In this article the authors present the methodology adopted and the results obtained in the first stage of the research encompassing focus group interviews (FGI) about the needs of public transport users in a selected city (Poznan). The elicitation and assessment of the requirements were carried out for three groups of people with disabilities using public transport in the city of Poznań: blind and partially sighted people, deaf and hearing-impaired people, as well as people with locomotor dysfunctions. A study carried out on the basis of a scenario especially designed for the FGI purpose has made it possible to identify barriers for people with disabilities and, consequently, to formulate their pre-trip, on-trip and post-trip requirements when it comes to urban public transport services. The results will be used to construct a questionnaire to be used further on in the project.

Transport jest istotnym aspektem współczesnego świata, w którym mobilność i możliwość sprawnego i szybkiego przemieszczania się staje się niezbędnym elementem życia. Istotna jest również koncepcja zrównoważonego rozwoju, której zastosowanie ogranicza negatywny wpływ transportu na otoczenie. Przedmiotem rozważań poniższego opracowania jest zrównoważony rozwój transportu publicznego. Przeanalizowano poziom dostosowania transportu zbiorowego do potrzeb społecznych z uwzględnieniem opinii mieszkańców Częstochowy wyrażonej w badaniu ankietowym.
Transport is an important aspect of the modern world, in which mobility and the possibility of efficient and rapid movement have become an indispensable element of life. The concept of sustainable development is also important, the application of which limits the negative impact of transport on the environment. The subject of consideration of the following study is the sustainable development of public transport. The level of adjustment of public transport to social needs was analyzed, taking into account opinions of the inhabitants of Częstochowa expressed in the survey.

W ramach Działania „Zrównoważony transport miejski” (Działanie 2.1.) II Osi Priorytetowej Programu Operacyjnego Polska Wschodnia na lata 2014–2020 objęte nim województwa złożyły 14 projektów inwestycji o łącznej wartości 2,1 mld zł; 1,5 mld zł to środki pochodzące z programu. W ramach programu przewidziane jest dofinansowanie kompleksowych projektów ekologicznych zintegrowanych sieci transportu miejskiego. Wsparcie obejmuje 5 województw Makroregionu Polski Wschodniej: lubelskie, podkarpackie, podlaskie, świętokrzyskie i warmińsko-mazurskie. Projekty w ramach Działania 2.1. realizowane są w trybie pozakonkursowym. W trwającej perspektywie Rzeszów złożył 3 wnioski o dofinansowanie projektów. Ich główne założenia to: rozbudowa Rzeszowskiego Inteligentnego Systemu Transportu Miejskiego (RIST), utworzenie Rzeszowskiego Centrum Komunikacyjnego (RCK), poszerzenie miejskiej floty autobusowej o pojazdy elektryczne.
In the frame of Action 2.1. “Sustainable public transportation” of the II Priority Axis of the Eastern Poland 2014-2020 Operational Programme five viovodeships submitted 14 applications of investment projects of the total value of 2,1 billion PLN. The main aim of the Programme is to support complex projects of ecological integrated public transportation systems in the broad perspective of sustainable development. Three applications were submitted by the City of Rzeszów. The main aims of the projects are: the development of Intelligent Public Transportation System in Rzeszów, creation of the Communication Centre in Rzeszów as well as bus fleet modernization. The article refers to the characteristics of the projects in the context of current financial perspective of Eastern Poland Operational Programme.

System roweru publicznego (bike-sharing system) staje się coraz bardziej powszechnym elementem systemu transportowego w przestrzeni miast w Polsce i na świecie. Do głównych powodów wprowadzania tego rozwiązania na obszarach miejskich zaliczyć można potrzebę zwiększenia wydajności miejskich systemów transportowych oraz dążenie do ograniczenia problemów tworzących się wskutek presji tradycyjnych środków transportu na środowisko. Rower publiczny z powodzeniem staje się także elementem transportu multimodalnego łącząc się z innymi środkami transportu publicznego. W Polsce bike-sharing funkcjonuje od 2008 r. rozszerzając swój zasięg z każdym kolejnym rokiem o nowe miasta, a także obszary wiejskie. W opracowaniu przeanalizowano zmiany liczby systemów w Polsce w latach 2017-2018 – w okresie największego rozwoju tej formy transportu na badanym obszarze. Analizę wykonano w oparciu o wskaźniki liczby stacji roweru publicznego na określonej powierzchni oraz liczby rowerów na tle liczby mieszkańców analizowanych miejscowości. W pracy porównano także cenniki wypożyczeń rowerów dla poszczególnych systemów funkcjonujących w Polsce. Na podstawie przeanalizowanych danych wyznaczono także kierunki rozwoju roweru publicznego w Polsce.
The public bicycle system (bike-sharing system) is becoming an increasingly common element of the transport system in urban space in Poland and in the world. The main reasons for implementing this solution in urban areas include the need to increase the efficiency of urban transport systems and to reduce the problems created by the pressure of traditional means of transport on the environment. Public bike is also successfully becoming an element of multimodal transport by connecting with other public transport. In Poland, bike-sharing has been operating since 2008, expanding its range with each subsequent year for new cities, as well as rural areas. The study analyzed changes in the number of systems in Poland in 2017-2018 – in the period of the greatest development of this form of transport in the studied area. The analysis was based on the indicators of the number of public bicycle stations on a given area and the number of bicycles on the background of the number of inhabitants of the analyzed cities. The work also compared bicycle rental rates for individual systems operating in Poland. On the basis of the analyzed data, the directions of public bicycle development in Poland were also determined.

The issues discussed in this article concern the basic assumptions for the sustainable development of public transport in cities. We discussed the need and direction of changes that occur in public transport that were referred to both users and transport organizers in cities. To this end, we characterized the activities which encourage urban residents to use forms of urban transport and the limitations of commuting via individual transport. The purpose of this article was to determine the main directions and areas of development of public transport in Szczecin. In addition, we also presented the solutions applied in the city transport system aimed at making it sustainable. In addition, an attempt was made to determine the impact of selected solutions on residents’ transport behaviors. The survey research method was used to examine societal opinions and expectations regarding public transport. We also approximated the basic investments that have been implemented to make transport more sustainable and the activities for the development of electromobility. Future research directions on the sustainability of transport in the city, and especially on limiting vehicular traffic, were also discussed.

The twentieth century, which became a period of unprecedented growth of cities and urbanization, revealed the need of mankind to develop and implement the principles of sustainable development. Possible ways to shift to sustainable transport system (such as the use of alternative fuel and transition to public and non-motorized modes of transport) are discussed in this article. The objective of this publication is to assess efficiency of such methods’ implementation on the example of the concrete city. Authors have suggested to change the bus route network, the structure of the bus fleet on the routes and to replace public transport buses by the new ones run on methane. To check these suggestions, authors have built the new one transport model and have simulated three cases: the existing route network and bus fleet’s structure, the proposed new one route network with buses run on diesel fuel and the proposed new one route network with buses run on methane. To evaluate efficiency, authors have assessed economic efficiency, positive social effect, environmental friendliness and sustainability of the urban transport system. Economic efficiency is achieved by reducing overruns and fuel costs thanks to the use of buses run on methane. The social effect is in the reduction of: 1) the delivery time by the route network optimization, 2) the likelihood of traffic jams, and 3) the downtime of buses at the bus stops. Since congestions increase pollutant emissions, route network optimization reduces negative impact on the environment. Replacing public transport buses by the new ones run on methane gives the same positive effect. To assess sustainability of the urban transport city is the most difficult task. The authors have identified indicators and used the radar map to compare possible solutions.

Less than ten years ago, Algeria embarked on an energy transition with the objectives of sustainable development. Although it concerns all economic sectors, efforts made in the field of road transport, as the main polluter and energy consumer at the national level, are far from being sufficient despite its inclusion in policy statements. This sector is operational exclusively on fossil and exhaustible energies whereas its atmospheric pollutants and gaseous emissions are highly harmful to the environment, public health and the economy. Thus, this paper points out the emergency of an energy transition in the road transport sector to clean and renewable energy as a necessity rather than a choice. It highlights, first, the characteristics of the Algerian automobile fleet and its various impacts and damages on the environment, public health and the economy. Furthermore, it evaluates the various policy initiatives towards sustainable transport and their deficiencies. Hence, the right attitudes and regulatory instruments towards sustainable transport in Algeria are recommended.

The article presents the causes and effects of road congestion in cities and solutions that minimize the negative effects of transport congestion. One of the given ways is to introduce free public transport. This article presents the conditions for the implementation of free public transport, its positive and negative sides and examples of Polish cities that have decided to apply such a solution.

The article presents an analysis of the attitudes manifested in the conflict discourse around the functional changes occurring in one of the main streets of the city of Gdynia. By analyzing the content of the material collected during local consultations, several basic interpretative frames used by individual actors were identified. The application of discourse analysis to the collected data facilitated a reconstruction of the arguments given for specific variants of the proposed changes. It also helped to interpret the genesis, dynamics, and cultural background of these arguments. The study revealed the use of at least several dominant interpretative frames, including 1) rights and freedoms, 2) liveliness of street life, 3) modernity and 4) utility of public space.
W artykule przedstawiono analizę postaw poszczególnych stron konfliktu w dyskursie publicznym dotyczącym zmian w funkcji i zagospodarowaniu jednej z głównych ulic w Śródmieściu Gdyni. W wyniku analizy treści materiału zebranego w trakcie konsultacji społecznych zidentyfikowane zostały podstawowe ramy interpretacyjne wykorzystywane przez poszczególnych aktorów. Analiza dyskursu pozwoliła zrekonstruować argumentację przemawiającą za poszczególnymi wariantami zmian oraz zinterpretować ich genezę, dynamikę oraz tło kulturowe. Badanie ujawniło wykorzystywanie co najmniej kilku dominujących ram interpretacyjnych: 1) praw i swobód, 2) ożywienia ulicy, 3) nowoczesności oraz 4) użyteczności przestrzeni publicznej.

Zrównoważony rozwój publicznego transportu zbiorowego wymaga określenia pożądanego podziału zadań przewozowych pomiędzy transport zbiorowy i indywidualny oraz sposobów działania umożliwiających osiągnięcie wyznaczonego celu. Instrumentem umożliwiającym osiągnięcie zamierzonego celu mają być plany transportowe. Obowiązek sporządzania tych planów wynika z ustawy o publicznym transporcie zbiorowym, która szczegółowo określa ich zakres i formę. Przykład wypełniania tego obowiązku został przedstawiony na przykładzie planu dla województwa pomorskiego oraz planów miejskich dla Gdańska, Gdyni i Słupska oraz gmin, które przekazały tym miastom swoje kompetencje odnośnie organizacji transportu zbiorowego. Wszystkie poddane analizie plany spełniają ustawowe wymagania. Zawierają także projekcje rozwoju publicznego transportu zbiorowego. Na tej podstawie możliwe jest osiągnięcie celów startegii zrównoważonego rozwoju transportu. W planach tych powinno się jednak w większym stopniu uwzględniać rolę niezmotoryzowanego transportu indywidualnego, obejmującego przemieszczenia realizowane przy pomocy roweru i pieszo.
The dynamic development of individual motorisation causes a decrease in the number of passengers using public transport and a decline in the profitability of the communication lines. As a result, carriers providing services on a commercial basis are forced to rationalize the services offered, including the elimination of unprofitable links. The public transport is increasing the level of financial subsidies from the budgets of local governments. In this context, more and more often the question is asked about the future of public transport and a strategy that will ensure the sustainable development of the transport system: local, regional and national. The answer to this question requires the definition of the desired level of modal split between different modes of transport and the development of long-term transport plans, defining how this objective will be achieved.

The organization of public transport is an important element of a sustainable transport policy in the region. This is particularly relevant and important to the organization of transport in areas with a high degree of urbanization, for example Silesian Agglomeration. The article presents an analysis of connections organized by KZK GOP on the route allowing access from one of the smaller towns (Pyskowice) located in the Silesian Agglomeration to Katowice city.
Organizacja transportu zbiorowego stanowi istotny element polityki zorganizowanego transportu danego regionu. Jest to szczególnie istotne i ważne podczas organizacji transportu na obszarach o wysokim stopniu urbanizacji, jak np.: Aglomeracja Górnośląska. The organization of public transport is an important element of a sustainable transport policy in the region. This is particularly relevant and important to the organization of transport in areas with a high degree of urbanization, for example Silesian Agglomeration. The article presents an analysis of connections organized by KZK GOP on the route allowing access from one of the smaller town areas (Bobrowniki) located in the Silesian Agglomeration to Katowice city.

Charakterystyka i analiza rozwoju systemów roweru publicznego były przedmiotem wielu opracowań w ostatnim dziesięcioleciu. Istnieje dość powszechne przekonanie, że większość systemów publicznych rowerów zlokalizowanych jest na gęsto zaludnionych obszarach miejskich, podczas gdy to innowacyjne rozwiązanie komunikacyjne rozwijane jest także na obszarach zewnętrznych miejskich obszarów funkcjonalnych i staje się atrakcyjną alternatywą dla dojazdów publicznym transportem zbiorowym. Celem opracowania jest ukazanie typów jakie przyjmuje publiczny system rowerowy na terenach zewnętrznych miejskich obszarów funkcjonalnych. Przedmiotem analizy są rozwiązania przyjęte w publicznych systemach rowerowych w Polsce w okresie od 2008 do 2019 r. W opracowaniu szczególną uwagę zwrócono na funkcję systemu, jego dostępność i zasięg przestrzenny. Porównano typy jakie przyjął rower publiczny, a także określono możliwości oraz kierunki rozwojowe tego środka transportu. Przeprowadzone badania ukazują rosnącą rolę roweru w komunikacji w miejskich obszarach funkcjonalnych. Staje się on istotnym ogniwem w transporcie multimodalnym, łączącym miasto z jego najbliższym otoczeniem. Służy też coraz częściej połączeniu centrum gminy wiejskiej, miejskiej, czy miejsko – wiejskiej z oddalonymi osiedlami, czy miejscowościami.
The characteristics and analysis of the development of bike – sharing systems have been the subject of many studies in the last decade. There is a fairly widespread belief that most public bicycle systems are located in densely populated urban areas, while this innovative communication solution becomes an attractive alternative to public transport in functional urban areas hinterlands. The purpose of the study is to show the types that bike – sharing have in functional urban areas. The subject of the analysis are bike – sharing systems adopted in Poland in the period from 2008 to 2019. Particular attention was paid to the system’s function, its availability and spatial coverage. The public bicycle types were compared. Moreover, the possibilities and development directions of this mode of transport were determined. The conducted research shows the growing role of the bicycle in functional urban area’s transport. It becomes an important link in multimodal transport, connecting the city with its immediate surroundings. It is also increasingly used to connect the centre of a rural, urban, or urban-rural municipality with distant housing estates or towns.
