    W obliczu gwałtownie postępujących zmian technologicznych, teleinformatyka i procesy nią rządzące warunkują perspektywiczny rozwój organizacji, utrzymując ją w odpowiedniej kondycji, aby mogła realizować swoje cele. Z uwagi na fakt, iż projekty teleinformatyczne obarczone są wysokim ryzykiem niepowodzenia, ich efektywna realizacja wymaga zapewnienia skutecznego sposobu zarządzania. Niniejsze opracowanie odnosi się do jednostek sektora publicznego, które w znacznym stopniu determinują efektywność i dynamikę rozwoju całej gospodarki. Stanowią przy tym duży odsetek pośród podmiotów, w których projekty teleinformatyczne kończą się niepowodzeniem. Zważywszy na odmienne w stosunku do sektora prywatnego uwarunkowania ekonomiczno–prawne oraz istotę funkcjonowania organizacji publicznych zasadne jest usankcjonowanie w nich własnego podejścia do zarządzania projektami, dostosowanego do ich potrzeb i możliwości.
    Rapid technological progress and the related pervasive computerization have been observed in recent years. Thus, the Information Technology (IT) sector has become the key area of the development of numerous organizations. IT projects are burdened with the highest risk of failure and their effective completion requires a proper management method. This study refers to public sector entities determining the effectiveness and dynamics of economic development. Moreover, public institutions constitute a large percentage amongst entities where IT projects fail. Given the different economic and legal conditions for the private sector and the conditions of public organizations, it is reasonable to sanction their own approach to project management, suited to their needs and preferences.

    Purpose: In recent years more and more agile methods of software production have been used in information projects (IT projects). Apart from some common features with other measures, IT projects have their own specificity which should be considered prior to the choice of the Traditional Project Management (TPM) or Agile Project Management (APM) for management of a particular project. Owing to the specificity of the implemented projects the approach presented in agile methods is more and more frequently chosen and preferred both by the solutions providers and the clients. Furthermore, the use of one of the traditional or agile methods should be preceded by analysis of various types of conditions of the sector in which the public administration entity is functioning. Legal conditions, organizational and decision-making culture, project financing methods and maturity of teams and the whole organisation in the project management area, affect not only the choice of methods but also the final success of the project. The multicriterial analysis of limitations in information projects implementation in the public sector allowed identification of the most important recommendations within necessary changes. The article points out that agile methods will not entirely replace the traditional management of IT projects in the public sector, with the most effective approach being their harmonious coexistence. Design/methodology/approach: The recommendation to use the TPM and APM approaches in Polish public administration entities was preceded by analysis of the most important legal acts for this purpose and comparison of the position of our country (or cluster to which Poland is qualified) in the acknowledged European study from the cycle of eGovernment Benchmark dating back to the years 2004-2018. Recommendations for implementation of IT projects in the public sector were supported by analysis of CHAOS reports dating back to 2012-2018 and 11th, 12th and 13th Annual State of Agile Reports respectively from 2016, 2017 and 2018. The article does not treat separately each of the best known methodologies and methodologies of confirmed effectiveness, but considers the shared philosophy of traditional or agile approach. Findings: The development of e-government proceeds due to the implementation – from the private sector – of the form of management through the development of projects. Analysis of the position of the Polish e-government in the eGovernment Benchmark points to a high backwardness of the public sector in Poland as compared to other countries. The backwardness may be made up for through implementation of effective methods of IT project management. However, the choice of an agile method should be preceded by an analysis of specific achievable benefits and conditions which have to be fulfilled as they are necessary to achieve such benefits. The public sector conditions connected with the Public Procurement Law and informal limitations resulting, among other, from organisational and decisive culture will not allow, as for now, to fully use agile methods. Originality/value: The public sector in Poland is the largest but at the same time the most difficult customer of services and products from the ICT sector in Poland. For a large purchaser of the ICT sector solutions the choice of the most effective project management method becomes a significant determinant of the project’s success. In practice, there is no organization or project in which a methodology in its pure form could be used. Therefore, a given methodological approach has to be adjusted to the conditions of the sector in which the organisation is functioning and to a specific project.

    Opis:
    This paper presents theoretical, technical and practical aspects of using electronic administration (e-administration). Differences between e-government, e-administration, e-governance and The Learning City are explained. Several selected and existing technical solutions are presented and analyzed. The paper contains a brief description of activities concerning the problem of Cloud Computing (CC) in Administration in Poland, especially in the perspective of Infrastructure as a Service (IaaS), Platform as a Service (PaaS), Software as a Service (SaaS). Significant aspects of CC have been discussed, e.g.: the “Computerization of Local Government Bodies using cloud computing” project. It is assumed that CC may be useful to reduce the cost of developing and maintaining IT systems. This paper describes how closely e-administration is related to the proper functioning of modern governments. E-administration mechanisms, the structure and functions of selected systems are described. This study brings its contribution to the understanding of the methods of e-administration.
    W artykule przedstawiono teoretyczne, techniczne i praktyczne aspekty wykorzystania elektronicznej administracji (e-administracja). Wyjaśniono w nim różnice między e-administration, e-government i e-governance oraz The Learning City. Przedstawiono i przeanalizowano kilka wybranych i istniejących rozwiązań. Artykuł zawiera krótki opis działań dotyczących implementacji Cloud Computing (CC) w polskiej administracji, dokładniej w perspektywie infrastruktury jako usługi (IaaS), platformy jako usługi (PaaS), oprogramowania jako usługi (SaaS). Przedstawiono rzeczywisty przykład stosowania Cloud Computing – projekt pn. „Informatyzacja jednostek samorządu terytorialnego z wykorzystaniem Cloud Computing”. Zakłada się, że Cloud Computing może być przydatny w obniżaniu kosztów rozwoju i utrzymania systemów informatycznych w administracji. W artykule opisano ścisły związek e-administracji z właściwym funkcjonowaniem współczesnych rządów. Opisano też mechanizmy, architekturę i funkcję e-administracji. Niniejsza praca pozwala na zrozumienie metod stosowanych w e-administracji.

    Wzrost znaczenia zwinnych metod staje się światowym trendem w zarządzaniu projektami IT. Ze względu na specyfikę wdrażanych projektów, podejście prezentowane w tych metodach jest coraz częściej wybierane i preferowane zarówno przez klientów, jak i przez dostawców rozwiązań. Obserwacja rynku nie pozostawia wątpliwości, że zwinne metodyki zarządzania projektami napotykają na szereg trudności, ograniczeń i barier. Mają one wpływ zarówno na wybór metodyki, jak również na ostateczny sukces projektu. Dotyczy to w szczególności rozwiązań realizowanych w sektorze publicznym. Artykuł jest próbą charakteryzacji i usystematyzowania przyczyn tych ograniczeń i pokazuje szczególnie istotne bariery z perspektywy prawnej i organizacyjnej. Badania własne, analiza źródeł wtórnych, a także wielu projektów wdrożeń w branży pozwoliły na identyfikację kluczowych rekomendacji w zakresie koniecznych zmian.
    The agile methods are becoming increasingly popular in IT project management worldwide. The character of the implemented projects makes this approach more and more favored among both clients and solution providers. An examination of the market reveals that agile project management faces different problems, limitations and barriers that influence the choice of given methodology and condition the successful delivery of projects, especially in the public sector. The article attempts to characterize and systematize the reasons for such limitations and to indicate major obstacles to the implementation from legal and organizational perspective. The own research, analysis of secondary sources, as well as numerous implementation projects in the field allowed for the formulation of key recommendations for necessary changes.

    Opis:
    The article is devoted to features of opportunistic government behavior and the use of the controlling approach to reduce it. The purpose of the article is to identify the influence of opportunistic behavior of the government bureaucracy on the economic development of the countries of Central and Eastern Europe, and to justify how the use of controlling approaches in public management can prevent it. Three hypotheses are discussed in the paper. Hypothesis 1: The low efficiency of government bureaucracy adversely affects economic growth. Hypothesis 2: The low efficiency of the government bureaucracy is caused by manifestations of opportunistic behavior. Hypothesis 3. The use of controlling approaches in public management helps to reduce the risks of opportunistic behavior of the government bureaucracy and increases the efficiency of its activities. The methodology consists of hypothetico-deductive reasoning and a comparative assessment of the effectiveness of government bureaucracy. The article contributes to the theory of controlling public funds. The results of the study are the basis for further research on the development of controlling in the public sector.
    Celem artykułu jest określenie wpływu oportunistycznych zachowań biurokracji rządowej na rozwój gospodarczy krajów Europy Środkowej i Wschodniej oraz uzasadnienie, w jaki sposób stosowanie podejść z zakresu controllingu w zarządzaniu publicznym może temu zapobiec. W artykule sformułowano trzy hipotezy. Hipoteza 1: Niska efektywność biurokracji rządowej wpływa niekorzystnie na wzrost gospodarczy. Hipoteza 2: Niska skuteczność rządowej biurokracji jest spowodowana przejawami oportunistycznych zachowań. Hipoteza 3. Wykorzystanie podejść z zakresu controllingu w zarządzaniu publicznym pomaga zmniejszyć ryzyko oportunistycznych zachowań biurokracji rządowej i zwiększa skuteczność jej działań. W artykule dokonano analizy zjawiska i porównawczej oceny skuteczności biurokracji rządowej. Artykuł przyczynia się do rozwoju teorii kontroli funduszy publicznych. Może on stanowić podstawę do dalszych badań nad rozwojem controllingu w sektorze publicznym.
