    Opis:
    This article focuses on the press discourse analysis concerning education and Polish school system in Belarus which took place in the period 2015–2017 in “Głos znad Niemna na uchodźstwie” (“A voice from the Neman River in Exile”) weekly. The situation of Poles as Polish people living abroad in the contemporary Belarus seems to be complicated. On one hand, they form big percentage of the society in Belarus, but on the other hand, a significant part of them has a difficulty to preserve Polish identity. Polish press in Belarus plays a vital role in the process of creation and development of national awareness. “Głos znad Niemna na uchodźstwie” weekly issued as the press organ of the Union of Poles in Belarus has been playing such a vital role for years. The discourse analysis has proved to be particularly helpful concerning some problematic issues of ethnic and national minorities. One should highlight the fact that the public discourse is used both for the formation and reinforcement of the national identity. We analyzed six selected papers concerning the education and Polish school system in Belarus in “Głos znad Niemna na uchodźstwie” weekly. We observed what topics concerning Polish education in Belarus are highlighted in the press, what the discourse construction is, types of used vocabulary and structures, what changes in readers’ behavior and mentality are obtained.

    Opis:
    SummaryTe article describes the procedures for the foundation and closing down of state schools in Poland. It focuses on such procedures as applicable to schools administered by local government units at the gmina, powiat, or voivodeship levels. Looking the issue from the perspective of the diverse tiers of local government reflects of the structure of the schools in the Polish public educational system, where the overwhelming majority of schools are run by local government, while schools run by ministries or individuals and non-government legal entities make up a minority group in the system. Te article also discusses provisions for the closing down of schools in the public (state) educational system, and in particular Article 59 of Ustawa z 7 września 1991 r o systemie oświaty (the Education Act of 7 September 1991).
    W artykule opisano procedury zakładania i likwidacji szkół publicznych w Polsce. Przede wszystkim skupiono się na omówieniu tworzenia i zamykania szkół publicznych, których organem prowadzącym są właściwie jednostki samorządu terytorialnego, to jest: gmina, powiat i województwo. Taki układ treści jest odzwierciedleniem struktury szkół w polskim systemie oświaty, w którym szkoły prowadzone przez jednostki samorządu terytorialnego zdecydowanie przeważają nad szkołami prowadzonymi przez ministrów oraz szkołami publicznymi prowadzonymi przez osoby fizyczne i inne niż jednostki samorządu terytorialnego osoby prawne. W artykule poruszono też kwestię likwidowania szkół publicznych. Szczegółowo został omówiony przepis art. 59 ustawy z 7 września 1991 r. o systemie oświaty.

    The aim of this article is to reflect on the implementation modalities of educational policy promoting multilingualism in Poland, a country where linguistic and cultural variety remains relatively low. The article begins with a definition of the concept of “language policy”. Subsequently, the European Union’s directives promoting the policy of multilingualism in the educational context are presented. In this part, the focus is on the following aspects: modern foreign languages, regional and minority languages, certification of language skills and teaching of a curriculum subject integrated into foreign language instruction. The last part of the article concentrates on the implementation of the said directives in Poland. In the research, the author relies on statistical data from various sources to demonstrate that - even if Poland is considered a country where linguistic and cultural variety remains low - foreign (in a broad sense of the term), regional and minority languages are regaining their rightful place in the functioning of the state, including in the Polish education system.

    This paper explores the issue of the value-based life and upbringing towards the values on the grounds of legal conditions in which the Polish educational system exists. Multiple standards are imposed on educational space and law, including especially education law, has been subject to major inflation, therefore, at the moment law is becoming one of the crucial factors that determine the structure and function of all subjects and institutions of education. Law not only determines the formal context of the system within which education occurs but also influences organizational aspects of ongoing educational activities as well as individual areas of experiencing and learning both the school and the law. As a consequence, the law is able to and should support the process of leading students towards the value-based life. All the subjects and institutions of education as well as authorities decisive in terms of education should put and effort in searching for a knowledge on a good law and make establishment of such law a basic concern and task. Good law can lead to a value-based life or constitute a measure of the protection of values that are promoted and implemented within the educational system. Depriving school of humanity is also reflected in the legal sphere – a chaos that occurs in the educational reality under the influence of continuous amendments to the education law. This paper is aimed at considering the state and structure of the current law on the protection of values in education.

    Preventive action plays a significant role when referred to children and youth while growing or becoming mature. It is a phase when there can be found intensive personality changes. It is also a moment in growing up susceptible to disruptions and taking up risky actions. That means that leading a child towards maturity is both educating as well as a preventive action. School has always been an important, initially even the only place where preventive programs were implemented. During the last few years there has been observed in Polish system of education intensity of actions in the area of preventive programs. Its key aspects concern above all: studies over the efficiency of preventive programs, local and school preventive strategies, diagnosis of the problems conditions and the basis towards further preventive actions, constructing School Preventive Programs, place and role for the teacher in school preventive actions and finally evaluation of these acts.
    Oddziaływanie profilaktyczne ma szczególne znaczenie w odniesieniu do dzieci i młodzieży w okresie dorastania. Jest to faza rozwoju, w czasie której dokonuje się wiele intensywnych jakościowych zmian w osobowości człowieka. Jest to również moment rozwoju podatny na zakłócenia i podejmowanie działań ryzykownych. Dlatego prowadzenie dziecka ku dojrzałości jest zarówno wychowaniem, jak i profilaktyką. Szkoła od zawsze była ważnym, pierwotnie nawet jedynym, miejscem realizacji programów profilaktycznych. W ostatnich latach w polskim systemie oświatowym obserwujemy intensyfikację działań w obszarze szkolnej profilaktyki. Jej kluczowe aspekty dotyczą między innymi: badań nad skutecznością programów profilaktycznych, lokalnych i szkolnych strategii profilaktycznych, diagnozy uwarunkowań problemów i podstaw działań profilaktycznych, konstruowania Szkolnych Programów Profilaktycznych, miejsca i roli nauczyciela w profilaktyce szkolnej oraz ewaluacji podejmowanych działań prewencyjnych.
