    Transport is one of the most important sectors of the national economy, which completes the manufacturing sector, is essential to the development of trade, and also has an impact on the population social development, i.e. the development of tourism and reduction of unemployment. Additionally, it enhances regional development and provides access to various services. On the other hand, transport creates significant external costs, which are wholly or partly covered by the public[1]. The highest costs are generated by road transport, much lower by inland shipping, railway and sea transport.1 Although there is a common consensus concerning the overall objectives: dealing with “fair and efficient pricing”, a transport system contributing to “a smart, sustainable and inclusive economy”, their practical realization encounters many problems and is far from straightforward.[3] There are some publications relating to the valuation of external costs of inland shipping [4,5] but none of them analyzes specific aspects of inland waterway transport in Poland. This paper deals with the problem of assessing the benefits of the waterway infrastructure development in Poland and the proposed method of assessing the external costs of road and inland waterway transport, as an essential element in the assessment of the social benefits of each infrastructure investment.

    The dynamic development of transport recorded in recent decades is an important factor in the economic development of the world on the one hand, and on the other hand, it is a significant source of nuisance and environmental problems. The adverse impact of transport can be felt both in the natural environment and in society, where the dynamic development of this sector has enabled significant civilization development, with the effects varying depending on the level of economic development, the degree of advancement and use of the various transport sectors, geographical location (including climate), and also the sensitivity of the elements of the environment. Considering contemporary transport hazards, it is important to prevent them from occurring, and when that is not possible – limiting their impact on the environment and reducing the scale and extent of negative impacts. In the article, the environmental and social nuisance of transport of goods loaded in semitrailers was analysed. The transport of semitrailers using intermodal wagons pulled by the diesel locomotive in accordance with the assumptions adopted in the railway with the maximum length of train composition was taken into account.

    The paper adds to the discussion of social costs of financial crises through theoretical elaboration, arguing for the position that supporting the stability of financial systems, if combined with public confidence in financial markets and banking, leads to a reduction of social costs by reducing the frequency of crises associated with the long-term development of the financial sphere in the world. Following the theoretical function proposed by Adrian, Covitz and Liang [2014], the author elaborates that prudential regulation may lower the social costs of crises. This calls for an active role of regulating the financial sector and that of the central banks, as the preferred sensitivity of the financial system to shocks may be achieved by prudential regulation and the increasing of transparency of the system, as well as by the management of social perception of stability (security) of this system. The paper postulates the abovementioned relation by reviewing selected empirical studies and framing the discussion in theoretical elaboration on social costs and financial stability.

    Transport odgrywa ważną rolę w życiu społeczno-gospodarczym, przy czym generuje znaczne koszty zewnętrzne, które nie są pokrywane przez bezpośrednich uczestników transportu, ale przez całe społeczeństwo. Według Komisji Europejskiej jedynym sposobem na zrównoważony rozwój transportu jest pełna internalizacja kosztów zewnętrznych transportu. Za najbardziej szkodliwą społecznie gąłąź transportu uważany jest transport drogowy, który jednocześnie ponosi największe, w porównaniu z innymi gałęziami transportu, obciążenia podatkowe. W artykule przedstawiono problematykę wyceny kosztów zewnętrznych transportu drogowego i podjęto próbę oceny poziomu zinternalizowania kosztów zewnętrznych transportu drogowego w Polsce.
    Transportation plays an important role in the socio-economic life, but also creates external costs that are not covered by the transport participants, but by the whole society. According to the European Commission, the only way to sustainable development of transport is full internalisation of external costs. The road tranport is considered as the most socially harmfull mode of transport. However, it bears the greatest, comparing to other modes of transport, taxes. This paper presents the problem of the valuation of external costs of road transport and it attempts to assess the level of internalization of the external costs in road transport in Poland.

    Artykuł jest próbą syntetycznego spojrzenia na problematykę migracji pracowniczych na Ukrainie. W polu zainteresowań badawczych znalazły się społeczne oraz polityczno-gospodarcze następstwa zjawiska masowego odpływu obywateli ukraińskich do pracy za granicą. Na podstawie różnorodnych materiałów badawczych – danych statystycznych, raportów, ekspertyz oraz artykułów naukowych – podjęto próbę obiektywnego wskazania zarówno pozytywnych, jak i negatywnych tendencji towarzyszących migracjom zarobkowym na Ukrainie. Zawarte w artykule wnioski uwzględniają kontekst zmian geopolitycznych w obszarze poradzieckim, jakie nastąpiły w ostatnich miesiącach. Zjawisko migracji pracowniczych na Ukrainie przybrało masową skalę. Ponieważ spora część strumieni migracyjnych skierowana jest do Polski, analiza tego problemu wydaje się aktualna, ważna i interesująca.
    The subject of this article is the question of the social consequences of economic migration in Ukraine. Migrant workers contribute to growth and development in their countries but in the long term perspective mass migrations of citizens abroad may cause serious social crisis. Migrations are a serious threat to family policy, employment policy and social security of citizens. Migration strategy the state should find a solution which on the one hand will make use of the gains offered by the free movement of persons on the other hand will stop the negative social effects of migration.

    W artykule został przedstawiony problem uwzględnienia wartości efektów ekologicznych i społecznych przy wycenie terenów zdegradowanych. Podkreślono, że w obecnie stosowanych rynkowych metodach wyceny nieruchomości gruntowych na terenach zdegradowanych nie bierze się pod uwagę wartości powstałych tam szkód ekologicznych i kosztów społecznych. W związku z tym zaproponowano algorytm wielokryterialnej wyceny tego rodzaju terenów. Algorytm został poddany praktycznej weryfikacji dla wybranego przykładu terenu przekształconego wskutek działalności wydobywczej.
    The article presents a problem of including the value of environmental and social effects in the valuation of degraded areas. A particular attention was paid to the fact, that currently used methods of degraded lands market valuation do not take into account the environmental damages and social costs. Therefore, an algorithm for multi-criteria valuation of such land was proposed. The algorithm was tested on a chosen area transformed by mining activities.

    W artykule przedstawiono wyniki pilotażowego wdrożenia metody obliczania społecznych kosztów wypadków przy pracy Badaniami objęto 150 wypadków przy pracy w 23 przedsiębiorstwach Oszacowano koszty księgowe i alternatywne wypadków przy pracy ponoszone przez przedsiębiorstwa według rodzajów ciężkości wypadków. Ponadto na podstawie badań kwestionariuszowych oszacowano koszty przy pracy obciążające poszkodowanych i ich rodziny, a także dokonano analizy korzystania przez nich; opieki medycznej.
    This article presents the output of a pilot project lo test a method of calculating social costs of accidents at work. The project covered l50 accidents at working companies, where the bookkeeping and alterative costs of accidents were estimated according to the severity of accidents. Moreover, survey questionnaires were used to estimate the costs of accidents borne by the injured persons and their families. Their use of medical services was analysed as well.

    Autor analizuje problematykę kredytów mieszkaniowych indeksowanych oraz denominowanych w walutach obcych2. Udzielano je w Polsce osobom nieosiągającym dochodów w walucie obcej, w okresie od 2000 r. do 2013 r. W omawianym okresie istniejące regulacje publiczne i polityka banków sprawiły, że występowała znaczna łatwość w uzyskaniu kredytu hipotecznego w walutach obcych. Jednocześnie w grupie kredytobiorców znalazły się takie osoby, które nie otrzymałyby w tym czasie kredytu w złotych polskich (PLN). Autor wskazuje na społeczne konsekwencje wyłonienia się znaczącej grupy obywateli obciążonych wysokim zadłużeniem. Jego zdaniem ujawniło się pokolenie „niewolników kredytowych” jako nowe zjawisko społeczne – życia ze świadomością długotrwałego niespłaconego zobowiązania. Ogranicza to aktywność społeczno-gospodarczą, a także buduje obojętność wobec długu, czyli stan, w którym każde kolejne zobowiązanie „nie pogarsza” już tak złej sytuacji. Autor prezentuje również propozycje i działania ugrupowań politycznych oraz samego środowiska kredytobiorców zmierzające do rozwiązania tej sytuacji. Przedmiotem analizy są skala i skutki społeczno-gospodarcze uplasowania na rynku kredytów hipotecznych odnoszących się do walut obcych. Celem opracowania jest próba identyfikacji społeczno-gospodarczych skutków oraz skali zaniechań polityki publicznej wobec kryzysu tzw. „kredytów walutowych”3. Analiza została przeprowadzona na danych pierwotnych i wtórnych z lat 1989–2016.
    Loans indexed and denominated in foreign currencies were granted in Poland to those not receiving income in a foreign currency, in the period from 2000 to 2013. In this period, housing loans were the fastest growing item in bank assets in Poland. Only in the period from December 2002 to the end of 2012, the share of housing loans in the assets of banks increased more than five times, and in receivables from the non-financial sector increased fourfold. A significant change in foreign exchange rates (e.g. CHF, EUR, USD and JPY) in relation to the zloty contributed directly to the current value of the costs of operating liabilities, as well as the valuation of the total mortgage obligations relating to foreign exchange, the value of credit and its costs calculated in PLN. The significant ease of obtaining a mortgage in foreign currencies in relation to the PLN loan resulted in the entry into the group of borrowers of individuals and households who would not receive a PLN loan at the time, and would not, therefore, lead to a real estate purchase transaction. The author points out the social consequences of the emergence of a significant group of citizens burdened with high indebtedness. In his opinion, a generation of “credit slaves” emerged as a new social phenomenon – living with the awareness of a long-standing unpaid financial obligation. This limits the socio-economic activity, and builds indifference to debt, i.e. a state in which each subsequent commitment ‘does not worsen’ such a bad situation. The author also presents the proposals and activities of political groups and the borrower community itself aimed at solving this situation. The subject of the analysis is the scale and socio-economic effects of placing mortgage loans relating to foreign currencies on the market. The aim of the study is an attempt to identify the socio-economic effects and scale of the public policy negligence against the crisis of the so-called ‘foreign currency loans’. The analysis was carried out on the data from the period 1989–2016.

    In this paper we investigate equilibriums in the Bayesian routing problem of the network game introduced by Koutsoupias and Papadimitriou (1999).We treat epistemic conditions for Nash equilibrium of social costs function in the network game. It highlights the role of common-knowledge on the users' individual conjectures on the others' selections of channels in the network game. Especially two notions of equilibria are presented in the Bayesian extension of the network game; expected delay equilibrium and rational expectations equilibrium. The former equilibrium is given such as each user minimizes own expectations of delay, and the latter is given as he/she maximizes own expectations of a social costs. We show that the equilibria have the properties: If all users commonly know them, then the former equilibrium yields a Nash equilibrium in the based KP-model and the latter equilibrium yields a Nash equilibrium for social costs in the network game. Further we introduce the extended notions of price of anarchy in the Bayesian network game for rational expectations equilibriums for social costs, named the expected price of anarchy and the common-knowledge price of anarchy. We will examine the relationship among the two extended price of anarchy and the classical notion of price of anarchy introduced by Koutsoupias and Papadimitriou(1999).

    Opis:
    The article articulates the need for empirical studies of crime using economic research methods. The author aims to encourage Polish economists to look at crime as a potential research topic, in line with a global trend. The article focuses on the key aspects of the economic theory of crime. Under this theory, the institutional determinants of crime, including the law enforcement system, play not only an essentially passive, accommodative function but also an active, preventive function. The latter function is directly linked with the so-called deterrence theory, which highlights issues related to the functioning of the law enforcement system because each component of this system generates a different aspect of the overall deterrence effect. The article discusses the reasons why crime should be the subject of economic research. These include the economic theory of crime and the deterrence theory as well as the social costs of crime and the functioning of the law enforcement system. The author also takes a position on the possibility of conducting empirical research using crime data. Referring to the existing data, he analyzes selected aspects of the functioning of the Polish law enforcement system, with a special emphasis on the prison system. The findings of the article could be useful for all those interested in the practical aspects of measuring and modeling crime by using economic analysis, the author says.
    Głównym celem artykułu jest artykulacja potrzeby empirycznego badania zjawiska przestępczości przy użyciu metodyki badań ekonomicznych. U źródeł tak zdefiniowanego celu leży konstatacja faktu, że polscy ekonomiści wydają się nie postrzegać fenomenu przestępczości poprzez pryzmat swojej dyscypliny naukowej, co stoi w wyraźnym kontraście do światowych trendów badawczych. Cel główny artykułu implikuje jednocześnie jego zawartość merytoryczną, która skoncentrowana jest na kluczowych aspektach operacjonalizacji ekonomicznej teorii przestępczości, stanowiącej podstawowy mechanizm transmisji aparatu pojęciowego ekonomii do problematyki przestępczości. W świetle tej teorii instytucjonalne uwarunkowania przestępczości – na które składają się poszczególne ogniwa systemu egzekucji prawa – pełnią nie tylko funkcję akomodacyjną – ze swej istoty bierną – ale również aktywną, prewencyjną. Druga z wymienionych funkcji łączy się bezpośrednio z tzw. teorią/hipotezą odstraszania, która kwestie funkcjonowania systemu egzekucji prawa wysuwa na czoło swoich rozważań, gdyż każde ogniwo systemu generuje inną składową ogólnego efektu odstraszania. W artykule omówiono przyczyny, dla których przestępczość powinna być przedmiotem badań ekonomicznych. Są to: ekonomiczna teoria przestępczości i indukowana nią teoria odstraszania, społeczne koszty przestępczości oraz funkcjonowanie sytemu egzekucji prawa. Autor zajmuje również stanowisko w kwestii możliwości prowadzenia badań empirycznych przy użyciu danych dotyczących przestępczości rejestrowanej oraz – odwołując się do danych zastanych – analizuje wybrane aspekty funkcjonowania polskiego systemu egzekucji prawa, ze szczególnym uwzględnieniem więziennictwa. Treści zawarte w artykule mogą okazać się przydatne dla wszystkich tych, którzy zainteresowani są praktycznymi aspektami pomiaru i modelowania przestępczości przy użyciu analizy ekonomicznej.
