This study is based on the assumption that the primary aim of the emergence of states was to provide security and development opportunities for its citizens. This objective determines the method of exercising power, the applicable legal system reflecting the adopted norms of social coexistence, and the public administration system. It was also presumed that security is associated with a sense of threat and confidence. They can be both objective and subjective, which means that they can be measurable or not. Due to the fact that while there are no major problems with determining the definition of a state, there are still difficulties related to identifying the essence of security and, consequently, also the security of the state. Therefore, the paper is based on the results of the bibliographic method and presents an overview of representative outlooks on issues related to threats, security and national security. This was done by reference to works created on the basis of the law, political sciences, and security sciences. The work was divided into three parts. The first introduces the considerations. The second presents views allowing the nature of security to be determined, and the third part presents the subject-entity scope of state security and the determinants of that security.

Artykuł prezentuje sąsiedzkie relacje państw nadbałtyckich w obszarze szeroko pojętej współpracy gospodarczej. Osiąganie różnych celów państw po okresie drugiej wojny światowej zasadniczo odbywa się, i zgodnie z futurologicznymi przewidywaniami najprawdopodobniej odbywać się będzie, z wykorzystaniem metod i narzędzi pozamilitarnych. W związku z tym przyczyn najdłuższego okresu pokoju w historii Europy należałoby upatrywać między innymi w obszarach gospodarczych i biznesowych. Wspólne interesy, zarówno pomiędzy państwami, jak i przedsiębiorstwami, a często między poszczególnymi obywatelami różnych państw, którzy koncentrują swoje wysiłki na realizacji celów gospodarczych i wypełnianiu funkcji zaspokajania potrzeb różnych grup odbiorców, są najlepszym sposobem na kształtowanie zaufania i bezpieczeństwa, co w sposób ekstrapolacyjny może dotyczyć także regionu Morza Bałtyckiego. W związku z powyższym głównym problemem badawczym artykułu jest poszukiwanie odpowiedzi na pytanie: Jakie znaczenie dla budowy bezpieczeństwa i zaufania w regionie Morza Bałtyckiego ma współpraca gospodarcza?
The article presents the neighbouring Baltic states relations in the wider area of economic cooperation. Achieving different objectives by countries after World War II has been done and probably will take place, in principle, with use of non-military methods and tools. Therefore, the reasons for the longest period of peace in European history should be seen inter alia in the areas of economy and business. Common interests, both between countries and companies, and often between different nationalities, who focus their efforts on achieving the economic objectives and carrying out their functions to meet the needs of different beneficiaries are the best way of building confidence and security, which may also apply to the Baltic Sea region. Therefore, the main research problem in the article is finding answers to the question of the importance of economic cooperation to building security and confidence in the Baltic region.

The study is focused on state defence management, in particular its political, strategic and legal-comparative aspects. The issue of managing the defence of the State has been presented from a systemic perspective as a separate system, being a part of a higher system and at the same time containing subordinate elements. Appropriate government documents of a conceptual nature and provisions in the common law on defence management were chosen as the subject for political-strategic and legislative legal analysis. The result of the analysis is a presentation of the key gaps and flaws in the legal solutions that may affect the functioning of the State defence management system in wartime1, in particular those related to the decision-making process of system components. In addition, an attempt was made to assess the implementation of security concepts adopted in Poland over the years, mainly in the field of managing national security and defence.

The article deals with the problem of national security in the contemporary world which is greatly influenced by the process of globalization and digitalization. The paper highlights the role of national security in modern state building. The following issue has been of great interest to many outstanding scientists worldwide especially since the beginning of the XXI century. However, the subject matter of national security in the system of public administration has not been clearly defined yet. Therefore, the paper analyzes the approaches to define national security and points out its distinctive features. Moreover, it emphasizes the fact that at the level of national, regional and global relations the concept of national security is often associated with security strategies. Thus, the article puts emphasis on the predominant characteristics that help to distinguish between these two concepts. In addition, the research clarifies the characteristic features of national security as well as state security. Security, like many other categories of social sciences, does not have a conclusive definition. What is more, the category of security has an interdisciplinary significance. Therefore, scientists define it in accordance with the subject matter and the specifics of cognition and research. Nevertheless, many outstanding scholars view security as an anthropocentric category related to man’s socialessence and value. Accordingly, security presupposes having freedom from the risk, danger and the threat of change to the worse. Most scientists agree that security is a constituent of every aspect of human life. Consequently, security issues consideration is of great significance. All in all, nowadays it is greatly important to achieve a state of security as our globalized society frequently leads to different challenges and dangers. The results of the research contribute to better understanding of the issue and make it possible to introduce effective mechanisms of public administration in the field of national security.

Niniejsze rozważania poświęcone zostały fundamentalnym kwestiom bezpośrednio wiążącym się z funkcjonowaniem wspołczesnego państwa, a więc bezpieczeństwu i nierozłącznemu z nim pojęciu zagrożenia, a także potencjałowi państwa w tym zakresie ujętym w ramach systemu bezpieczeństwa. Z racji ram edytorskich możliwe było jedynie ogolne zasygnalizowanie problemu, choć pozwoliło ono na zamierzone zasygnalizowanie w wyraźny sposób jego najistotniejszych aspektow. Zawiłość problematyki funkcjonowania współczesnego państwa w niezwykle skomplikowanym międzynarodowym środowisku bezpieczeństwa wciąż nie daje możliwości precyzyjnego określenia ram pojęciowych terminu bezpieczeństwo państwa. Wydaje się, że właściwość ta raczej nie ulegnie zmianie w dającej się przewidzieć przyszłości, zważywszy na rosnącą w czasie złożoność relacji społecznych nie tylko w obszarze pojedynczego państwa, ale także w kontekście globalnym na płaszczyźnie międzynarodowej. Bez wątpienia wpływać to będzie na coraz wyższy poziom złożoności konstrukcji systemu bezpieczeństwa państwa. Chociażby z tych powodow problematyka bezpieczeństwa państwa przypisanych mu zasobow, procedur i instrumentow ich realizacji w postaci systemu bezpieczeństwa państwa, wymaga ciągłych analiz.
These considerations have been devoted to fundamental issues directly related to the functioning of the modern state, i.e. security and the inseparable threat concept, as well as the state’s potential in this respect comprised by the security system. Due to the editorial framework, only a general signaling of the problem was possible, although it allowed the intentional signaling of its most important aspects. The complexity of the problems related to the functioning of the modern state in an extremely complicated international security environment still does not allow the possibility to precisely define the conceptual framework of the term state security. It seems that this quality is unlikely to change in the foreseeable future given the increasing complexity of social relations over time, not only in the area of a single country, but also in a global context at an international level. This will undoubtedly affect the increasingly high level of complexity in the formation of the state security system. Among others for these reasons constant analyses are required by the issue of state security and the resources, procedures and instruments assigned to it, in the form of a state security system.

Zmiany zachodzące we współczesnym świecie ponowoczesnym dotyczą także państw narodowych. Obejmują one sferę suwerenności, w wymiarze wewnętrznym i zewnętrznym, zakresu władzy i funkcji państwa. Rośnie współzależność państw i jednocześnie ograniczeniu ulegają możliwości sterowania procesami gospodarczymi, społecznymi, a nawet politycznymi, przez władzę państwową. Potrzeba bezpieczeństwa pozostaje zasadniczą częścią interesu każdej zbiorowości i podstawową funkcją państwa. Tej funkcji nie może skutecznie zapewnić żadna, nawet najbardziej skuteczna instytucja ponadnarodowa czy międzynarodowa. Od początków lat dziewięćdziesiątych XX w. obserwujemy proces przesuwania się ośrodka władzy państwowej w górę, ku strukturom ponadpaństwowym, oraz w dół – do poziomu społeczności regionalnych i lokalnych, co, niewątpliwie, jest wyzwaniem dla autonomii państwa, państwowości i narodowości. Obecnie suwerenność to raczej prawo suwerena do ostatecznego decydowania o tym, w jaki sposób jest wykonywana pochodząca odeń władza, czy i na ile jest realizowana w jego interesie. Ma to ogromne znaczenie w kontekście przyszłości, w którejostateczną konfigurację socjoekonomiczną mogą tworzyć nie państwa, ale regiony. Zasadnicza zmiana w pojmowaniu i definiowaniu bezpieczeństwa, jaka dokonała się współcześnie, to przeniesienie akcentu bezpieczeństwa podmiotowego z państwa narodowego, na człowieka (human security), który stał się podstawowym podmiotem bezpieczeństwa.
Changes that are taking place in the contemporary post-modern world also concern nation states. They include the area of sovereignty, in both the internal and external dimension, as well as the scope of power and role of the state. The interdependence of states is growing and, at the same time, the capability of state governments to control economic, social and even political processes is becoming more and more limited. The need for security remains the fundamental part of the collective interest of any community and the basic role of the state. This function cannot be fulfilled by any supranational or international institution, no matter how effective it is. Since the beginning of the 1990s we can observe a process of movement of the centre of state government upwards, toward supranational structures, as well as downwards, to the level of regional and local communities. Undoubtedly, this poses a challenge for the autonomy of the state, statehood and nationality. Nowadays, sovereignty consists rather in the right of the sovereign to decide about the way in which the power coming from him/her is executed, as well as if, and to what extent, it is executed in his/her interest.This has a key significance in the context of the future, in which the ultimate socioeconomic configuration may by created not by states, but by regions. A fundamental change in the understanding and defining of security that has taken place contemporarily consists in shifting the focus of subjective security from the nation state to the human being (human security), who has become the basic subject of security.

Bezpieczeństwo, będąc jednym z bardziej złożonych obszarów ludzkiej egzystencji, nie doczekało się do tej pory jednolicie wypracowanej definicji. Bez wątpienia coraz bardziej skomplikowane środowisko życia współczesnego człowieka nie ułatwia tego. Niniejszy artykuł jest próbą odniesienia się do problemu złożoności terminologicznej w kontekście bezpieczeństwa indywidualnego człowieka jak i w wymiarze bardziej złożonym, a więc społecznym. To przede wszystkim potrzeba bezpieczeństwa w wymiarze społecznym determinuje kształtowanie się płaszczyzny bezpieczeństwa państwa oraz tworzenie i doskonalenie mechanizmów systemu bezpieczeństwa państwa.
Security, which constitutes one of the most complex areas of human existence, is a term which still lacks a uniformly developed definition. Undoubtedly, the increasingly complicated living environment of the modern human does not facilitate this task. This paper attempts to address the problem of terminological complexity in the context of individual security of a person and in a more complex and therefore social dimension. It is primarily security in the social dimension that determines the formation of the state security plane and the creation and improvement of the mechanisms of the state security system.

The aim of the presented paper is to depict the approach of the European Union and its member states towards security in the countries belonging to the Visegrad Group. For V4 countries it is vital to implement such a policy that would make Western Europe aware of the threat and exert political pressure on the countries of the so-called old Union (in particular on France and Germany) to assume a greater responsibility for security and peace in the world as an international organisation and support all actions designed to establish real and effective common defence policy of the EU. Indeed, state security is presently ensured not only by the armed forces of a given country but also through the assurance of obtaining effective assistance (of different kind) from other states and international organisations guaranteed by international agreements.

Celem opracowania jest przedstawienie koncepcji procesu kwalifikacyjnego kandydatów do służby w Służbie Ochrony Państwa, która z dniem 1 lutego 2018 roku została powołana w miejsce Biura Ochrony Rządu. Wszelkie wymagania stawiane kandydatom w procesie naboru do tej służby zostały określone przez odpowiednie ustawy oraz rozporządzenia Ministra Spraw Wewnętrznych i Administracji. Specyfika zadań realizowanych przez funkcjonariuszy Służby Ochrony Państwa wymaga m.in. ponadprzeciętnej sprawności fizycznej, wysokiej odporności na sytuacje stresowe oraz umiejętności pracy zespołowej. W obliczu zmieniających się zagrożeń bezpieczeństwa najważniejszych osób w państwie komórki odpowiedzialne za rekrutację stawiają kandydatom wysokie wymagania. Na wybór najlepszych kandydatów na funkcjonariuszy, którzy zapewnią najwyższe standardy realizacji działań ochronnych w kraju oraz poza jego granicami, pozwoli odpowiednio przeprowadzony proces rekrutacji. W artykule została przedstawiona autorska koncepcja takiego procesu. W tym celu zastosowano teoretyczne metody badawcze. Analizie poddane zostały dokumenty związane z procesem naboru kandydatów do Służby Ochrony Państwa.
The aim of the study is to present the concept of the process of qualification to service in State Security Service, which was established on February 1, 2018 in lieu of the Government Protection Bureau. All requirements for candidates participating in the recruitment process to State Security Service are set out by relevant laws and ordinances of the Minister of Interior and Administration. The specificity of tasks carried out by the officers of the State Security Service requires superior physical fitness, high resistance to stressful situations and teamwork skills. The units responsible for recruitment make high demands on candidates in the face of changing security threats for the most important people in the state. Properly conducted recruitment process let the units to select the best candidates for officers who will ensure the highest standards of implementation of protective measures in the country as well as abroad. The article presents the author’s concept of such a process. For this purpose, theoretical research methods were used and documents related to the selection process for the State Security Service were analysed.

„Bezpieczeństwo” to pojęcie używane przez większość osób, niemniej jednak bez przymiot-nika jest kategorią teoretyczną, wielorako i wieloaspektowo rozumianą. Bezpieczeństwo to stan braku zagrożeń. Z punktu widzenia bezpieczeństwa państwa postrzeganego jako bezpieczeństwo jego poszczególnych obywateli istotnym elementem są cyfrowe kompetencje obywateli, które powinny stanowić podstawową zaporę przed zagrożeniami cyfrowymi. Kultura informacyjna – jej rozwijanie to z kolei jeden z głównych celów edukacji z zakresu szeroko rozumianej problematyki technologii informacyjno-komunikacyjnych, na wszystkich poziomach (etapach) kształcenia doby społeczeństwa informacyjnego. Przedstawiona w artykule analiza zagadnienia kultury informacyjnej jako komponentu bez-pieczeństwa obywateli, a tym samym bezpieczeństwa państwa stanowi fragment szerszych badań nt.: „Społeczne i kulturowe aspekty jakości bezpieczeństwa życia i pracy człowieka”.
“Safety” is a concept used by most people, but without an adjective it is a theoretical catego-ry, multiple and multi-aspect understood. Security is the state of no threats. From the point of view of the security of the state as the security of its individual citizens, an important element are the digital competences of citizens, which should constitute the basic barrier against digital threats. Information culture – its development is one of the main aims of education in the field of broadly understood issues of information and communication technologies, at all levels (stages) of educat-ing the day of the information society. Opis:
Bezpieczeństwo państwa obejmuje wiele dziedzin, wśród których do najważniejszych zalicza się bezpieczeństwo militarne i polityczne. Wymienione dziedziny należą do obszarów szczególnej aktywności państwa zwłaszcza z racji występowania różnorodnych zagrożeń, a obrona i ochrona przed nimi winna zapewnić społeczeństwu warunki bezpiecznego bytu i rozwoju. Według kryterium przedmiotowego omawiane dziedziny są postrzegane jako główne i najczęściej rozpatrywane z punktu widzenia podmiotu jakim jest państwo. Bezpieczeństwo militarne od zarania utożsamiane było i jest współcześnie z siłą wojskową. Jest to kategoria podstawowa bezpieczeństwa państwa. Bezpieczeństwo polityczne jest związane z państwem i jego funkcjonowaniem jako podmiotu polityki, w aspekcie bezpieczeństwa zewnętrznego i wewnętrznego. W toku rozwoju cywilizacyjnego nie ukształtował się dotychczas inny podmiot, który lepiej niż państwo zapewniłby bezpieczeństwo ludziom na określonym terytorium.
State security consists of many fields. The most important of them is military and political security. These fields belong to the areas of special activity of the state, especially due to various threats. Defense against them should provide the society with conditions for safe existence and development. According to the subject criterion, military and political security are perceived as the main and most often considered from the point of view of the entity which is the state. Military security has always been identified with military power. This is the basic category of state security. On the other hand, political security is related to the state and its functioning as a subject of politics, in aspect of external and internal security. In the development of civilization, no other entity has been formed that could better ensure the security of people in a given territory than the state.

Ensuring a high level of internal security is an important element of the internal policy of the state. Internal security policy cannot be an individual and independent action, because it has to take into account the international environment. The emerging international order has a significant impact on the internal security of the state. Today's internal security and external security are closely linked. Threats from outside can be easily transformed into internal threats. Therefore, measures to ensure internal security have to be interdisciplinary.
