and managers, but also for companies in the wood sector. The present work describes market analysis in terms of long-term correlations between the Austrian, Czech, Polish, and Slovak markets (cointegration analysis). Cause-and-effect relationships between the analyzed markets were verified using the Granger causality test. The Engle-Granger and Johansen cointegration tests revealed a long-term equilibrium between the analyzed spruce sawlog markets, except for Slovakia. Bidirectional causality was found between the Austrian, Czech, and Polish markets. However, there was no evidence for the integration of pulpwood markets, which indicates their independence.

The aim of the study was to determine the impact an increased wood supply from the Beskid forests after natural disasters on the timber economy of the Węgierska Górka Forest District and its surroundings in the years 2004–2010. The analysis was based on the wood raw material sales recorded in the database of the State Forestry Information System (SILP). Information on the buyers’ location and their main use for the raw material were obtained through the Central Statistical Office. Furthermore, wood material buyers were classified according to the Polish Classification of Activities (PCA) based on the year 2007, using only a subjective analysis designed for enterprises and other economic units in the national economy. Changes in sales of wood material to the selected buyer groups were investigated using statistical analyses of linear trends. A Pearson’s correlation analysis verified the relationships between the buyer groups and the supply of timber assortments by the Węgierska Górka Forest District. Other studies have also shown that an increased supply of raw material in the context of natural disasters affects the types of wood buyers and their location. In addition, they have shown an increase in interest towards the purchase of raw materials among buyers engaged in the wholesale trade of wood and other non-wood producers which in turn decrease the share purchased by sawmills.

The article presents an analysis of the birch market in Poland in 2008−2012, including the acquisition (supply) of birch wood, the income structure, prices of birch wood, the structure of birch wood recipients and the volume of purchased timber. The necessary materials were obtained from the Forest Data Bank (BDL) and the State Forests Information System (SILP). The S2 wood assortment representing more than 54% of all assortment groups is most often harvested in Poland. Next come M1 representing 14%, as well as S4 and WC – each with share slightly exceeding 11%. The vast majority of the harvested and handled birch wood is in the group of medium−sized assortments S representing 66%, and in the group of small−sized assortments M representing 14%. Birch wood classified as large−sized W totals 20%. Similarly, timber assortments from group S2 also generate the largest portion of revenues (over 50% of total revenues from birch wood sales). High fluctuations in the prices of certain groups of birch wood assortments constitute a significant problem from the point of view of both the State Forests and wood consumers. A possible reduction in the supply of wood of this species in the future may deepen this phenomenon. Average sales prices of birch wood on the Polish market are lower than the prices obtained by timber producers in the neighbouring countries. The price differences in favour of foreign timber producers reach up to 20% and relate to roundwood in different quality and size classes. The exceptionally high technical quality of birch wood in our country does not translate to higher prices per cubic meter of raw timber in the domestic turnover. The sharp increase in the demand for a special type of fibres for the manufacture of many products characterized by exceptional strength (i.e. products from polymers) and textiles with special insulating properties, as well as the production of certain grades of paper and board, will stimulate the consumption of birch wood in the future.

Celem niniejszego artykułu jest ukazanie charakterystyki elementów polskiego rynku drzewnego w latach 2000-2020 oraz określenie zmian zachodzących w jego strukturze. Część teoretyczna opiera się na zgodnej z tematyką kwerendzie polsko i anglojęzycznej literatury przedmiotu. Część empiryczna została sporządzona na podstawie statystycznych danych wtórnych z Głównego Urzędu Statystycznego, które posłużyły do analizy rynku. Na rynku drzewnym w Polsce zależnie od etapu produkcji stwierdza się występowanie wszystkich struktur rynkowych: monopol na rynku surowca drzewnego, konkurencję monopolistyczną na rynku materiałów i półfabrykatów drzewnych i na rynku wyrobów z drewna. Specyficzna dla analizowanego rynku jest stabilność wielkości popytu, podaży i ceny w okresie ostatnich dwóch dekad (z wyjątkiem 2007 i 2011 roku), która przyczynia się do prawidłowego funkcjonowania przemysłu drzewnego w Polsce i stwarza dogodne warunki dla rozwoju sektora leśno-drzewnego gospodarki.
The aim of this article is to present the characteristics of Polish timber market between year 2000 and 2020 as well as defining the changes in its structure. The theoretical part is based on compatible with the subject query of Polish and English subject literature. The empirical part was prepared on the basis of secondary statistical Data obtained from the Central Statistical Office, which were used to analyze the market. On the timber market in Poland, depending on the stage of production, all market structures are existing: monopoly in the field of raw materials, monopolistic competition on the wooden materials and semi-fabricants market as well as on the timber products market. There is a specific stability for the analysed market, regarding the volume of the demand, supply and price, in the period of the last two decades (except years 2007 and 2011), however it contributes to the correct functioning of the timber industry in Poland and creates favorable development conditions for the forest-based economy sector.

There are various forms of timber sales in the State Forests: auctions, tenders, submission, commission, negotiation, retail, and free−hand. In response to the steadily growing market demand for high quality wood, regular submission sales of valuable timber was launched in Krosno Regional Directorate of the State Forests (RDLP) in 2000. A favourable situation on the timber market at that time contributed to the sale of all offered timber. Since then, an increasing interest in veneer wood, especially of beech, has been observed among companies both in Poland and abroad. The paper presents the results and evaluation of submission sales as a form of valuable timber trade in the years 2000−2009. It also provides an analysis of the revenues obtained from the submission sales compared to the total sale of timber in the territory of Krosno RDLP in individual years. The presented specification from the last decade confirms the right choice of this form of sale in the Krosno RDLP. Thanks to the submission sales, the timber from the Podkarpacie region is highly appreciated in the European and world markets.

Opis:
Submission is a public announcement of an offer in order to acquire buyers who then present their offerings in writing, thus accepting the terms of sales and payment for the purchased timber. Submission sales of valuable timber is one of the forms of sales of timber adopted by the State Forests National Forest Holding. Increasing demand for supreme quality timber, collected in large amounts in one place and time resulted in establishment of submission sales of valuable timber in RDLP Krosno in year 2000. The interest in veneer wood grew rapidly amongst domestic and foreign companies, and at the same time the district of Podkarpacie was being promoted. This study presents the sales results and prices acquired for veneer wood, and the evaluation of submission as a form of sales of valuable timber in years 2000−2014. The presented specification, from the analysed period, justifies the implementation of this form of sales.

The paper presents an analysis of price elasticity of large−sized timber on the primary local wood market. It was found that both price and volume of harvested assortments were changing. In the analysed period price elasticity of demand for individual assortments was periodically elastic and non−elastic.

Opis:
The objective of the study was to identify and analyze long−term trends as well as cyclic, seasonal, and irregular effects in timber volume and prices by means of time series decomposition. The adopted multiplicative model was the product of all the time series components identified using the Census X11 method. The study material consisted of quarterly data on the volume and prices of timber sold by the Marcule Forest District (central Poland) in the years 2006−2018. Analysis was performed for the overall timber production volume, as well as separately for pine timber (constituting 86% of the total) and oak timber (5%), taking into account large−diameter saw timber (WC0) and medium−diameter industrial and general purpose timber (pulpwood, S2A). Over the analyzed period, the nominal prices of timber rose on average by 39% from 165 to 229 PLN/m3. The greatest price increase was recorded for large−diameter oak timber (by 100%), while the prices of WC0 pine timber, which accounted for the greatest proportion of the production volume, increased by 23% on average. Production characterized marked seasonality throughout the year, depending on the species. Pine timber sales were the lowest in 1st quarter and the highest in 3rd one, while oak timber sales were the lowest in 3rd quarter and the highest in 4th one. The seasonal effect accounted for the largest proportion of variation in timber production volume. The seasonality of timber prices was negatively correlated with production. The highest prices for pine and oak timber were obtained in 1st and 2nd quarters respectively, when the production volume of those timber species was the lowest. Conversely, the lowest prices were recorded in seasons characterized by the greatest production volume, i.e., in 3rd quarter for pine and in 4th quarter for oak. The decomposition of overall variation in timber prices into its components, which can be predicted (cyclic and seasonal fluctuations as well as long−term trend), and those that are difficult to forecast (irregular effect) is of great significance for timber sales management as the results can be used to improve timber price forecasting.

The paper analyses the amount of cut, the assortment and species structure of the current domestic market for timber of the highest quality classes (wood veneer, plywood, telecommunication poles) in Poland in years 2005−2009. Oak and beech are the main source of material for the production of veneer in Poland. Sales of oak veneer in 2005−2009 amounted to 17,502.9 m3 (35.8% of the total sales of assortment WA1). Sales of beech veneer in 2005−2009 amounted to 11,233.5 m3 (23.0% of total sales). Among the plywood assortments harvested in Poland in 2005−2009, birch was harvested and sold in the largest quantities – 503,870.0 m3 (39.1% of total harvest) and 590,822.4 m3 (43.8% of total sales). Of all the regional directorates of the State Forests, the Krosno RDSF showed in 2005−2009 the largest harvest of WA1 assortments – 9734.0 m3 (21.4% of the total harvest), and sale – 9611.0 m3 (19.7% of total sales). Because of the large beech and sycamore timber resources, forests in the Krosno RDSF are a main current and potential source of veneer assortments. Because of the large amounts of harvested and sold oak, beech, pine, birch and alder veneer the Białystok, Olsztyn, Szczecinek and Szczecin RDSFs play the dominant role on the Polish timber market. The leading role in terms of plywood sales in the period under review was taken by RDSFs Olsztyn – 24.9%, Białystok – 26.2%, Szczecinek – 13.1% and Szczecin – 11.6%. These RDSFs taken together supplied to the market 75.8% of plywood, being the main material base for the plywood industry. The dominant role of these RDSFs derives from the fact that forests under their administration are rich in birch, alder and pine. Spruce as a plywood material is insufficiently used by the plywood industry (harvest – 33,269.9 m3, sale – 579.5 m3).

Sale of valuable wood assortments in the State Forests takes place in submissions and other forms of timber sale. In response to the growing demand for a specific timber, the forest administration of the Krosno Regional Directorate of the State Forests (RDSF) offers customers the ever−increasing amount of high−quality wood for sale in the submission. This has resulted in an increased interest in purchases of large amounts of wood in one place to be processed by veneer wood companies, and at the same time contributed to the promotion of the Podkarpacie region.The paper presents sale results and prices of veneer wood obtained in submissions and in other forms of sale in the territory of the Krosno RDSF in the years 2000−2009. A detailed analysis of the value of sales of valuable wood in submissions and in other forms of sale in individual years allowed to draw conclusions confirming the correctness of the decisions made in choosing such forms of timber sale.
