Ensuring public security of a given society is an essential condition for the development of both individuals and the state understood as an organized group of individuals. Every citizen has a constitutionally guaranteed right to their behavior. The Constitution also recognized the independence, the territorial integrity of the state and the inviolability of borders as the supreme value. Poland as a sovereign and democratic Member State of the UN, OSCE, NATO and the EU adopted the stable and continuous national security as a priority objective.

This article presents the material scope of public safety and public order in the context of the Polish police jurisdiction. The considerations are based on the assumption that safety, as one of the social rights, is an inalienable human right while human rights are the product of moral and political agreements between people. When attempting to define the material scope of the notions of "public safety" and "public order", it should be noted that both in the process of making and applying the law and in the legal literature, the use of the term "public safety and order" has been accepted. Nevertheless, the concepts of public safety and public order are not unequivocal. The relevant literature presented in this article is dominated by approaches that define both public safety and public order as a desirable state. Most often, public safety is related to the functioning of the state and its citizens, while public order refers to a narrower sphere of complying with norms and maintaining the efficiency of public institutions . Both concepts are of an administrative nature, i.e. they are concerned with issues related to the implementation and observance of regulations in force in a given country. Public order, just like public safety, is also a certain internal condition of a state, as no organised community can allow its members to exercise their will without any restrictions. Rules governing the conduct and coexistence of community members are defined by appropriate norms, such as customs, moral and religious principles or legal norms, all of which are subject to permanent changes, which in turn makes it necessary for the institutions established to protect public order and safety to adapt by systematic improvement of their organisation in the functional dimension.

The Constitution of the Republic of Poland guarantees each person the freedom to organise and to participate in peaceful assemblies. This liberty may be restricted by a dedicated act. The principles of conduct in the case of gatherings are regulated by the Act on Assemblies of 5 July 1990. In view of the above, the assumption that public gatherings are a special case of public congregation was adopted as the basis for the considerations presented in this article. The paper outlines a number of determinants affecting the safety of participants of public meetings, which will be both positive and pejorative in nature. The research conducted indicates that the participants of these assemblies will be subject to the influence of the assembly and aforementioned assembly will be influenced by them. All the more so since a public meeting is a gathering of people with a high power of interaction. The analyses and assessments carried out point to the significant role of state institutions in ensuring the security of public assemblies, which, in addition to their organisers, carry a huge burden of responsibility on their shoulders.

From 1 January 1999, in force in Poland a three–tier structure of local government : municipal government , county government , the provincial government . Tasks that perform individual units of local government are divided into their own tasks and commissioned . This article addresses the problems related to characteristics of contemporary terrorist organizations and the rules of their operation. The views presented here are based on an analysis of the differences and similarities of terrorist attacks carried out so far, taking into account their purpose and the tools used, and, above all, the traits of terrorist activities, such as surprise, dynamism, purposefulness and maneuverability. This allows the author to present the characteristics of methods applied by terrorists. At the same time, it provides the foundations for reflection in that respect. Finally, it presents the issues related to the impact of terrorist organizations on the local, regional and global scale as well as discussing the possible ways of counteracting this phenomenon.

„Bezpieczeństwo publiczne” i „porządek publiczny” to pojęcia często podnoszone przez teoretyków z zakresu prawa, administracji i bezpieczeństwa. Pojęcia te występują w różnych kontekstach, często razem. W związku z tym, że są to pojęcia rozdzielne, wyjaśniane wielorako, w niniejszym artykule podjęto próbę wyjaśnienia pojęcia „porządek publiczny”. Proces identyfikacyjny rozpoczęto od przedstawienia aspektów leksykalnych poprzez prezentację wybranych poglądów teoretyków z zakresu prawa, administracji i bezpieczeństwa. Całość opracowania zamyka zakończenie, w którym zaprezentowano własną interpretację znaczenia „porządku publicznego”.
Public security and public order are concepts often raised by theorists in law, administration and security. These two concepts often occur together in different contexts. In view of the fact that they constitute two separate concepts, which can be explained in many different ways, this paper attempts to clarify the concept of ‘public order’. The identification process began with the presentation of lexical aspects through the presentation of selected views of theorists in the fields of law, administration and security. The whole study concludes with the author’s own interpretation of the concept of ‘public order’.

The article considers public security as a component of national security. Public security is one of the priorities of state policy in the field of national security. Successful public safety is the implementation of a set of measures in the field of landscaping: installation of traffic lights in appropriate public places, construction of underpasses, construction of indoor stops for citizens waiting for the arrival of public transport, etc. A well-thought-out system of planning and construction of settlements or public places, maintaining them in good condition, which promotes work and recreation of citizens, reduces the degree of threat to public safety from the occurrence of unexpected and dangerous situations. And neglect of public amenities can lead to favorable conditions for those who commit offenses and encroach on public safety. A special place is occupied by local governments, they are the closest power to the population, have the necessary powers and resources to attract citizens to maintain public order, increase their social activity in creating decent living conditions in a given area. The state defines local self-government as an independent level of government to which the people are entitled. First of all, it presupposes the organizational separation and independence of local self-government from state power, its independence in resolving issues of local importance, but independence within its own powers, as provided by the constitution. The main powers of local governments to ensure public safety and public order include: monitoring compliance with the law in the territory; application of measures of state coercion (usually, it is a question of bringing to administrative responsibility for the offenses connected with local government); protection of public order, carried out mainly by the police; ensuring the safety of citizens. Accordingly, local governments may be endowed with additional powers in the field of public order and protection of citizens’ rights. Protecting the rights of citizens is an important component of ensuring security both at the individual level and at the level of the entire state. The sense of security that is transmitted inside and outside the country can be considered part of the attractiveness of the image of the country abroad.

The article aims to show the selected challenges and pathologies that affect the private security agencies in Poland. The author first indicates problems related to the legal regulations concerning the protection of persons and property, the most important of which concerns the amendment of the acts regulating the performance of some professions; then he briefly defines the organizational problems of most companies in the security sector, pointing out that the entrepreneurs in the private security sector often have no idea how to develop their own companies, have great difficulties with adapting to the changing market of the security services, do not keep up with the innovations, which all lead to offering their customers the solutions that are already outdated. This article also describes significant problems related to the market trends, with the indication of the growing costs of the remuneration of employees in this sector and the use of various forms of employment and the irregularities related to it. Finally, some of the most important problems are listed as the pathologies of the entire industry. This leads to the conclusion that the private security agencies in Poland are an incredibly significant element of the functioning of the security system, which without significant legislative changes will not fully function as intended and in accordance with its function. The presented results prove that the research on the functioning of the security agencies should be carried out on a continuous basis due to their direct impact on the internal security of the country.

This article presents the division of calls that are made to public safety answering points in the Republic of Poland. Next those calls were analysed starting from the very beginning of the operation of the emergency notification system, taking into account their percentage division into justified, false and cancelled calls. Factors that influence the number and type of registered calls were also presented. The last part of the article refers to proposed changes that could be made to reduce the number of false calls.
W niniejszym artykule przedstawiono podział zgłoszeń, które kierowane są do centrów powiadamiania ratunkowego na terenie Rzeczypospolitej Polskiej. Następnie dokonano analizy tych zgłoszeń od początku funkcjonowania systemu powiadamiania ratunkowego, uwzględniając ich procentowy podział na zgłoszenia zasadne, niezasadne i anulowane. Przedstawiono również czynniki, które wpływają na ilość i rodzaj zarejestrowanych zgłoszeń. Ostatnia część artykułu odnosi się do propozycji zmian, które można wprowadzić w celu zmniejszenia liczby zgłoszeń niezasadnych.

Celem artykułu jest przedstawienie podstawowych zagadnień związanych z ochroną archiwów kościelnych, które w kontekście nie tylko historycznym, ale także informacyjnym stanowią ze swej natury cenne zasoby. Przeprowadzone na potrzeby niniejszego artykułu badania miały charakter interdyscyplinarny, zastosowano w nich bowiem metody badawcze typowe dla dyscypliny naukowej – nauki o bezpieczeństwie; tym samym powiązano dyscypliny zaliczane do nauk społecznych i technicznych, co doprowadziło do powstania spójnej całości. Zastosowano teoretyczne metody badań, ponieważ autorom zależało na uchwyceniu prawidłowego obrazu otaczającej rzeczywistości związanej z bezpieczeństwem archiwów kościelnych. Przydatne okazały się metody indukcyjne, dedukcyjne, a szczególnie metody zbierania i porządkowania, ponieważ dzięki tym ostatnim przedstawiono wyniki twórczych dociekań autorów w formie uporządkowanej poprzez ich systematyzację. W artykule przyjęto, że bezpieczeństwo archiwów kościelnych charakteryzuje się wprowadzaniem następujących po sobie i powiązanych przyczynowo określonych zmian, skutkujących akceptowalnym poziomem ochrony tychże archiwów przed zagrożeniami mającymi swoje źródło w siłach natury, awariach technicznych, a także czynach stojących w sprzeczności z normami życia społecznego i prawem. Mowa zatem o tych zagrożeniach, które na gruncie nauk o bezpieczeństwie określane są mianem zagrożeń godzących w bezpieczeństwo publiczne oraz bezpieczeństwo powszechne. Autorzy swoje rozważania koncentrują na szczególnym rodzaju zagrożeń, raczej rzadko analizowanym w kontekście ochrony zasobów archiwalnych Kościoła. Nie wynikają one z upływu czasu czy też niekorzystnych dla przechowywania zasobów archiwalnych warunków otoczenia, lecz z zagrożeń w swej sile oddziaływania nie do okiełznania. Rozważania prezentowane są kompleksowo na płaszczyźnie zarówno poznawczej, jak i utylitarnej. Autorzy odnoszą się do prawnych uwarunkowań bezpieczeństwa archiwów kościelnych w kontekście prawa kościelnego, by prowadząc analizę zagrożeń ze wspomnianych obszarów, wykazać ich specyfikę i wyjątkowy potencjał destrukcyjny wobec zasobów archiwalnych. Artykuł stanowi głos w dyskusji dotyczącej wypracowania w szerszej skali jednolitej i uporządkowanej koncepcji identyfikacji zagrożeń archiwów kościelnych, dając jednocześnie możliwość określenia ich zakresów.
The aim of this article is to present the basic issues related to the preservation of church archives, which are by their nature valuable resources in the context of history and information. The research conducted for the purpose of this article was interdisciplinary, as it utilises research methods typical of a scientific discipline, namely security science, whereby disciplines classified as social sciences and technical sciences were interlinked, resulting in a coherent whole. Theoretical research methods were used, as the authors were keen to capture the correct picture of the surrounding reality related to the security of church archives. Inductive, deductive, and especially collection and ordering methods proved useful, as through the latter the results of the authors’ creative inquiries were presented in an orderly form by systematizing them. The article assumes that the security of church archives is characterized by the introduction of successive and causally related specific changes, resulting in an acceptable level of protection of these archives from threats originating in forces of nature, technical failures, as well as acts in violation of the norms of social life and the law. Thus, we are addressing those threats that, in the security sciences, are referred to as threats to public safety and common security. The authors focus their considerations on a particular type of threats, rarely analysed in the context of protecting the Church’s archival resources. They are not due to the passage of time or unfavourable environmental conditions for the storage of archival resources, but to threats that cannot be circumvented in terms of their impact. The considerations are presented comprehensively on both cognitive and utilitarian levels. The authors refer to the legal conditions for the security of church archives in the context of ecclesiastical law, in order to conduct an analysis of threats from the mentioned areas, to demonstrate their specificity and unique destructive potential against archival resources. The article is a voice in the discussion regarding the development, on a larger scale, of a unified and structured concept for identifying threats to church archives, while providing an opportunity to define their scope.

Od momentu utworzenia pierwszych straży miejskich na podstawie ustawy o Policji z 1990 r. [8] straże gminne (miejskie) przeszły daleko idącą transformację. Zakres ich działania na rzecz społeczności lokalnej został znacznie rozszerzony, od realizacji zadań porządkowo-administracyjnych do realizacji zadań związanych z bezpieczeństwem i porządkiem publicznym. Choć terenem działania straży nadal jest teren gminy, której organy ją utworzyły (rada gminy), jej działania mają o wiele szerszy zasięg, mając na uwadze efekty jej funkcjonowania, szczególnie w zakresie bezpieczeństwa i porządku publicznego. Straż gminna (miejska), zarówno jako samodzielnie funkcjonujący podmiot, jak i współpracujący z innymi podmiotami, takimi jak Policja, straże pożarne, pogotowie ratunkowe czy też inne służby ratownicze, zajmuje istotne miejsce wśród podmiotów należących do systemu bezpieczeństwa i porządku publicznego, którego efekty funkcjonowania wychodzą daleko poza teren gminy i społeczności lokalnej.
Since the establishment of the first city guards pursuant to the Police Act of 1990 [8], the municipal police (city guards) have undergone comprehensive transformations. The scope of their activities provided for the local community has been significantly extended, from the implementation of activities related to maintaining order and administrative tasks to the execution of tasks related to public safety and order. The main operating territory of the city guards remains the municipality whose bodies have established them (i.e. the commune council), and yet their activities are far more extensive than that, particularly if one takes into account the effects of their operation, especially in the field of public security and order. Both as an independent entity and in cooperation with other entities, such as the Police, the fire service, medical ambulance service or other emergency services, the municipal police (city guards) occupy an important position among entities that form a part of the public security and order system, the operational effects of which go far beyond the territory of the commune and the local community.

Opis:
This text concerns the relations hip between the category of “public safety” and the category of “legal security of the individual”. This issue was analyzed on the background of the case law of the European Court of Human Rights. The main problem is the attempt to answer the question about the subject scope of both categories of security – public and individual – the mutual relations between them and the legal framework for the creation and functioning of protection mechanisms in a democratic state.

Due to its low fares, public bus transportation as a means of urban road mobility is a popular choice, particularly among city inhabitants. However, owing to its high level of crowdedness, it poses a greater risk of security and safety, particularly during peak hours. Moreover, passengers have continued to voice their dissatisfaction about the services offered, as well as the criminality that occurs in the station and on the bus. The problem is exacerbated in developing countries due to increased travel demand and a lack of appropriate and integrated solutions. Consequently, the purpose of this study is to evaluate commuters' perceptions of their concerns about using public bus transportation in the city, with an emphasis on security and safety in bus operations. A questionnaire survey was used to obtain data from 500 users in the city for the study. Using the SPSS software, the data was analyzed. To find out what they think, a descriptive analysis was used. Overcrowding of buses, personal insecurity, and infrequent bus service are the three biggest concerns in using public bus transportation in the city, according to the results. Furthermore, most of the respondents were concerned about crime; specifically, pickpockets, inappropriate touching, and disrespectful language of drivers and conductors are the three top types of crime that concern passengers who use public bus transportation in the city. Additionally, most people felt more insecure while riding the bus and getting on/off the bus, particularly in the evening and between 9:00 and 12:00 p.m. local time. Thus, it is advised that the Addis Ababa City Transport Authority, the Public Bus Transport Enterprise, and other interested parties place a strong emphasis on security and safety when providing public transportation in the city. Furthermore, it is critical to perform regular victim surveys of passengers (as well as operators) to establish whether they have been criminally victimized on the bus system and by what type of crime. Equally important, regularly assess the likely usefulness of new crime prevention measures for reducing bus-related offenses and prepare an annual bus crime reduction strategy.
