Purpose of the work: Mountainous areas, with altitude over 700 m, intense relief and slopes between 16–20%, cover 43% of Greece and they are usually characterized by low population density and long-term unemployment. The Greeks have a dependent connection among environment, economy and society as the history illustrates. Many of Greece’s historic, cultural landscapes and native ecosystems have been degraded or isolated over the years. There is scientific evidence that Greece’s natural/semi-natural forested areas cannot be sustained without watersheds, ridges and other natural corridors that connect its native landscapes and ecosystems. Logging systems are really ancient by using often only mules or horses. The aim of the work is to estimate how harvesting systems should be technologically upgraded improving forest work and social wellness maintaining at the same time ecological sustainability. Approach: The study area is held at Samarina region, a mountainous area of Northern Pindos in Greece. Social data were collected with questionnaires and local visits for better understanding of human resources for forest authorities and other administrative information’s. DTM, Forest Inventory data and other GIS data have been derived by paper maps and previous studies. A registration of road-net and human resources within the protected area of Valia Kyrna and their contribution as factors for the sustainable development was used.The development of a Spatial Decision Support System that can concern all the conditions that are need in order to make an estimation of the optimal way of harvest a stand is really a challenge. Expected results: A GIS program is a powerful decision support tool in order to give the opportunity to the offices of Forestry to choose the optimal way of harvesting a stand and also to realize visually the effect’s of such a kind of work; that is going to be held to the inhabitants and to the tourists of the area. Conclusion: The potential of social and ecological factors is examined as it concerns the promotion of the protected area within sustainable rural development. Advantages of registration in the form of a spatial tool, especially when many types of information participate, are presented.

Mountain forests are facing substantial changes. The need to adapt forest management to climate change is overlaid by the consequences of demographic changes that alter the form of land use profoundly. The European policy is aware of the challenges and supports mountain regions by the Regulation for Rural Developments and other strategies. Regional efforts of the Forest Authorities account for the changing ownership structure in order to ensure sustainable forest management and the provision of the dependent ecosystem services.

This paper deals with the author's research results on the current situation and future prospects concerning the value of forestry in rural development presented in various reports and papers including columns of Sylwan. Forestry forms a substantial part of the rural economy. Wood ad other forest products and their processing secure a number of jobs in rural areas increasing socio−economic stability and development. Apart from the economic aspects, forestry has a lot of non−market values. It is necessary to analyse potential economic and social benefits of forestry to rural areas and their development of both market and nonmarket values and to include those benefits in rural conceptions.

Opis:
The aim of the paper is to present the status of the implementation of the National Program of the Forest Cover Extension (KPZL) in the period 1995−2013, and analyse the results of the survey on the major factors limiting the Program's execution after Poland entered the European Union in 2004. The study is based on the official statistical data and a mail questionnaire survey carried out in all local public authorities all over the country. Altogether 203 responses out of 380 public authority units were collected (53.4%). Since the beginning of the 1990s, the area of agricultural lands afforested annually was successively increasing, reaching its peak in 2003 (26.5 thous. ha). Since 2004 however, the annual rate of afforestation has been rapidly decreasing, and reached 4.1 thous. ha in 2013. Since 2001, altogether 159.3 thous. ha of agricultural lands were afforested, which amounted to 40% of the target defined in the KPZL. The spatial differentiation of the Program execution is very high, and, as a rule, there are too few new forests established in areas of the acute afforestation needs, i.e. in central and southern parts of the country. The most important obstacles in the KPZL implementation after Poland's accession to the European Union include: enlargement of the minimal plot area supported with the afforestation premium from 0.1 ha to 0.3 ha in 2004 and up to 0.5 ha in 2007, lack of financial support for afforestation of lands within Natura 2000 areas, which are not yet covered by protection plans, high competitiveness of direct payments for agricultural production compared to afforestation premium, as well as complicated procedures for granting financial support, scarcity of promotion of financial support for afforestation among farmers and trainings for them, and an exclusion of permanent grasslands from afforestation. The study shows that the current rate of afforestation is insufficient for reaching the general target defined in the KPZL (afforestation of 680 thousand ha of lands in the period 2001−2020). The breakdown in the program implementation seems to be an unexpected outcome of Poland accession to the EU and results from ongoing economic and social transformation in rural areas. The main factors influencing its depression appear to be long−term, thus it is rather unlikely that the unfavorable trends in the rate of afforestation may become reversed in the coming years.

In Poland, there are large discrepancies between the area of forest lands recorded in land−use registers of local authorities and the actual state of forest area in the field. These discrepancies were estimated to 800,000 hectares in 2016, which is 2.5% of the land area of Poland. The diver−gences result primarily from different definitions of a forest in forest regulations and legislation concerning land−use registry and the insufficient update of land registry databases. The aim of the paper is to define the major causes of reclassification of non−forest lands into forest lands and to determine the origin of forests on those lands. The study is based on a mail questionnaire survey carried out in all local public authorities all over the country (altogether 314 rural and 66 municipal counties). The questions focused on manners lands were used in a county, including the area of artificial and natural afforestation and the area of lands reclassified into forest lands over the period 2009−2013, as well as causes of such reclassification. Altogether 232 responses were collected (61.1%), 122 of which contained data of sufficiently good quality. The results show that afforestation of non−forest lands were mostly carried out in an artificial way. Reclassification into forest lands was conducted almost exclusively within rural counties. The reclassified lands were largely regenerated by natural succession. The key factor of land reclassification were works related to forest management planning in non−state owned forests. Afforestation carried out within the Rural Development Programme, co−financed from EU funding, was the second most important factor. In case of afforestation, land reclassification is obligatory no later than in the fifth year after a new forest was planted. The paper concludes with suggestions that there are no effective legal regulations that would make land owners to reclassify their afforested lands into forest lands, except cases of agricultural lands afforestation within the Rural Development Programme. Therefore, it is recommended to seek to cover all non−state owned forests with forest management plans and to obtain the compliance of land registries with the real situation in the field.
