Internal security is today an intensively explored area of national security. This is hardly surprising. It is this area that is mainly concerned with emerging threats. Hence, new scientifically justified solutions are being sought to counteract them and minimise the effects of their occurrence. Given the above, the research has been conducted, and its results are presented in this paper. It addresses the main problems relating to internal security through the prism of identification criteria, essence, and systemic approach. That has made it possible to present the assumptions of the project in question. The research aimed to diagnose the functioning of the state’s internal security system, and the participation of academic centres dealing with security issues. One of such centres is the Police Academy, which is implementing a project entitled “Vacuum chamber for revealing fingerprints with organic compounds in the gas phase’, No DOB-BIO9/03/01/2018. It was financed by the National Centre for Research and Development under call for proposals No 9/2018 for the execution and financing of projects in the field of scientific research or development work for the benefit of national defence and security. After they were implemented, it was stated that the constant changes in the internal security environment, and the limited potential of state institutions designated to care for this security entail the need to continually search for practical solutions to ensure the undisturbed existence and development opportunities of each entity. These searches are conducted by scientific institutions, which with their knowledge and experience serve to improve the tools used in the practice of institutions responsible for internal security.

Bezpečnosť je životným záujmom občanov, sociálnych skupín, štátov a medzinárodného spoločenstva. Ľudské dejiny sú späté s hľadaním ciest, spôsobov a foriem zabezpečenia medzinárodnej, vnútornej aj vonkajšej bezpečnosti. Vnútorná bezpečnosť znamená vytvoriť taký stav usporiadania a poriadku v krajine, aby v nej mohla bezchybne fungovať demokratická spoločnosť. Regionálne bezpečnostné prostredie určené regionálnymi hranicami na geopolitickej mape, ktoré vymedzujú teritória susedných, prípadne aj okolitých štátov. Slovensko existuje v tomto prostredí a jeho bezpečnosť – ako malej krajiny – je vecou stability rozvoja jeho spoločnosti.
Security is a vital concern of citizens, social groups, states and the international community. Human history is related to the search for ways and forms of securing international, internal and external security. Internal security means creating a state of order in the country so that a democratic society can operate without fail. Regional security environment is defined by regional boundaries on a geopolitical map defining the territory of neighboring or neighboring countries. Slovakia exists in this environment and its security - as a small country –it is a matter of stability for the development of its society.

W tym celu szukano odpowiedzi na pytania o to, jakie są współczesne podmioty bezpieczeństwa wewnętrznego, jakie są współczesne zagrożenia bezpieczeństwa wewnętrznego oraz w jaki sposób dziś zapewniać bezpieczeństwo wewnętrzne.
The article focuses on the possible impact of cosmopolitanism on the evolution of the understanding of internal security. For this purpose the key assumptions of cosmopolitanism were explained as well as the relationship between this concept and internal security was elaborated. The key issue is how to bring together the demands of cosmopolitanism with the main assumptions of internal security that in the classical sense is associated with the nation-state. Therefore, the crucial questions related to internal security were asked: internal security for whom, from what, and how?

The problem of migration is not only a phenomenon occurring today. For years, people move for various reasons such as economic, political or social. After the year 2004, when Poland joined the European Union, Poles began to emigrate to other European countries. The most popular country became the United Kingdom, which opened their labour markets to Poles. Migration processes that have taken place over a period of 12 years have significantly affect safety within the UK with regard to crimes committed by Poles and the safety of our fellow citizens in this country.

The combination of military and non-military means of power struggle in interstate relations faced in recent years by countries such as Georgia, Moldova, Syria, Ukraine, Montenegro and others can not be considered entirely new phenomenon in world history, but with the development of information technology and the globalization of the financial and economic system has brought new opportunities for the use of economic, informational, political and military means of pressure. Positively evaluating the achievements of Ukrainian researchers in disclosing the institutional and procedural principles of the state system functioning and political provision of national security of Ukraine, it should be pointed out that the problem of conceptualization and response to internal political risks for its national security remains unresolved in the context of the continuation of wide-ranging implementation by Russia of theoretical and methodological and applied aspects. Hybrid war combined forces and means, including in the political sphere of Ukrainian society. Some aspects of this problem were presented by the author in Polish scientific publications. The work hypothesis found that the degree and nature of the destructive influence of individual events, phenomena and processes in the domestic political sphere, the economy, the social sphere, information activities, the fight against organized crime and corruption in Ukraine are not only conditioned by the corresponding undisguised intervention of the aggressor country, but also have an intra-Ukrainian nature, caused by the implementation of the latent interests of prominent representatives of the post-war political ruling class in Ukraine (Petro Poroshenko Bloc / People’s Front A. Yatsenyuk, A. Avakov and O. Turchinov / «Vinnytsia» group of Prime Minister of Ukraine V. Groysman). The main components of Ukraine’s internal security at the present stage in confronting the hybrid aggression of the Russian Federation are considered: the system of ensuring political security and its subjects, internal political and interconfessional stability, public accord, civil society and political power, political regime and political security, state security, political elites and leaders, political movements, state-church relations, religious organizations, constitutional order, territorial integrity of Ukraine. It is necessary to take into account the fact that the special organs and advocacy machine of the aggressor country in the process of information war against Ukraine attaches the highest priority to the demoralization and disintegration of Ukrainian society and discretisation of the security and defense sector. Russian propaganda for destabilizing the situation in Ukraine is actively used by the growth of negative attitudes among Ukrainian citizens. An important problem that has emerged since the onset of hybrid aggression against Ukraine is the activity of Russian agents of influence in the parliament, political parties, local authorities and civic organizations. The simulated nature of the overwhelming majority of institutional and procedural components of the reform of the social life of the Ukrainian state while simultaneously marginalizing social protest actions in the short term create the illusion of social stability of the new / old dominant political and business groups as a collective embodiment of kleptocracy, clientism and corruption. hybrid political regime in post-war Ukraine. The ruling from 2014, based on client-patronage ties and faith through informal political practices, the consolidated power groups of the Bloc of Petro Poroshenko and the People’s Front are not able to overcome the crisis of confidence in power as an integral institutional and procedural system. They explain the growing internal protest potential of the Kremlin’s influence. The potential of the ruling political class of Ukraine is also aggravated by the fact that in its hands the most powerful material resources, administrative and technical-organizational means, funds, sources and means of information transmission, ideological and legal mechanisms, etc., are concentrated. The specifics of the ruling political class of Ukraine are manifested in the implementation of strategies for self-enrichment, which obviously leads to neglect of public interests and uncontrolled and permissiveness. Taking into account the growing scope of domestic political risk potential of national security in the projection of the presidential and parliamentary elections in 2019, a process of political consolidation of the most active part of Ukrainian citizens around common values and interests, overcoming of existing political contradictions and achieving socially acceptable standards of living may be worthy of scientific analysis, consequently, ensuring the security of the individual, society and the state, preserving its independence, territorial integrity, sovereignty and file progressive development of Ukraine.

Description of situations and phenomena, which have a direct impact on the shaping of the internal security. It is an attempt to answer the question, whether a stronger state is more im-portant or civil liberties. In addition, the analysis of the area of technological progress and advancing globalization - the impact on relations between the state in the aspect of building multidimensional security. Various dimensions of security are analyzed in order to better systematize the problem. The conclusion is the indication of the state as the main subject that should be interested in the consumption of the classical definition of internal security.

The aim of the study is to present the process of transformation of the Polish civil special services in the years 1989-2014. To this end the evolving changes affecting the organizational structure of the relevant institutions along with the accompanying adjustments in the scope of the supervisory and control system are discussed. Additionally, the nature of the past and current threats is outlined in the context of the competencies of the Polish civil special services.

W pierwszej części artykułu przedstawiono trzy płaszczyzny klasycznego ujęcia bezpieczeństwa, mianowicie: bezpieczeństwo jednostki, bezpieczeństwo narodowe i bezpieczeństwo międzynarodowe. Następnie autor poddał analizie interdyscyplinarne podejście do bezpieczeństwa. Scharakteryzował teorie behawioralne, socjologiczne i ekonomiczne. Przeanalizował także programy rządów w obszarze bezpieczeństwa wewnętrznego w ostatnim piętnastoleciu oraz przedstawił prawnoustrojowe zasady funkcjonowania administracji rządowej w Polsce. Następnie scharakteryzował system instytucji odpowiedzialnych za bezpieczeństwo w państwie, w tym przeprowadził krytyczną analizę polityki bezpieczeństwa wewnętrznego, m.in. jej efektywności i skuteczności. Autor postawił tezę, że w ciągu ostatnich 15 latach kolejnym rządom nie udało się stworzyć w Polsce skutecznego systemu bezpieczeństwa wewnętrznego państwa. Przedstawiane koncepcje i propozycje rządów miały charakter doraźnych działań, uwarunkowanych względami politycznymi, a nie merytorycznymi.
The first part of the article is dedicated to the classic approach to security in three areas: the security of the individual, the state and on the international stage. Then the author conducts an analysis of the interdisciplinary approach to security. He characterised the behavioural as well as sociological and economic theories. The author analyses the government policies pertaining to internal security in the last fifteen years. He explained the legal and constitutional rules of the government administration in Poland and then characterised the system of institutions responsible for security within the country involving a critical analysis of internal security policy, i.a. its effectiveness and efficiency. The author formulates the thesis which holds that within the last fifteen years the governments have failed to design an effective policy of internal security, so far. The postulated concepts and governmental proposals have been designed as temporary measures and under political pressure without much consideration for systemic solutions. The policy of internal security lacks the systemic approach deriving from the theory of organisation.

Żandarmeria Wojskowa jest wyodrębnioną i wyspecjalizowaną formacją wchodzącą w skład Sił Zbrojnych Rzeczypospolitej Polskiej (SZRP). Jej funkcjonowanie opiera się o zapisy Ustawy z dnia 24 sierpnia 2001 r. o Żandarmerii Wojskowej i wojskowych organach porządkowych. Unormowania ustawowe umożliwiają funkcjonowanie Żandarmerii Wojskowej (ŻW) w zorganizowanym systemie bezpieczeństwa państwa, co pozwala na przeciwdziałanie zdefiniowanym zagrożeniom, jak również elastyczne reagowanie na pojawiające się nowe rodzaje zagrożeń z jednoczesną możliwością ustanawiania poziomu gotowości do działania w zależności od skali występowania zjawisk negatywnych. Do zagrożeń dla bezpieczeństwa wewnętrznego, w których zwalczaniu uczestniczy Żandarmeria Wojskowa, oprócz terroryzmu należy zaliczyć zagrożenia związane z działaniem sił natury i związanych z ich wystąpieniem masowych zniszczeń oraz katastrof, a także przestępczością zorganizowaną i pospolitą. Jednakże z punktu widzenia założeń dotyczących osiągania zdolności przez Żandarmerię Wojskową spektrum zagrożeń dla bezpieczeństwa wewnętrznego jest jeszcze szersze i może również obejmować konflikty pomiędzy grupami społecznymi i etnicznymi oraz subkulturami, a organami władzy zarówno samorządowej, jak rządowej w zależności od poziomu i skali występowania zjawiska, a także przeciwko Siłom Zbrojnym RP. Te i inne aspekty udziału Żandarmerii Wojskowej w narodowym systemie bezpieczeństwa RP autor przedstawia w niniejszym opracowaniu.
The Military Police is a separate and specialised service of the Polish Armed Forces. It operates in accordance with the Act of 24 August 2001 on the Military Police and the military forces of law and order. Legal regulations enable the Military Police to function within the structured Polish internal security system, which allows to counteract common threats as well as reacting to new kinds of threats in a flexible way with a simultaneous possibility of adjusting the levels of alertness to the nature of particular negative phenomena. The threats for our internal security monitored by the Military Police include terrorist attacks, natural disasters and the resulting massive damages as well as organized and common crime. However, as far as the levels of alertness of the Military Police are concerned, the spectrum of threats to our internal security is much wider and they include issues such as conflicts between social and ethnic groups, subcultures and local or state authorities as well as military forces, depending on the occurring phenomenon. These and other aspects of the Military Police participation in the national security system of the Republic of Poland have been presented in this study.

Opis:
Rzeczpospolita Polska jak każde państwo narażona jest na szereg zagrożeń o charakterze zewnętrznym jak i wewnętrznym. Dynamicznie zmieniająca się sytuacja geopolityczna, rozwój cywilizacyjny i technologiczny wpływają na powstanie nowych zagrożeń w sferze związanej z wewnętrzną stabilnością państwa, którego kondycja oddziałuje nie tylko na jego instytucje, ale także na obywateli oraz relacje międzynarodowe. Jak wiadomo, pojęcie państwa implikuje trzy elementy w postaci: określonego terytorium, ludności zamieszkującej to terytorium oraz władzy (rządu), mającej charakter władzy najwyższej, to jest suwerennej 1. Ponieważ bezpieczeństwo ustrojowe związane jest z trzecim z wymienionych elementów, jego zachowanie niewątpliwie istotne jest z punktu widzenia egzystencji państwa.
The Republic of Poland, like any other country, is exposed to a number of external and internal threats. The rapidly changing geopolitical situation as well as civilisational and technological development are creating new threats in the sphere of internal stability of a state, whose condition affects not only its institutions, but also its citizens and international relations. As we known, the concept of state includes the following three elements: a particular territory, the population living on that territory and a sovereign power (government) of supreme authority. Since systemic security is linked to the third of these elements, undoubtedly its preservation is important for the existence of the State.

W artykule odniesiono się do wybranych problemów zarządzania logistycznego w sferze bezpieczeństwa wewnętrznego, na które składa się formułowanie strategii, planowanie, sterowanie i kontrola procesów przepływu i magazynowania zapasów w celu jak najlepszego dostosowania się do potrzeb i ich zaspokojenia, w funkcji skali rzeczywistego zagrożenia bezpieczeństwa. Gotowość elementów systemu logistyki i sposób nimi zarządzania decyduje o skuteczności i efektywności działań ratowniczych w stanach zagrożenia osób, mienia i infrastruktury.
In this article, reference is made to specific problems in the field of logistics management of internal security. Logistics management in the field of internal security consists of formulating the strategy, planning, control and process control flow and storage of stocks in order to adjust to the needs and satisfy them, as a function of the scale of the system components and how they manage to determine the effectiveness and efficiency of rescue operations in emergency of persons, property and infrastructure.

Opis:
Artykuł dotyczy konstytucyjnego ujęcia problemu bezpieczeństwa. Wskazano w nim podstawowe regulacje Konstytucji RP z 1997 r. Celem było także dokonanie wstępnej oceny stanu badań nad bezpieczeństwem w doktrynie prawa konstytucyjnego. W pod-sumowaniu artykułu wskazano potrzebę nowego odniesienia kategorii bezpieczeństwa. Nie jest już nim samo państwo ani sam obywatel, lecz Rzeczpospolita Polska, postrze-gana jako dobro wspólne.
The paper considers the constitutional recognition of security. It includes the basic re-gulations of the 1997 Constitution. The aim was also to make an initial assessment of the security research results in the doctrine of constitutional law. In conclusion of the article, the need for a new category of security reference was pointed out. The referen-ce does not consist in the state itself, or a citizen, but the Republic of Poland perceived as a common good
