    The paper analyses the assessment of the technical condition of vehicles at technical inspection stations in the Slovak Republic in the period of 2007-2019. There are described the legislative conditions for assessment of the technical condition of vehicles at technical inspections stations in the Slovak Republic. Data from technical inspections and defects within all technical inspection stations was recorded in the nationwide information system. These data was used as base for the next analysis. This paper also describes the possibilities for detection of deficiencies at technical inspection stations, and in the final part the impact of expert supervision on the operation of the selected technical inspection stations was analysed. The paper also examines significant factors affecting the assessment of the technical condition of vehicles at technical inspection stations in the Slovak Republic. The first factor represents legislative measures introducing more sophisticated technical means to control technical inspection stations, and the second factor is technical supervision by supervisory authorities over technical inspection stations.

    Every year too many people lose their lives and health on Polish roads. At best, it only ends with damage to their cars. The number of accidents is very high. Despite the construction of new, safer roads, the number of collisions continues to rise, and death, every year, is suffered by about three thousand accident participants. On average, forty-one thousand people are injured annually. The main causes of accidents are failure to adjust speed to prevailing conditions or traffic regulations, driving under the influence of alcohol and random events, as well as the technical condition of the vehicles. The purpose of the article is to answer the question of how the technical condition of the vehicles affects traffic safety. For this reason, an assessment of the technical condition of vehicles during a periodic examination at a vehicle inspection station was made. Based on the study, it can be concluded that the largest percentage of defects detected during the examination is in the tire 40% and steering 40%, defects that are particularly important from the point of view of traffic safety, which were demonstrated during the examination.

    Opis:
    Road freight transport is one of the main modes of transporting goods in the European Union. This reality puts pressure on carriers to make every transport of goods fast, safe, cheap, and efficient. Based on these requirements, lorry drivers are often forced by their employers to break the current social legislation in the European Union and the rules of the road. Compared to the current social legislation in force in different parts of the world, the European Union rules on driving times, breaks and rest periods for drivers engaged in road haulage and passenger transport are the strictest. An important factor and reason of serious and fatal traffic accidents, extensive damage to goods or property in road freight transport is a driver. This article presents three different types of experiments that were carried out, and the results may help to improve the current situation. The main aim of this study was to verify whether the actual regulations are safe and suitable and compare the results of daily work of professional drivers in two different measurements. Last measurement was conducted with using Eye-tacking technology, which aimed to verify impact of experiences on the reaction times of drivers. The authors believe that the results of individual measurements can contribute to increasing safety in road freight transport with preparing future extended studies and proposing the possible changes of current regulation.

    W artykule przedstawiono wyniki pomiarów sił hamowania oraz opóźnienia hamowania samochodów o dopuszczalnej masie całkowitej nie przekraczającej 3,5 tony. Badania wykonano dla pojazdów współczesnych oraz dla pojazdów zabytkowych. Pomiary są elementami składowymi okresowego badania technicznego każdego pojazdu przeprowadzanego raz do roku na Stacjach Kontroli Pojazdów. Omówiono zasady dopuszczania pojazdów zabytkowych do ruchu drogowego. Wnioski z tej pracy posłużyły do wstępnego zaplanowania nowych procedur dopuszczania do ruchu po drogach publicznych pojazdów zabytkowych.
    In the article there are presented specific test results concerning braking force and braking delay for cars up to 3,5 tons axle load. Tests were performed on modern vehicles and monument vehicles. The above mentioned tests are elements of the standard periodic motor vehicle inspection to be run once a year for each cars at vehicle inspection stations. The article then discusses current regulations for participation of monument vehicles in the public traffic. Conclusions made on basis of the work presented here were used in order to plan new procedures for permitting monument vehicles to participate in the traffic system.

    The article presents organization of the system of Periodic Technical Inspection in Netherlands. Supervision is an important element of the system. It is based on a large number of the re inspections. The system is coherent and enforces high quality of inspections and its elements could provide an inspiration to improve Polish system.

    W kontekście projektu nowej dyrektywy „w sprawie badań przydatności drogowej” oraz tez zespołu powołanego przez Ministra ds. Transportu w sprawie „Strategii działań w kierunku usprawnienia systemu badań technicznych pojazdów oraz poprawienia ich jakości” dyskutowane są środki i sposoby prowadzące do skutecznego nadzoru i egzekwowania wysokiej jakości okresowych badań technicznych pojazdów. Dyskusja, ta toczy się zarówno na forum Wspólnoty Europejskiej jak również w RP. Artykuł proponuje rozwiązania, których wdrożenie skutkować będzie podniesieniem jakości okresowych badań technicznych.
    In the context of proposal of Directive on periodic roadworthiness tests and thesis of the team appointed by the minister for transport on the “Strategy of action to improve quality of periodic technical inspection (PTI) system in Poland” are discussed ways and means leading to effective supervision and enforcement of quality of PTI. Discussion takes place both on the European level as well as in Poland. Article suggests some solutions in the area of quality of PTI.

    W artykule omówiono problematykę kontroli kierujących w zakresie zawartości alkoholu oraz skutków z tym związanych dla systemu bezpieczeństwa uczestników ruchu drogowego. Przedstawiono liczby przeprowadzonych kontroli kierujących, u których stwierdzono przekroczenie dopuszczalnej wartości i wypadków z ich udziałem. Zaproponowano rozważenie wprowadzenia zmian w celu bardziej efektywnego wykorzystania nakładów dotychczas ponoszonych. Omówiono i oceniono również potrzebę zmiany obowiązujących praktyk i przepisów w zakresie obowiązującego formularza dowodu rejestracyjnego.
    Impact of the control for the driver's alcohol content and its impact on the security of the road traffic system is analyzed. Data shows number of controls for the driver's alcohol content with exceeded permissible value and road accidents involving them. Some changes are proposed in order to optimize the use of expenditures previously incurred. Additionally the need to change existing practices and legislation in force for the vehicle registration document is evaluated.
