    Evidences from counterterrorism and the war on terrorism operations in Africa have revealed the inadequacies of the conventional counterterrorism strategy. The over-reliance on the use of simply hard-military and offensive strategy in prosecuting the war against terrorism and forms of insurgencies in Africa since the inception of the war on terrorism and counterterrorism in Africa has largely been counterproductive. From Boko Haram in Nigeria to the Islamic State of West African Province in West Africa (ISWAP), to Al-Shabab in eastern parts of Africa, and then to Al-Qaeda in the Islamic Maghreb (AQIM), the rise and spike in terrorism in Africa remains indirectly proportionate to the conventional counterterrorism operations and strategy. The deficiency of the use of conventional counterterrorism strategy in the prosecution of war on terrorism in Africa, coupled with its flawed outcome, has ignited calls for alternative counterterrorism strategies. Chief amongst these alternative counterterrorism strategies is the Community and Vigilante-Group Policing in Africa which emboldens culture, language, episteme, authority, and interest of the people in quest to address the scourge of terrorism and other security threats. This article is therefore an attempt to unpack the prospects and side-effects of the Community and Vigilante-Group Policing as an alternative counterterrorism strategy in the war on terrorism in Africa

    The aim of this paper is to present standpoints prevailing among the researchers of terrorism, which refer to the problem of efficiency of terrorism treated as a coercive strategy. Authors basing on the scientific papers, which in their opinion are of key importance for this discussion, indicate the most important arguments in favor of the efficiency of terrorism and opposite ones. according to which not only terrorism is inefficient, but also antiterrorist strategies built upon misinterpreted attacks – must turn out to be defective. Analyzing few important publications in the discussed matter authors recall the notions included in it in order to provide an overview of the most important conceptions.

    Artykuł jest poświęcony funkcjonowaniu Policji w systemie bezpieczeństwa państwa w kontekście zagrożenia terroryzmem. Opisuje podstawowe zadania tej grupy dyspozycyjnej w zakresie zapobiegania, przeciwdziałania i neutralizowania skutków działań o charakterze terrorystycznym. Analizie podlega także zakres uprawnień ustawowych Policji w związku z wejściem w życie z dniem 2 lipca 2016 r. tzw. ustawy antyterrorystycznej.
    The article is devoted to the functioning of the Police in the context of the terrorist threats. It describes the basic tasks of this dispositional group in prevention, counteraction and neutralization the effects of the activities of a terrorist nature. The analysis includes statutory powers of the Police in connection with the new Anti-Terror Law and issues related to this legislation.

    Terrorism has been threatening modern societies for many decades. Legislative response to this issue includes creating various definitions and classifications of terrorist acts on one hand and introducing „repressive” counterterrorism laws on the other. This is not a new phenomenon, however, in the history of fight against terrorism there has been many „counterterrorism acts” which did not succeed in resolving the issue – which is illustrated in the article with appropriate cases of XIX century’s terrorist acts. Appropriate, evidence based counterterrorism methods should be sought rather than repressive methods relying mainly on the society’s fear of terrorism.

    This paper analyses the counter-terrorism systems in Spain and Poland. This comparative study looks at legal, institutional, and conceptual solutions. In particular, criminal legal regulations and various institutions fighting terrorism are analysed, as are the main goals and tasks of these bodies. The paper shows the scale of terrorist incidents and evolution of terrorist threats in both countries.

    Artykuł jest próbą analizy ewolucji taktyki stosowanej przez sprawców zamachów terrorystycznych w kontekście funkcjonowania systemu jednostek specjalnych (szczególnie jednostek antyterrorystycznych) w polskich służbach mundurowych. Przypadki zamachów terrorystycznych, do których doszło w latach 2004– 2013 w warunkach zbliżonych do warunków panujących w Polsce, nakazują wyciągnięcie dogłębnych wniosków w zakresie pożądanych zdolności reagowania, zwłaszcza poprzez wykorzystanie jednostek specjalnych (zwanych w polskiej policyjnej terminologii antyterrorystycznymi).
    The article is an attempt to analyze the evolution of terrorist tactics in the context of the Polish system of special units (SWAT units) in law and order institutions. Six cases of successful terrorist attacks carried out from 2004 (March 11 Madrid train bombings) to 2013 (Boston Marathon bombings and following events) which took place in an environment more or less similar to the Polish one, provide important conclusions regarding the possibilities of the reaction of Polish special units (known in the police terminology as anti-terrorist units).

Podjęte rozważania zawierają również ocenę przyjętych rozwiązań AT w konfrontacji ze zmieniającymi się metodami i narzędziami używanymi przez współczesnych terrorystów.
    The aim of the article is to identify the most important features of the Polish anti-terrorism system, with particular emphasis on legal bases and institutional dimensions. The author undertook attempts to determine the direction of development of anti-terrorism activities in Poland in the context of a changing environment threatened by terrorist attacks in Europe. The considerations also include an attempt to evaluate the adopted anti- terrorism solutions in confrontation with the changing methods and tools used by modern terrorists.

    Przedmiotem niniejszego artykułu są akty terroru w Polsce, które wpisują się w modus operandi „samotnego wilka” przygotowującego zamach bombowy. Improwizowane urządzenie wybuchowe, skonstruowane w celu dokonania zamachu terrorystycznego, z przygotowanych doraźnie lub wykonanych fabrycznie elementów, zawierają urządzenie zapalające oraz materiał wybuchowy lub ładunek specjalny. Bombą może być każdy przedmiot uprzednio zakamuflowany przez sprawcę, jak również substancja ciekła i krystaliczna. Rok 1990 można uznać za początek współczesnego terroru bombowego w Polsce, kiedy to w trzech punktach Gdańska eksplodowały samodziałowe ładunki wybuchowe. W latach 1990–2004 na terenie Polski doszło do 1371 skutkowych aktów terroru kryminalnego z użyciem materiałów wybuchowych, jednak w ostatnich latach widoczna jest tendencja spadkowa zjawiska.
    This article presents the acts of terror in Poland which are part of the modus operandi of the “lone wolf” preparing a bomb attack, with the use of an improvised explosive device designed for the purpose of a terrorist attack, prepared ad hoc or with pre-made components, including incendiary and explosive devices or a special cargo. A bomb can be any object previously camouflaged by the perpetrator, as well as a liquid substance and crystalline. The year of 1990 can be considered the beginning of modern terror bombing in Poland, when the homespun explosives exploded in three points Gdansk. In the years 1990–2004 on the Polish territory there occurred 1371 acts of terrorism with criminal use of explosives, but in the recent years the trend has been a declining phenomenon.

    Artykuł poświęcony jest problematyce zwalczania terroryzmu. Fizyczne (kinezyjne) zwalczanie terroryzmu nazywane jest w świecie anglosaskim kontrterroryzmem (counterterrorism, CT), w Polsce natomiast nosi nazwę antyterroryzmu (AT), który to termin ma z kolei w krajach zachodnich znacznie szersze znaczenie. Bardzo ważne jest precyzyjne zdefiniowanie czym w istocie jest terroryzm. W obszarze bezpieczeństwa wewnętrznego jest po prostu przestępstwem, natomiast w obszarze działania sił zbrojnych w zagranicznych interwencjach, terroryzm jest utożsamiany z partyzantką i powstaniami. W tekście rozważane są różne obszary przeciwdziałania i zapobiegania zagrożeniu terrorystycznemu, poczynając od planowania architektonicznego, programów prewencyjnych, aż po czarna taktykę AT i ściganie sprawców przestępstw terrorystycznych. Osobną kwestią jest wojskowa koncepcja terroryzmu i jego zwalczania, przyjęta przez NATO, w ramach której siły zbrojne wielu państw lobbują na rzecz zwiększania swoich kompetencji w zakresie bezpieczeństwa wewnętrznego, co może stwarzać realne zagrożenie dla demoliberalnych demokracji.
    The article discusses the issues of combating terrorism. Physical fight against terrorism is called in Anglo-Saxon countries counterterrorism (CT). In Poland, the fight against terrorism is called anti-terrorism (AT). This term has in turn in Western countries a much broader meaning. It is important to define precisely what in fact is meant by terrorism. Within the area of internal security, terrorism is simply a crime, while within the territory of the armed forces in foreign interventions, terrorism is identified with insurgency and uprisings. In the text various ways of counteracting and preventing terrorist threats are considered, ranging from architectural planning, prevention programs to the black tactics (CT) and prosecution of terrorist offenses. A separate issue constites the military concept of terrorism and combat adopted by NATO. The armed forces of many countries are lobbying to increase their competence in the field of internal security, which may pose a real threat to freedom and democracy.

    The article presents Russian and Chinese experiences in the fight against terrorism and a joint venture, which is the Regional Anti-Terrorist Structure of the Shanghai Cooperation Organization. The article has been divided into several thematic parts in which I analyzed terrorism in Russia, as well as legal and organizational regulations for its control. Then I characterized terrorism in China and their legal solutions. Two subsequent parts of the article present the issue of combating terrorism within the SCO and the functioning of the Regional Anti-Terrorist Structure of the SOC.
    W artykule przedstawiono rosyjskie i chińskie doświadczenia w walce z terroryzmem oraz wspólne przedsięwzięcie, jakim jest Regionalna Struktura Antyterrorystyczna Szanghajskiej Organizacji Współpracy. Artykuł został podzielony na kilka tematycznych części, w których kolejno analizowano terroryzm w Rosji oraz regulacje prawne i organizacyjne jego zwalczania. Następnie scharakteryzowano terroryzm w Chinach oraz rozwiązania prawne zaproponowane przez to państwo. Dwie kolejne części artykułu przedstawiają problematykę zwalczania terroryzmu w ramach SOW oraz funkcjonowanie Regionalnej Struktury Antyterrorystycznej SOC.

    This article presents the most important questions and issues concerning the anti-terrorist activity of The Federal Security Service of the Russian Federation. It discusses the following concepts: the competence of FSB, the structure of the FSB Special Purpose Centre and the role of FSB in the activity of the National Anti-Terrorism Committee. Legal acts regulating the struggle against terrorism in Russia have been briefly characterised here, including the key act, the Law on Counteraction of Terrorism, of 2006. Major terrorist attacks that happened in recent years in Russia have been described, too. In the summary statistics have been presented. The article is concluded with ideas on creating efficient anti-terrorist system.
    W artykule przedstawiono najważniejsze zagadnienia i problemy dotyczące organizacji działalności antyterrorystycznej Federalnej Służby Bezpieczeństwa Federacji Rosyjskiej. W szczególności uwzględniono kompetencje FSB, strukturę Centrum Specjalnego Przeznaczenia FSB i rolę FSB w działalności Narodowego Komitetu Antyterrorystycznego. W syntetyczny sposób scharakteryzowano akty prawne regulujące walkę z terroryzmem w Rosji, w tym kluczową ustawę O przeciwdziałaniu terroryzmowi z 2006 r.
