This article touches upon the problem of organizing security space under the conditions of armed aggression of the Russian Federation against Ukraine in 2022. According to the understanding of the “security” concept, it is determined that the security space should put a state and its vital interests under protection from any internal and external threats. It is emphasized that in conditions of armed aggression, the central components of the security space should be international (global) security and national security. The main areas of international (global) security should include the development and control of weapons, the fight against international terrorism, the development by the international community of effective mechanisms for countering modern global security challenges (proliferation of mass destruction weapons, namely nuclear weapons). Inclusion of military, state, information and cyber security is proposed as the main areas of national security.

Opis:
Bidirectional space communication is a fundamental prerequisite for maintaining contact with objects performing missions in space, whether manned and unmanned. Until recently, it relied solely on the propagation of electromagnetic waves (the radio) using frequency bands dedicated for objects outside the Earth's atmosphere. However, modern space technologies are subject to ongoing development as they are being fitted with advanced communication systems. Given the constant enhancement of our technological capabilities, the traditional radio-based communication shows a glaring inadequacy and contributes to the widening of a gap between this and the high technology of on-board devices installed on modern space crafts. The technology that complies with the up-to-date requirements of space communication is optical space communication. It is expected to provide for high-speed data transfer and increase the band-width several times, while ensuring immunity to common cyber threats, including jamming, spoofing and meaconing. The deployment of laser - based optical communication will not only contribute to increasing the air and space operation safety levels, but also enable deep space exploration. To this end, NASA’s Laser Communications Relay Demonstration Project (LCRD) is currently undergoing development and testing. This chapter undertakes to characterize the emerging technology with respect to its operating principles, the future scope of applications and involvement in currently conducted experiments. The results from the analysis are presented in the form of scenarios outlining possible applications of laser communication.

Shaping a safe space is an extremely complex and multi-faceted process. To large extent, it is based on the cooperation with various entities of the local community, participating in mutual interdependencies within local economies and above all, in the local socio-economic development. In modern realities, activity geared toward making changes in physical space and initiating programs to promote mobilization of society to improve safety takes on particular importance. Crime prevention strategies through shaping space are presented from the perspective of typical bodies which are to ensure safety and the local government as the main entity coordinating these processes in the local section. The article assumes the thesis that spatial conditions determine safety. The objective of this article is to show the importance of a safe space in the local context.

Objectives:The study was to analyze the concept of Responsive Space Systems alternative launch and set of the nanomicro satellites into Low Earth Orbit. The analysis focused on aircraft-rocket space systems, where platform for launching a rocket with a satellite is an aircraft.The aircraft in the role of the platform provides opportunities, system thus the operator doesn't need bases or space ports in European conditions. Methods: Analysis of the research area, focused on the review, critical analysis, evaluation of the available literature, resources. The work was supplemented with the results and recommendation of the research project recently carried out at the MUT. Results:Systems were presented in view of the war in Ukraine. Existing operational and currently designed systems were reviewed. Article evaluated the aerial-rocket systems for launching objects into the LEO in the context of the system's operational costs and capabilities, potential market and further military and civilian applications also the needs of the Polish Armed Forces. Combat aircraft and rocket kits based on decommissioned from PAF fighters were proposed and valuated. Conclusions:Implementation of system gives autonomy from countries or companies offering space services, possibility of mastering new capabilities of placing satellite systems for security&defense purposes. For the PAF, aircraft-rocket kits based on phased-out supersonic combat aircraft may be the start of the development and constructionof the national Responsive Space System. The country's scientific-industrial base has competence to design&build such a system. Polish Space Agency can act as an integrator of the system just as NASA did in the 1960s.

Bezpieczeństwo w najogólniejszym znaczeniu obejmuje zaspokojenie takich potrzeb, jak: istnienie, przetrwanie, całość, tożsamość, niezależność, spokój, posiadanie i pewność rozwoju. W XX wieku dla zaspokojenia tych potrzeb ludzkość oderwała się od Ziemi, wyruszając w kosmos. Z czasem orbita okołoziemska zaroiła się od satelitów (telekomunikacyjnych, nawigacyjnych, obserwacyjnych, meteorologicznych, szpiegowskich), które wpływają na nasze codzienne funkcjonowanie, ale również kosmicznych śmieci, które stanowią wyzwanie dla dalszej ekspansji. Na postrzeganie kosmosu w czasach zimnej wojny wpływała rywalizacja militarna światowych mocarstw (Układ o zasadach działalności państw w zakresie badań i użytkowania przestrzeni kosmicznej łącznie z Księżycem i innymi ciałami niebieskimi z 1967 roku zakłada wykorzystywanie ciał niebieskich wyłącznie do celów pokojowych). Współcześnie działalność związana z kosmosem to również źródło generujących rozwój technologiczny innowacji, czemu ma służyć np. powołana w 2014 r. Polska Agencja Kosmiczna.
Security means to meet such needs as: the existence, survival, wholeness, identity, independence, peace, possession and confidence in development. In the twentieth century, mankind to satisfy its needs, went into the outer space. Currently, Earth orbit is full of satellites (communications, navigation, surveillance, meteorological, spy) which affect our daily lives, but also space garbage, which are a challenge for further expansion. Military competition during the Cold War led to the recognition that the space will be used only for peaceful purposes (Treaty on Principles Governing the Activities of States in the Exploration and Use of Outer Space, including the Moon and Other Celestial Bodies, 1967). Nowadays activities in space is also a source of innovations generating technological development. This is one of the tasks of Polish Space Agency, created in 2014.

W artykule dokonano analizy porównawczej dwóch współczesnych strategii kosmicznych opublikowanych przez Wielką Brytanię i Francję. W odniesieniu do pierwszej z nich określono wizję oraz cele strategiczne. W następnej kolejności opisano realizację określonych celów za pomocą czterech filarów. Opisano 4 fazy wdrażania strategii, z horyzontem czasowym po 2030 roku. W odniesieniu do francuskiego odpowiednika strategicznego określono wagę przestrzeni kosmicznej we współczesnych działaniach militarnych, jak również wskazano na ramy prawne militarnych i niemilitarnych działań w Kosmosie. Kolejna część publikacji traktuje o kierunki rozwoju oraz nabywane w przyszłości zdolności kosmiczne. Za istotne uznano zwiększenie autonomii strategicznej, której czynnikami są: prawo, aspekty techniczne oraz współpraca międzynarodowa. Opisano mapę drogową, określając francuskie ambicje w rozwoju tego obszaru operacyjnego. W ostatniej części od- niesiono się do kwestii strukturalnych związanych z nabywaniem zdolności kosmicznych. Dokonano porównania najważniejszych elementów strukturalnych obydwóch strategii: wizje i cele strategiczne, sposoby osiągania celów strategicznych, aspekty międzynarodowego prawa kosmicznego, etapy realizacji zadań określonych w strategiach, analizę i identyfikację zagrożeń oraz ambicje dotyczące osiągnięcia statutu supermocarstwa kosmicznego. Wskazano różnice oraz części wspólne poruszanych elementów strukturalnych dokumentów.
The paper presents a comparative analysis of two contemporary space strategies published by the United Kingdom and France. In respect to the first one, the vision and strategic objectives have been defined. This is followed by a description of the achievement of defined objectives through four pillars. Four phases of strategy implementation were outlined, with a time horizon after 2030. With reference to the French strategic counterpart, the importance of space in modern military activities was defined, as well as the legal framework for military and non-military activities in space was in- dicated. The next part is devoted to the development directions and future acquisition of space capabilities. An increase in strategic autonomy, the factors of which include law, technical aspects and international cooperation, was considered important. A roadmap was described, defining French ambitions in the development of this operational area. The final section addresses structural issues related to the acquisition of space capabilities. A comparison was made between the most important structural elements of two strategies: visions and strategic objectives, ways to achieve the stra- tegic objectives, aspects of international space law, stages to achieve the ta- sks defined in the strategies, analysis and identification of threats, and ambitions to achieve space superpower status. The differences and common parts of the addressed structural elements of documents were indicated.

Autor podejmuje próbę analizy wydarzeń związanych z konfliktem na Ukrainie, które wiążą się z aktywnością w przestrzeni kosmicznej. Bierze pod uwagę trzy najczęściej nagłaśnianie aspekty tego konfliktu w postaci obserwacji satelitarnej, nawigacji satelitarnej i związanej z nią bronią radioelektroniczną, a także rosyjską odpowiedzią na sankcje międzynarodowe, w postaci zerwania współpracy w kosmosie. W przypadku wszystkich trzech aspektów zostaje przeanalizowane ich znaczenie polityczne i strategiczne. Autor zastrzega jednak, iż pełniejsza, bardziej wnikliwa analiza będzie możliwa dopiero po zakończeniu toczącego się konfliktu.
The author makes an attempts to analyze the events related to the conflict in Ukraine, which are related to the activity in outer space. He takes into account the three most common publicizing aspects of this conflict in the form of satellite observation, satellite navigation (GNSS) connected with the radio-electronic warfare, as well as the Russian response to international sanctions, in the form of breaking cooperation in outer space. In case of all three aspects has been made the analysis their political and strategic significance. The author, however, reserve that a more complete, in-depth analysis will be possible only after the end of the ongoing conflict.

The article aims at presenting the essence of the concept of 'cyberspace' Particular attention was put here on the very complicated, scientific and legal lineage related to IT technology, IT systems, etc. The article depicts the examples of the biggest cyber attacks observed in the last decade as well as their relation with other areas of critical infrastructure. There is also a reference to issues concerning the structure of units dealing with the phenomenon, as well as countries which are at the possession of special units to perform tasks within cyberspace. All in all, however, the presented information should be taken as an outline of the tackled problems, an outline organizing the knowledge concerning the multifaceted and interdisciplinary concept of cyberspace.

Article seeks to illustrate the reader about the dangers flowing from cyberspace. The article begins with a description of actual events in the country and against financial institutions around the world. Followed by an explanation of the idea and a brief history of the organization of training goes into descriptions of subsequent editing. Described are international maneuvers such as "Baltic Cyber Shield", "Cyber Coalition", "Locked Shield". There will be Polish accent, is mentioned about winning Polish team for "Locked Shield 2014" and you will find information about Polish test: "Cyber-Exe".
W artykule omówiono podstawowe zagadnienia dotyczące zagrożeń płynących z cyberprzestrzeni. Opisano rzeczywiste incydenty zaistniałe w Polsce oraz ataki na instytucje finansowe na całym świecie. Następnie zaprezentowano ideę wykonywania ćwiczeń z zakresu ochrony cyberprzestrzeni i zaprezentowano historię organizacji ćwiczeń. Opisano kolejne ich edycje, jak m.in. międzynarodowe manewry Baltic Cyber Shield, Cyber Coalition, Locked Shield. Przedstawiono także polski wkład w tym zakresie: wygrana Polskiej ekipy na „Locked Shield 2014” oraz propozycja polskiego testu „Cyber-Exe”.

Terroryzm zaliczany jest do grupy największych wyzwań o charakterze globalnym. Zagrożenie terrorystyczne znacząco wpływa na funkcjonowanie aparatu państwowego i regula-cje prawne, a także powoduje istotne zmiany w sposobach funkcjonowania i kształtowania miast, zwłaszcza tych największych, które w głównej mierze stają się obiektem ataków. Niniej-szy artykuł ma na celu ukazanie związków istniejących pomiędzy współczesną falą międzyna-rodowego terroryzmu a miejską przestrzenią publiczną. Artykuł przedstawia najważniejsze kwestie związane z charakterystyką współczesnego terroryzmu, jego cele oraz strategie działa-nia. Omówiono również pojęcie terroryzmu z uwzględnieniem jego klasyfikacji. Ukazano wpływ, jaki terroryzm wywiera na kształtowanie współczesnego środowiska zurbanizowanego, jak i całej przestrzeni publicznej. Rozważania oparte są na przykładzie polskiej przestrzeni pu-blicznej oraz możliwości jej dostosowania do realnych zagrożeń terrorystycznych, w świetle obecnie panującej sytuacji na arenie europejskiej.
Terrorism is classified as one of the biggest global challenges. Terrorism threat significantly affects the state apparatus and the legal regulations. Moreover, it causes substantial changes in functioning and forming urban space. These kind of changes are especially ob-served in the largest cities, which are mostly exposed to terrorism attacks. This article is aimed at presenting connection between modern wave of international terrorism and urban public space. The paper presents the most important issues of modern terrorism characteristic, objects and strategies. Also, different concepts of terrorism including its classification have been discussed. The article shows terrorism influence not only on forming of the modern ur-ban environment but also on the whole public space. The considerations are based on polish public space and its capacity, to take all reasonable steps to fight against real terrorist dangers, in face of the present situation in Europe.

SDA (Space Domain Awareness) and SSA (Space Situational Awareness – SSA) have been defined as comprehensive knowledge of space objects and the ability to track, understand, and predict their future location. The purpose of the article is to present SSA initiatives to protect space systems, which are now recognized as fundamental assets of the sustainable development of each country. The destruction of even a part of the space infrastructure can have severe consequences for the security of citizens and economic activity. These systems assume the combination of all data obtained by various entities operating in space and Earth to create a common database. The SSA system was created based on the US military programme SDA (Space Domain Awareness); SSA and SDA are almost similar, but SDA is a new term replacing SSA, which existed previously. SDA is a better and improved SSA. Increasingly, the SSA programme is part of national and EU space strategies, but it is not yet possible to include it in international space law.

Objectives: The deliberation issues of this article are focusing on the satellite constellations as the governmental and military technological requirements responding to the current space communication trends. Methods: For the purposes of this research, the following theoretical research methods were applied: analysis, synthesis, abstraction, generalisation and inference. Results: Paper reveals a brief description of the satcom evolution, as well as, the market analysis of current and emerging trends which clearly indicate that the small satellites and their constellations are presumed to remain the largest and the fastest growing segment both for the structured institutions of European Members in the governmental and military area. This institution performs the solution for innovative R&D projects and in more independent perspective acts with the business domain or administrative diplomatic efforts to create the balanced synergy in undertaken projects for worldwide security factor. A short, non-technical description of a set of general requirements of civ-mil users for the satcom is also presented in this paper. Conclusions: The research results presented in the analysed studies are useful for providing the worldwide standards of security and order in spite of developing technologies and competitiveness in faster data processing of outer space technology requirements. There shall be taken into consideration the solution of bilateral cooperation of EU institutions and non- structured EU entities under the common agenda of European investment in the space technologies and science as the resilient structure to strengthen European Continent as the global actor and expert in the government and military requirements of the current satcom trends.
