This article strives to assess the condition of the contemporary state. The author thinks that the contemporary state is more powerful than ever in history and that this power is strongly rooted in the wants of its citizens. The recent global economic crisis has legitimized the state even further. Although the contemporary state is increasingly polycentric and its structures are less and less hierarchic and transparent, the identity and integration of the political system are not in danger. The state’s immense power is a serious threat to its citizens and to democracy. The processes of nationalization of societies are stronger than the processes of socialization of states. Hence one of the (widely understood) key problems of theWest is how to preserve citizen autonomy. This autonomy is being increasingly threatened by various state agencies and the welfare state’s typical clientism, which try to control each and every citizen. The usual response to this danger is to call for limitation of the state’s role, for a minimal state, etc. This author thinks that such postulates are unrealistic, because citizens want the state to be a welfare state and because such a state is functional for democracy. The best response to the threat to individual autonomy and to democracy is the republican response: only the politically mobilized people can maintain an elementary level of state socialization and an essential degree of state segmentation, both of which create the necessary space for individual freedom.

The paper sets out to deconstruct two concepts featuring in the title. Firstly, a novel definition of the welfare state based on economic ownership is presented, used then throughout the paper to examine the facts behind the widespread view of the welfare state finding itself in a crisis. Upon scrutiny, it turns out that empirical evidence to support the thesis under investigation is weak at best; neither globalisation nor Europeanization bring about any significant quantitative or qualitative worsening of welfare parameters. In addition, it is imperative not to put all the welfare states into one bag, as they in fact represent a plethora of diverse social-protection regimes.

The article presents the interactive method of state monitoring of electronic device in autonomous simulated application. Form of electronic device state presentation is discussed. The information about state is presented by means of a special template, which can include both text and graphics. Author of model can decide about the format of displayed results. Implementation of the subsystem for monitoring electronic devices states, simulation course and observation of results are described. It is coming in sight, that the interactive monitoring of simulated devices state by means of text and graphics is readable, intelligible and more user friendly, and also it helps to understand better the processes, which take place in simulated devices and it is a good solution for didactics reasons.

The article is an attempt to look at the relationship between the state and the market on the example of the prohibition of trade on Sunday through the prism of the personalistic economy. The article has a metaeconomic character. Its aim is to show that state intervention in the market mechanism in the form of the prohibition of trade on Sunday is not aimed at trade as an economic activity, but is a natural consequence of the community-forming function of the state. In the first part, the author presents a personalistic approach to the state and the market as well as relations between them. In turn, in the second part, he describes the essence of the Sunday dispute in the context of a personalistic approach to the market and shows that state intervention, consisting in protecting Sunday from being limited to the seventh working day, protects it against rationalization and marketization, i.e. its derealization.

The article considers the history and development of the inauguration ceremonies of US presidents. Their role in legitimizing power and their influence on creating the image of the state is evaluated. The very specificity of the inauguration as a social phenomenon makes this ceremonial action a kind of illustration of the cultural condition, mores and tastes of society, national characteristics, becoming a symbolic characteristic of hierarchical differences. Its norms reflect not only ideology, but also the social psychology of society, without an adequate interpretation of which it is impossible to correctly understand the behavior of statesmen in specific situations related to their social status. State civil and military ceremonies, being, as a rule, striking events in the life of the state, have symbolic meaning. They establish a balance between their immediate participants and the highest environment, testify to the stability/instability within the ruling elite. Modern ceremonials of the inauguration of world presidents are politics, prestige, and the image of the government in power.

The issue of wearing of religious symbols by employees in the workplace and manifestation of their affiliation calls for an assessment of situations and circumstances. The case laws of the Court speak of the principle of proportionality – whether there is a balance between the manifestation of their religion and, for example, the image of the workplace and the need to keep safety rules. Religious freedom must be respected in the workplace, but only to the extent that it does not violate the rights of others. Strasbourg judicial decision was also called upon to settle the cases in which a given state uses religious symbolism. The manifestation of such an attitude by the state exposes it to be called “confessional state” and to the charge of undermining the principle of worldview neutrality. However, finding a solution to the problem is complex, and also consists in the recognition by the Court of a wide margin of discretion, appurtenant to the Member States in matters of religion. Each state, when formulating the principle of secularism or lack of religious beliefs of the state, must combine them with distinctive national traditions and create its own model, which can be difficult or even impossible to transfer to another country. The European Court of Human Rights seeks solutions that could meet the criteria and be implemented in all countries. However, the diversity of religious traditions of the Member States does not allow to draw conclusions common to the whole European community.

RESEARCH OBJECTIVE: The aim of the paper is an analysis of the notion of sovereignty from a classical perspective and its modern interpretation. THE RESEARCH PROBLEM AND METHODS: The research problemcentres around the analysis of the classical approach to sovereignty, which implies its supreme authority, that is the ability to regulate every aspect and task within the state’s territory on the basis of its exclusive competences. The articlepresents the ideas of such authors as: J. Bodin, T. Hobbes, J. Locke and J. J., which are followed by their contemporary reinterpretation. THE PROCESS OF ARGUMENTATION: The article begins with a historical overview of the development of the notion of sovereignty of a state, which is followed by their contemporary interpretation in the context of the new challenges it faces and processes leading to the reduction of its executive authority. RESEARCH RESULTS: The interpretation of the notion of sovereignty has undergone historical evolution and moved from identifying it with absolute self-governance and supreme authority to contemporary variants of the notion making reference to the state’s function in today’s international community. CONCLUSIONS, INNOVATION AND RECOMMENDATIONS:Fears regarding the ability of the state to continue its existence as the institution maintaining the highest power over a given territory seem unfounded, as, by creating various international structures aimed at tightening inter-state cooperation, states successfully protect their sovereignty. The contemporary challenges they have to face lead to the need to reinterpret the notion of sovereignty so as to embrace new relations between such entities as the individual, society, and nation or state.
CEL PRACY Celem pracy jest analiza idei suwerenności państwa w ujęciu klasycznym i jego współczesna reinterpretacja. PROBLEM BADAWCZY I METODOLOGIA Problemem badawczym jest analiza klasycznego podejścia do suwerenności, oznaczającego jego całowładność czyli zdolność doregulowania wszystkich spraw i zadań w obrębie terytorium państwowego na zasadzie całkowitej wyłączności kompetencji. Artykuł przedstawia teorie takich autorów jak: J. Bodin, T. Hobbes, J. Locke czy J. J Rousseau oraz ich reinterpretację w kontekście współczesności. PROCES ARGUMENTACJI Artykuł rozpoczyna rys historyczny dotyczący rozwoju idei suwerenności państwa, które następnie poddane są współczesnej interpretacji w kontekście nowych  wyzwań, jakim musi ono sprostać oraz procesów powodujących redukcję jego kompetencji władczych. WYNIKI Interpretacja idei suwerenności państwa podlegała historycznej ewolucji i przeszła od początkowego utożsamiania jej z całowładności i samowładnością państwa do współczesnych wariantów pojęcia odwołujących się do funkcji państwa w dzisiejszej społeczności międzynarodowej WNIOSKI I ZALECENIA Obawy co do możliwości przetrwania państwa jako instytucji sprawującej najwyższą władzę na danym terytorium nie znajdują uzasadnienia, bowiem tworząc rozmaite struktury międzynarodowe służące zacieśnieniu współpracy, państwa skutecznie chronią swą suwerenność. Współczesne wyzwania, z jakimi muszą się one zmierzyć powodują konieczność dokonania reinterpretacji pojęcia suwerenności uwzględniającej nowe relacje pomiędzy takimi podmiotami jak jednostka, społeczeństwo, naród, państwo.

This paper shows that corruption constitutes a threat to the rule of law in a democratic law-observing state, destroying it from within and ridiculing it outside. It destabilises social relations in such a state, which adversely affects the political system as well as the development of legislation and economy. The paper also reminds that corruption erodes social relations, causing demoralisation and slackening of morals in society. Corruption may also be a threat to the life, health and property of citizens. The author tracks views about corruption using the method of theoretical analysis of the notions (critical analysis of secondary sources); the statistical method, mainly analysing the latest Corruption Perceptions Index (2019); and the dogmatic-legal method. He concludes that corruption destabilises multiple areas of the functioning of a democratic law-observing state, disrupting the political space, spoiling the law, and causing destructive phenomena in the economic as well as in the moral sphere. It ultimately destabilises state structures, rendering them dysfunctional and perverting the principles of democracy. Corruption interacts with legality acting as a feedback loop, as it destroys the rule of law and democracy, which in turn deepens corruptive phenomena.

Two parallel problems come under close scrutiny in my paper. First of them concerns the question whether victims of a (politically or economically) stronger thief are ethically entitled to steal their property in revenge? I argue that this kind of theft could be seen as a hidden form of protection because the symbolic relation between the first aggressor and his victim is extremely unequal. An ordinary man usually has no public means to oppose corporation or political institution. He has then to decide whether he chooses ethical perfection, which would stop him from doing anything; or he is ready, by himself, to inflict punishment on an (institutionalized) thief. The other problem concerns the consequences of the acceptance of ‘the balancing strategy’. The case of modern state shows how hidden fighting against a stronger thief brings about opposite results. On one hand, an unfair political institution is deprived of its rights. But, on the other hand, the insubordinate citizen, who plays the part of the only owner of the criterion of fairness, destroys the rules of common life.

In one of his fundamental works YM Lotman raises a wide range of issues of concern with semiotics. He believes that the main issues describe any semiotic system are, first, it is relevant to the system, to the world that lies beyond, and secondly, the ratio of static to dynamic. The last question could be formulated as follows: how the system while remaining itself, may develop. Both of these issues are among the most fundamental and also the most difficult. Semiotics - the science, which with great clarity reflected some features inherent in any scientific thinking. One of the important features of science is that it is often referring to the seemingly obvious and simple, it reveals the complexity and incomprehensibility. YM Lotman clear idea in his scientific work, that science is not always makes the unknown into the known, often doing the exact opposite. The history of science shows that it is often not aims to give as many as possible. Many of the great thinkers of the past, since at least from Socrates proceeded from the fact that the correct formulation of the question and the correct line of reasoning are often more valuable than ready, even if the correct answers, but not verifiable.
