The reality of the end of the 20th century and the beginning of the 21st century, which on the one hand has eradicated the notion of violence from the ideational sphere, the sphere of constructing social-political entities, on the other hand, by eradicating violence as a tool of building new social orders, has kept and appropriated its modus, or the ways of organizing of the world, its time and space, associated with the conditions of violence. In the modern and postmodern world, violence turns out to be, not seldom, the basis of sanctioning and reinforcing the mechanisms of power. Symbolic violence – as Bourdieu wanted – the tool of influence by the dominant classes, or the violence resulting from communicative oppression – legitimization of common agreement, consensus, which, transformed into an idea – the basis of the construction of the modern world, are becoming a form of oppression, a form of imposing the only one, worked out as (seemingly) common, vision of this what is and can be a question of a conflict. The sources of such understood visions should be looked for, according to Jean-Luck Nancy, in a particular desire of man, desire, which, when started to be embodied, acquired total forms, and, finally, totalitarian ones: in the desire of transformation of the society into a “masterpiece”. The thing, which was supposed to be cemented by the realized desire (society as a masterpiece), was community, communion [communio], and, finally (as the embodiment of the postulated unity in its total form) communism.

Russia’s aggression against Ukraine has led to an increased interest in knowledge about warfare. The public debate about this war has become a test for the expertise skills of numerous scholars and government analysts. Within a few months, a new epistemic community emerged, which began to create a security discourse around the problems of the Russian-Ukrainian war. The article tries to explain the key terms used in this discourse and to indicate what classical texts in the field of international relations say about the causes and course of the Russian-Ukrainian war. In order to compare theory with practice, the author analysed several hundred expert publications on the war and conducted a total of several dozen interviews and surveys in 2022 in the Polish expert community. This text is therefore based on both a theoretical analysis and an insight into the reasoning of the epistemic community of experts educated in the field of security studies.

Opis:
Over the past few years, interest and research in wireless power transfer (WPT) have been rapidly incrementing, and as an effect, this is a remarkable technology in many electronic devices, electric vehicles and medical devices. However, most of the applications have been limited to very close distances because of efficiency concerns. Even though the inductive power transfer technique is becoming relatively mature, it has not shown near-field results more than a few metres away transmission. This review is focused on two fundamental aspects: the power efficiency and the transmission distance in WPT systems. Introducing the principles and the boundaries, scientific articles will be reviewed and discussed in terms of their methods and respective challenges. This paper also shows more important results in efficiency and distance obtained, clearly explaining the theory behind and obstacles to overcome. Furthermore, an overlook in other aspects and the latest research studies for this technology will be given. Moreover, new issues have been raised including safety and security.

Celem artykułu jest przedstawienie w ujęciu politologiczno-socjologicznym problemu alternatywnego podejścia do bezpieczeństwa, które ma powiązania z soft power w kontekście zapewnienia bezpieczeństwa każdemu człowiekowi. Autorzy proponują rozpatrywanie alternatyw bezpieczeństwa w drugiej dekadzie XXI wieku jako połączenia soft power i hard power – czyli smart power – w dziedzinie relacji społecznych i politycznych. Prowadzenie polityki w duchu soft power zdaje się szczególnie zasadne i istotne w obliczu współczesnego kryzysu imigracyjnego i uchodźczego. Nowoczesne państwa, zwłaszcza europejskie oraz Stany Zjednoczone, to podmioty bezpieczeństwa, które zarówno bronią, jak i szukają bezpieczeństwa za pomocą soft power przy ewentualnym wsparciu – w razie konieczności – hard power. Autorzy omawiają to zjawisko na przykładzie USA. Artykuł w istotny dla nauk o bezpieczeństwie sposób przedstawia relacje pomiędzy wiedzą a władzą, ponieważ to one określają współczesne społeczeństwa. Podejście do bezpieczeństwa w duchu soft power wyrasta na ważny element kształtujący kulturę bezpieczeństwa.
The purpose of the article is to describe, from the perspective of political science and sociology, an alternative approach to security connected with soft power in the context of the endeavour to ensure security to every human being. The authors propose to consider security-related alternatives of the second half of the 21st century as a combination of soft power and hard power – that is, smart power – applied in the area of social and political relations. Conducting politics in the spirit of soft power seems particularly justified and substantial in the face of the contemporary immigration and refugee crisis. Modern states, especially European states and the US, are security subjects that both defend security and seek it using soft power with potential support – when necessary – on the part of hard power. The authors discuss this phenomenon on the example of the US. The article shows, in a manner substantive for security sciences, the relations between knowledge and power, because it is them that determine contemporary societies. An approach to security in the spirit of soft power is becoming a significant factor shaping security culture.

Artykuł stanowi próbę zdefiniowania pojęcia bezpieczeństwa dyplomacji i jest przyczynkiem do dalszej dyskusji nad zagadnieniem, w szczególności w kontekście zwiększającej się dynamiki w relacjach międzynarodowych oraz rozszerzającej się przestrzeni konfrontacji między podmiotami bezpieczeństwa. Praca prezentuje zagadnienie w odniesieniu do roli dyplomacji i siły w stosunkach międzynarodowych w kontekście realizacji interesów narodowych. Poruszana jest również kwestia bezpośrednich ataków na personel dyplomatyczny oraz na przedstawicielstwa dyplomatyczno-konsularne jako jeden z efektów rywalizacji pomiędzy państwowymi podmiotami bezpieczeństwa.
The paper examines the diplomatic security phenomena throughout an epistemological and ontological view. In the article the Author tries to put a diplomatic security in broader terms related to diplomacy and security, as well as depicts and defines its role, scope and assumptions. The issue is much more important due to rising dynamics of international relations well as still expanding “space confrontation” between states. It is also crucial because sometimes the effects of this confrontation are direct attacks on diplomats or diplomatic and consular missions. The paper depicts an introduction to diplomatic security issues. The sketch of the theory of diplomacy and security is also given.

Wspólnota, jej postrzeganie i rozumienie stanowi jeden z elementów czy też jedną z płaszczyzn kształtowanie się społeczeństwa. Podstawą konstytucji samej wspólnoty jest założenie u jej fundamentów szeroko pojętego bezpieczeństwa. Granice bezpieczeństwa, jego zakres i znaczeniową treść określają granice wspólnoty. Michael Foucault będzie traktował urządzanie bezpieczeństwa jako element struktury władzy i mechanizmów jej działania, podkreślając oddzielanie się tak pojętego bezpieczeństwa od mechanizmów dyscyplinarnych. Przekształcenia w tym obszarze to swoista znaczeniowa rewolucja, której konsekwencją staje się zmiana rozumienia wspólnoty jako takiej.
Community, its perception and understanding constitutes one of the elements, or one of the aspects, of society formation. The foundation of the constitution of community as such is the process of establishing broadly understood security at its base. The limits of security, its scope and semantic content determine the boundaries of the community. Michael Foucault will treat the process of establishing security as an element of the structure of power and the mechanisms of its functioning, emphasizing the process of separation of such understood security from disciplinary mechanisms. Transformations in this sphere are a kind of semantic revolution the consequence of which is a change of understanding community as such.

The achieved status of coexistence has not been accepted by all states. Russia cannot accept the fact that it has sustained substantial losses, especially in the global dimension, after the collapse of the USSR. Vladimir Putin’s team has been striving to rebuild the power of their country. Russian society, which is accustomed to sacrifices for its homeland, is actively involved in the activities undertaken. Much effort is put into the development of the armaments sector. The structures, command and mobilization condition of the Armed Forces are improved. The Russian Armed Forces is modernized and the percentage of modern equipment is constantly increasing. The Armed Forces of the RF are preparing for any possible armed conflict. Various types of exercise are being performed and frequently maneuvers are carried out in close proximity to the borders of NATO member states. However, it must be hoped that Russia’s leadership remains in the sphere of ‘dreams of power’, though the analysis of question marks emerging in the East should be a kind of basis for conclusions.

This paper describes the role and the place of the woman in African society, with particular focus on the issues of leadership, peace and security. Although women in Africa are more numerous than men, their position is not an enviable one. Thus this work will attempt to describe the causes which prevent the female kind from coming to the fore and being truly equal to men. In order to achieve that aim, one should consider the place of the woman, not only in the traditional society but also in what one sees as the contemporary realities of Africa. The author demonstrates that in most African countries, women had long been excluded from enjoying political rights, and that they have gained such entitlement only recently. Among the reasons which would account for this absence of women in the realm of leadership, one should draw attention to the patriarchal model of authority one acquires as a child and the burden of ancestral tradition which hinges upon the primacy of the male. There are also the additional burdens imposed over time by religions, which had always relegated the woman to the background. The woman has always been associated with the weaker sex, while being the one who gave life. The scope of this paper is limited to the presence of women in the public sphere, that is to say to their leadership in the affairs of peace and security, where women have or may have a certain influence. Certain difficulties encountered by African women with respect to leadership are also experienced by women in other parts of the world. With a few exceptions, all societies have been and continue to be governed by the same principles of exclusion. In Africa, just as everywhere else, there is no need for profound studies to conclude that feminist literature is not particularly abundant. This paper represents an exploration of a subject of no minor importance, namely the leadership of women in preventing and management of conflicts in Africa. Nevertheless, it is limited to a general view and does not analyse specific cases in each of the African countries.

For the third time in the history of modern statecraft, Russia is attempting to climb its cycle of power relative to that of its rivals in the central international system. Under Vladimir Putin, Russia is seeking a larger foreign policy role. It has used force in Abkhazia, Georgia, Crimea, and Eastern Ukraine. Like the other authoritarian Great Power, China, Russia is trying to create a sphere of influence around itself. Yet the European Union is able to deter an expansionist Russia. But to better safeguard security, the EU needs to enhance its defense capability, to make its capability more interoperable with that of the United States, and to coordinate its defense effort across EU members. In strategic terms, NATO is fully able to obtain Russia’s respect and to supply an adequate deterrent to potential aggression.

This article aims to analyse prevalent narratives on China’s rise among American academia. The attribution of a scholar to a given narrative depends on how their ideas and arguments resonate with three pivotal questions: 1) what is the current balance of power between the US and China?; 2) which variables and determinants have the greatest impact on the trajectory of Sino-American relations?; 3) what are the prospects of China’s rise?. The author identifies three core narratives: 1) pessimistic which acknowledges deteriorating position of the West and anticipation of a conflictual character of future relations between China and the US; 2) a balanced view that recognizes a relative decline of the US, but also assumes that China’s re-emergence has apparent limitations. Potential hegemonic war is both probable and avoidable either through deeper engagement or different forms of balancing; 3) an optimistic narrative which stresses internal and external barriers to China’s development that preclude its potential rise to global leadership or the preponderance of American power which is likely to endure in coming decades. The Author adopts constructivist approach and employs methods of critical discourse analysis and categorization.
Niniejszy artykuł ma na celu analizę dominujących wśród amerykańskich kręgów naukowych narracji dotyczących wzrostu potęgi Chin. Przyporządkowania określonego badacza do danej narracji uzależnione jest od sposobu, w jaki prezentowane przez niego idee i argumenty odpowiadają na trzy kluczowe pytania: 1) Jaka jest obecna równowaga sił pomiędzy Stanami Zjednoczonymi i Chinami?; 2) Które czynniki i determinanty najsilniej oddziałują na kierunek rozwoju relacji Chiny-USA?; 3) Jakie są perspektywy wzrostu potęgi Chin? Autor identyfikuje trzy podstawowe narracje: 1) pesymistyczna, uznająca osłabienie pozycji Zachodu i przewidująca konfliktowy charakter przyszłych relacji chińsko-amerykańskich; 2) zrównoważona, która dostrzega relatywne osłabienie Stanów Zjednoczonych, ale zarazem uznaje, że wzrost potęgi Chin ma wyraźne ograniczenia. W tym ujęciu konflikt hegemoniczny jest prawdopodobny, ale można go uniknąć poprzez głębsze zaangażowanie lub różne formy równoważenia; 3) optymistyczna narracja podkreślająca wewnętrzne i zewnętrzne bariery dla dalszego rozwoju Chin, które uniemożliwiają im osiągnięcie światowego przywództwa, lub też trwałość amerykańskiej dominacji w nadchodzących dekadach. Autor przyjmuje podejście konstruktywistyczne i opiera się na metodach krytycznej analizy i kategoryzacji dyskursu.

Artykuł dotyczy globalnych stosunków sił w latach 1992-2016. Został oparty na raportach potęgo metrycznych publikowanych od kilku lat w Polsce. Na wstępie autor wyjaśnia pojęcie i istotę międzynarodowego układu sił, odróżniając go od systemu międzynarodowego i polityczno-terytorialnego status quo. Następnie przedstawiana jest potęgo metryczna analiza międzynarodowego układu sił po „zimnej wojnie”. Analizowane są stosunki sił pomiędzy państwami w zakresie potęgi ogólnej, wojskowej i geopolitycznej. Na przykładzie różnych wskaźników pomiarowych przedstawiane są stosunki sił we współczesnym świecie. Na ich podstawie sygnalizowane są zasadnicze tendencje w stosunkach międzynarodowych. Autor podkreśla przydatność metod empirycznych w badaniach międzynarodowego układu sił. Wskazuje na ich znaczenie w polityce i strategii bezpieczeństwa narodowego.
The article concerns global relations of forces in the years 1992-2016. It was based on the power metrics reports published for several years in Poland. At the outset, the author explains the concept and essence of the international alignment of forces, distinguishing it from the international system and political status quo. Then, there is presented an empirical analysis of the international alignment of forces after the „cold war”. There are analyzed the relations of forces between states in the field of general, military and geopolitical power. The relations of forces in the contemporary world are presented on the example of various measurement indicators. On their basis, there are signaled the basic tendencies in international relations. The author emphasizes the usefulness of empirical methods in the study of the international alignment of forces. He points out their importance in national security policy and strategy.

Recently, the ongoing dynamic transformation of the international order has activatedsignificant changes in the roles, functions and tasks of the military. In the erstwhile,Cold War order, the significance and utility of the armed forces were indisputable, obvious and intelligible. Jeopardies and their structures would be recognised at the timesufficient for undertaking any rational actions against them. The character of these jeopardiesranging from ideological to economic influencing vital state interests wouldcause few dilemmas as regards the exercise of the armed forces. The rationale behind thearmed forces was therefore clear and workable. In the new international environment it is far more difficult to recognise which interestsought to be safeguarded by the state, and delineating state activity theatres borderson infeasibility. Another year of the so-called war on terrorism is coming to its close. Anattempt both to provide an answer to the question of the effectiveness of the military’soperational methods utilized during humanitarian missions and to demarcate the responsibilitiesof the contemporary warfare would be untimely.
Źródłem istotnej zmiany ról, funkcji, zadań sił zbrojnych pozostaje w ostatnim czasiedokonująca się dynamicznie zmiana ładu międzynarodowego. W ładzie minionym,w czasach zimnej wojny, znaczenie oraz użyteczność sił zbrojnych nie podlegały dyskusji,były oczywiste i zrozumiale. Zagrożenia i ich struktura były znane w wystarczającymdla racjonalnego przewidywania i planowania czasie. W związku z charakteremzagrożeń dla interesów życiowych całego państwa – od ideologicznych po gospodarcze– nie występowały dylematy dotyczące użycia sił zbrojnych. Jasne i osiągalne były celestawiane przed siłami zbrojnymi. W nowym środowisku międzynarodowym w istocienie wiadomo, jakie interesy powinny być chronione przy państwo; prawie niemożliwestaje się określenie teatrów działań państwa. Dobiega końca kolejny rok tzw. wojnyz terroryzmem. Przedwczesna byłaby próba udzielenia odpowiedzi na postawione pytanie,jak mają wyglądać skuteczne metody działania sił zbrojnych w czasie misji humanitarnych.Podobnie jak trudno opisać wymogi współczesnej walki zbrojnej.
