Opis:: The paper presents the theoretical, general approach to safety modelling of operation threats and extreme wather hazards impact on Critical Infrastructures. To achieve this aim, the scheme of the operation and climate-weather influence on CI is presented and described. Furthermore, the basic critical infrastructure safety indicators and IMCISM Model 1 are introduced.

Opis:: The main aim of this paper is to present the general safety analytical models of complex multistate technical systems related to their operation processes including operating environment threats. In the case of critical infrastructure, the determination of its safety function and its risk function, which graph corresponds to the fragility curve are defined. Moreover, its mean lifetime up to the exceeding a critical safety state and the moment when its risk function value exceeds the acceptable safety level and the critical infrastructure and its components intensities of degradation and the coefficients of operation process including operating environment threats influence on the critical infrastructure and its components intensities of degradation are introduced as the other significant safety indicators. The proposed models are given for multistate series, parallel, “m out of n”, consecutive “m out of n: F”, series-parallel, parallel-series, series-“m out of k”, “mi out of li”-series, seriesconsecutive “m out of k: F” and consecutive “mi out of li”: F”-series systems.

Opis:: W artykule omówiono problematykę posadowienia farm wiatrowych w kontekście stwarzania zagrożeń dla żeglugi i rybołówstwa. Obecność farm wiatrowych na morzu tworzy obszar w formie wyznaczonego pola oraz wraz z konieczną strefą ochronną ogranicza dostęp do tego obszaru również dla turystyki rekreacyjnej czy sportów wodnych. Stanowiąc nową, sztuczną przeszkodę wodną, mimo jej budowy poza tradycyjnymi szlakami wodnymi (torami wodnymi), stwarza szereg zagrożeń. Wyróżniono zagrożenia bezpośrednie i dodatkowe, wskazujące, że kolizje statków z infrastrukturą farm wiatrowych są możliwe. Prowadzi się badania naukowe szacujące ryzyko wypadkowe na wybranychakwenach morskich między statkami a sztucznymi przeszkodami wodnymi. Omówiono zagrożenia wypadkowe podczas eksploatacji turbin wiatrowych z danymi statystycznymi trzech państw europejskich. Przy posadowieniu pól farm wiatrowych z dala od szlaków żeglugowych oraz obecnym wyposażeniu technicznym statków możliwe jest zmniejszenie ryzyka powstania niebezpiecznych sytuacji pomiędzy tymi obiektami lub zmniejszenie skutków kolizji lub podobnych zdarzeń. Niewątpliwie obecność na morzu farm wiatrowych pogarsza bezpieczeństwo żeglugi, ogranicza dostęp do niektórych obszarów, jednak posadowienie farm wiatrowych na morzu jest rozwiązaniem kompromisowym (powoduje mniejszy opór społeczny), pozwalającym na rozwój energetyki wiatrowej.
Paper discussed the problem of wind farm localization at sea will cause to the threats for shipping and fishing. The wind farm located at sea forms an area with the necessary protective zone limits the access into the area for recreational tourism and water sports. Providing new, artificial water barrier and past building outside the shipping or fishing routes the wind farm creates many threats. It was distinguished direct and additional threats, showing that collisions between vessels and wind farm infrastructure are possible. It is conducted scientific research for estimating the risk of accidents on chosen sea areas between vessels and artificial water obstacles. It was discussed the risk of accidents during wind farm operation process on the statistical data received in three European countries. It is possible decreasing the risk of dangerous situations arising between those objects or decreasing the ships’ collisions effects and consequences if the farm localization is far from shipping routes and progressively better present vessel technical equipment. Undoubtedly presence of the wind farms at sea worsens the shipping safety, constricts the access to some areas but localization the wind farm at sea is a compromise solution (it makes smaller social resistance) allows for the development of wind farms energy production.
