    Opis:
    The area around Krakow airport is an attractive developmental urban area. The concentration of passenger traffic and the flow of goods is conducive to new development projects. These projects are associated with the operation of airports, as well as new uses which see the proximity of an airport as an additional asset in operating a business based on access to a form of high-speed transport. This paper presents the findings of research concerning the existing spatial structure, transport accessibility and compositional determinants within an area around Krakow Airport, which can be used to assess the phenomena present and formulate principles and trajectories of shaping them in the future. The study was based on an analysis of selected elements of the existing functio-spatial structure, as well as available materials and subject-specific planning documents. Due to the specificity of areas around airports, which undergo dynamic change, it appears key to determine the individual form of development and land cover, that skilfully combines modernity and comfort of use with meshing with the local landscape, featuring a network of linkages and the character of suburban space. The issues present in this area are distinctive of many cities and require coherent land development proposals.

    The article presents the relations between the legislator’s activities aimed at the formation of the agricultural system structure and the instruments for the planning and spatial development of rural areas. The agricultural system may be defined as a set of internal and external legal, economic and social relations concerning the operation of agricultural farms. Among the external relations, an essential role is played by the relations resulting from the spatial situation of agricultural farms, directly associated with the use of land and other natural resources. During the interwar period these relations were structured correctly in both the constitution and statutory law. The structure of rural space was formed with due account of the interests of not only farmers, but also other users of the space, as well as the developmental needs of urban settlements. These relations were considerably disturbed during the communist era because of the concept of agriculture socialisation, which left a permanent mark on rural space. Liberalisation of agricultural property trading as of 1 October 1990 and unavailability of appropriate instruments in planning and spatial development laws supported the harmful phenomenon of rural space being used for non-agricultural purposes. Rural space shrank against the principle of sustainable development. The amendment of the Agricultural System Structure Formation Act, made on 14 April 2016, is an opportunity to bring back the proper relations between formation of the agricultural system structure and formation of the rural space structure.

    Urban shrinkage has been a remarkable phenomenon in city development, both domestic and foreign, which cannot be convincingly explained by growth theory. This paper studies the theoretical foundation and connotation of urban shrinkage, as well as its internal dynamic mechanism and external spatial mechanism. Thereby reaches the conclusion that both shrinkage and expansion is a natural historical process of the urban development. Compared to the urban shrinkage in highly industrialized countries which features generalizability and regularity, the case in China is quite different due to the under-development of urbanization and industrialization. Therefore we referred to the regularity, and further used internal dynamic mechanism and external spatial mechanism to identify and classify China’s shrinking cities, then discussed several patterns and drives, and finally proposed some policy suggestion and urban planning thoughts for sustainable development regarding various types of urban shrinkage.
    Kurczenie się miast jest niezwykłym zjawiskiem w historii rozwoju miast na całym świecie, którego nie da się przekonująco wytłumaczyć teorią wzrostu. Niniejszy artykuł analizuje teoretyczne podstawy i konotacje kurczenia się miast, a także mechanizmy ich wewnętrznej dynamiki i zewnętrznej przestrzeni. Na tej podstawie można postawić tezę, że zarówno kurczenie się, jak i rozszerzanie miast to naturalny proces historyczny rozwoju miast. Porównując kurczenie się miast w krajach silnie uprzemysłowionych, charakteryzujące się pewną regularnością, przypadek Chin jest odmienny, z uwagi na słabszy poziom urbanizacji i uprzemysłowienia. Dlatego też odnieśliśmy się do regularności i następnie zastosowaliśmy mechanizmy wewnętrznej dynamiki i zewnętrznej przestrzeni. W ten sposób zidentyfikowaliśmy i sklasyfikowaliśmy chińskie kurczące się miasta, aby następnie poddać dyskusji kilka wzorców. Przeprowadzona dyskusja pozwala na zaproponowanie sugestii politycznych i wskazówek dla urbanistyki w kontekście rozwoju zrównoważonego, uwzględniając różne typy kurczących się miast.

    Opis:
    This study assessed the effectiveness of suburban planning in the field of sustainable land-use management. Poznań County was selected as the research area. The scope of the research concerns the changes in land-use purpose and their impact on the landscape and ecological values. The methods used included quantitative research, analysis, and a case study. The conclusions indicated systemic errors in the development of suburban areas, including discrepancies between the development strategies of larger areas (e.g., metropolitan areas) and local studies of spatial development directions. The proposed solutions included the legal empowerment of larger development strategies and promoting the valuation of ecosystem services as a balance for economic analyses.
    Celem artykułu jest ocena skuteczności planowania w zakresie zrównoważonej gospodarki gruntami. Obszarem badań jest powiat poznański. Zakres merytoryczny dotyczy zmian struktury użytkowania gruntów i ich wpływu na walory przyrodniczo-krajobrazowe. Zastosowane metody obejmują badania ilościowe, analizę oraz studia przypadku. Wyciągnięte wnioski wskazują na systemowe błędy w zakresie zagospodarowania terenów podmiejskich, w tym na rozbieżności między strategiami rozwoju większych obszarów (np. metropolitalnych) a gminnymi studiami kierunków rozwoju przestrzennego. Propozycje rozwiązań obejmują umocowanie prawne strategii rozwoju o większym zasięgu oraz wdrożenie w planowaniu przestrzennym wycen usług ekosystemowych w równowadze do analiz ekonomicznych.
