    Opis:
    The essay is a voice in the discussion about the activities of public universities in the context of the new Law on Higher Education and Science of 20 July 2018. Due to the unique character of this institution, the author thinks that the answer is not simple. However, the most important thing is that universities should retain priority in realizing the public goals for which they were established.
    Esej jest głosem w dyskusji na temat funkcjonowania uczelni publicznych w kontekście nowej ustawy Prawo o szkolnictwie wyższym i nauce, z dnia 20 lipca 2018 roku. Nowe prawo skłania do postawienia wielu pytań, w tym w jakim kierunku będą się rozwijały. Z uwagi na wyjątkowy charakter tej instytucji odpowiedź nie jest prosta. Najważniejsze jest, aby uczelnie publiczne zachowały priorytet w realizacji zadań edukacyjnych, do których zostały powołane.

    Opis:
    This article deals with the transformation of the previously non-existent private higher edu-cation in Poland and Central-Eastern Europe from 1990 to 202o. In Poland, moreover, pri-vatization was particularly intense because of the increase in the country's population. The number of students increased fivefold in the first 15 years. The article describes the relation-ship between private and public higher education. From 2010 onwards, the number of stu-dents began to decline and predictions were made about the demise of private education. These predictions were incorrect. Private universities began, for example, to accept students from abroad and teach in English. Part-time students are now more likely to choose private universities than in the past. About io% ofthese universities have become tediary education institutions, whose students earn more after their studies than graduates of state universities.

    Opis:
    The genesis and development of public colleges of professional studies in Poland is a complex and dynamic process. The creation of this type of school was met with supporters, but also many opponents. The article summarizes the “milestones” of this process and describes the history of public vocational schools, providing the legal basis for their operation in particular periods. The latest regulations are also presented here, and the possible development of those schools is indicated.
    Geneza i rozwój publicznych uczelni zawodowych w Polsce to proces złożony i dynamiczny. Utworzenie uczelni tego typu napotykało na wielu zwolenników, ale nie brakowało także przeciwników. Artykuł podsumowuje „kamienie milowe” tego procesu i opisuje historię publicznych uczelni zawodowych, podając podstawę prawną ich funkcjonowania w poszczególnych okresach. Przedstawiono tu także najnowsze regulacje i wskazano na możliwy rozwój PUZ-ów.
