    Punktem wyjścia do rozważań o współczesnych zagadnieniach edukacji dla bezpieczeństwa jest przybliżenie najważniejszych definicji takich, jak: bezpieczeństwo, wyzwania, zagrożenia, edukacja, etyka w bezpieczeństwie. Następnie zaprezentowane są współczesne zagrożenia państwa według kryterium przedmiotowego. W dalszej kolejności został położony szczególny akcent na etyczny wymiar edukacji dla bezpieczeństwa – oparty na uniwersalnych wartościach (filarach). Zawarte są także praktyczne zagadnienia edukowania dla bezpieczeństwa w polskim systemie oświaty – ujęte w trzy cykle – mające doprowadzić do odpowiednich postaw obronnych, patriotycznych i obywatelskich.
    The starting point for a discussion on current issues in education for safety is the in-troduction of the most important definitions such as: safety, challenges, threats, education, ethics in safety. Then, contemporary threats to the state are presented according to the sub-ject criterion. Further on, a special emphasis is placed on the ethical dimension of education for security - based on universal values (pillars). It also includes practical solutions to nu-merous issues that impact the education system in Poland - divided into three cycles - which are supposed to lead to appropriate defensive, patriotic and civic attitudes.

    Opis:
    Morale is one of the most frequently recurring concepts in the media covering events from the country and the world. It is used by journalists and experts representing the scientific and military communities. The concept is also used by ordinary people commenting on the attitudes and achievements of various individuals and social entities, especially in situations of particular threats to human life and health. Since the term morale is used in different contexts and meanings, many different ways of understanding it can be noted. It can also be seen that approaches to the phenomenon of morale differ in time – interest in it decreases during peace and social stability and increases during conflicts, revolutions, or wars. For example, in the post-Cold War decade of the 1990s, known as the “end of history” or the “peace dividend” period, there was little scientific work on morale. But earlier, during the “Cold War”, such publications were numerously created in the West. From the emerging interest in the concept of morale in modern times, it appears that it is still valid and important.

    Artykuł porusza kwestie dotyczące bezpieczeństwa społecznego, które we współczesnych czasach nabierają szczególnego znaczenia. Jest to, bowiem ten rodzaj bezpieczeństwa, którego brak jest szczególnie odczuwalny przez dzieci, młodzież i dorosłych w ich codziennym życiu prywatnym i zawodowym. Współcześnie człowiek żyje w świecie ciągłych i szybkich zmian. W świecie oferującym wolność, swobodę czy chociażby bliższy kontakt z drugim człowiekiem. Ale jednocześnie jest to świat obierający poczucie bezpieczeństwa, niosący ze sobą wiele zagrożeń. Należy jednak pamiętać, że zagrożenia są nieodłącznym elementem życia człowieka. Zmienia się tylko ich rodzaj, natężenie i przyczyny ich powstawania. A także skutki, które prowadzą do narodzin poważnych dysfunkcji społecznych zarówno jednostek jak i całych grup. Spychając je bardzo często na margines życia społecznego.
    The article discusses the issues related to social security, which in modern times is of particular importance. This is just the kind of security, the lack of which is particularly felt by children, youth and adults in their everyday lives at home and at work. Today, man lives in a world of constant and rapid change. In a world that offers freedom, freedom or even closer contact with other people. But while this is the world picking a sense of security, bringing with them many risks. Note, however, that the risks are inherent in human life. Changes only the type, intensity and their causes. And also the effects that lead to the birth of severe social dysfunction, both of individuals and groups. Very often pushing them to the margins of society.

    W artykule scharakteryzowano transakcje offsetowe i przedstawiono przyczyny stosowania mechanizmów offsetowych w kontekście globalnym i zarządzania wiedzą, ze szczególnym uwzględnieniem polskich w tym zakresie. Aby lepiej przedstawić problem, omówiono podstawy prawne zawierania umów offsetowych oraz przykłady alokacji w innych krajach świata.
    The article characterizes offset transactions and presents reasons for using offset mechanisms in global and European context management knowledge, with particular relation to Polish solutions in this area. To better present the issue, legal basis procedures for conclusions of offset contracts were discussed, and some examples of allocations in other countries in the world provided.

    The Polish Customs Service actively participates in both preventing and counteracting all criminal activities threatening the country and its citizens. Apart from being the guardian of public finances, it has a social role in that it reinforces heightened controls in order to prevent the importation/exportation of illegal and/or dangerous goods, endangered species of animals and plants to and from the country. Moreover, it ensures that all measures are implemented to protect cultural heritage, intellectual property and internal market against a trade in goods activities that would adversely affect the conditions of tax competition in the country.
    Służba Celna z racji nałożonych na nią zadań, aktywnie uczestniczy w rozwiązywaniu i przeciwdziałaniu wszelkim patologiom zagrażającym społeczeństwu i państwu. Celnicy pełnią nie tylko rolę strażnika finansów publicznych, ale coraz bardziej koncentrują się na funkcji społecznej. Intensyfikują działania w zakresie ochrony społeczeństwa przed napływem towarów niebezpiecznych dla zdrowia i życia ludzi, zwierząt i roślin, ochrony dóbr kultury, praw własności intelektualnej, a także uczciwej konkurencji podmiotów gospodarczych.

    This article is a combination of reporting and analysis, constituting a relatively innovative approach in the scientific literature. It combines a report on a science-topical conference with the author’s attempt to weigh up and analyse the 16 years (as of 2017 – Z.M.) of the “war on terror” in terms of security (both external and internal) and the Republic of Poland’s raison d’état with particular emphasis on what are termed “contemporary challenges and threats”, dynamically occurring in the so-called “broad security environment” (in the perspective of Central and Eastern Europevs. the EU and NATO) (see: Summary and Conclusions).     As the new millennium starts to unfold, we see before us an area of security that has been radically reshaped since the end of the cold war and the end of the bipolar division of the world. Still more and more deepening globalisation brings not only a lot of positives, but also a lot of negatives appearing mainly in the form of new asymmetric security threats or risks, so we understand that a real effort will now be required to reappraise the 21st century. Simultaneously, it is clear that, if we want to stabilize security environment, we must look beyond our traditional military philosophy and deal very seriously with new global security risks and challenges.
