W artykule przedstawiono etapy budowy ontologii oraz jej zastosowanie do analizy zgodności dokumentów z przyjętymi ramami projektu.
The aim of this article is to present usefulness of an ontology as a tool to support decisions of steering committees. Construction of the ontology as a decisions’ supporting tool was a consequence of a problem with assessment of project proposals submitted to the Inteligentne Specjalizacje Smart Port & City project. The article presents stages of the construction of the ontology and its use for the analysis of compatibility with the accepted frames of the project.

Nowadays Europe is facing major economic challenges that require an ambitious economic policy for the 21st century. The ability to continually generate and adapt new technologies, organizational solutions and new knowledge contribute to socio-economic development. Knowledge, technological development and continuous innovation are key elements for ensuring the development and competitive advantage of particular economies. Great opportunities for diffusion of innovations are related to the identification of potential, “power” of the region. The aim of the article is to present trends in the new concepts of regional development and to explain the issue of smart specializations as the potential of a region. The paper presents new trends in regional policy which focus on the identification of smart specialisations by Member States’ regions and on the preparation of new development strategies − 3S smart specialization strategies. The aim of the paper is also to explain the significance of clusters in process of smart specialization identification. The element connecting smart specialisation with clusters is the view that clusters are perceived as a favourable and facilitating identification of smart specialisations in regions.

Problematyka prowadzonych w niniejszym artykule rozważań skupia się wokół inteligentnych specjalizacji i ich roli w realizacji planów rozwojowych, opartych na zasadach inteligentnego, zrównoważonego i włączającego społecznie wzrostu, analizowanych w kontekście desing user experience. W artykule założono, że UX (user experience), jako inteligentna technologia kreacyjna, ma szansę być zarówno źródłem innowacji, jak i efektywnym narzędziem upowszechniania innowacji. W artykule wykorzystano analizę teoretyczną, dzięki której ustalono instrumenty przydatne w projektowaniu prodyfuzyjnego środowiska społecznego. Poczynione ustalenia teoretyczne należy traktować jako wskazania do działań praktycznych.
The main subject of this considerations focus on the smart specialization and their role in implementation of development plans based on the principles of smart, sustainable and inclusive growth, analyzed in the context of design user experience. This article assumes that the UX as the smart creative technology is likely to be both, a source of innovation, and an effective tool for promoting innovation. Used theoretical analysis, which has established instruments useful in the design of pro-diffusion social environment. Theoretical assumptions should be treated as indications of practical actions.

Research background: The identification of smart specialisations should be based on information allowing the identification of resources and capital in the regions, which constitute the unique value of the area providing for the development of competitive advantages based on innovations and achievements in the research and development activities.  Purpose of the article: The key goal is to present the proposal to use an aggregate (synthetic) measure for the purpose of identifying regional development potentials and next the initial smart specialisations (RSS). This approach is particularly useful at the very initial stage of recognizing the potential in the region, and ? after some modifications ? may offer a useful tool for assembling the de-velopment of industries (services) in the region. The additional goals are: (1) to organize the knowledge regarding statistical approaches and selected methods to be used in the process of identifying initial smart specialisations in regions (RSS); (2) exemplification of the presented methodology for the initial regional smart specialisations (RSS) identification in voivodeships in Poland based on a multivariate approach. Methods: Multivariate statistical analysis (MSA) methods are used in the identification procedure of initial regional smart specialisations (RSS), which allowed for performing the assessment in 4 areas: resources and capital; specialisation; development potential (dynamics); the involvement in research and development and innovative activities. They can also be extended with additional dimensions related to the cooperation of enterprises with social or environmental priorities. Findings & Value added: The conducted procedure allowed identifying NACE rev. 2 divisions useful in determining development potentials in Polish regions and later the initial smart specialisations (RSS). The identified initial RSS for Polish voivodeships can be a starting point for building regional smart specialisations based on values supply chain or other premises. Due to the universal nature of the proposed methodology, it can be widely used at the level of subregions, regions and the EU countries.

At the beginning of the twenty-first century, low competitiveness of the economy and the deepening gap relative to the world’s economic powers was the key problem of the European Community. Also, weak innovativeness of the economy, underdeveloped R&D sector with inefficiency of public policy are seen as leading EU challenges These problems have become the basis for criticism of current innovation policy and the search for new methods, tools, and development trajectories. The answer to these challenges is the concept of smart regional specializations proposed along with a new vision of the development of the EU’s, known as Europe 2020 Strategy. Smart specialization is a new paradigm for building competitive advantage of regions. It is also a new way of regional innovation policy, aiming to eliminate barriers and failures in building innovation capacity of regions. The purpose of this article is to show the essence of the concept of regional smart specializations. Article identifies the theoretical assumptions and describes the key elements of this new approach. It exposes the novelty of the concept and identifies the challenges of its implementation.

Regional Innovation Strategies (RIS) represent an important instrument supporting innovativeness in a developed economy. Smart specializations play a special role for developing and implementing of RIS. The purpose of the paper is to present the role of smart specialization in the design and implementation of RIS in the Silesia Province. The article presents models and methods for creating and implementing of RSI. .Especially, it shows these elements and processes, which are related to the impact and development of smart specializations. In case of the Silesian region, smart specializations are power industry, medicine and Information and Communication Technology (ICT). The paper is based on research and design works, that resulted in the development of RIS and model for its implementation in the Silesian Province within 2014-2020.

The aim of the article was to study regional innovative development through the implementation of projects and programs of subregional smart specialization to strengthen consumption safety. To ensure the conceptual integrity of the study, such methods as theoretical generalization, comparison, dialectics, analysis and systematization, institutional analysis, statistical analysis and the smart specialization approach to innovative regional development were used. As a result of the conducted research, an inextricable relationship was established between consumption safety and regional innovative development. The state, problems and prospects of innovative development and smart specialization are studied on the example of Zaporizhzhya National University one with a number environmental problems and corresponding negative consequences for public health, has significant threats to consumption safety. It was found that the application of a sectoral approach to smart specialization will create conditions to position regional producers and products as resource- and environmentally friendly, which will strengthen competitiveness, increase enterprise income, reduce their environmental impact and raise the quality of life of the region. The importance of sectoral and subregional smart specialization (at the level of united territorial communities, urban areas, rural settlements) to strengthen consumption safety is substantiated.

Celem artykułu jest analiza pojęcia innowacji od klasycznego jej ujęcia przez Schumpetera aż do czasów współczesnych. Innowacje uznaje się obecnie za podstawowy czynnik rozwoju przedsiębiorstw. Autor artykułu prezentuje różne ujęcia innowacji oraz wskazuje na źródłosłów tego pojęcia i podstawowe jego rodzaje. Analizy te prowadzone są zarówno w aspekcie historycznym, jak i systematycznym. Usiłuje także wskazać na czynniki decydujące o przyjmowanej definicji innowacji. Praca ma wymiar wyłącznie teoretyczny – stanowi próbę swoistej ontologii pojęcia innowacji.
The aim of the article is to analyze the concept of innovation from Schumpeter's classic approach to modern times. Innovation is now recognized as a key factor in the development of enterprises. The author analyzes the notion of innovation as such, also pointing to its origins and basic types. These analyzes are carried out both historically and systematically. Some attempts are also made to point to the determinants of the accepted definition of innovation. Work is purely theoretical – it is an attempt at a specific ontology of the concept of innovation.

In the European development programs more and more attention is paid to the importance of the so-called smart specialization, focus on which allows more efficient funding of selected areas of science to support local entrepreneurship. One important aspect of the effectiveness of actions based on smart specialization is social innovation which allows to design environment friendly to it. Designing such an environment requires analyzing different conditions influencing it. The purpose of this article is to draw attention to specific organizational aspects relevant from the point of view of the social innovation. The article has a conceptual nature.

The documents of the European Commission's European prospects for 2020 emphasise, in a special way, that the equal participation of men and women is essential for Europe to exploit the full potential of innovative strengths. Innovativeness is in fact vital for the development of a knowledge-based economy and society. Due to its importance, it is promoted by instruments such as an innovation strategy and policy. The proposed article titled “Regional Innovation Strategy (RIS) as one of the fields for research in Innovative Gender (InnoGend)” indicates how preparation and implementation of RISs may become a research field in assessing the role of women and men in the innovation processes resulting from these strategies. In the analysis regional innovation strategy in Małopolska is used as an example. Therefore, the article contains two threads. The first one focuses on the evaluation of women’s and men’s involvement in the creation of strategic documents constituting in what way is their potential used to boost innovation. The second thread is a pilot proposal of methodology for describing and assessing the role of women and men in the implemented innovation process.

Logistyka stanowi inteligentną specjalizację w czterech województwach kraju. Nie ma wśród nich województwa śląskiego, stąd w artykule podjęto rozważania dotyczące możliwości wskazania logistyki jako inteligentnej specjalizacji województwa śląskiego. Jednym z podejść pomocnych w identyfikacji inteligentnych specjalizacji może być analiza tzw. wskaźnika lokacji. W artykule został on omówiony w odniesieniu do działalności logistycznej, reprezentowanej przez szeroko pojmowane działania transportowe i gospodarkę magazynową. Ponadto zwrócono uwagę na braki w obszarze omawianego wskaźnika, które mogą być istotne dla ostatecznego potwierdzenia lub wykluczenia potencjału logistyki jako inteligentnej specjalizacji województwa śląskiego.
Logistic is smart specialization in four regions of the country. Between then there are no Silesia. Hence the article elaborates on the possibility of indicating logistic as smart specialization in Silesia. One of the approach which helps to identify the smart specialization is analysis of location indicator. In the article it was discussed in relation to logistics activities represented by the transport operations and inventory management. It was shown the lack of information, which making impossible the final confirmation or exclusion of potential logistics as smart specialization in Silesia.

The article aims to present the results of research on the prerequisites for the development of organic farming in a region recognized as Regional Smart Specialization. Due to growing consumer interest in the standards of food available on the market, the list of National Smart Specializations includes an entire section dedicated to “High quality food” and under it the “Production of organic, traditional and regional food”. Only few Polish voivodships placed this sector on the regional list, thus giving organic farming priority in the process of financing research and investment. The voivodship, which not only excels in the statistics of organic production in the country but, what is important, treats this activity as its smart specialization is the Podlaskie voivodship. To assess the conditions for the development of organic farming in Podlasie, the data regarding the number of certified organic farms as well as the opinions of local stakeholders concerning the future of this sector in the region were analyzed. Including qualitative research results in the analysis process allowed to indicate the prognosis for the possible development of this sector in the voivodship.
Celem opracowania jest przedstawienie wyników badań nad uwarunkowaniami rozwoju rolnictwa ekologicznego w regionie uznającym ten dział gospodarki za regionalną inteligentną specjalizację. Ze względu na rosnące zainteresowanie konsumentów standardami żywności dostępnych na rynku, na liście Krajowych Inteligentnych Specjalizacji umieszczono cały dział poświęcony „Żywności wysokiej jakości”, a w nim „Produkcję żywności ekologicznej, tradycyjnej i regionalnej”. Tylko nieliczne z polskich województw umieściły ten sektor na liście regionalnej, przyznając w ten sposób rolnictwu ekologicznemu priorytet w procesie dofinansowywania badań i inwestycji w tym zakresie. Województwem, które nie tylko przoduje w statystykach produkcji ekologicznej w kraju, ale co ważne – traktuje ten dział jako swoją inteligentną specjalizację, jest województwo podlaskie. Dokonując oceny uwarunkowań rozwojowych rolnictwa ekologicznego na Podlasiu analizie poddano dane liczbowe dotyczące certyfikowanych rolniczych gospodarstw ekologicznych oraz opinie lokalnych interesariuszy, dotyczące przyszłości tego sektora w regionie. Uwzględnienie w procesie analiz wyników badań jakościowych pozwoliło na wskazanie prognoz odnośnie przyszłości tego sektora w województwie.

Opis:
W artykule omówiono instrumenty polityki regionalnej mające wpływ na realizację procesów transportowo-logistycznych. Scharakteryzowano infrastrukturę transportową i logistyczną dwóch województw: Śląska oraz Małopolski. Analizy danych wtórnych są tak podane aby uświadomić władzom dwóch regionów potrzebę rozwijania wspólnej/ zintegrowanej infrastruktury transportowo-logistycznej. Wszystko po to, aby wzmocnić inteligentne specjalizacje regionu i przemysły z nimi powiązane.
The article discusses the regional policy instruments that have influence on the implementation of logistics processes. The transport and logistics infrastructure of two provinces (Silesia and Malopolska) were described. Secondary data analysis is presented in such a way as to make the authorities of the two provinces aware of the need to develop joint/integrated transport and logistics infrastructure in order to strengthen the region's smart specializations and the industries associated with them.
