This work is a direct continuation of previous works of authors ([Binderman, Borkowski, Szczesny 2008, Binderman, Szczesny 2009]). The goal of this work is to generalize known methods of constructing measures of synthetic objects, methods that use radar charts of vectors. The methods listed in this work factor in weights assigned to features and make the values of indicators independent from the ordering of considered features. The listed methods have been applied in the analysis of regional differentiation of agriculture in Poland between 2001 and 2010.

The main purpose of this paper is to find the most effective method for the normalization of a final set of diagnostic variables for indirect consumption research with the use of synthetic consumption measures. The chosen normalization methods (standardization, unitarization and ratio transformation) were analyzed, both in the classical and the order approaches, with the use of different methods for multidimensional median vector construction (border and Weber median). Implementation of the multidimensional median construction is very important in the case of research objects with atypical characteristics of diagnostic variables (a separate analysis of Warsaw from the Mazowieckie Voivodeship). This kind of research units can cause asymmetry in empirical distribution of diagnostic variables which has a significant impact on the result of the linear order set of research objects. Additionally, implementation of the Weber median allows for considering the interactions in a set of diagnostic variables, which is crucial from the point of view of economic analysis.

Opis:
Multidimensional analysis uses various measures for assessing economic effects. However, no single synthetic measure, regardless how popular, can give a satisfactory solution to the above problem. In general, various approaches of combining measures can lead to stable outcomes. Nevertheless, when combining "weak" classifiers one can obtain inevitably poorer classification. We propose here a new approach to construct doubly synthetic measures. The main goal of this work is to analyse the influence these new synthetic measures on the ranking of multidimensional objects.

Within the EU cohesion policy, better and worse developed regions are subcategorised, taking account of the GDP value per capita. Based on that, areas qualifying for obtaining support from aid programs from the EU budget are established. The purpose of the article is an attempt at specifying the co-dependencies between the EU fund absorption and the changes in the level of the socio-economic development in the regional dimension. The research was conducted at the level of 73 NUTS-3 units in Poland in three stages. At the first one, the level of the development of the subregions in Poland is exhibited, subcategorising the factors of that development: human capital, material capital, natural environment as well as entrepreneurship and innovativeness. At the second stage, variation in the EU fund absorption in the researched units is presented. At the third stage, interdependencies between the extent of the absorption and the changes in the level of development within the arrangement of the factors of that development are taken up.

The paper presents the results of the research over the measurement of the progress in the realization of the objectives specified in “Europe 2020 - a strategy for smart, sustainable and inclusive growth” in 2016 in comparison with 2010. The analysis availed itself of the statistical data of Eurostat which describes the main indicators of the strategy for all member states of the European Union. The available empirical data allowed for constructing a synthetic measure reflecting the progress in realizing the objectives specified in the Strategy. The analysis of the values that the said measure assumed became a basis for creating a rating of EU member states for two distinct years that were subject to scrutiny. Also, there was specified the variation in the value of the said measure and the changes in the positions occupied by particular states in the mentioned rating. What was also conducted was a cluster analysis, which allowed for dividing the scrutinized countries into groups in case they are described by more than one property. Except for this and as compared to all the previous works on the subject, the method of the construction of the synthetic measure was considerably sharpened.

Purpose – The purpose of the article is to rate the diversity of the financial situation of municipalities in Świętokrzyskie voivodship in relation to their financial independence. Research method – The financial situation and independence are multidimensional. They are shaped by, among others, economic, legal and financial factors. The assessment of the financial standing and independence was based on the value of the synthetic measure determined by the TOPSIS method. The study covered the years 2009-2018. The article uses data obtained from the Regional Accounting Chamber of Kielce. Results – The subject of the discussion presented in the article are the issues of the financial situation and independence of the municipalities (102) of Świętokrzyskie voivodship. As part of the research, a set of diagnostic variables was selected, their nature, synthetic measure, and their division into quartile groups were determined. Originality / value – Stability and certainty of income determine the scope and level of tasks performed by the municipalities. The financial situation and independence of municipalities are not a permanent category. The financial situation of the municipalities in Świętokrzyskie voivodship was shaped by the development potential, the level of financing public services and implemented transfers, income and expenses independence and budget solvency. The best municipalities were characterized by a good situation and a high level of financial independence.

The objective of the paper is to assess the situation of Polish regions (NUTS 2) and their progress in sustainable development regarding social inclusion. The study covers the period after Poland’s accession to the European Union (2004-2011). The implementation of ratio analysis and synthetic measure facilitated an evaluation of occurring tendencies. Taxonomic analysis was performed for the years 2006 and 2011. Linear arrangement methods and a common development pattern were applied in constructing the measure. The observed tendencies may be assessed as positive. All regions made progress towards the pattern even though the rate of occurring transformations was diversified. At the same time territorial disparities became smaller. Despite the recorded progress the situation in the country still requires to be improved. Among the most significant challenges encountered by Polish regions there are extensive income distribution inequalities, long-term unemployment, high percentage of population threatened with poverty and low participation of the disabled in the labour market.

This paper is dedicated to analysing the size of local administration. On the basis of literature study, ten variables that define size of local administration were chosen, out of these variables two synthetic measures were created. The sizes of local administration at the level of voivodships were calculated for 2013. The research results show a big differentiation among the analysed units in Poland. Data were sourced from the Polish Main Statistical Office (GUS). Taxonomic methods were used in the analysis – synthetic measures were constructed on the basis of the Hellwig method.

W pracy przedstawiono koncepcje budowy wskaźników przeznaczonych do porządkowania obiektów opisanych wieloma cechami o wartościach nieujemnych na tej samej skali, czyli takich, których wartości można interpretować jako składowe struktury. Podane mierniki mogą być wykorzystywane do cyklicznego raportowania w systemach MIS (Management Information System) w systemach informacyjnych zarówno instytucji publicznych obserwujących zmiany strukturalne, jak i w dużych korporacjach o rozbudowanej strukturze wewnętrznej. Koncepcję zilustrowano na przykładzie zmian, jakie zachodzą w strukturze obszarowej gospodarstw w Polsce na tle nowych państw Unii Europejskiej w okresie 2003 -2010.
The paper presents the concepts of indicators intended to organize objects described by many features of non-negative values on the same scale, i.e. ones whose values can be interpreted as components of a structure. The discussed measures can be used in information systems of both public institutions which observe structural changes and large corporations with extensive internal structures for reporting in Management Information Systems (MIS). The concept is illustrated by the changes that occur in the structure of farms in Poland against the background of the new EU Member States in the period 2003-2010.

In Poland are visible development disparities between municipalities. The aim of the article is to assess the significance of entrepreneurship in regional development and to determine its spatial diversity in the Świętokrzyskie Voivodeship (province) using a synthetic measure. The analysis was carried out in 102 communes of the Świętokrzyskie province for 2010-2017. The Si entrepreneurship measure in 2010 ranged from 0.28 to 0.78 and in 2017 from 0.32 to 0.86 and the OE development measure ranged from 0.35 to 0.83 in 2010 and from 0.21 to 0.78 in 2017. The level of entrepreneurship was influenced by: the level of unemployment and of employees, of business entities, of natural persons conducting economic activity and the infrastructure. The best indicator of entrepreneurship is in the cities of Kielce, Sandomierz, Skarżysko-Kamienna, Ostrowiec Św., with a developed industrial function. At the other end there were: Waśniów, Michałów, Koprzywnica, Klimontów − with agricultural function.
W Polsce między gminami widoczne są różnice rozwojowe. Cele artykułu stanowią ocena znaczenia przedsiębiorczości w rozwoju regionalnym i określenie jej różnorodności przestrzennej w województwie świętokrzyskim za pomocą miary synteycznej. Analiza za lata 2010-2017 została przeprowadzona w 102 gminach województwa świętokrzyskiego. Miara przedsiębiorczości Si w 2010 r. mieściła się w przedziale od 0,28 do 0,78, w 2017 r. − od 0,32 do 0,86, a miara OE − od 0,35 do 0,83 w 2010 r. i od 0,21 do 0,78 w 2017 r. Na poziom przedsiębiorczości wpływały: poziom bezrobocia i liczba pracowników, podmiotów gospodarczych, osób fizycznych prowadzących działalność gospodarczą i infrastruktura. Nawyższym wskaźnikiem przedsiębiorczości chrakteryzowały się miasta Kielce, Sandomierz, Skarżysko-Kamienna, Ostrowiec Świętokrzyski, stanowiące jednostki o rozwiniętej funkcji przemysłowej. Najniższą wartość tego wskaźnika odnotowano w takich miejscowościach, jak: Waśniów, Michałów, Koprzywnica, Klimontów, stanowiących jednostki o rozwiniętej funkcji rolniczej.

Miary syntetyczne są użytecznym narzędziem w analizie zjawiska wielowymiarowego. Istnieją różne możliwości budowy mierników syntetycznych. W niniejszym artykule porównano miarę syntetyczną m, z miarą syntetyczną zbudowaną na podstawie zunitaryzowanych wskaźników. W wyniku badań wywnioskowano, iż obie miary umożliwiają porównania pomiędzy obiektami i budowę rankingów. Natomiast miara m pozwala obiektywnie ocenić kondycję danego przedsiębiorstwa, czego nie umożliwia miara skonstruowana na bazie zunitaryzowanych wskaźników.
Synthetic measures are utility tool in the multivariate problem analysis. There are different possibility of the synthetic measure construction. In this article compared measure m, with the measure build based on the zero unitarizated diagnostic ratios. Performed study informs that both measures make possible to compare financial condition, enterprises and construct ranking. But only measure m make possible to objectively assess financial situation of the enterprise, or group of the enterprises.

In this paper, the authors propose a new methodological approach to the construction of a synthetic measure, where the objects are described by variables with strong asymmetry and extreme values (outliers). Even a single extreme value (very large or very small) of a variable for the object may significantly affect the attribution of an excessively high or low rank in the final ranking of objects. This dependence is particularly apparent when using the classical TOPSIS (Technique for Order of Preference by Similarity to Ideal Solution) method. The aim of the study is to present the application potential of the positional MEF-TOPSIS method for the assessment of the level of development of complex economic phenomena for territorial units. In the positional TOPSIS method, the application of the spatial median of Oja, which limits the impact of strong asymmetry, is proposed. In order to weaken the influence of extreme values, the Mean Excess Function (MEF) is used, by means of which it is possible to identify the limits of extreme values and establish model objects. The proposed approach is used to assess the financial self-sufficiency of Polish municipalities in 2016. The study finally compares the results of applications of positional MEF-TOPSIS and the classic and positional TOPSIS methods.

The aim of the paper is to make a synthetic evaluation of the financial condition of telecommunications sector companies listed on the NewConnect market in the years 2012-2015. Integrated approach, which includes the use of the AHP and TOPSIS methods, is presented and applied. The paper is both theoretical and empirical: the first part describes the process of developing a synthetic measure and the second contains the analysis and assessment, on the basis of the presented synthetic measure. Next, the studied companies are ranked and grouped by assigning the companies to four typological groups. The conducted calculations show that, the analysed companies had a varying financial condition. Most often it could be described as average and good. A positive sign is that, in the analysed time period, financial condition improved in 70% of the studied companies.
