2017 marks the 30 years since the The World Commission on Environment and Development has published the Brundtland report “Our common future”. The documents of III Ministerial Conference on the Protection of Forests in Europe and the notations of 1.2 resolution adopted in Lisbon have obliged Poland to run forest management according to the rules of lasting and sustainable development. The forest economy was based on a multi-use forest model with special attention devoted to its environment-creating and social role. The actions which confirmed the introduction of rules of sustainable development into forest practice included: creating 19 Promotional Forest Complexes, systematic increase of afforestation and number of reserves. Designation of Natura 2000 areas in Poland within European Network of Protected Sites was also a very important element. Amongst those areas, as much as 39% are forest ecosystems.

The conception of sustainable development has been implemented into practice in numerous economic sectors, including forestry. Forest ecosystems are extremely important in the global ecological system, therefore maintenance and appropriate management of forest resources according to sustainable development principles have engaged a great deal of attention. The concept of sustainable forest management (SFM) encompasses three dimensions: ecological, economic and social. A powerful tool to promote SFM are criteria and indicators. The aim of the article was evaluation of SFM in Poland, using one of the methods proposed by the Food and Agriculture Organization (FAO). According to data available, Polish forestry has a number of advantages: Poland has avoided the problem of deforestation, forest area has been permanently increasing, there has been observed improvement of forest health and vitality as well as a significant share of forests has carried out protective functions with no impact on timber production. Poland’s model of SFM is an adaptive process of balancing the ever-changing set of economic, environmental and social expectations. Such a complicated undertaking requires constant assessing and adjusting forest practices, in response to new circumstances, scientific advances and societal input.

The purpose of the present study is to portray the perception of tribal communities towards sustainable development. The motive of the study is to picture the awareness which these tribal communities imbibe in themselves from primitive times. The idea to study Munda tribe of Jharkhand is because they are large in numbers, and will easily represent their outlook towards importance of preserving forest and livelihood development. The study focused on socio-capital and cultural understanding of the tribe in their livelihood. It emphasized on importance of women in the development of better livelihood. It showed how Non-Wood Forest Products (NWFP) are used in commercial and industrial form without affecting the natural resources, thus promotes sustainable development. The study also defined how through sustainable livelihood the tribe contributed in the revenue of the state government and also helped in generating income for the weaker section of the community.
Celem niniejszego opracowania jest omówienie postrzegania świata przez społeczności plemienne w kontekście zrównoważonego rozwoju. Motywem badania jest zobrazowanie świadomości, którą te społeczności plemienne przyswajają sobie od pokoleń. Za wyborem Munda z Jharkhandu przemawiała jego duża liczebność. Dzięki niej możliwe będzie głębsze spojrzenie na ich wizję znaczenie ochrony lasów i zapewnienia źródeł utrzymania. Badanie koncentrowało się na społeczno-kapitałowym i kulturowym rozumieniu plemienia jako źródła utrzymania. Podkreślono znaczenie kobiet w rozwoju i drodze do lepszych warunków życia. Pokazano w jaki sposób niedrzewne produkty leśne (NWFP) są wykorzystywane w formie komercyjnej i przemysłowej, bez negatywnego wpływu na zasoby naturalne, promując zarazem w ten sposób zrównoważony rozwój. Badanie określiło również, w jaki sposób poprzez zrównoważone środki do życia plemię wnosiło wkład w dochody rządu stanowego, a także pomagało w generowaniu dochodów dla słabszej części społeczności.

Purpose of the work: Mountainous areas, with altitude over 700 m, intense relief and slopes between 16–20%, cover 43% of Greece and they are usually characterized by low population density and long-term unemployment. The Greeks have a dependent connection among environment, economy and society as the history illustrates. Many of Greece’s historic, cultural landscapes and native ecosystems have been degraded or isolated over the years. There is scientific evidence that Greece’s natural/semi-natural forested areas cannot be sustained without watersheds, ridges and other natural corridors that connect its native landscapes and ecosystems. Logging systems are really ancient by using often only mules or horses. The aim of the work is to estimate how harvesting systems should be technologically upgraded improving forest work and social wellness maintaining at the same time ecological sustainability. Approach: The study area is held at Samarina region, a mountainous area of Northern Pindos in Greece. Social data were collected with questionnaires and local visits for better understanding of human resources for forest authorities and other administrative information’s. DTM, Forest Inventory data and other GIS data have been derived by paper maps and previous studies. A registration of road-net and human resources within the protected area of Valia Kyrna and their contribution as factors for the sustainable development was used.The development of a Spatial Decision Support System that can concern all the conditions that are need in order to make an estimation of the optimal way of harvest a stand is really a challenge. Expected results: A GIS program is a powerful decision support tool in order to give the opportunity to the offices of Forestry to choose the optimal way of harvesting a stand and also to realize visually the effect’s of such a kind of work; that is going to be held to the inhabitants and to the tourists of the area. Conclusion: The potential of social and ecological factors is examined as it concerns the promotion of the protected area within sustainable rural development. Advantages of registration in the form of a spatial tool, especially when many types of information participate, are presented.

The aim of the paper is to examine the scale of the depletion of forest lands in the areas bordering on the capitals of Polish voivodeships. The analysis of the communes around studied urban centres allows for the assessment of the local governments’ spatial development policy with reference to forest lands. The paper shows how local authorities prevent these lands from disappearing and how closely this task is related to the usage of the spatial information instruments such as land use plans (spatial development plans). In the paper the index of the loss of forest land has been used. It estimates the percentage of the forest land that constitutes forest land intended for deforestation in land use plans with reference to the total area of forest land registered in a commune in 2013. Out of the 148 communes that border on capitals of voivodeships only 34 were qualified for the research, namely those with index of forest land depletion higher than its average value for Poland. One of the conclusions of the research is that areas particularly threatened by the loss of forest lands are those that border on Warsaw, Łódź and Lublin.

Goal is to systemise knowledge about the rules and basic elements of financial management of the State Forests as an entity responsible for the sustainable development of forestry in Poland. Research methodology used in the study is analysis of the literature related to financial management of enterprises in the forestry sector, especially in the SFNFH, as well as sustainable forest economy. The literature review allows the author to examine the general rules, aims and elements of financial management of the State Forests. The determinants influencing the form of financial management of this entity are also indicated. Score: The research confirms that the financial management of the State Forests is influenced by numerous factors resulting from the specific nature of the forest industry. On one hand, there is a necessity to take into account the economic efficiency of conducted operations, as well as the need for maintaining the financial independence of all the SFNFH's organisational units. On the other hand, any initiated activities should comply with environmental requirements and the social needs of society.

Prawo leśne nie stanowi autonomicznej gałęzi prawa – jest bowiem najczęściej postrzegane jako część prawa ochrony środowiska. Nie oznacza to jednak, że nie da się wyodrębnić zasad ogólnych prawa leśnego. Ustawa o lasach zawiera katalog explicite sformułowanych zasad ogólnych gospodarki leśnej, będących jednocześnie zasadami prawa leśnego. Ponadto możliwe jest zrekonstruowanie kolejnych zasad ogólnych ze szczegółowych przepisów ustawy o lasach, a także wskazanie tych zasad prawa ochrony środowiska, które mogą zostać rozciągnięte na regulacje leśne. Celem niniejszego opracowania jest więc sformułowanie i analiza zasad ogólnych: (1) expressis verbis wyartykułowanych przez ustawodawcę; (2) możliwych do zrekonstruowania w oparciu o szczegółowe unormowania ustawy o lasach; (3) prawa ochrony środowiska, które mogą być aplikowane do regulacji leśnych. Efektem badania jest stworzenie bardziej rozbudowanego katalogu zasad ogólnych prawa leśnego w ujęciu dyrektywalno-opisowym, co może przyczyniać się do poszerzenia autonomii prawa leśnego.
Forestry Law does not constitute an autonomous branch of law – it is in fact most commonly percieved as part of the environmental law. However, this does not mean, that it is impossible to extract general principles of the Forest Law. The Forest Act contains a catalogue of explicitly formulated general principles of forest management, which at the same time are the principles of forest law. Furthermore, it is possible to reconstruct some addi tional general principles from specific provisions of the Forest Act, as well as to indicate those of the principles of the environmental law, which may be extended to forestry regulations. The aim of this paper is therefore to formulate and analyse the general principles: (1) expressly articulated by the legislature; (2) possible to reconstruct from the detailed provisions of the Forest Act; (3) of the environmental law, which can be applied to forestry regulations. The result of the survey is a more extensive catalogue of general principles of forest law in directive-descriptive terms, which may contribute to the extension of the autonomy of the forest law.

The Brazilian Amazon supplies the world with several forests ecosystem services, many of which are essential to sustain human life on earth. Nevertheless, the Amazon is threatened by deforestation and degradation implying in reductions on the provision of these. According to economic theory, as ecosystem services are positive externalities and public goods, agents do not take into consideration the costs and benefits of their consumption and production of ecosystem services into their economic decisions. To address this problem payment for ecosystem services – PES – emerged, aiming to provide a source of income to the poor people living in forest areas, stimulating them not to deforest, and making agents who are indebted with the nature pay for their overconsumption of ecosystem services. There is still controversy about possible impacts of the instrument. This article accesses the potentials of PES to contribute to sustainable development in the Brazilian Amazon using the three goals related to sustainable development proposed by the ecological economics theory: efficient allocation, fair distribution, and sustainable scale. The study shows that PES as a pure market approach is unlikely to solve neither the scale nor the distribution problems. Therefore, for PES to achieve sustainable development, markets for ecosystem services should first be constrained by a maximum sustainable scale. Then, measures should ensure fair distribution in second place. Only after these questions have been tackled, it is desirable that agents interact in the ecosystem services markets to lead to an efficient allocation of resources.

Lasy Państwowe prowadzą działalność na zasadzie samodzielności finansowej i pokrywają koszty działalności z własnych przychodów (ustawa o lasach, rozdz. 8, art. 50); celem nadleśnictw nie jest maksymalizacja zysku, lecz realizacja funkcji gospodarczych, produkcyjnych, pozaprodukcyjnych przyrodniczych i funkcji społecznych. Aby taka gospodarka mogła być prowadzona na terenie całego kraju, nawet w tych nadleśnictwach, których koszty są wyższe od osiąganych przychodów, wyodrębniony został fundusz leśny, którego zadaniem jest wyrównywanie niedoborów finansowych w nadleśnictwach deficytowych. Fundusz leśny to instrument finansowy, którego środki przeznaczone są na wykonywanie zadań określonych w ustawie o lasach, w szczególności na: wyrównywanie niedoborów powstających przy realizacji zadań gospodarki leśnej; wspólne przedsięwzięcia jednostek organizacyjnych lasów państwowych; tworzenie infrastruktury niezbędnej do prowadzenia gospodarki leśnej oraz prace związane z oceną i prognozowaniem stanu lasów i zasobów leśnych. Zasady redystrybucji funduszu leśnego nie są jasno określone, co powoduje że każda Regionalna Dyrekcja Lasów Państwowych (RDLP) przyjmuje różne kryteria związane z redystrybucją funduszu leśnego. Celem artykułu jest określenie znaczenia funduszu leśnego na wyrównywanie niedoborów finansowych nadleśnictw na podstawie otrzymanych z Dyrekcji Generalnej lasów Państwowych (DGLP) danych za 2014 r. Wielkość odpisu w 2014 r. wynosiła 14,50% wartości sprzedaży drewna dla poszczególnych RDLP. Każda RDLP różnicuje wielkość odpisu i dopłaty z funduszu leśnego przeznaczone na poszczególne nadleśnictwa i tym samym wpływa na płynność finansową oraz rentowność nadzorowanych nadleśnictw. Artykuł przygotowano na podstawie wybranej literatury, analizy materiałów otrzymanych z Generalnej Dyrekcji Lasów Państwowych, własnych analiz i doświadczenia zdobytego w pracy zawodowej w Lasach Państwowych.
The company Lasy Państwowe (State Forests) is financially autonomous and covers the costs of its activity from its own revenues (Chapter 8, Article 50, of the Act). It is not its objective to maximize profits but to perform economic, productive and non-productive natural and social functions. In order to ensure that such activities may be conducted throughout Poland, even in those forest districts where the costs are higher than the revenues generated, the forest fund has been established to offset financial deficits in loss-making forest districts. The forest fund is a financial instrument spent on tasks defined in the forest act, especially to offset deficits due to the costs of forest management, joint ventures of the company’s organizational units, creation of the infrastructure necessary to conduct forest management, as well as evaluating and estimating the forests and their resources. The rules of forest fund redistribution are not clearly specified, which is why each Regional Directorate of State Forests (RDSF) adopts different criteria relating to its redistribution. The aim of the paper is to define the role of the forest fund in balancing financial deficits in forest districts on the basis of data received from General Directorate of State Forests for the year 2014. The write-off in 2014 amounted to 14.5% of timber sales for individual RDSFs. Each RDSF differentiates the write-off and the subsidies from the forest fund for individual forest districts and inf luences liquidity and profitability of the forest districts it supervises. This paper was prepared on the basis of selected literature, analysis of materials received from the General Directorate of State Forests, own analyses and the experience gained in the course of professional work in the State Forests.

Underdevelopment of rural areas, in spite of many advantages of living there, causes the need of searching for the new directions of the development of these areas. Due to the interaction between the rural area and forest, we can expect that the development of one area will be an opportunity for the other one. This is possible due to the implementation of sustainable development idea, taking place in current transformation of forest management and agriculture. The present policy of rural development in Poland is a significant tool for implementation of forestry-related activities. Therefore, the purpose of this article is to present that the rational forest management can be an instrument of influence on the development of rural areas. In the article, besides the results of a survey that was carried out, Polish and foreign literature, as well as statistical data were used. The empirical material that forms the basis of this work was collected during surveys conducted in 2011 on a sample of 21 representatives of managerial staff from the Regional Directorate of State Forests in Olsztyn. The results of a survey indicate that in the areas where we can find real and economically measurable effects of the implications of the rational forest management principles there are mainly: •• a reduction of unemployment rate by creating jobs directly in forest management, as permanent and seasonal work; •• development of forestry-connected sectors and owing to the fact growth of employment rate in the region (paper industry, furniture, woodworking); •• economic benefits and maintaining traditions associated with gathering undergrowth goods (fruit, mushrooms etc.); •• stable and reliable income to government budgets from forest taxes; •• collaboration with local institutions, associations, institutions in order to co-create strategies, develop plans and environmental awareness; •• support to hunting economy; •• enhance the advantages of the region in the context of the tourist and recreation services. The impact of the forest management is not limited to the described benefits that can be economically measured. We should not forget about a number of other advantages which are delivered for the society indirectly or which are difficult in the valuation, eg. the beauty of the landscape or clean air. In that case, it is worth perceiving a forest not only through the prism of a large area, but also as an economic sector strongly related to the rural development.

Założenia koncepcji trwałego i zrównoważonego rozwoju są wdrażane do różnych działów gospodarki, w tym do leśnictwa. Celem zrównoważonej gospodarki leśnej jest utrzymanie żywotności i potencjału produkcyjnego lasów w długim czasie, zachowanie ich bioróżnorodności oraz wszystkich funkcji pełnionych przez lasy, tj. : gospodarczych, ekologicznych i społecznych. Jednak konieczne jest monitowanie, czy przyjęte cele są osiągane, a zasady – przestrzegane. W związku z tym, stosuje się różne metody oceny zrównoważenia, najczęściej zestawy mierników. Celem artykułu jest analiza wybranych, powszechnie stosowanych systemów wskaźników oraz próba oceny stopnia zrównoważenia polskiego leśnictwa i zmian zachodzących w gospodarce leśnej.
The principles of sustainable development are implemented in many sectors of the economy, including forestry. The main aim of sustainable forest management (SFM) is to preserve the vitality of forests and their productive potential in the long term, maintain their biodiversity and all the functions: ecological, economic, and social ones. It is crucial to the process of sustainability that the assumed goals are achieved and that the principles are respected. In SFM, various methods of assessment are used, usually based on a system of indicators. The aim of the paper is to analyse selected, commonly used indicators and to estimate the level of sustainability in the Polish forestry and its changes in time.

Opis:
The paper presents the ideas of sustainable development with regard to the specific forest issues and management of its resources. We consider two main directions of forest use, which have the greatest impact on the condition of forest environment, i.e. logging and recreational use of the forest. This confrontation shows how effective the instruments of sustainable development are in collision with, on the one hand, the pragmatic−economic issue of profitability and a specific profit from logging, and, on the other hand, with the autotelic tourist exploration of the forest. The aim of the paper was to discuss selected aspects of sustainable forest use with regard to the sustainable development program and to identify problems, which modern forest management (forest utilisation) faces as a result of society’s expectations and the possibilities of today’s forestry in Poland. The example of Poland shows that there is a full understanding of the need to preserve the forests in the landscape, which was reflected in the form of legal acts and adopted international regulations for sustainable forest management (most forests in Poland have PEFC and FSC certificates). However, considering forest use as one of the main branches of forest management, there is still a large deficit of pro−ecological logging technologies in Poland, especially from difficult mountain areas (about 150 cableways missing), which is largely due to economic factor. The other problem of sustainable forest use in Poland is still low social awareness of the consequences of negative human impact on the forest ecosystem, which is manifested, i.e. littering in forests. Garbage is left both during leisure in forest as well as brought in larger quantities creating so−called wild dumping sites frequently containing also hazardous waste. Another problem of contemporary forest use is the maintenance of durability of forest ecosystems in recreational and tourist areas, especially protected areas, and above all in national parks, most of which in Poland have a forest character. The scale of threat to forest sustainability is incomparably higher here than in economic forests, which results from the large number of visitors in the national parks.

The change in the use of agricultural and forestry land for other purposes is the natural process of rural areas urbanisation. In the municipalities located nearby large cities, this transformation is inevitable and indeed desirable, while in the municipalities located close to the protected areas, it is a symptom of negative processes, especially from an environmental perspective. Moreover, such transformations have many other economic and social consequences which are worth paying special attention to. This paper is an attempt to determine the level of negative changes introduced in the planning documents in municipalities located within the borders of National Parks. The indicator analysis based on the statistical data of local date bank [BDL] in the fields of local government and spatial planning was conducted. The analysis enabled to present the differences between municipalities with very high natural values in terms of decreasing the area of agricultural and forestry landscape. Furthermore, to elaborate the typology of the studied administrative units the obtained results were verified by comparing them with recommended percentage share of forest and agricultural lands which potentially guarantee good conditions for the development of tourism in rural municipalities.
