The paper assesses the development level of water and sewerage infrastructure in the Kujawsko-Pomorskie voivodeship in the period of 1999-2014. The analysis included the infrastructure in 144 communes. The outcome has ascertained large irregularity in water and sewerage network coverage saturation in particular years, especially in southern and eastern parts of the voivodeship. The growth dynamics of the sewerage network surpasses the water network growth in the analyzed period but still does not reach the development degree of the water system. The Kujawsko-Pomorskie voivodeship has the second densest water network in Poland. However, taking into account sewerage network density, it is ninth. Disproportion in both networks development degree is mitigated by building household sewage treatment plants, especially in the communes with lower population density, in which building sewerage network is too expensive. In 2014 two communes had no sewerage network at all and two others had that network very sparse (over 100 km of water network per 1 km of sewerage network). The most intense water and sewerage infrastructure development was recorded in 2007 and 2014, mainly in rural and urban-rural areas. It is related to increased expenditure on water and sewerage infrastructure within the Regional Operational Programme in the years 2004-2006 and 2007-2013.

The paper presents the current state of water supply and sewerage infrastructure and the need for its expanding in Radzyń district. The district is located in the northern part of Lublin Voivodeship in Poland. The following communes belong to Radzyń district: the municipal commune of Radzyń Podlaski and 7 rural communes: Borki, Czemierniki, Kąkolewnica, Komarówka Podlaska, Radzyń Podlaski, Ulan-Majorat, Wohyń. The data show that the water supply network in Radzyń district is well developed. The most significant percentage of the population using the water supply network has the rural commune of Radzyń Podlaski – 99.9%, while the smallest, commune Komarówka Podlaska – 54.5%. The survey showed that there was a very large disproportion between the development of the sewerage and water supply systems. The largest percentage of the population using the sewerage network has the municipal commune of Radzyń Podlaski – 99.7%. The smallest percentage of users of collective sewage disposal systems was recorded in the rural commune of Radzyń Podlaski (7.2%). The commune of UlanMajorat does not have a sewerage system. The survey conducted in 2016 shows that 8 collective wastewater treatment plants operated in Radzyń district at that time. The total capacity of the treatment plants is over 5,300 m3/d. In 2016, Radzyń district had about 1,000 household wastewater treatment plants. The presented data show that the condition of the sanitary infrastructure in rural communes of Radzyń district is unsatisfactory and requires the investment activities mainly aimed at expanding collective sewage disposal and treatment systems as well as developing a network of household wastewater treatment plants.

Opis:
Celem niniejszego opracowania jest przedstawienie prac nad rozbudową sieci wodociągowej oraz kanalizacji w Gminie Prochowice jako założenia zawartego w strategii rozwoju regionu. Artykuł skupia się na w/w aspektach pod kątem poprawy warunków życia lokalnej społeczności. Sprawdzono również poziom realizacji złożeń opisanych w strategii rozwoju. Wstępna analiza wyników wykazała, iż sytuacja w zakresie wdrażania celu, jakim jest budowa sieci kanalizacyjnej w Gminie Prochowice jest realizowany wg ustalonych założeń. Zauważalne jest, iż w badanej gminie prowadzone są działania skierowane na pozytywny rozwój.
The aim of this paper is to present the sewerage system in the community of Prochowice as an example of development strategies. The article focuses on aspects of the improvement in the living conditions of the local community. The level of implementation of the principles described in the development strategy have also been examined. The preliminary analysis of results obtained shows that the building of the new sewerage system has been carried out according to the established principles. It is noticeable that in the community under study the main eff orts are focused on the positive developmental processes in Prochowice.

Opis:
The purpose of the study was to present the principles of creating and implementing an integrated water and wastewater management system based on hydrodynamic modeling of water distribution and sewage disposal systems in small and medium-sized municipal enterprises. The computer modeling of water and sewerage networks is an efficient tool for finding the causes of increased costs of operation of these plants. The simulations carried out in modeling programs enable to quickly find the optimal variant to solve the problem of exploitation or economically effective direction of their modernization. Geospatial data (GIS) is being increasingly often being used to optimally manage the municipial water and sewage infrastructure. This gives an additional analytical tool for planning, designing, obtaining operational data, etc. The integration of hydraulic models of the water supply and living and economic networks into one coherent management system is possible, owing to which, a holistic assessment of the functioning of the water and sewage management system in the city is possible. The decision support systems based on the spatial information system (GIS) associated with various specialized software, are becoming the standard of modern management of a water and sewage company. To date, only about 40% of enterprises in this industry in Poland have used systems of this type. In addition, most of the GIS-based management systems used in practice are limited to an inventory of existing network resources and integration of many databases in one coherent IT system. Only in a few cases, the systems of this type contain modules modeling the network operation under dynamic conditions, which results primarily from the additional implementation costs related to the construction of sufficiently reliable models of the water supply and / or sewerage network. Implementation of the proposed solution includes: construction of a water supply network simulation system, construction of a domestic and economic sewage system simulation system, devising scenarios for system operation under the conditions of city development and climate change, multi-criteria assessment of the economic effectiveness of systems operation taking into account social and environmental criteria, development of an integrated management system the system, taking into account the guidelines for increasing the effectiveness of its operation and work safety.

Na podstawie corocznie publikowanych przez GUS danych wykazano, że komunalna gospodarka wodno-ściekowa w obszarach wiejskich nie jest zrównoważona. Dominują systemy wodociągowe bez kanalizacyjnych. Średnio tylko co 4-5 budynek lub gospodarstwo podłączone do zbiorczej sieci wodociągowej korzysta z sieci kanalizacyjnej. Ciągle jeszcze częstą sytuacją jest sieć kanalizacyjna bez zbiorczej oczyszczalni ścieków. Liczba tych oczyszczalni, wynosząca w końcu 2005 r. 2360, nie zaspokaja potrzeb ludności wiejskiej. Dotychczasowy przyrost liczby oczyszczalni indywidualnych nie jest duży, a ich stan na koniec 2005 r. wyniósł 31 tys. Stopień wyposażenia wsi polskiej w sieci wodociągowe i kanalizacyjne jest zróżnicowany. W końcu 2005 r. na ogólną liczbę 41,1 tys. wsi sołeckich, bez wodociągów pozostawało 14,8% wsi, częściowo zwodociągowanych było 8% i całkowicie 77,2% wsi, zaś bez kanalizacji pozostawało 86,4% wsi, częściowo skanalizowanych było 5,2%, a całkowicie tylko 8,3% wsi. Sytuacja ta jest znacznie zróżnicowana w poszczególnych województwach. Ponad 20% wsi sołeckich w każdym z 4 województw na wschód od Wisły nie ma zbiorowej sieci wodociągowej. W pięciu województwach Polski centralno-wschodniej ponad 90% wsi nie ma kanalizacji zbiorczej.
An attempt was made to characterize the register and development trends of water supply and sewerage infrastructure on rural areas, i.e. in rural communes and rural parts of municipal-rural communes, within last decade. The study was based on data published every year by the Main Statistical Office and collected in the Ministry of Agriculture and Rural Development. It was revealed that the water supply - wastewater disposal systems on rural areas were unbalanced. Waterworks without sewerage dominated in analyzed systems. Only every 4th to 5th building or farm connected to collective water supply network used the sewerage. Still very often on rural areas exist the sewer systems without sewage treatment plant. The number of sewage treatment plants at the end of 2005 (2360 plants) did not fulfill the needs of rural population. Until now the development of household sewage treatment plants was not too high and their number at the end of 2005 reached only just 31 thousand plants. Equipment of the Polish countryside with water supply and sewer networks is differentiated. At the total number of 41.1 thousand villages at the end of 2005, 14.8% were devoid of water supply network, 8% were partly supplied and 77.2% were fully supplied with the tap water. There were 86.4% villages without sewerage systems, 5.2% were partly canalized and only 8.3% villages were fully furnished with sewerage networks. This situation is quite differentiated among particular provinces. Over 20% villages in each of the provinces to the east of Vistula river do not have water supply network. Still worse is the situation of villages with reference to sewerage systems. In five provinces of central-east Poland over 90% villages are not fitted with these systems.
