In the article the author presents the genesis and evolution of the research on strategic culture. He also conducts an analysis of the conditions and factors shaping the Polish strategic culture and the role of the Polish national security strategy in it. Attempts are also made to evaluate the Polish strategic culture, with an emphasis on the perception of the role of military forces in it. The main research problem is as follows: Is strategic culture really present in Poland and what were the conditions for its development? Specific questions to be answered are: What has characterized strategic culture in Poland? What factors have determined the shape of Polish strategic culture? What is its impact on foreign policy and Poland’s security? How are armed forces perceived in Polish strategic culture? The main conclusion is that Poland has its own strategic culture, which has been shaped by historical experience.

In view of the contemporary challenges and threats, European Union’s efforts in the area of civil and military capacity building are extremely important. As an international organization having a high impact on third countries, the European Union plays a key role in conflict prevention and crisis response. In external governance EU has two sectoral policies at its disposal: the Common Foreign and Security Policy (CFSP) and the Common Security and Defense Policy (CSDP). The CFSP is responsible for resolving conflicts and fostering international understanding using diplomacy and giving respect for international rules. The CSDP is responsible for carrying out civilian and military missions as well as for diffusing rules, which affect, in various respects, the improvement of security management in third countries through their incorporation. By adopting today’s global approach, both military and civilian, to crisis management and continuing to strengthen its capacity for action and analytical tools, the European Union is becoming a major security vector at international level, and its Common Security and Defense Policy expeditionary missions are the tangible proof.

This article analyses the position of the European Parliament on the priorities for the development of the EU Common Security and Defence Policy. The issues covered by this policy after the entry into force of the Lisbon Treaty remained the domain of intergovernmental cooperation mechanisms. Despite the changes made to the Lisbon Treaty to unify the Union’s external relations by removing its pillars and expanding CSDP tasks, the role of the EP in its creation has not increased in line with its expectations. In accordance with the provisions of the TEU, decisions on the operation of the CSDP shall be adopted by the Council, acting unanimously on a proposal from the High Representative of the Union for Foreign Affairs and Security Policy or from a Member State. As a result of such Treaty arrangements, the EP is unable to play such a role in the area of CSDP that would correspond to the importance of this body in the EU’s institutional system. Therefore, the main instrument for the implementation of the EP policy in the area of CSDP remain resolutions in which this body calls for the inclusion of transnational cooperation mechanisms in it. By expressing its position in resolutions, the EP advocates for the development of a strong, unified CSDP based on defined European security interests, as well as the development of a pan-European approach to the issues covered by this policy.

Ensuring the energy security is currently one of the EU’s top priorities. The EU energy policy, after the entry into force of the Treaty of Lisbon, is regulated by Article 194 TFEU, which guarantees a solid legal basis for European Union actions in this area on the basis of the Community method. The European Parliament, within the scope of its Community competences, as a participant in the decision-making process, contributes to shaping the face of the EU energy policy. Furthermore, by adopting nonlegislative resolutions, the EP expresses its position on the most crucial issues included in this policy and has an indirect influence on its shape. The aim of this article is the analysis of the content of these resolutions and presentation of the EP’s opinion on the challenges facing the EU in the field of energy. It should be highlighted that the European Parliament is the EU body with a strong emphasis on a supranational approach to energy security. The European Parliament prefers the view that all Member States, in a spirit of solidarity, must take actions to guarantee the EU’s common energy security. In favour of a common, integrated European energy market, the EP puts great emphasis on the necessity to implement ambitious climate policy objectives within its framework, the key element of which is the reduction of greenhouse gas emissions.

The study presents information on the legislation on the cybersecurity system in selected European Union countries. The discussed laws in force in individual countries implement the NIS Directive concerning measures for a high common level of security of network and information systems across the Union. The NIS Directive specifies the institutions that should be established in all Member States; it regulates cooperation at the European level and imposes obligations in the field of network and information systems security, including the duty to adopt a national strategy on the security of network and information systems.

The objective of the paper is to shed light on the perspective of some new member states (NMS) of the European Union (EU) – in this case Poland – on the ambitious climate-energy endeavours undertaken at the supranational level. The economic consequences of implementing the most advanced plans would be to generate unproportionally high costs for the economy, energy production sector and, as a result, for the households’ budgets. From the Polish perspective it would be counterproductive in terms of the energy security concept agreed in the strategic documents defining climate and energy policies in the 2030 time horizon. Despite the justification and rationale of the European climate crusade, the political and economic costs for some member states are high enough that they do not hesitate to threaten to veto in the EU Council meeting. This paper answers the question as to why the Polish veto on the climate-energy package was a real threat during the EU energy summit in December 2008.

The submitted document opens the debate on the future of European defence. In the present geostrategic context, it is advisable that the European Union should increase its military potential by, inter alia, reducing the number of weapon systems, strengthening cooperation regarding defence industry, increasing operational interoperability and achieving strategic autonomy. The authors point out that the implementation of these goals may be difficult due to the fact that they assume, to a lesser or greater extent, limiting t defence autonomy of member states, as well as due to the controversy that would arise around a “fair” distribution of costs and profits among individual states related to the process of integration of the European defence industry.

The concept of cyber security has become part of the reality of the late 20th and 21st centuries. This term is understood as a system that blocks threats consisting in destroying, changing and unauthorized interception of data. The importance of the cybersecurity problem was emphasized by making legal regulations in the legislation of many countries around the world, including Poland, the United States, Russia and China, and on the basis of the provisions of state associations or international organizations, which is reflected in the relevant regulations of the European Union. The concept of cyber security is multi-faceted, becoming an object of interest not only to countries or organizations, but also to individual individuals living in given communities. The progressive digitization of many areas of life, regardless of the geographical location of the country, means that the need to ensure the proper and safe functioning of this sphere of reality determines the universality of cyber security.

The article deals with the description of football hooligans in the countries of Visegrad Group (Czech Republic, Slovakia, Poland, Hungary). Text describes history of this phenomenon in the central Europe in the context of European Football Championships of 2012 and 2016. Particular hooligans’ groups, the basic characteristics, relations and manifestations of these groups are briefly presented. In the final part there are outlined particular actors participating in tackling with football hooligans, including legislative procedures stemming from European Convention. In the conclusion itself there is discussed also police’ cooperation during big football championships.

For the past decade the focus of the U.S. security policy has been changing. After a period of global American hegemony, which took place at the end of the Cold War, the international position of the country is declining; countries such as China, India, Brazil, Russia are moving alongside the United States and Europe as centres of power. Focusing U.S. interest on Asia and the Pacific (“Asia Pacific pivot”) causes a reduction of its interests in Europe. Given these trends U.S and EU policymakers face the challenge to redefine their security and defence cooperation. This applies both to the acquisition by European allies more responsibility for their own safety as well as to develop new mechanisms for cooperation on the line US-NATO-EU relations. The article aims to answer about the current situation and perspectives of EU’s place and role in U.S. security policy in the context of redistribution of power in the world politics. The analysis is carried out in the neorealistic paradigm.

After the russian Federation began its aggression against Ukraine in 2022, the Ukrainian critical infrastructure system was attacked with the aim of its complete or partial destruction. In response to these attacks, the Ukrainian authorities announced the reconstruction of the infrastructure protection system based on eU legal solutions. therefore, the article discusses the issues of critical infrastructure, both at the european and Polish level. the provisions of 2007 are in force in the Polish legal system, and the 2008 directive – in the european legal system. however, legal provisions were amended in 2022 and will be implemented into national legal systems in 2024. the aim of the article was to analyze the content of the provisions of legal acts in the field of critical infrastructure in Poland and the eU. the analysis is accompanied by research questions regarding how to define basic concepts and terms in both legal systems and the mutual relations of both systems. the article refers to the document examination method that allows for the analysis of legal acts and comparative analysis. eU Member States have gained a superior position over european bodies, but growing natural and anthropological threats and the process of deepening european political integration have resulted in a gradual change in the way of thinking about critical infrastructure. the position of EU bodies under 2022 directive has been significantly strengthened vis-à-vis member states.
Po rozpoczęciu przez Federację Rosyjską agresji na Ukrainę w 2022 r. zaatakowano ukraiński system infrastruktury krytycznej w celu jego całkowitego lub częściowego zniszczenia. W odpowiedzi na te ataki władze ukraińskie zapowiedziały odbudowę systemu ochrony infrastruktury na podstawie rozwiązań prawnych Unii europejskiej. W artykule omówiono zagadnienia infrastruktury krytycznej, zarówno na płaszczyźnie europejskiej, jak i polskiej. W polskim systemie prawnym obowiązują przepisy z 2007 r., natomiast w europejskim – dyrektywa z 2008 r., niemniej jednak w 2022 r. dokonano zmiany przepisów prawnych, które zostaną implementowane do krajowych systemów prawnych w 2024 r. W tekście jako cel przyjęto dokonanie analizy treści przepisów aktów prawnych w zakresie infrastruktury krytycznej w Polsce oraz w Unii europejskiej. Analizie towarzyszą pytania badawcze dotyczące sposobu definiowania podstawowych pojęć i terminów w obu systemach prawnych oraz wzajemnych relacji obu systemów. Nawiązano do metody badania dokumentów pozwalającej na dokonanie analizy aktów prawnych oraz przeprowadzenie analizy porównawczej. Państwa członkowskie uzyskały pozycję nadrzędną wobec organów europejskich, jednak rosnące zagrożenia naturalne i antropologiczne oraz proces pogłębiania europejskiej integracji politycznej wpłynęły na stopniową zmianę sposobu myślenia o infrastrukturze krytycznej. Pozycja organów Unii europejskiej na podstawie dyrektywy z 2022 r. została zdecydowanie wzmocniona wobec państw członkowskich.

The aim of the presented paper is to depict the approach of the European Union and its member states towards security in the countries belonging to the Visegrad Group. For V4 countries it is vital to implement such a policy that would make Western Europe aware of the threat and exert political pressure on the countries of the so-called old Union (in particular on France and Germany) to assume a greater responsibility for security and peace in the world as an international organisation and support all actions designed to establish real and effective common defence policy of the EU. Indeed, state security is presently ensured not only by the armed forces of a given country but also through the assurance of obtaining effective assistance (of different kind) from other states and international organisations guaranteed by international agreements.

The Common Foreign and Security Policy is one of these areas of the European Union’s activity which arouses wide interest due to the broad spectrum of issues addressed there (i.a. democracy, the rule of law, trade, and issues related to civil, military and energy security) as well as to continuous evolvement of the Policy itself. Thus this area provides an abundance of issues to research on, discuss and assess, while professional diplomats regard it as a vital tool for attaining common goals that are significant from the perspective of a larger whole rather than only that of individual member states. One of such goals is to ensure energy security of the European Union. With this in mind, it is impossible for EU diplomacy to overlook the states of the South Caucasus: Armenia, Azerbaijan and Georgia, both with regard to their energy resources and geographical location. Is the South Caucasus truly the EU’s natural direction of improving its energy security? Are these countries able to help the European Union diversify its sources of energy supplies? Finally, are the states of the South Caucasus interested in that? These are only some of the questions the following article should answer.
