    The high dynamics of the changes in the security environment, deepening globalisation, and the growth of current and new, predominantly asymmetric, threats make permanent new demands on international society and require new more complex approaches towards the issue. One of the most significant tools the international community has for keeping peace and security on an international level, restraining centres of tension, consolidating or stabilising relations in crisis areas, and multilateral reconstruction and restoration of countries after armed conflicts, is represented by peace operations within international crisis management. Peace operations have changed a lot throughout the last fifty years, and today, unlike in the past, they represent highly complex, dynamic, demanding and multidimensional activities. Therefore, the main aim of the authors is to point out the significance of a theoretical and terminological basis for research in the field of peace operations.

    Opis:
    Powszechna samoobrona jest ważnym narzędziem realizacji zadań związanych z ochroną ludności w warunkach zagrożeń militarnych, ale też i różnego rodzaju kataklizmów. W świetle prawa międzynarodowego jest ważnym elementem obrony cywilnej, a jej zakres i charakter regulują wewnętrzne przepisy prawa. Celem artykułu jest zwrócenie uwagi na zakres i charakter prawnych regulacji instytucji powszechnej samoobrony w Polsce. Autor przeanalizował ujęcie powyższej problematyki w ustawach, rozporządzeniach i aktach prawa miejscowego.
    The common self-defense is an important tool for the implementation of tasks related to civil protection in the conditions of military threats, but also for various types of cataclysms. In the light of international law, it is an important element of civil defense, and its scope and character are regulated by internal legal regulations. The aim of the article is to draw attention to the scope and nature of legal regulations of the institutions of the common self-defense in Poland. The author analyzed the inclusion of the above issues in laws, governments ordinances and acts of local law.

    The victory of the communist forces in the civil war in China resulted in the flight of the government, with the defeated leader Chiang Kai-shek and about 2 million followers, to the island of Taiwan. Hoping for a change in the situation, the President of the Republic of China announced temporary move of the capital of China to Taiwan. At the same time Chinese Communist Party, led by Mao Zedong, took control of the entire territory of mainland China, with the capital in Beijing, announcing the establishment of the People’s Republic of China. This article deals with the assessment of the relationship between those two entities, that have coexisted unchanged since 1949. During this period, they followed different political pathways, but they invariably absorbed international opinion and affected the level of international security. Inspiration to take up this topic came from the significant deterioration of the international situation, influenced by the relationship between the People’s Republic of China and the Republic of China.

    Nowadays, international disputes appear in the public space, which results, for example, from the fact that the needs are unlimited and the goods are limited. Due to its specific nature, the international environment requires a compromise between the entities operating in it. A desirable direction in case of conflicts between international entities is to resolve them by peaceful means. In the international environment, one of the largest international organizations - the United Nations - is of great significance, especially in the field of maintaining international order and peace. In turn, according to the provisions of the Charter of the United Nations, it is possible to resolve international disputes by peaceful means, and among the characteristic methods used in this type of proceedings is the mediation method, the effectiveness of which allows, in the long term, to maintain the desired state of peace, strengthening the legal security of the state.
    Współcześnie w przestrzeni publicznej pojawiają się spory międzynarodowe, co wynika choćby z faktu, że potrzeby są nieograniczone z kolei dobra ograniczone. Środowisko międzynarodowe z uwagi na swoją specyfikę wymaga pomiędzy funkcjonującymi w nim podmiotami kompromisu. Pożądanym kierunkiem w przypadku konfliktów między podmiotami międzynarodowymi jest rozwiązywanie ich drogą pokojową. W środowisku międzynarodowym szczególną pozycję zajmuje jedna z największych organizacji międzynarodowych - Organizacja Nardów Zjednoczonych zwłaszcza w zakresie utrzymywania ładu i pokoju międzynarodowego. Z kolei w myśl zapisów Karty Narodów Zjednoczonych istnieje możliwość rozstrzygania sporów międzynarodowych drogą pokojową, przy czym wśród charakterystycznych metod wykorzystywanych w tego rodzaju postępowaniach jest metoda pośrednictwa, której skuteczność pozwala w długoterminowej perspektywie utrzymać pożądany stan pokoju umacniając bezpieczeństwo prawne państwa.

    Opis:
    The international community faces a fragmented and transnational epidemiological threat, the severity and extent of which currently require an unprecedented level of intervention. Over the centuries, mankind has been confronted with a variety of epidemics that have always required a comprehensive action at the international level. According to the UN Security Council, the outbreak of the Ebola virus at the end of 2013 poses a particular threat to international peace and security, as the peace-building and development achievements of the countries most affected by the epidemic are jeopardised and may end in vain or be lost altogether. This in turn undermines the stability of the countries most affected. If the disease is not brought under control, this situation might lead to a new unrest and social tensions, and worsening of the political climate, or stigmatisation and a higher sense of uncertainty in the region. The resolution adopted by the UN Security Council on this matter has a historic dimension, as it has for the first time classified a public health problem as a threat to international peace and security. This happened despite the fact that international mobilisation had been delayed by several months, despite the obvious urgent need for action.
    Społeczność międzynarodowa stoi w obliczu rozproszonego i ponadnarodowego zagrożenia epidemiologicznego, którego powaga i rozmiar wymagają obecnie niespotykanego poziomu interwencji. Na przestrzeni wieków ludzkość zmagała się z różnymi epidemia, co zawsze wiązało się z koniecznością kompleksowego działania na płaszczyźnie międzynarodowej. Zdaniem Rady Bezpieczeństwa ONZ epidemia spowodowana wirusem ebola, która wybuchła pod koniec 2013 r., stanowi szczególne zagrożenie dla pokoju i bezpieczeństwa międzynarodowego, ponieważ zdobycze w obszarze budowania pokoju i rozwoju krajów najbardziej dotkniętych epidemią mogą zostać zaprzepaszczone. To z kolei podważa stabilność krajów najbardziej nią dotkniętych. Jeśli nie zostanie opanowana, to sytuacja taka może doprowadzić do wybuchu nowych niepokojów i napięć społecznych, pogorszenia klimatu politycznego, stygmatyzacji i wzmocnienia poczucia niepewności. Podjęta w tej sprawie przez Radę Bezpieczeństwa ONZ rezolucja ma wymiar historyczny, gdyż po raz pierwszy problem zdrowia publicznego został zaklasyfikowany jako zagrożenie dla pokoju i bezpieczeństwa międzynarodowego. Stało się tak, mimo że mobilizacja międzynarodowa była spóźniona o kilka miesięcy, chociaż konieczność podjęcia działań była wówczas oczywista.

    At the beginning of the paper very brief history of contemporary South African foreign policy is presented (period of apartheid and transition) and fundamental changes of the goals of South African foreign policy after 1994 are also depicted. The analysis is focused on engagement of the RSA in Africa and especially in Southern Africa in the context of peace and security. Special attention is drawn into South African activities in the United Nation's and African Union's peace-making and peace-building operations as well as peace negotiations of the South African presidents: Nelson Mandela, Thabo Mbeki and Jacob Zuma. Also the RSA efforts for global peace and security are taken into account.
