Opis:
The purpose fulness as well as necessity of cars safety determination has been exhibited. Moreover, the principles of the flnite element method (FEM) have been explained as well as its usefulness as a crash testing simulation tool. The programs which have been established in order to explore possibilities of virtual testing have been described. The paper contains the designs of the large vehicles passive safety devices. The problems concerning simulations of large vehicles — cars accidents have been emphasized. Moreover, the conversion of the experimental testing in to the virtual testing has been pointed out along with its advantages and disadvantages. Furthermore, the paper describes the proposition of the safety improvement in case large vehicle -  car accidents investigated with aid of virtual crash testing. The last mentioned system is especially important in terms of truck tractor with a trailer where slipping is very dangerous due to the fact that it can cause breaking the connection and in conseguence roll over. Another, new solution which improves passive safety could be the "active bumper ". The passive safety devices are necessary to reduce danger as well as provide passengers with maximum possible comfort what but a way also improves safety.

Introduction: This study focuses on accidents in artisanal mining, to support policies improving miners' employability. Materials and Methods: Based on a questionnaire administered in November 2009 to a sample of 180 miners from the artisanal mining of LUPOTO, in the Province of Katanga, we explored significant trends between the accidents and their consequences and behavioral or sociological variables. Results: During the 12 months preceding the study, 392 accidents occurred, affecting 72.2% of miners. Tools handling represents 51.5%, of the accidents' causes, followed by handling heavy loads (32.9%). Factors such as age, seniority or apprenticeship did not generate significant differences. Contusions were the most common injuries (50.2%), followed by wounds (44.4%). These injuries were located in upper limbs (50.5%) and in lower limbs (29.3%). 80.5% of miners were cared for by their colleagues and 50% of them could not work for more than 3 days. Physical sequelae were reported by 19% of the injured miners. Discussion: Many surveys related to accidents in the area of artisanal mining report such high frequency. The unsuitability of tools to jobs to be done is usually raised as one of the major causes of accidents. The lack of differentiation of the tasks carried out in relation to age is another factor explaining the lack of protective effect of seniority as it minimizes the contribution of experience in the worker's safety. The apprenticeship reported is inadequate; it is rather a learning by doing than anything else. That is why it lacks protective effect. Low income combined with precariousness of artisanal mining are likely to explain the low level of work stoppages. Conclusion: Tools improvement associated with adequate training seem to be the basis of accident prevention. Availability of suitable medical care should improve artisanal miners' recovery after accidents.

Safe traffic is a key factor for both social players and the sustainable development of the economy. The various interest groups involved in traffic each have their own role in making our roads safe. The large number of traffic accidents and their grave consequences represent a real problem all over the world (see, for instance, the incredibly crowded metropolises of Southeast Asia or the megacities of Latin-American). A successful innovative activity in this field performed on a worldwide scale contributes to solving a critical social and economic issue. Due to the more easily available European statistical data, the paper is going to present the causes of accidents and examine possible solutions. A 2001 objective of the European Union requires a 50 per cent reduction in the number of fatal road accidents by 2010. Although a number of effective measures have been implemented in the field of traffic safety, the number ofroad accidents is still unacceptably high in the EU: a total of 1.3 million accidents per year result in close to 40,000 deaths and 1.7 million injuries. There is a large body of statistical data available (bothfrom Hungary andfrom Europe) and several comprehensive researches discuss the types of accidents. Available analyses are going to made on what kind of active or passive vehicle safety systems could have helped avoid the accidents. These analyses have and still define the main directions for legislation and technical developments.

In today’s world the phenomenon of drugs is very complex. A comprehensive study of the problems of this social pathology is dealt with by a lot of scientific disciplines for detailed diagnosis of the whole issue. Drug abuse is a common problem that has a negative impact on society, both in terms of health, as well as criminogenic effects, therefore knowledge of this dangerous phenomenon is constantly explored and expanded. The progress of civilization has created ideal conditions for expanding the drug phenomenon. Nowadays, there is a very high possibility of acquisition, and hence the use of psychoactive substances. Taking psychoactive drugs leads to serious addictions to these substances, and in consequence a man is exposed to danger to the health and life. The implication of drug use is not only a health hazard but also psychological and legal ones. Health threat often results in irreversible changes in the immune and nervous system of a man. Drug use causes organism emaciation, internal organs disease, mainly the heart, kidneys and the liver. There is also an increased risk of HIV infection due to the low socioeconomic status. When using psychoactive substances, a personal threat of the addict is also a state of mind. Addiction to psychoactive substances causes a personal threat to human health and life, which is why it is important to raise awareness and inform people about the types of possible implications caused by the phenomenon of drug use, especially that year by year there is an increase of addiction rate mainly among young people.
W dzisiejszym świcie zjawisko narkomanii ma bardzo złożony charakter. Kompleksowym badaniem problemów owej patologii społecznej zajmuje się wiele nauk w celu szczegółowego zdiagnozowania całości zagadnienia. Narkomania jest powszechnym problemem niosącym negatywny wpływ na społeczeństwo, zarówno w skutkach zdrowotnych jak i kryminogennych, dlatego też wiedza o tym groźnym zjawisku jest nieustannie zgłębiana i poszerzana. Postęp cywilizacji stworzył idealne warunki dla poszerzenia się zjawiska narkomanii. W dzisiejszych czasach istnieje bardzo duża możliwość nabycia, a co za tym idzie i zażywania środków psychoaktywnych. Zażywanie środków psychoaktywnych powoduje poważne uzależnienie od tych substancji w konsekwencji, których człowiek narażony jest na osobiste zagrożenie zdrowia i życia. Implikacją zażywania narkotyków jest nie tylko zagrożenie zdrowotne lecz dodatkowo psychiczne i prawne. Zagrożenie zdrowotne niekiedy skutkuje często nieodwracalnymi zmianami w systemie odpornościowym czy nerwowym człowieka. Zażywanie narkotyków powoduje wyniszczenie organizmu, choroby narządów wewnętrznych głównie serca, nerek i wątroby. Istnieje również zwiększone ryzyko zarażeniem wirusem HIV z uwagi na niski status socjo-ekonomiczny. Podczas zażywania środków psychoaktywnych osobistym zagrożeniem uzależnionej osoby jest również stan psychiczny.

The sole purpose of air accident investigations should be the prevention of accidents and other incidents in the future, without apportioning blame or liability. A civil aviation safety system is based on feedback and lessons learned from accidents and incidents, while requiring the strict application of rules on confidentiality in order to ensure the availability of valuable sources of information in the future. Therefore, related data, especially sensitive safety information, should be protected in an appropriate manner. Information provided by an individual in the framework of a safety investigation should not be used against them, in full respect of constitutional principles, and national and international law. Each “involved person” who knows about an accident or serious incident should promptly notify the competent state authority for carrying out an investigation of the event. “Involved person” refers to one of the following: the owner; a member of the crew; the operator of the aircraft involved in an accident or serious incident; any person involved in the maintenance, design, manufacture of that aircraft or in the training of its crew; any person involved in air traffic control, providing flight information or providing airport services, which provided services for the aircraft concerned; staff of the national civil aviation authority; or staff of the European Aviation Safety Agency. In terms of the protection level of the organization (employer), employees who report an event or submit an application to the investigation cannot bear any prejudice from their employer because of information provided by the applicant. The protection does not cover (exclusions): infringement with wilful misconduct (direct intent, recklessness infringement); infringement committed by a clear and serious disregard of the obvious risks; and serious professional negligence, i.e., the failure to provide unquestionably duty of care required under the circumstances, causing possible or actual damage to persons or property leading the level of aviation safety being seriously compromised. All employees in the aviation sector, regardless of their function, have safety-related duties and are therefore critical to the security of the entire civil aviation system. The safety of this system requires that any event that has or may have an impact on security in aviation should be reported voluntarily and without delay, because it is necessary to conduct an appropriate investigation in order to increase the level of safety. “Just Culture” is the basic premise for the effective functioning of the reporting of events required for all aviation organizations in order to maintain and raise the safety level. As safety management is based on precise data, it is necessary to introduce appropriate procedures, which allow for obtaining information not only about the events that have already occurred, but also about any other events that could potentially cause hazardous conditions. All the procedures and rules of operation relating to the policy of Just Culture should be constructed so that they not only comply with the provisions of applicable law, but are also rational and understandable by all stakeholders, as well as provide certain comfort and confidentiality to persons reporting events that affect airline safety. Changes in the existing legal system should be established in cooperation with all concerned institutions: law enforcement, including the courts and public prosecution, aviation insurers, the Aircraft Accident Investigation Commission and other entities. Is it possible to reconcile the interests of the so-called culture of aviation safety, i.e., Just Culture, with the requirements of the above-mentioned institutions and traders involved in the implementation of air transport and the exploration of the effects of aerial surveys? The answers to this and similar questions will be widely presented in this article.

The seriousness of an impact "large truck - motor vehicle" has been exhibited. The procedures of truck and motor car s crash testing were compared in order to point out the necessity of car s crashworthiness investigation in terms of compatibility and impacts between vehicles with large difference in mass and rigidity. Furthermore the paper explains a course of frontal impact between large truck and motor car in order to proof the necessity of cars compatibility as well as aggressivity investigation. The mass effect along with rigidity effect was exhibited as well. Moreover, the paper explains the design as well as objectives of the passive safety devices of both motor car and large truck. The concept of another, innovative passive safety device such as "active bumper" has been emphasized. Its working principia, adaptive control as well as the diagrammatically presented design were pointed out. The bumpers control is very difficult as it will be entirely independent from a driver and it has to operate in random condition, therefore, the paper contains a proposition of controlling algorithm of the "active bumper". It also contains explanation of adaptation of the "active bumper" with various working condition as well as consideration of the "active bumper" application with various types of large trucks design.

W większości doniesień medialnych dotyczących wypadków drogowych najczęstszą przyczynę tych zdarzeń komentuje się stwierdzeniem „kierowcę zgubiła rutyna”. Rzadko kiedy pada wyjaśnienie, co kryje się pod tym hasłem. Tymczasem w psychologicznym ujęciu pojęcie czynności rutynowych nie jest do końca tożsame z potocznym rozumieniem. Mimo to naukowcy także zauważają, że zachowania rutynowe mogą niekiedy być katastrofalne w skutkach. W niniejszym artykule postaram się udzielić odpowiedzi na pytanie czym jest „rutyna” jako czynnik, który może doprowadzić do wypadku oraz jak zapobiegać jej ewentualnemu wpływowi na popełnianie błędów na drodze. Aby tego dokonać należy przyjrzeć się, jakiego rodzaju procesy zaangażowane są w prowadzenie pojazdu i w jaki sposób nabywamy umiejętności lub/i podlegamy zniekształceniom wynikającym z ich działania.
In the majority of media reports regarding traffic accidents the most common the cause of these events commented by saying "the driver got lost by routine." Rarely it rains explain what is meant by this slogan. Meanwhile, in psychological terms, the concept of routines is not entirely identical with the current understanding. Despite this, the researchers also note that the behavior of the routine can sometimes be catastrophic. In this article I will try to answer the question what is "routine" as a factor that can cause an accident and how to prevent its eventual influential to make mistakes on roads. To do this, it was necessary to see what kind of processes are involved in practice of driving and how people acquire this skills and also how we get distortion as the result of their actions.

Przeprowadzone obliczenia według procedury rozwinięcia pieszego wykazały w tym konkretnym przypadku du-żą zbieżność z oszacowaną prędkością zderzenia metodą porównawczą przy pomocy EES Catalog. Zaprezentowana procedura obliczeń umożliwia oszacowanie prędkości kolizyjnej nawet przy braku śladów blokowania kół po-jazdu podczas hamowania, co ma coraz większe znaczenie w związku z powszechnym stosowaniem ABS w pojazdach. Wyliczona prędkość umożliwia dalsze analizy biomechaniczne w zakresie wpływu energii kinetycznej podczas zderzenia na skutki powypadkowe. W artykule zaprezentowano rezultaty obliczeń prędkości zderzenia z pieszym oraz wizualizację zderzenia wpisujące się w elementy do wykorzystania na rzecz poprawy bezpieczeństwa ruchu drogowego i kształtowania świa-domości samych pieszych, jako uczestników ruchu drogowego.
Conducted calculations according to the procedure of developing the pedestrian showed the big coincidence with the estimated speed of the collision in this particular case with base on base method with the help of EES Catalog. The expressed procedure of calculations enables to estimate the conflicting speed even at the lack of signs of the blocking of wheels of vehicle during the inhibition what the more and more great significance has in the connection with universal applying ABS in vehicles. The calculated speed enables further biomechanical analyses in the influence of the kinetic energy while confronting to post-accident effects. In the article results of calculations writing down speeds of inducing collision with the pedestrian and the visualisation of the collision were presented oneself into elements for exploiting the movement for the improvement in the safety road and formings of the awareness of very pedestrians, as road users.

There are still elements that need to be taken care of, such as continuous improvement of safety culture so that there can be a consistency in safety statistics, and improvement of total safety performance. The other key aspect is the analysis of human factor with the involvement of professionals in the area of human performance since it seems that current activities are insufficient. Authors would like to summarise this short article regarding railway safety performance by saying that undoubtedly, railways are constantly the mass transport mode to choose regarding the safety of travel.

Wiele opracowań na temat wypadków drogowych podkreśla aspekty związane z ich znacznymi kosztami społecznymi. Autorzy jednak, w większości przypadków, skupiają się na skutkach istotnych dla gospodarki państwa, takich jak nakłady na leczenie, ubezpieczenia, eksploatację dróg, naprawę aut itp. Tymczasem największe koszty ponosi sam człowiek, a ściślej rzecz biorąc jego psychika. Uczestnictwo w wypadkach drogowych, szczególnie tych prowadzących do poważnych obrażeń lub śmierci osób w nich uczestniczących, stanowi istotne zagrożenie wystąpieniem stresu traumatycznego, który może stać się przyczyną wystąpienia istotnych zaburzeń w funkcjonowaniu jednostki nawet wtedy, gdy ona sama nie odniosła podczas tego zdarzenia żadnych poważnych obrażeń. Prowadzone analizy wskazują, iż u około jednej czwartej osób, które uczestniczyły w wypadku drogowym występują różnego rodzaju trudności emocjonalne. Pojawiające się bezpośrednio po wypadku problemy u części z tych osób mijają samoistnie, u innych jednak mogą trwać przez wiele miesięcy, a nawet lat, wskazując na wystąpienie zaburzeń potraumatycznych. Niniejszy artykuł ukazuje uwarunkowania tego procesu poprzez pokazanie możliwych reakcji jednostki w silnej sytuacji stresowej z uwzględnieniem szczególnego przypadku, jakim jest przeżycie wypadku drogowego.
Many studies on traffic accidents highlight aspects of their significant social costs. The authors, however, in most cases, focus on the effects important for the national economy, such as expenses for treatment, insurance, operation of roads, repair of vehicles, etc. However, most costs are borne by the same man, or more strictly speaking, his psyche. Participation in road accidents, especially those leading to serious injury or death of the persons involved, represents a significant threat of traumatic stress, which can be a cause of major problems in the functioning of the individual, even if he or she did not suffer any serious injuries during the event. The analyzes indicate that about one-quarter ofthe people who participated in a road accident display different types of emotional difficulties. The problems with some of these people that appear immediately after the accident go by itself, but in others they can last for many months, or even years, indicating the occurrence ofpost-traumatic disorders. This article presents the conditions of this process by showing the possible reaction of a strong individual in a stressful situation, taking into account such a particular case as the survival of an accident.

The paper presents a general approach to safety analysis of critical infrastructures that aims to suggest new and to develop existing methods and tools capable of supporting intelligent modeling and decision making in controlling and optimizing the safety of those systems and their accidents consequences risk. Its main focus is on the suggestions of the creation and usage of new techniques, procedures and strategies to improve and to optimize safety of real complex infrastructure systems related to the inside dependencies – among their subsystems and components and the outside dependencies – coming from their operation environment and from other dangerous events and natural hazards. The approach tries to create an original and coherent methodology of safety of critical infrastructures useful in ensuring and improving safety of those systems in various industrial sectors by providing an integrated package of solutions consisting of various packages of theoretical and practical tools ready for direct use by safety theoreticians and practitioners dealing with safety of real critical infrastructures.

W opracowaniu podjęto tematykę bezpieczeństwa ruchu drogowego w odniesieniu do zagrożeń powodowanych przez osoby kierujące pojazdem bez uprawnień. Odniesiono się do definicji bezpieczeństwa i związanych z nią uwarunkowań dotyczącego wpływu osób, które nie posiadają uprawnień na bezpieczeństwo ludności w ruchu drogowym. Kolejny etap opracowania to odniesienie się do przyczyn wypadków, które odpowiadają za wystąpienie niebezpieczeństwa na drodze. Tekst zawiera informację o liczbie wypadków, osobach poszkodowanych i zgonach, które powstały w wyniku spowodowania kolizji przez osoby nieuprawnione. W kolejnej części opracowania podjęto próbę analizy i jej ocenę, która przedstawia udział osób nieuprawnionych na ogólną liczbę wypadków, rannych i zabitych do ogólnej liczby tych zdarzeń i wydarzeń. Zwiększenie świadomości społeczeństwa do wielkości zagrożenia związanego z udziałem osób, które nie posiadają odpowiedniego uprawnienia do kierowania pojazdem może znacznie ograniczyć liczbę wypadków, poprzez odpowiednie szybkie zareagowanie. Celem opracowania było przedstawienie zna-czenia skutków zagrożeń powodowanych przez osoby nieuprawnione na bezpieczeństwo ludności w ruchu drogowym.
The study deals with the subject of road traffic safety in relation to the risks caused by people driving the vehicle without authorization. Reference was made to the definition of safety and the related determinants regarding the impact of people who do not have rights on the safety of the population in road traffic. The next stage of the development is to refer to the causes of accidents that are responsible for the occurrence of a hazard on the road. The text contains information about the number of accidents, injured persons and deaths that resulted from the accident caused by unauthorized persons. In the next part of the study, an attempt was made to analyze and evaluate it, which presents the share of unauthorized persons in the total number of accidents, injured and killed in the total number of these events and events. Increasing the awareness of the public to the size of the risk associated with the participation of people who do not have the appropriate driving license can significantly reduce the number of accidents through appropriate prompt response. The aim of the study was to present the significance of the effects of threats caused by unauthorized persons on the safety of the population in road traffic.
