Opis:
2030 Agenda constitutes a comprehensive framework for sustainable development. Nevertheless, not all sustainable development goals properly match the most important utilitarian values (human life and health). It is especially noticeable in terms of disasters and crises, which commonly determine social security. The research objective is to indicate the placement of the values in the particular goals. The systematic literature review indicates 47 information sources. That enables an in-depth analysis of the goals and social security specification elements, highlighting the direct or indirect character of relevant relations. The gaps can be identified considering the social character of the goals, characteristic hazards, danger to human life, and health and urgency of the response. In most cases, the relations between the goals and the values are indirect. They can be improved with a potentially positive influence on sustainable development in all circumstances (including the most dangerous ones). The goals specification states many references for the improvement in a synergistic way respecting the most important utilitarian values, especially in zero hunger, good health and well-being, sustainable cities and communities, climate action, partnership for the goals.

Celem artykułu jest ukazanie znaczenia zabezpieczenia społecznego, w szczególności sposobu jego postrzegania i roli, jaką odgrywa w dokumentach strategicznych z zakresu bezpieczeństwa narodowego RP. Jednocześnie zdecydowano się skupić na czterech opracowaniach strategicznych i wskazać główne podobieństwa i różnice. Generalnie znaczenie zabezpieczenia społecznego uwidacznia się we wszystkich dokumentach,  jednak komponenty i główne projekty, kierunki wsparcia są inne. Dominuje ukierunkowanie na zabezpieczenie społeczne, choć są równie inne aspekty, tj. wspólnotowość i rozwój. Ponadto, analizowany pozamilitarny obszar bezpieczeństwa powiązany jest z innymi, tj.  gospodarczym czy ekologicznym, jak wynika z najnowszej Strategii Bezpieczeństwa Narodowego RP z 2020 r.
The aim of the article is to show the importance of social security, in particular the way it is perceived and what role it plays in strategic documents in the field of national security of the Republic of Poland. At the same time, it was decided to focus on four strategic studies and indicate the main similarities and differences. In general, the importance of social security can be seen in all documents, it is present, but the components and main projects, directions of support are different. The social model dominates, focusing on social security, although other aspects are also present, i.e. community and development. In addition, the analyzed, non- military field of social security is most often recognized with economic potential, and, as can be seen in the latest National Security Strategy of the Republic of Poland from 2020, it is treated together with other, non- military fields of security.

Bezpieczeństwo było i jest jedną z wartości najbardziej poszukiwanych przez człowieka. W XXI wieku bezpieczeństwo współczesnych państw buduje się na podstawie całościowych spojrzeń na zagadnienie bezpieczeństwa we wszystkich jego płaszczyznach i wymiarach takich, jak bezpieczeństwo narodowe i międzynarodowe, polityczne, wojskowe, społeczne, kulturowe, ekologiczne, informacyjne, lokalne. Niniejszy artykuł podejmuje zagadnienie bezpieczeństwa społecznego jako jednej z kategorii bezpieczeństwa narodowego. Społeczny wymiar bezpieczeństwa, jako dynamiczny proces charakteryzuje się ciągłymi zmianami, w których biorą udział wszystkie podmioty państwowości. Przemiany te mają przede wszystkim na celu zapewnienie egzystencjalnych podstaw życia człowieka oraz stworzenie możliwości do rozwoju indywidualnych potrzeb każdego człowieka, zarówno tych materialnych, jak i niematerialnych. Współcześnie zagrożeniem dla rozwoju i stabilności bezpieczeństwa społecznego Polaków są między innymi migracje zarobkowe, tendencje demograficzne, czy rozległa grupa patologii społecznych, w tym alkoholizm czy degradacja rodziny. Odpowiedzią na zaistniałe zagrożenia jest budowa silnego i obywatelskiego społeczeństwa powstałego na podstawie adekwatnych i dobrze przygotowanych programów edukacyjnych.
Security has always been among the most desired values. In the 21st century, security of the state rests on holistic premises, covering all its aspects and dimensions, such as national, international, political, military, social, cultural, ecological, information and local-level security. This article deals with the issue of social security as part of national security. The social dimension of security is dynamic and undergoes constant changes engaging all the agents of statehood. These changes are first of all meant to provide the existential foundations of human life and to create opportunities for the personal development of each human being - material and spiritual. An example of a contemporary risk to the stability and growth of the social security of Poles are economic migrations, adverse demographic tendencies and a wide range of social pathologies, such as alcoholism or family degradation. These challenges can be faced through constructing of a strong civil society, built on the foundation of adequate and well-designed educational programmes.

The human and social security paradigm has been developed and shaped at different levels in various countries and political regions as a result of their diverse development of civilisation. Security in all spheres of social life has become a paradigm of the present and the future and, following its creation, has caused mental changes in the human value system. The system of values developed at universities, in terms of peaceful coexistence, tolerance, respect for the canons of law, and environmental protection, is becoming an interpretation of the quality of human life. This means that universities, regardless of their educational and scientific research profiles, are actively involved in building security in their micro- and macro-environment in the short and long term. The social responsibility of universities to shape a safe environment consists in including the following in the content of education and in the system of values of graduates: human rights, assumptions of humanitarianism, ethics, tolerance, environmental protection, respect for the law, shaping pro-social attitudes, and many others arising from the challenges of the present and future.

The article describes the theoretical basics, origins and present meaning of Polish migration policy, based on chosen migration statistics. It contains the characteristics of the views of the key experts in the field. It explains the meaning of migration policy and its impact on the so-cial security of the country. The article is based on the statistical data of the immigration of people from Ukraine to Poland in comparison with other countries in the years 2010–2018. The article also explains the meaning of the phenomenon of migration and its influence on the labour market.

Artykuł przedstawia rozważania autora na temat determinantów bezpieczeństwa państwa jako organizacji społecznej. Podkreślone są tutaj istotne relacje z punktu widzenia funkcjonowania poszczególnych elementów, a jednocześnie jako całości organizacyjnej spełniającej w danym środowisku określone funkcje. Model państwa w ujęciu socjologiczno-funkcjonalnym na pierwszym miejscu stawia dobro społeczeństwa, co w konsekwencji prowadzi do konieczności zaspokojenia wszystkich potrzeb społecznych. W zakończeniu autor stwierdza, że głównym determinantem bezpieczeństwa państwa są społeczne potrzeby narodu zarówno w wymiarze funkcjonowania na arenie stosunków międzynarodowych, jak i w wymiarze funkcjonowania sfery wewnętrznej państwa.
The article presents the author’s reflections on the determinants of national security as a social organization. The author draws attention to important relationships from the perspective of the functioning of individual elements and as a total organizational meeting of the specific functions in the environment . The priority of a state model in the socio-functional terms is the good of the society, which leads to the necessity of satisfying all social needs. In conclusion, the author states that the main determinant of national security are the nation’s social needs and functioning both in the arena of international relations, as well as in the sphere of the functioning of the internal dimension of the state.

The article is an attempt to analyse the problem of multiculturalism on the example of the influence of the five minority communities listed in the title in the perspective of the security of Poland in the period between 1918 and 1939. The considerations presented in this article are an addendum to the issues related to the policy of the authorities of the Second Republic of Poland on national minorities and its influence on the internal security of the state. This subject was undertaken by the Author earlier when he analysed the activity of the representatives the German and Ukrainian minority. The article presents potential factors which can destabilise internal security, especially at the social level, as a result of forces in the environments of the indicated national and ethnic minorities in the II RP. The presented arguments allow to conclude that during the whole interwar period the II RP authorities had to struggle with multiculturalism related to the presence of Belarusian, Lithuanian, Jewish and Silesian minorities because in their environment centrifugal forces were occurred many times and posed a threat to the internal security of the newly re-established Polish state. What is more, it turned out that the social and cultural policy of the II RP was not sufficiently wide-ranging for the above mentioned minorities. However, there were also other factors which constituted serious obstacles in pursuing the policy of efficient integration in the II RP society. It is possible to indicate here as an example the aversion of numerous representatives of these minorities to the social policy imposed by the Polish authorities, major discrepancies in the leading integration vision between significant political factions and also the influence of external propaganda and agitation influencing these minorities.

Interdisciplinarity is one of the basic postulates of modern scientific research. This postulate is of major significance for security studies. The relationship between security and management is given particular emphasis, as the achievements in the discipline of management and quality sciences are important for security studies. Many factors that directly require management affect the level of security. The paper strives to point to the fact that the construction and application of strategies in the area of human resources management can have a significant impact on improving the social subsystem, and, therefore, have a much better influence on the management of the system of national security.
