    The article presents the philosophical basis and the history of reflections on technology assessment. It also presents challenges the world faces due to the development of technology, and characterizes organizations dealing with the issues of technology assessment. It also characterizes nanotechnology the development of which will be a challenge for technology assessment in the coming years.

    Artykuł prezentuje problematykę odpowiedzialności w filozofii techniki. Analizuje się zagadnienie miejsca problematyki odpowiedzialności we współczesnej filozofii oraz jej ujęcie w filozofii R. Ingardena. Następnie analizuje się rolę oraz miejsce problematyki etycznej w filozofii techniki, aby w dalszej części artykułu przejść do problematyki odpowiedzialności, zarysowującej się we współcześnie dynamicznie rozwijającym się świecie techniki, na przykładzie koncepcji H. Jonasa.
    The article presents the problem of responsibility in the philosophy of technology. The author analyzes the problem of the place and role of the concept of responsibility in contemporary philosophy and its presentation in the philosophy of R.Ingarden. Then he analyzes the role and place of the ethical issues in the philosophy of technology. In the second part of the article the author analyzes the concept of responsibility as it is emerging in today's rapidly evolving world of technology on the example of the concept of H. Jonas.

    Opis:
    Technology has brought the humanity rapid development and manifold conveniences, therefore, it has been perceived mainly as a source of positive changes, even though, it has also brought many negative side effects. In this article, technology is presented as a field of moral reflection, especially, as a field for reflection on consumerism. The development of Western civilization brought about a disturbing phenomenon, i.e. consumerism. Homo consumens uses technology to consume more than he needs. He is driven by artificially fueled desires that can never be satisfied, thus he falls into a vicious circle of never-ending consumption. On the one hand, technology makes goods more available; on the other hand, it also generates new needs, called «meta-needs». As a result, consumer societies define the value of a person through the prism of his possessions, which are actually incessantly exchanged for new material goods. In this approach, instead of serving the society, technology strengthens consumerism which affects full personal development and is harmful to the environment.

    Zrozumienie najważniejszych zjawisk, jakie generuje technika, wymaga odniesień do filozofii i etyki. Nie można techniki sprowadzać do utylitarystycznych wymiarów. Jej służebność wiąże się z czynieniem dobra dla człowieka. Stąd wynika potrzeba wprowadzenia dwóch paradygmatów: prymatu człowieka nad techniką i prymatu osoby nad rzeczą.
    Understanding the most important phenomena that generates the technique requires refer-ences to philosophy and ethics. You can not bring technology to the utilitarian dimensions. Her easement is associated with doing good for people. Hence the need to introduce two paradigms: the primacy of man over technology and the primacy of the person over things.

    Im Aufsatz wird der Gedanke von Lewis Mumford und seine Wahrnehmung der technischen Kultur rekonstruiert, die in den Werken Technik und Zivilisation und Der Mythos der Maschine enthalten sind. Es wird gezeigt, dass die von den Forschern seiner Ideen unterschiedenen Phasen viele gemeinsame Momente aufweisen, die mit der kritischen Auffassung des Einflusses der Technik und der Wissenschaft auf Menschenleben verbunden sind. 
    W artykule dokonuję rekonstrukcji myśli Lewisa Mumforda i jego postrzegania kultury technicznej, zawartych w dziełach Technika a cywilizacja oraz Mit maszyny. Tom 2. Pentagon władzy. Badacze zajmujący się myślą Mumforda dzielą jego krytyczne podejście do kultury technicznej na dwie fazy, która to myślą zawarta jest we wspomnianych pracach. Sądzę jednak, że fazy które są wyodrębniane posiadają tak naprawdę wiele wspólnych momentów, przez co twardy podział proponowany przez Carla Mitchama czy Thomasa Hughesa może budzić pewne wątpliwości. 
    Reviewed are Lewis Mumford's ideas and the  perception of technical culture as  outlined in his Technics and Civilization and The Myth of the Machine. The purpose of this review  is to take note  of the common points in Mumford’s  critical notion evolving over the years  regarding  the impact of technique and science  on man’s  life as  singled out  by scholars  of his works.

    Opis:
    The work is a critique of F. Dyson's book Imagined Worlds. The author of the book, awell-known American physicist, discusses in it, among others, the future of mankind, considered in a wide range of time: from ten to ten million years. Science dominates in his vision of future. In his opinion it will be the main factor of changes occurring on Earth, and then also beyond it, when people spread in the outer space. I do not like this vision of future, as Dyson treats people merely as biological objects that will be transformed as far as the progress of science will allow. His approach is illustrated by a discussion of three issues that constitute significant motifs of the book: genetic engineering, radiotelepathy and the problem of immortality of human individuals. Foreseeing a great development of natural sciences and of technology Dyson does not expect in future any mental or moral progress in people. For this reason I define his approach to people as dangerous naturalism.

    On the occasion third year after declaration on sustainability and interdependence, interaction and co-operation (as a basic methodology for a better tomorrow of humanity, which already opened a horizon for the sustainable future of humankind), we think to ask for understanding of the present and to put together the reasons for a survival of the individuals, local communities, and global community of humankind. After publishing six books on sustainability, announcing the declaration The World Thinkers Panel on the Sustainable Future of Humankind – WTP-SFH, bilingual book on sustainability and survival of humanity, multilingual digital book Anthology 2 – 2001-2014 May 2014 as a platform for implementation of the methodology for sustainability of the global community of humankind, reaching thirteenth session of the Provisional World Parliament, and observing the present, we are looking forward for a better tomorrow.
    Trzy lata po deklaracji w sprawie zrównoważonego rozwoju i współzależności, interakcji i współpracy (jako podstawowej metodologii dla kształtowania lepszego jutra ludzkości, która już otworzyła horyzonty dla zrównoważonej przyszłości ludzkości), czas bliżej przyjrzeć się teraźniejszości i zestawić uwarunkowania związane z przetrwaniem ludzkości w wymiarach: indywidualnym, lokalnych społeczności, a także globalnym. Mając wsparcie w postaci sześciu wydanych książek na temat zrównoważonego rozwoju, ogłoszonej deklaracji Panelu Myślicieli Świata o zrównoważonej przyszłości ludzkości i cyfrowej monografii Antologia 2 – 2001- 2014, będącej platformą umożliwiającą implementację zrównoważoności na poziomie globalnej ludzkiej wspólnoty, bogaci także w doświadczenia wynikające z 13 sesji Tymczasowego Parlamentu Światowego, obserwując uważnie teraźniejszość, spoglądamy z nadzieją w przyszłość, wierząc, że lepsze jutro jest możliwe.
