There is some ambivalence with regard to how to improve strategic management of organizations. On the one hand, the example of big companies emphasizes the need for formalization and good organization of strategic management process. On the other hand, the example of small companies draws attention to such qualities as entrepreneurship, flexibility and adaptability. The concept of strategic management maturity embraces both of these priorities. In this paper, a framework for strategic management maturity has been designed. Strategic management maturity was defined as a resultant of: strategic management process maturity and leadership maturity. Theoretical framework was tested on a sample of 150 Polish enterprises.

This paper shows the priority of tourism industry development in Ukraine in general, as well as innovative types of tourism, such as: geotourism, in particular. The data clarifies basic approaches to the definition of “geotourism”. The strategic management of Rural Social Infrastructure based on eight sectors: education, training, counseling; telecommunications; utilities and household services; transport; culture, sport and recreation; trade and catering services; health and social care and personal and property protection. The main research objective, namely, to stress out the necessity of rural social infrastructure strategic management has been reached. The main research methods were used: analysis and generalization of scientific literature, logical and systematical reasoning, graphic presentation of comparison, abstracts and other methods. The main elements of the RSI strategic management – vision, mission and main strategic priorities were defined using the case of Lithuania.
Zarządzanie strategiczne wiejską infrastrukturą społeczną uwzględnia osiem sektorów: edukacja, szkolenia, doradztwo; telekomunikacja; media i usługi domowe; transport; kultura, sport i rekreacja; usługi handlu i gastronomii; opieka zdrowotna i społeczna oraz ochrona osobista i własność. Osiągnięto główny cel badawczy, jakim jest podkreślenie konieczności zarządzania strategicznego infrastrukturą wiejską. Główne metody badawcze to analiza literatury naukowej, uogólnianie, logiczne i systematyczne wnioskowanie, porównanie. Uwzględniając studium przypadku Litwy, zdefiniowano główne elementy zarządzania strategicznego RSI – wizję, misję oraz główne priorytety strategiczne.

Artykuł odnosi się do mechanizmów programowania rozwoju przedsiębiorczości przez samorząd terytorialny. Osadzony jest zatem w problematyce zarządzania strategicznego w instytucjach publicznych.Przykład przedsiębiorczości, jako elementu potencjału endogenicznego podlegającego interwencji strategicznej, wybrano ze względu na rolę tego zjawiska, podkreślaną nie tylko w opracowaniachnaukowych, lecz także w wielu dokumentach strategicznych i praktyce samorządowej.Podstawowym celem opracowania jest zatem określenie atrybutów skutecznego mechanizmu wspierania przedsiębiorczości przez instytucje samorządu terytorialnego. W realizacji postawionego celu pomocne są studia literatury dotyczące takich zagadnień, jak: przedsiębiorczość, zarządzanie strategiczne czy przełożenie koncepcji governance i New Public Management na praktykę zarządzaniarozwojem JST. Wyjaśniając problem, nie ograniczono się tylko do rozważań teoretycznych, posłużono się również badaniem metodą case study. Na podstawie przeprowadzonej analizy sformułowano wnioski dotyczące optymalnej procedury programowania rozwoju przedsiębiorczości na poziomie samorządu terytorialnego. Opisano zarówno narzędzia oddziaływania na przedsiębiorczość, jak i zasady planowania oraz controllingu podejmowanych działań. Sformułowano również inne zalecenia dotyczące samego mechanizmu określania odpowiedzialności za realizację celów związanych z oddziaływaniem na sferę przedsiębiorczości.Odnosząc się do tych kwestii, uwzględniono występujący w Polsce trójstopniowy podział władzyterytorialnej, a więc poziom: regionu, powiatu oraz gminy.
The article refers to the planning of entrepreneurship development by local self-governments. Itis therefore embedded in the issues of strategic management in public institutions. The exampleof entrepreneurship as part of the endogenous potential of strategic intervention was chosen becauseit emphasised the role of this phenomenon not only in scientific studies, but also in a numberof strategic documents and local self-government practices.The primary purpose of this article is therefore to define the attributes of an effective mechanismfor supporting entrepreneurship by local self-government institutions. What is helpful in pursuingthis objective, are literature studies on such issues as entrepreneurship, strategic management,or the transfer of the concept of governance and New Public Management to local self-government development management practice. Clarification of the issue has not been narrowed down only totheory. Content analysis was also performed with respect to the strategic documents and the casestudy method was also employed.

Some phenomena associated with ageing populations are transition of economies to focus more on the production and distribution of goods and services for older adults as well as for younger age groups as part of their preparation for old age. The paper presents the main features of the concept of “silver economy” in the context of active ageing policies. The study presents a typology of the silver economy models in the European Union at national and regional levels based on the use of the Active Ageing Index in comparison to the typology of differences and cultures of capitalism as well as the typology of welfare states. The summary contains conclusions for practical interventions and proposals for further research.
Jednym ze zjawisk związanych z procesem starzenia się społeczeństw są przemiany systemów gospodarczych zorientowane na produkcję i dystrybucję dóbr i usług dla osób starszych, jak również dla młodszych grup wiekowych w ramach ich przygotowania do starości. Artykuł przybliża główne cechy koncepcji „srebrnej gospodarki” w kontekście realizacji polityki aktywnego starzenia się. Opracowanie przedstawia typologię modeli srebrnej gospodarki w krajach Unii Europejskiej na poziomach krajowym i regionalnym na podstawie wykorzystania porównań indeksu aktywnego starzenia się (Active Ageing Index) do typologii zróżnicowań i kultur kapitalizmu oraz typologii państw dobrobytu. W podsumowaniu przybliżono wnioski dla działań praktycznych oraz propozycje dalszych kierunków badań.

Głównym celem artykułu jest prezentacja metody rozwoju instytucjonalnego (metoda RI), mającej w swych założeniach służyć doskonaleniu działań administracji publicznej oraz przykładu jej zastosowania. Artykuł składa się z pięciu części. Pierwsza z nich prezentuje istotę metody rozwoju instytucjonalnego. Druga część zawiera wyniki ocen poziomu zarządzania w samorządach lokalnych przeprowadzone przy wykorzystaniu omawianej metod. Dwie kolejne części artykułu poświęcone są praktycznej weryfikacji metody: prezentują podejście do strategii przyjęte w metodzie RI oraz analizę zmian w zakresie zarządzania strategicznego w 11 samorządach lokalnych, które testowały opisywaną metodę. Artykuł zamykają konkluzje w zakresie oceny i wykorzystania rozwiązań proponowanych w metodzie rozwoju instytucjonalnego dla planowania strategicznego w samorządach.
The main aim of the article is to describe the institutional development method (ID method), which, in principle, serves to improve the activities of public administration, and an example of its practical application. The article consists of five parts. Part one outlines the fundamental nature of the institutional development method. Part two contains the results of evaluation of management quality in local authorities conducted using the method in question. The two subsequent parts of the article are devoted to the practical verification of the method, with the first presenting the approach to strategy adopted in the ID method, and the second one analysing the changes in the area of strategic management in 11 local authorities that have tested the method under discussion. The article closes with conclusions concerning the evaluation and application of solutions proposed by the ID method for strategic planning at local government level.

Although it is not legally obligatory in Poland to prepare development strategies at local level, most local governments (local authorities) have developed such documents. However, the analysis of the strategic cycle in big Polish cities shows major weaknesses occurring after the planning stage: they can be noted from the design and work of implementation systems to the monitoring and financing of the strategies. Practical usage of the feedback loop in strategic management makes it necessary to join monitoring and management systems. Among seven cities analysed in the research, there is some potential for such a solution only in Poznan and Lodz. Also, none of the cities have used any evaluation tools for their strategies, which makes it difficult to analyse the effects of strategic actions. The growing popularity of urban governance will in the future be a guideline for the development of strategic management systems in Polish cities too.
Mimo braku obowiązku ustawowego przygotowywania strategii rozwojowych na poziomie lokalnym, większość polskich samorządów opracowała takie dokumenty. Analiza przebiegu cyklu strategicznego w dużych miastach w Polsce pokazuje jednak na istotne słabości kolejnych po planowaniu etapów: od zaprojektowania i uruchomienia systemu wdrażania strategii po jej monitorowanie i finansowanie. Wykorzystanie mechanizmu sprzężenia zwrotnego w zarządzaniu strategicznym wymaga dobrego powiązania systemu monitoringu z zarządzaniem strategicznym. Wśród siedmiu badanych miast potencjał zastosowania tego rodzaju rozwiązania można zidentyfikować jedynie w Poznaniu i Łodzi. Żadne z badanych miast nie prowadziło natomiast ewaluacji swoich strategii, co utrudnia ocenę efektów podejmowanych działań. Upowszechnienie się zarządzania w kontekście miejskim (urban governance) będzie w kolejnych latach przesłanką dla rozwoju systemów zarządzania strategicznego również w polskich miastach.

Intense changes have arisen in global agriculture, yielding a new market reality that is more complex and competitive than before. To confront these changes, a renewed perspective on the practice of agribusiness management is necessary. However, studies in this critical line of research are scant. This study updated the outlook on the strategic management of agribusiness in Taiwan by conducting in-depth interviews with 10 expert agrientrepreneurs. The results indicated that agribusiness strategies can be categorised as targeting one of three dimensions: the external environment, the internal environment, and sustainable development. This paper discusses each dimension in detail and suggests five broader trends of strategic management.

W materiale autor zwraca uwagę na szczególnie istotne pytania: - Czy metody i techniki zarządzania strategicznego stosowane i wdrażane w najważniejszych przedsiębiorstwach sektora paliwowego i energetycznego, jak i chemicznego i górniczego pozwalają liczyć na osiągniecie zamierzonych celów? - Czy możemy mówić o spójności założeń przyjmowanych w strategiach rozwoju poszczególnych przedsiębiorstw z założeniami ujętymi w strategii, polityce energetycznej Polski oraz wspomnianych założeniach Rady Europejskiej? - Jakie - i czy w ogóle funkcjonują - mechanizmy kontroli, weryfikacji, modyfikacji stosowane w celu zapewnienia spójności założeń i poczynań poszczególnych przedsiębiorstw z założeniami strategii i polityki energetycznej Polski? Oczywiście w tak krótkiej publikacji nie sposób odpowiedzieć na tak postawione pytania. Lecz można, i należy, poruszyć to jakże ważne zagadnienie - znaczenia spójności zarządzania strategicznego w przedsiębiorstwach sektora paliwowo-energetycznego ze strategią bezpieczeństwa energetycznego Polski.
In this article the author presents a problem with the importance of coherence of the strategic objectives of the individual companies from the fuel and energy sector with the Polish energy security strategy. In the material the author draws attention to the particularly important questions: - Are the methods and techniques of strategic management applied and implemented in key businesses in fuel the energy sector, as well as chemical and mining can count on achieving the intended objectives? - Can we talk about the consistency of assumptions adopted in the development strategies of individual companies with the objectives contained in the Polish energy security strategy and these assumptions from the European Council policy? - What are - and are they function - mechanisms of control, verification, modification used to ensure consistency of assumptions and actions of individual companies with the Polish energy security strategy? Of course, in such a short publication we can't answer such questions. But you can, and should, raise the important question - the importance of consistency in the strategic management of fuel-energy sector with the Polish energy security strategy.

The aim of the article is a multi-level analysis of the strategic management system of development policy in Poland, with particular emphasis on the challenges faced, and recommendations concerning its improvement. The article consists of eight parts: an introduction (definition of the development policy management system and the concept of strategy), an historical outline (the formation of development policy in Poland after 1990), the institutional context (an indication of the main actors of development policy in Poland), the legal basis (an overview of the key regulations on which the Polish system of development strategies is based), strategic documents (analysis of the major strategic guidelines and development strategies: national and sectoral), and the implementation instruments (mainly programmes: operational, long-term and provincial). In the penultimate section, I present 10 challenges facing the Polish system of development policy management, together with recommendations, which will allow these challenges to be faced.
Celem artykułu jest wielopoziomowa analiza systemu strategicznego zarządzania polityką rozwoju w Polsce ze szczególnym uwzględnieniem wyzwań, przed którymi stoi, oraz rekomendacji w zakresie jego usprawnienia. Artykuł składa się z ośmiu części: wprowadzenia (zdefiniowanie systemu zarządzania polityką rozwoju i pojęcia strategii), rysu historycznego (formowanie się polityki rozwoju w Polsce po roku 1990), kontekstu instytucjonalnego (wskazanie na głównych aktorów polityki rozwoju w Polsce), podstaw prawnych (omówienie najważniejszych regulacji, na których opiera się polski system strategii rozwoju), dokumentów strategicznych (analiza najważniejszych wytycznych strategicznych oraz właściwych strategii rozwoju: ogólnopolskich i sektorowych) oraz instrumentów wdrożeniowych (głównie programów operacyjnych, wieloletnich i wojewódzkich). W przedostatniej części, poprzedzającej zakończenie, przedstawiono 10 wyzwań, przed jakimi stoi polski system zarządzania polityką rozwoju, wraz z rekomendacjami, które pozwolą na stawienie im czoła.

Prowadzenie polityk publicznych w wymiarze regionalnym łączy wysiłki wielu poziomów rządzenia i zarządzania, przy czym – w polskim porządku prawnym – szczególną rolę odgrywa samorząd wojewódzki. Celem opracowania jest zarysowanie problematyki oceny skuteczności – terytorialnie zorientowanej – regionalnej polityki rozwoju, sformułowanej w strategii rozwoju województwa. Podstawą refleksji, jest – poza literaturą naukową i analizą treści krajowych i regionalnych dokumentów programowych – uczestnictwo autora w pracach nad przygotowaniem ewaluacji mid-term Strategii Rozwoju Województwa Małopolskiego 2011‑2020.
The paper depicts selected aspects of the evaluation of a regional development strategy. Referring to characteristics of the territorial approach to the regional policy, the author presents key features and challenges of the management of development in the times of growing influence of ICT on societies’ life. The main premise for the formulation of paper’s conclusions has been a series of debates concerning preparation of the mid-term evaluation of the Małopolska Regional Development Strategy 2011‑2020. The crucial recommendation of the author is the consideration of the institutional change in the prospective reflection on the evaluation of territorial policies.
