The study is focused on state defence management, in particular its political, strategic and legal-comparative aspects. The issue of managing the defence of the State has been presented from a systemic perspective as a separate system, being a part of a higher system and at the same time containing subordinate elements. Appropriate government documents of a conceptual nature and provisions in the common law on defence management were chosen as the subject for political-strategic and legislative legal analysis. The result of the analysis is a presentation of the key gaps and flaws in the legal solutions that may affect the functioning of the State defence management system in wartime1, in particular those related to the decision-making process of system components. In addition, an attempt was made to assess the implementation of security concepts adopted in Poland over the years, mainly in the field of managing national security and defence.

This study is based on the assumption that the primary aim of the emergence of states was to provide security and development opportunities for its citizens. This objective determines the method of exercising power, the applicable legal system reflecting the adopted norms of social coexistence, and the public administration system. It was also presumed that security is associated with a sense of threat and confidence. They can be both objective and subjective, which means that they can be measurable or not. Due to the fact that while there are no major problems with determining the definition of a state, there are still difficulties related to identifying the essence of security and, consequently, also the security of the state. Therefore, the paper is based on the results of the bibliographic method and presents an overview of representative outlooks on issues related to threats, security and national security. This was done by reference to works created on the basis of the law, political sciences, and security sciences. The work was divided into three parts. The first introduces the considerations. The second presents views allowing the nature of security to be determined, and the third part presents the subject-entity scope of state security and the determinants of that security.

Paper discussed the structure, endowment and principles of functioning of systems of automatic monitoring contaminating of air in the Szczecin area. Correctly acting station measuring and continuous monitoring of researched parameter to battles about clearness of air defining degree threat - it forceful instrument. Long-term continuous research enable taking up of forceful operation and decision of domain of natural environmental protection.

The stability of positive linear continuous-time and discrete-time systems is analyzed by the use of the decomposition of the state matrices into symmetrical and antisymmetrical parts. It is shown that: 1) The state Metzler matrix of positive continuous-time linear system is Hurwitz if and only if its symmetrical part is Hurwitz; 2) The state matrix of positive linear discrete-time system is Schur if and only if its symmetrical part is Hurwitz. These results are extended to inverse matrices of the state matrices of the positive linear systems.

The paper represents an attempt to analyse the reasons and consequences of the radical refocusing of the Polish state’s system in the interwar period. The thesis was advanced that in the interwar period in Poland two fundamentally different models of polity and governance of the state were created, which had a material bearing on the state’s general domestic situation, including also the security and stability of the polity. The presented arguments suggest that in the years 1918-1939 the model of the Polish polity evolved from the strengthening of the executive authority, during the initial formation of the independent state entity, through the representative parliamentary democracy, and up to the presidential polity, in which the president clearly dominated over the legislative and judicial authorities. Such momentous changes introduced over a relatively short period of time could be the evidence of destabilisation of the political scene and could also indicate that the bases of the democratic polity of the state were not firmly established in the interwar period.

The problem of stabilization of fractional positive linear continuous-time linear systems with delays by state-feedbacks is addressed. The gain matrix of the state feedback is chosen so that the zeros of the closed-loop polynomial are located in a sector of the left half of complex plane. Necessary and sufficient conditions for the solvability of the problem are established and a procedure for computation of a gain matrix of the feedback is proposed. The considerations are illustrated by a numerical example.

Time dependent modelling of complex system is one of the important topics in system reliability engineering. Although system complexity is increasing, the existing models are numerically satisfactory. However, some formal development is still lacking in reliability theory. A full system time-dependency modelling and analysis is not possible without some formal answers on critical transitions and related issues. This is still one of the open questions in system reliability theory. Some promising development relative to critical states is given in this paper with an application case.

The article describes the system of police education in the Czech Republic on the basis of the mandatory obligations that regulate it. Most importantly, it is act No. 361/2003 Coll. on Service Relationship of Members of the Security Corps, whose section 45 contains the obligation of the Security Corps’ members to educate themselves. Having described the specificity of the Czech Police in the light of the abovementioned regulations, and having depicted the educational system that prepares Czech policemen to their service, the authors follow on to the assessment of the current state of police education in Czech Republic backed up by statistic data. Finally, fact-based scenarios are presented on how the contemporary Czech police education system may be improved in the future.

The article continues the deliberations regarding the strategy design and assumptions of the national security system of the Republic of Poland, with particular emphasis on the organization of the security system of the Republic of Poland. The article presents conclusions from the analysis of solutions applied in Poland in the field of implementation of joint projects of the State Fire Service and selected institutions responsible for ensuring the internal security of the state in the field of counteracting CBRN threats, including biological ones. The analysis refers to the binding legal system and the organizational solutions resulting from it. The considered legal order included the provisions of universally binding law and local law. It was assumed that the use of weapons of mass destruction in a terrorist attack might be executed through the contamination of air, water or soil, as well as by disease carriers: infected insects, rodents or people. One of the real methods of performing bioterrorists attacks is to contaminate the air by spraying, for example, biological aerosol. That is since aerosol production equipment is easily accessible, and most biological agents can be easily transported by air. The objects of such an attack will be primarily places with efficient air conditioning systems, public buildings and metro stations, and all places where people gather including railway stations, airports, shopping centers, sports and cultural facilities, government and public buildings, areas of military concentration, and places of public mass events. The considerations presented in this article refer to issues on a macro and micro scale, which allowed for distinguishing the rules of cooperation and its effectiveness. While endeavoring to objectify the conclusions from the analysis, the article was elaborated by a team of Polish, Czech, and Ukrainian experts.

The stability of fractional standard and positive continuous-time linear systems with state matrices in integer and rational powers is addressed. It is shown that the fractional systems are asymptotically stable if and only if the eigenvalues of the state matrices satisfy some conditions imposed on the phases of the eigenvalues. The fractional standard systems are unstable if the state matrices have at least one positive eigenvalue.

W artykule przedstawiono krótką historię polskich formacji chroniących organy kierownicze państwa, począwszy od odzyskania przez Polskę niepodległości po koniec dwudziestego wieku. Prezentowane rozważania przedstawiono na tle reguł i zasad funkcjonowania systemu bezpieczeństwa państwa ze szczególnym uwzględnieniem podsystemu kierowania. W pracy wykazano potrzebę badania przeszłości dotyczącej bezpieczeństwa dla opracowania i stosowania skutecznych współcześnie rozwiązań. Rozważania dotyczą także zagrożeń kierowniczych organów państwa. Stanowić one mogą przyczynek do dalszych dyskusji w zakresie przeznaczenia i reguł działania formacji ochrony najważniejszych osób w państwie.
This paper presents a short history of Polish formations protecting the governing bodies of the state, starting from the moment Poland regained independence at the end of the twentieth century. The considerations are presented against the rules and principles of the functioning of the state security system, with particular emphasis on the control subsystem. This paper demonstrates the need to research attitudes to safety in the past, in order to develop and apply effective contemporary solutions. The considerations contained in it also concern the existing threats to the management of state organs. They may contribute to further discussions on the purpose and rules of operation of the formation which is supposed to protect the most important people in the state.
