- Statement that, specificity of weakness of countries always generates phenomenon of breaking human laws is truism. It is mostly caused by the fact that the level of realizing the law, quality of citizen’s living and finally social behaviors are conditioned by functioning of country. Main condition of observance of human laws is efficient administration system, well-working security apparatus and satisfying standard of citizens living. However, usually none of those factor works properly in declining countries. Representatives of government in dysfunctional countries do not fulfill their duties towards to citizens, in political, economic and social aspect. Usually, they care about their particular businesses towards the rest of society. This often causes whole torrent of social behaviors, of rebel, criminal or even terroristic character.
