Opis:
Due to state ownership of both free game and most forests in Poland, large hunting districts and low number of hunters, hunting in Polish hunting grounds provides an opportunity to encounter many animal species, often in their almost natural environment. The qualities of Poland’s fauna and flora as well as Poland’s accession to the EU and the resulting ease of movement have contributed to the development of hunt tourism. As a consequence, there has been a rise in the demand for services offered by rural areas inhabitants, which in turn should make local communities recognize the need to preserve the natural environment.

This paper seeks to determine the role of farmland afforestation in the development of rural areas in Poland. An analysis covered the distribution of afforestation conducted in the years 2003-2013 in terms of afforestations needs of rural communes. The assessment relied on the ranking of communes worked out by the Forest Research Institute for the purposes of the National Woodiness Enhancement Programme (NWEP). It was found that, in spite of the NWEP, farmland afforestation did not proceed in a spatially ordered way. The research showed that there is no straightforward relation between the level of afforestation needs of rural communes and spatial differences in farmland afforestation.
Celem artykułu jest określenie roli zalesień gruntów rolnych w rozwoju obszarów wiejskich w Polsce. Przeanalizowano rozmieszczenie zalesień wykonanych w latach 2003-2013 pod kątem potrzeb zalesieniowych gmin wiejskich. Oceny dokonano uwzględniając ranking gmin opracowany w IBL na potrzeby Krajowego Programu Zwiększania Lesistości. Wykazano, że mimo istnienia KPZL zalesianie gruntów rolnych nie odbywa się w sposób przestrzennie uporządkowany. Badania uwidoczniły brak jednoznacznego związku między poziomem preferencji zalesieniowych gmin wiejskich a zróżnicowaniem przestrzennym zalesień.

Subject and purpose of work: The paper focuses on identifying and assessing selected conditions and limitations of smart rural development in Poland. The concepts of smart development pointed out in the literature were used to analyse the results of field studies carried out in 2011 and 2016 in ten purposefully selected villages located in various regions of the country. Materials and methods: The conclusions were drawn on the basis of empirical material which took a form of quantitative data and qualitative information gathered from the interviews with village mayors (sołtys) and observations of the interviewers. For the purpose of the paper the statistical methods were used and the analysis of the content of responses was performed. Results and conclusions: The results of the surveys indicated a presence of both the potential of smart development in the surveyed villages and the barriers to it. The important determinants to activate local economic progress based on knowledge, education and new technologies were connected mainly with a convenient location and the environmental and cultural resources available. As for an insufficient level of valorisation of the aforementioned elements, it proved to be an obstacle to this process, which was largely due to the limited accumulation of human and social capital.
Przedmiot i cel pracy: Artykuł koncentruje się na identyfikacji i ocenie wybranych przesłanek oraz ograniczeń inteligentnego rozwoju wsi w Polsce. Wskazane w literaturze przedmiotu przejawy inteligentnego rozwoju wykorzystano do analizy wyników badań terenowych przeprowadzonych w 2011 i 2016 roku w dziesięciu celowo dobranych miejscowościach, położonych w różnych regionach kraju. Materiały i metody: Podstawą sporządzonych wniosków był materiał empiryczny w postaci danych ilościowych i informacji jakościowych pozyskanych z wywiadów z sołtysami oraz obserwacji osób ankietujących. Na potrzeby opracowania wykorzystano metody statystyczne oraz analizę treści udzielanych odpowiedzi. Wyniki i wnioski: Przeprowadzone analizy udokumentowały zaznaczanie się zarówno potencjału, jak i barier inteligentnego rozwoju w badanych wsiach. Istotne determinanty uaktywnienia lokalnego postępu gospodarczego opartego na wiedzy, edukacji i nowych technologiach wiązały się przede wszystkim z dogodną lokalizacją oraz posiadanymi zasobami środowiskowymi i kulturowymi. Z kolei jako przeszkodę w tym procesie wskazano na niedostateczny poziom waloryzacji wymienionych elementów, wynikający w znacznej mierze z ograniczonej akumulacji kapitału ludzkiego i społecznego.

The long-term strategic objectives of EU Rural Development Policy in the next (2014-2020) programming period are as follows: competitiveness of agriculture, sustainable management of natural resources and balanced territorial development. In this strategy, agriculture remains to be a key element solution for rural problems. In cooperation with four villages of Nograd County in Hungary, a survey, carried out in the summer of 2012, questioning the local population about their economic and social conditions, the situation of local communities and development ideas, with special focus on the role and potential of agriculture, was conducted. Having analysed the role of agriculture in employment, based on literature and research conducted, it is worth highlighting its significance in solving rural problems and ought to be considered when constructing new rural policy, especially in the following topics: the social functions of traditional agriculture based on local resources, the strengthening of viable farms, the increasing importance of diversification and labor- -intensive products with high added-value.
Długoterminowe cele strategiczne UE dotyczące Polityki Rozwoju Terenów Wiejskich na najbliższy planowany okres (2014-2020) to przede wszystkim: konkurencyjność rolnictwa, zrównoważone zarządzanie bogactwami naturalnym i zrównoważony rozwój terytorialny. Dla tej obranej strategii sektor rolny pozostaje elementem kluczowym, jako rozwiązanie problemów, z którymi borykają się tereny wiejskie. W 2012 r. przeprowadzono ankietę wśród mieszkańców czterech wsi węgierskiego regionu Nógrád. Lokalną ludność zapytano o ocenę swojego statusu ekonomicznego i społecznego, a także o pomysły na dalszy rozwój społeczności, uwzględniając rolę i potencjał rolnictwa. Należy podkreślić kluczową rolę jaką spełnia rolnictwo w rozwiązywaniu problemu zatrudnienia na terenach wiejskich. Podkreślono także funkcje polityki rozwoju tych obszarów, tj. społeczną tradycyjnego rolnictwa opartą na zasobach lokalnych, wspieranie opłacalnych gospodarstw rolnych, rosnące znaczenie dywersyfikacji oraz pracochłonnych produktów o wysokim podatku VAT

Authors define and explain the meaning of two concepts, namely human and social capital and their influence on the socio-economic progress in agriculture and rural areas. The presented studies and analyses point to the link between the growing role of these two factors and the general socio-economic progress. A major part of the paper is devoted to analysing the past and current state of human and social capital in Poland, focusing on their deficiencies and the need to improve their quality. In conclusion the authors note that the significant inflow of financial means after the the Polish accession to the EU as well as structural and administrative changes will not bring in full the possible benefits in the future unless there is an improvement in quality and an increase of creative participation of the human and social capital. The health aspect is also explored in the paper as a crucial element influencing human capital in the Polish rural areas.

The phrase ‘rural areas’ mean not only the place for agricultural production and the living place of rural population, but also refer to all the traditions, landscape, environment and residents of these areas. Rural development is highly supported at the EU level and it helps to enhance the quality of life of rural residents and the economic performance of rural areas. According to some points of view, the excessive support should be cut down, but the primary objectives of the CAP should be maintained. The threats of the economic crisis appear more significantly in rural areas. What are the possible ways to increase the economic situation of these areas, where poverty is high, education level is low and the population is aging? Working facilities are mostly connected with agriculture, but the financial background and competitiveness of agricultural enterprises is rather low. The environment and landscape should be preserved. How can all these problems be solved at the same time? How can the environment be preserved in line with the development of the rural areas? The renewed CAP was outlined in November 2010. This paper tries to examine the visions of rural areas for the future.

The subject of the article is the availability of technical infrastructure equipment in rural areas. Analysed were both the availability of technical infrastructure facilities and the tendencies of development in this area. Spatial analysis covered rural areas in Poland per provinces in the years 2003-2010. The studies comprised the following elements of infrastructure: water-pipe network, sewerage network, gas grid and road network, as well as individual and collective sewage treatment plants. For the sake of the article, which aims at the assessment of the level of technical infrastructure development in rural areas of Poland in spatial and time arrangement, the author applied methods of statistical multidimensional analysis using a construction of synthetic measure. The results of analysis obtained in the work greatly confirm commonly known situation of rural areas in Poland. However, it is worth noticing, that despite the intense investment activities undertaken by local self-governments and noticeable improvement in the technical infrastructure facilities availability, interregional differences are diminishing only slightly. On the basis of the joint assessment, in 2010 the highest level of the technical infrastructure facilities availability in rural areas was noted in the Małopolskie and the lowest in the Lubuskie province.

Systemic crisis and the decline of rural areas lead to a decrease in the level of life of rural population, the decrease in agricultural production. This number of problems determines the ways of rural development.
Системные кризисные явления и упадок сельских территорий приводят к снижению уровня жизни сельского населения, уменьшение объемов сельскохозяйственного производства. Такой ряд проблем обусловливает определение направлений развития сельских территорий. На основе комплексного подхода и сочетая три составляющие, экологическую, экономическую и социальную, нами предложен методический подход основных направлений развития землепользования сельских территорий на примере Береговского района Закарпатской области. При этом предполагается достичь оптимального соотношения между экономически целесообразным и экологически безопасными видами использования земель и обеспечить экономический рост материальных и социальных потребностей населения (устойчивое развитие). Данная методика базируется на основе метода анализа иерархий, разработанный Т. Л. Саати. Расчеты проведены с использованием программной среды Mathcad 14 .

The concentration analysis of the agricultural and rural development subsidies in the Southern Great Plain Region were carried out in two periods, in the budget periods of 2004-2006 and 2007-2013, respectively. There is a difference experienced in the concentration between 2004 and 2006; however, the concentration is more balanced with respect to each year. In the regional values the fact may be realized that the share of farmers from the subsidy is balanced. In the period between 2007 and 2013 even the minimal difference in the concentration disappeared relating to the examined years. The value of the concentration index, that is the share of the three performers getting the highest subsidies of the total, proves the run of Lorenz curves, as the indicator has been reflecting an average value around 10% in the region since 2006 in each year. By evaluating the data relating to the subsidies in the Southern Great Plain Region, the fact may be concluded that the concentration became equalized in the examined area.
Celem artykułu jest ocena koncentracji subsydiów Unii Europejskiej dla rolnictwa i obszarów wiejskich na Węgrzech. Badanie przeprowadzono w ujęciu regionalnym w regionie Południowa Wielka Nizina. Wykorzystano dane dla okresów 2004-2006 i 2007-2013. W latach 2004-2006 zaobserwowano różnicę w koncentracji w poszczególnych latach, a w drugim analizowanym okresie koncentracja była bardziej zrównoważona.

Subject and purpose of work: This research was conducted to measure the influence of the Suramadu Bridge on the reduction of rural poverty and to determine the impact of production factors such as physical capital, natural capital, human capital and financial capital on poverty before and after the Suramadu Bridge began operating in Kabupaten Bangkalan. Materials and methods: This study adapted the model used by Nashwari et al (2017) which was analysed applying Ordinary Least Square (OLS). The data from Village Potential 2007 and 2017 was used in the research. Results: Many production factors in the village did not have a significant effect on the poverty reduction before the Suramadu Bridge began operating. After the Suramadu Bridge opened, it has had a significant negative impact on poverty. The number of farmers, rice fields, non-agricultural activities, superior products, skills facilities and credit facilities has a significant positive effect on the reduction of the poverty level. Conclusions: The existence of the Suramadu Bridge has increased the influence of production factors in the villages on the poverty reduction in Kabupaten Bangkalan.
