Purpose: reasons for writing the paper is to present, the optimal procedure to manage specific critical job as hot work on board sea going vessels. Design/methodology/approach: an analysis of various shipping companies safety management systems and requirements demanded to perform hot works. Findings: found that safety management systems and demands to perform hot works are varied between shipping companies. Research limitations/implications: management of specific high risk job as hot work to be unified. Practical implications: suggestion is given to unify procedures of hot work management Social implications: reduction of risk to happen undesired events and mitigations of hazards associated with hot work. Originality/value: recommendation to shipping companies for modification of safety management system where is necessary to improve safety on board.

Opis:
This study assesses the operational safety and security of a category one airport in Nigeria, using the Nnamdi Azikiwe International Airport, Abuja (NAIA) as the case study airport. Data were sourced using structured questionnaire and oral interviews. A total of 180 questionnaires were administered and 165 questionnaires were retrieved, amounting to a 91.7% rate of response. The structured questionnaire used aimed at identifying various safety and security parameters in the study area. This study examined the trend of the effectiveness of safety and security variable in airport operations, safety and employee’s attitude towards safety risk management using the Multicriteria Decision Analysis model to achieve this objective. The results show the weighty level, satisfaction index and effective index of the safety and security parameters used in the analysis with their score and effective index graph. Recommendation on how to improve the airport safety operations were made following policy implication on how to improve the safety management system of the airport.

In the article is presented the analysis of legal requirements on Safety Management System (SMS) in terms of the relevance of these requirements to the sidetracks. For the purpose of meeting all safety requirements applicable to sidetracks were analyzed two main issues - existing legal and organizational requirements as well as necessity and scope of extension the Safety Management System.

Opis:
Analyzing the level of Polish transport safety culture can be seen that it is now dependent on the culture of safety management within the organization and the requirements and recommendations of law in this field for different modes of transport (air, rail, road, water). Of the four basic types of transport requirements are widely developed in the aviation, rail, and water – the sea. In order to harmonize the requirements for transport safety so it appears advisable to develop a platform for exchange of safety information for different modes of transport, and the development of good practices multimodal offering the possibility of improving Polish transport safety. Described in the publication of the proposal in addition to the alignment platform experience and knowledge in the field of transport safety in all its kinds, it can also be a tool for perfecting new operators of public transport.
Analizując poziom kultury bezpieczeństwa transportu Polski, można zauważyć, że jest on obecnie zależny od kultury zarządzania bezpieczeństwem w organizacji oraz od wymagań i zaleceń prawa w tym zakresie. Z czterech podstawowych rodzajów transportu (lotniczy, kolejowy, drogowy, wodny) wymagania te są szeroko rozwinięte w transporcie lotniczym, kolejowym i wodnym – morskim. W celu ujednolicenia wymagań bezpieczeństwa transportu zasadne wydaje się więc opracowanie platformy umożliwiającej wymianę informacji w zakresie bezpieczeństwa dla różnych gałęzi transportu oraz opracowanie multimodalnego systemu dobrych praktyk dających możliwość poprawy bezpieczeństwa transportu Polski. Opisana w artykule propozycja platformy, oprócz wyrównania doświadczeń i wiedzy w zakresie bezpieczeństwa transportu we wszystkich jego rodzajach, może być również narzędziem doskonalenia nowych operatorów transportu zbiorowego.

Safety is generally characterised as the state of being “safe”, the condition of being protected from harm or other non-desirable consequences. One effective way of achieving it is to implement a safety management system (SMS). SMS should be seen as an aggregate strategic aspect of standard business management, understanding its high priority to safety. This article describes and illustrates SMS in aviation, focusing on the similarities and differences in the system approaches adopted by selected Civil Aviation Authorities (CAAs) with the primary focus on the safety level. The main goal is to provide a structural comparison of the system framework within individual CAAs and its explanation in safety-related documents. This article also dealt with the chosen safety approach (reactive, proactive and predictive) and safety performance indicators (SPIs), forming a quality and effective safety system that maintains an acceptable safety level. Finally, this article is mainly based on datasets publicly available through the International Civil Aviation Organisation, Transport Canada, Civil Aviation Safety Authority Australia, Federal Aviation Administration, UK Civil Aviation Authority, Civil Aviation Administration of China and Civil Aviation Authority of New Zealand websites and documentation related to safety.

Wymagania stawiane obecnie operatorom transportu zbiorowego na świecie nie ograniczają się już tylko do zapewnienia wysokiej jakości usług. Coraz częściej wiodącym kryterium funkcjonowania firm transportowych staje się bezpieczeństwo przewozu. Wynika to nie tylko z wymagań stawianych przez jednostki samorządowe zawiadujące transporrem, ale również z coraz wyższej świadomości społecznej, która po zamachach terrorystycznych stawia bezpieczeństwo na pierwszym miejscu. Najbardziej bezpieczne rodzaje transportu zbiorowego (lotniczy i kolejowy) od kilku lat funkcjonują - zgodnie z wymaganiami wprowadzonymi poprzez dyrektywy europejskie - w oparciu o zbudowane i wdrożone w przedsiębiorstwach przewozowych Systemy Zarządzania Bezpieczeństwem (Safety Management System - SMS). Wymagania te nie obejmują jednak najliczniejszego transportu zbiorowego opartego na przewozie tramwajowym i autobusowym. W publikacji przedstawiono możliwości adaptacji stosowanych już w transporcie rozwiązań do zastosowania w tych najbardziej popularnych transportowych środkach technicznych.
Requirements, which are nowadays posed in front of the operators' of public transport worldwide, are no longer limited only to assure the high quality of services. More and more often the leading criterion for transport companies running is transport safety. It results not only from a demand to live up to a standard performed by the local authorities responsible for transport , but also from the growing and more sensitive social awareness which after terrorist attacks gives priority to the safety and security. For several years, the most secure types of public transport i.e. air and railway transport are being run in accordance with the requirements introduced through the European directives - based on the Safety Management Systems (SMS), constructed and implemented in transport companies. These demands do not comprise however, the most frequent services of public transport based on the tramway and buses carriages. In the article the possibilities of adaptation of the solutions that are already applied in transport also in these most popular technical means of transport have been presented.

Change management is considered to be an important element of safety management systems, lack of which can lead to industrial accidents and disasters. Therefore, risk management related to changes introduced to the railway system has become one of the processes covered by regulations aimed at harmonising the rules of railway transport in the whole European Union (EU). This article presents the results of a comparative analysis of available source materials in terms of determining the manner and level of implementation of EU-wide rules for risk management related to introduced changes. The analysis was based on data from five selected EU Member States. A common issue raised in practically all of the reports analysed is the lack of detailed definitions of terms such as significant change, insignificant change, the impact of change on the safety of the railway system. Attempts to solve this situation have been specified by us and evaluated from the viewpoint of safety engineering.

Modern safety management in rail transport determines new and interesting directions for its scientific exploration. As a railway system is dynamic, relationships between its individual components become particularly important. A component approach, however, has a complex dimension, due to the different categories of components that constitute this system. The interrelations between an operator, an object and a work environment determine the safety of this system. The operator understood as a Human Factor becomes increasingly important, even strategic in this relationship. The purpose of the paper is to present crucial human factor assessment and management methods and determine their comparative criteria. The paper also presents the selected possibilities of applying the given methods to specific technical, operational and organizational solutions within the framework of the functioning safety management system in rail transport. The paper describes an attempt to conceptualize and operationalize human factor management in rail transport in relation to selected methods presented.

Przedstawione zostaną obszary, w których pracownicy personelu handlingowego szczególnie narażeni są na zagrożenia podczas świadczonych przez nich usług.
The aim of this article is to outline safety considerations relevant to ground handling workers. Attention is drawn to legal rules on safety in civil aviation as well as health and safety of work. Presented in particular are areas which are especially exposed to dangers arising during work in ground handling services.

In the article the problem with systemic management of safety in the smallest production entities has been shown. The effect of health and safety management system and the benefits resulting from it for the most numerous economic entities in Poland - micro-enterprises have been discussed. Moreover, the results of questionnaire examination conducted in several Polish production companies have been presented. Surveys were completed in companies in which the number of employees does not exceed 49 people (micro enterprise - from 1 to 9 employees and small enterprises - from 10 to 49 employees).

Wyniki: Przeprowadzone obserwacje, pozwoliły na identyfikację problemów, analizę przeszkód oraz wskazanie potencjalnych rozwiązań. Dobór właściwych metod stanowi podstawowe narzędzie oraz nieodłączny element warunkujący sukces organizacji. Zastosowanie odpowiednio dobranych metod pozwala osiągnąć cel zbieżny z bezpieczeństwem pracowników. Artykuł jest próba opracowania modelu doboru metod zarządzania w rozwiązywaniu problemów związanych z bezpieczeństwem w organizacji. Wniosek: Zarządzanie procesowe w organizacji przynosi konkretne, mierzalne rezultaty zwiększające efektywność funkcjonowania przedsiębiorstwa, co bezpośrednio przekłada się na konkretne efekty związane z bezpieczeństwem pracowników, efekty ekonomiczne oraz daje podstawę do rozwiązywania problemów organizacji, jako narzędzia zapewniającego jej sukces.
Introduction and aims: This article presents the problems associated with the selection of appropriate methods for the enterprise security management at work. Material and methods: The material is a selection of the problem of corporate governance, changes in safety management. It has been presented the method is direct observation of enterprises, conversations and analysis of information obtained, relating to problems with the introduction of integrated management systems. Results: These observations allowed us to identify problems, analyze the obstacles and identify potential solutions. Selection of appropriate methods is an essential tool and an integral part of a success of the organization. The use of carefully selected methods to achieve the goal of converging with the safety of workers. The article is an attempt to model the selection of management methods in solving security problems in the organization. Conclusions: Process management in the organization produces tangible, measurable results that increase the efficiency of the company, which directly translates into concrete results related to employee safety, economic effects and gives rise to the problem-solving organization as a tool for ensuring its success.

Osiąganie bezpieczeństwa morskiego można zatem postrzegać jako zdolność prawa i instytucji przykładowo do: ochrony statku przed utratą, ochrony zdrowia i życia osób zatrudnionych na statku morskim, oraz ochrony środowiska przed zanieczyszczeniem.
The meaning and scope of the concept of security in extenso, as well as its special type, i.e. maritime safety and security, has been the subject of many considerations and discussions for decades, and perhaps for centuries. Security is most often understood as one of the basic functions of the State implying counteracting all threats. In axiological terms, as a risk-free state, maritime safety is a value, and in functional terms, as a desirable state, it is expressed in the protective function of law. The law must be structured in such a way as to constantly realize this function. Achieving maritime safety can therefore be seen as the capacity of law and institutions, for example, to protect a ship against loss, protect health and life of people employed on a ship, and protect the environment from pollution.

W pracy dokonano analizy zarządzania bezpieczeństwem opartego na uchwalonym przez IMO rez. A.741(18) Międzynarodowym Kodeksie Zarządzania Bezpieczeństwem, obowiązkowym standardzie zarządzania bezpieczną eksploatacją statków i zapobieganiem zanieczyszczaniu oraz znowelizowanych wytycznych do wdrażania przez Administracje kodeksu ISM (Rez. A. 1022(26)) na przykładzie samopodnośnych morskich platform wiertniczo-produkcyjnych "Baltic Beta" o numerze IMO 8756588 oraz "Petrobaltic" o numerze IMO 8753940. Celem tego kodeksu jest zapewnienie na jak najwyższym poziomie bezpieczeństwa na morzu, zapobieganie nieszczęśliwym wypadkom, utracie życia i mienia, degradacji środowiska w tym środowiska morskiego, a tym samym dążenie do zminimalizowania błędów ludzkich i organizacyjnych (Human and Organisational Errors), które stanowią kilkadziesiąt procent wszystkich wypadków morskich.
The paper deals with the issue of analysis of Safety Management System supported on International Management Code for the Safe operation of ships and for Pollution Prevention and on Revised guidelines on implementation of The International Safety Management (ISM) Code by Administrations Res.A.1022(26), mandatory standard of the Safety Management System on the example of "Baltic Beta" IMO Nr 8756588 and "Petrobaltic" IMO Nr 8753940 Mobile Offshore Drilling Units. The objectives of the Code is to ensure safety at sea, prevention of human accidents, loss of life and investment goods, and avoidance of deterioration of the natural environment, in particular, to the marine environment, it means mostly in practice to minimization of Human and Organizational Errors - (HOE), which are the reason of much percentage of marine accidents.
