Opis:
Safety, along with the issue of security, is the most substantial and critical issue to any society and nation of the mankind. The fact that human elements contribute dominantly, in particular, to the transportation – marine, air and road traffic – accidents requires not only the technical approaches, but also cultural configuration inherent to the accidents. This paper tries to incorporate Hofstede’s dimensions of national culture to identify possible interaction with accidents. It will be of help to figure out the need to consider the aspect of national culture to be efficient in dealing with policies for safer communities and nations.

The paper presents the overall risk management state for the crude oil tanker fleet, evidenced by EMSA and other international marine organisations. Based on historical statistical data related to fleet size, accident reports, amount of oil spilled on the sea and the economic value of the crude oil transport business, the risk acceptance criteria are evaluated. The Formal Safety Assessment is further used for a systematic assessment of risk, where potential hazards are analysed with structured methods (HAZID) and represented in event trees. The paper studies three risks: PLL (potential loss of lives), PLC (potential loss of containment) and PLP (potential loss of property). A general approach is presented and discussed with a particular focus on the evolution of risk acceptance in recent decades and evaluations of risk F-N curves for different tanker sizes.

The paper objectives are to present the methods and tools useful in the statistical identifying the unknown parameters of the components reliability and safety of complex industrial systems and to apply them in the maritime industry. There are presented statistical methods of estimating the unknown intensities of departure from the reliability state subsets of the exponential distribution of the component lifetimes of the multistate systems operating in various operation states. The goodness-of-fit method applied to testing the hypotheses concerned with the exponential form of the multistate reliability function of the particular components of the complex technical system in variable operations conditions is suggested. An application of these tools to reliability characteristics of a ferry operating at the Baltic Sea waters is presented as well.

Drones are entering the maritime sector and have successfully increased safety and security. They can effectively replace humans, and where life and health are at risk during operations such as tank or hull inspections, they can be used in a fully remote capacity. They are used to transport spare parts, documents, medicine, etc. between land and ships at sea or on the roadstead, which may increase safety during the COVID-19 pandemic. Drones can control traffic and the emission of pollutants from ships, detect pirates, monitor areas, and support operations. They are used in search and rescue missions and also provide modern technologies like 5G and others. Drones are reliable and effective, and their use minimizes costs and reduces time. This paper presents a current review of the state of knowledge on the use of drones in the maritime sector. It takes into consideration the opportunities of their utilisation and presents possibilities and examples of successful drone exploitation by various entities such as classification societies, shipyards, search and rescue (SAR) missions, and others. The benefits and limitations and a roadmap for drones in shipping are also analysed. An application forecast for the Polish maritime sector in the West Pomeranian and Pomeranian Regions is also delivered in the paper. Desk research methodology was used to review the literature to identify the set goals by analysing literature reports, articles, and materials published by beneficiaries using drones successfully, as well as inquiries and market offers.

Helipad located on ships greatly increases their ability to perform tactical and logistical abilities. They allow performing reconnaissance from the air, transportation of cargos and people to and from the ship. Landing on a moving ship particularly small size during bad weather is not a safe manoeuvre. Article provides an overview of existing solutions that improve safety during the landing manoeuvre of the helicopter to the ship and describes an innovative mechanism with can stabilize helicopter pad in four degrees of freedom. This solution is characterized in that the landing plate is movable and actuated simultaneously by two support plates and two levers. Plates and levers are driven by separate linear motors that move along the guides connected to the base. The main feature of the mechanism is that when the base is not stable, it can reduce the linear movement of the landing platform in the vertical and transverse direction and angular displacement around an axis perpendicular and parallel to the axis of the ship. A preferred feature of the mechanism is that in folded position it occupies relatively little space. In addition, advantageous attribute of the mechanism is its large working area, enabling the reduction of high amplitude vibration. The article contains a calculation of the kinematics for the proposed structure of the mechanism. It also includes speed drives waveforms, which are the result of simulations for the input parameters of the ship movement.

There are many legal domestic and international requirements in this field. Authors indicated that Polish Maritime Office are well organized in security safety in this requirements.

Basic concepts of the safety analysis of ageing multistate systems are introduced. The system components and the system multistate safety functions are defined. The mean values and variances of the multistate systems’ lifespans in the safety state subsets and the mean values of their lifespans in the particular safety states are defined. The multistate system risk function and the moment of exceeding the critical safety state are introduced. A series safety structure and a parallel-series safety structure of the multistate systems with ageing components are defined and their safety functions are determined. The multistate system safety models are applied to the prediction of safety characteristics of a maritime ferry.

This study aims to improve an earlier safety analysis of port and maritime transportation systems in two cases. The first case does not consider outside impacts and the second case operates under the assumption that they are impacted by their operation processes. New and original suggestions on separate and joint system safety and operation cost optimization are also described and future research is also outlined. Probabilistic modeling methods are used as the research methods. The proposed research procedures enable the determination of the safety function and risk function for the port oil terminal critical infrastructure and the maritime ferry technical system in both examined cases, based on the strictly exact statistical data about their operation processes and on the improved approximate evaluations of their components safety parameters through expert opinion methods that originate directly from the users of these systems. Other proposed practically significant safety and resilience indicators are the mean lifetime up to the exceeding of a critical safety state, the moment when the risk function value exceeds the acceptable safety level, the intensity of ageing/degradation in both cases, the coefficient of operation process impact on system safety, and the coefficient of system resilience to operation process impact in the second case. As a result of this research, it is originally found that the proposed cost optimization procedures and the finding of the corresponding system safety indicators deliver an important possibility for the system total operation cost minimizing and keep fixed the corresponding conditional safety indicators during the operation. It was also established that the proposed system safety optimization procedures, and corresponding system operation total costs, deliver an important possibility for the system safety indicators maximization and keep fixed the corresponding system operation total costs during the operation.

The probability of an accident in transportation systems can serve as a measure of these systems safety or risk, depending on the objective. Therefore numerous methods and models for risk evaluation, with respect to maritime, have been developed. However, these models are either too simplified, allowing relatively fast analysis but very often missing the substantial links among the model variables, or they are too slow for effective analysis, due to computational complexity, not necessarily being backed-up with the complexity of the model itself. Thereby, this paper introduces a novel method evaluating the probability of ship-ship collision in the maritime transportation system focusing on the open sea collisions, applying the queuing theory in the simulation model. The model allows relatively fast prediction as it focuses on the specific events (e.g. accidents), instead of simulating the whole traffic. To support this hypothesis a case study is presented focusing on a selected element of transportation system in operation.

This paper analyses the causes of fires on board merchant ships and fishing vessels. The study attempts to identify the causes of fire occurrence on board ships and to determine their interrelations using the relations diagram, also known as the interrelationship diagram or digraph. This diagram identifies relations not only between causes and effects but also between two or more causes. Elements of the diagram, which have the greatest number of directed connections from/to, are the starting points for further ship safety analysis. The relations diagram is used as a basis for planning corrective measures and actions directly increasing shipping safety at sea. Knowing the various causes of fire occurrence, it is possible to eliminate or to reduce their number in the future by revising and drawing up relevant maritime transport regulations. This, in turn, can enhance shipping safety.

Helicopter pad located on the ship significantly increase the operational capabilities of military and civilian ships. During the storm, especially side tilts of the ship hinder or even prevent the safe use of the helicopter pad. It is proposed to apply the system placed between the deck of the ship and landing site plate, driven by four independent cable drives located under the deck. The task of the system will be preventing from transferring to Helicopter pad the tilt of the ship around the longitudinal and transverse axis and the displacement of the deck along the transverse and vertical axis within the limits of the work area. The mechanism consists of four movable links on which the movable helicopter pad platform is located. As the linear actuators, trolleys moving along horizontal guides were used, powered by system of steel cables with four independent electric motors. In folded state the mechanism, take up appropriately little space under the deck area. For the assumed extreme amplitudes of the ship motion, minimum dimensions of the mechanism links that meets the requirement to work in one configuration and lack of collisions were determined. Kinematic relationships were created indicate which mechanical quantities should be measured in real time to determine the momentary drives speeds. For the adopted assumptions simulation was performed, confirming the predicted behaviour of the system. Based on the kinematic equations of system and taking in consideration collisions and geometrical limits, working area for the flat part of the mechanism was determined.
