Opis:: The transport forms an inevitable condition for the management and effective working of the economics and the society as a whole. Its wide range of use and quick development are often considered to be the main reasons of undesirable side effects on the environment. A growing number of cars on roads and highways contributes substantially to the air pollution. Therefore the international and national organizations are trying to find ways and mechanisms how to improve the environment together with the extension of traffic network. The cumulating problems of the unfriendly environmental impacts of transport should be resolved. The problems are being solved with an active approach, which is oriented to the prevention or early elimination. The solving of these problems belongs to the sphere of Resort of Transport and Environment. It is necessary to focus on this way prior to the after-effects solving.

Opis:: Every year too many people lose their lives and health on Polish roads. At best, it only ends with damage to their cars. The number of accidents is very high. Despite the construction of new, safer roads, the number of collisions continues to rise, and death, every year, is suffered by about three thousand accident participants. On average, forty-one thousand people are injured annually. The main causes of accidents are failure to adjust speed to prevailing conditions or traffic regulations, driving under the influence of alcohol and random events, as well as the technical condition of the vehicles. The purpose of the article is to answer the question of how the technical condition of the vehicles affects traffic safety. For this reason, an assessment of the technical condition of vehicles during a periodic examination at a vehicle inspection station was made. Based on the study, it can be concluded that the largest percentage of defects detected during the examination is in the tire 40% and steering 40%, defects that are particularly important from the point of view of traffic safety, which were demonstrated during the examination.

Opis:: The constant development of transport systems and the extensive activities related to the safety of its users necessitate the development of methods for assessing the impact of road infrastructure expansion/modernization on road safety. The objective of this paper is to elaborate the concept of such an assessment, which will form part of the author’s activities aimed at creating a methodology for a comprehensive analysis of the operational reliability of transport systems. The concept of assessing the impact of road infrastructure development on road safety presented in this paper refers to the GAMAB and Road Safety Impact Assessment methods from the subject literature. Our method is based on a comparative analysis of the condition of road infrastructure before and following its expansion/modernization, based on commonly available data, which constitutes the main advantage of the concept presented in this paper. Furthermore, the coefficients for occurrence of adverse road events were determined, and then conclusions drawn on this basis. The acquired results constitute an argument for the correctness of the presented concept.

Opis:: Weighing of road vehicles using static platform weights is as important as weight control of vehicles in motion. Overloading of cargo vehicles is increasingly common in occurrence. Such vehicles cause significant wear of road infrastructure, effect of which may cause reduced safety of road traffic. Amongst others, the improper loading of vehicles is the cause of direct overloading or unequal load distribution on the axles. Institutions and official services supervising cargo vehicles and loading are endeavouring to reduce the incidence of vehicle overloading and improper loading by providing clear rules and guidelines. Technical requirements set for road freight vehicles must be met and the effectiveness of these is reviewed by organs created for this task, such as the Main Inspectorate of Road Transport. Authorized inspectors performing control measurements of each axle on a static weight direct the vehicle to a specially prepared measurement area where the said vehicle is excluded from traffic. To ensure road surface quality the state issues fines on firms which to not meet the requirements set for road transport vehicles, in certain circumstances, to guarantee road safety, temporary exclusion of road transport from traffic is imposed, e.g. in times of elevated temperature. However, it can be observed that such methods are not sufficient to reduce the number of overloaded vehicles on the Polish roads. The article describes the events having a deteriorating effect on the road infrastructure as well as requirements set for road vehicles. The problem of overloaded vehicles on the Polish roads, methods of verification of such and the consequences of these are discussed displaying the extent of the problem.

Opis:: W artykule przedstawiono badania dotyczące kierowców zawodowych odnoszące się do przestrzegania czasu prowadzenia i czasu odpoczynku kierowcy. Badania ankietowe przeprowadzono na grupie kierowców samochodów ciężarowych będących w różnym wieku, mających zróżnicowany staż pracy. Badania zostały przeprowadzone wśród kierowców aktywnych zawodowo, dotyczyły one głównie respektowania norm czasu pracy i wykorzystania przerw, które mają bezpośredni wpływ na poziom bezpieczeństwa. Uzyskane wyniki pokazują, w jakim stopniu przestrzegane są przepisy dotyczące norm czasu pracy kierowców. Badania wykazały, że ponad połowa kierowców jeździ przemęczona, co prowadzi do zmniejszenia czujności i wydłużenia czasu reakcji. Powoduje to między innymi błędne odczytywanie sygnałów przekazywanych przez użytkowników dróg, a w konsekwencji niewłaściwe reakcje i zmniejszenie poziomu bezpieczeństwa.
The paper presents the study of professional drivers in terms of compliance with the driving and rest time. The questionnaire survey on a group of truck drivers at different age and with varied work experience in the profession of the driver was carried out. The research was conducted among working professional drivers. They mainly concerned with respecting the working time and rest regulations, what directly affect safety. The results show the degree of compliance with regulations on drivers’ working time. Studies have shown that more than half of drivers are overworked, it leads to reduction of alertness and extension of the reaction time. This causes, among others, misunderstanding of traffic signals by road users, and consequently improper reactions and reduction of safety level.

Opis:: Knowledge of the improved management of traffic flows and its effect on road safety is an important component in the process of sustainable road network development. Having in mind the fact that so many road traffic casualties occur, a key priority in European Transport Policy is making Europe's highways as safe as possible. The mentioned objective is attained by means of sustainable safety. The various traffic models, developed on the base of the characteristics of different road users and their often conflicting requirements, have a vital role in the mentioned process. This paper investigates the applicability of existing traffic flow models in the efforts to achieve sustainable safe road traffic. This characteristic is limited, because these models are based, primarily, on traffic conditions of cars or motorized vehicles of similar characteristics. The aim of the paper is to contribute to sustainable safe road traffic, emphasizing the need to develop the models which must be taken into account of the users of different transport modes having conflicting requirements.

Opis:: The social legislation is a current and political issue in the field of road freight transport. Working conditions for drivers in the EU (including Switzerland, Norway, Liechtenstein, and Iceland) are governed by Regulation (EC) No 561/2006. Regulation (EC) No 561/2006 - known as the Driving Time Regulation - lays down rules on driving times, breaks and rest periods for drivers of lorries and buses to improve working conditions and road safety. A number of new amendments to this regulation were adopted on 15 July 2020. The aim of this paper is to present the most important changes adopted compared to the previous version of the Regulation. The paper deals with the adopted changes in the following areas: weekly rest periods, secure parking areas, vehicles which are transported by ferry or train and exceeding driving time which may jeopardize road safety. The main purpose of this paper is to summarize and inform researchers, practitioners and all interested parties about the adopted changes in the Regulation, as well as the transport companies responsible for planning and scheduling the working time of drivers and also for preventing unpleasant experiences resulting from possible compliance with the conditions of the Regulation. The adopted changes in Regulation are also illustrated in the figures and table to better understand the differences.

Opis:: The article describes some algorithms for collision detection used in modern cars airbag systems. While controlling the activation of airbags and other passive safety systems, installed in modern vehicles, the algorithms must operate in the early stage of accident, because for operating effectively it is necessary to run control systems early enough, for example filling airbags before the body of the driver or passenger reaches the zone of airbag. These algorithms could be applied into the on-board eCall modules, but they would require calibration. Detection of the collision that activates eCall system must be made on the basis of measurable signals or observable events, which intensity can be relatively clearly linked to the probability serious injury of the driver and the passengers’ of the vehicle. A table summary presented in this article contains a description of the collision detection algorithm along with a brief description of the method of detection and description of the used methodology. A frequently used method is to evaluate the gradient of the change of speed - the parameter ..V, or its combinations with different parameters, such as the derivative of acceleration, displacement, and energy of the collision. Each of the algorithms has been briefly described. The whole of article is summarized with the conclusions arising from its content.

Opis:: Transport drogowy, dzięki wielu zaletom, stał się powszechnie wykorzystywaną gałęzią transportu. Niestety, charakteryzuje się on także wysokim współczynnikiem wypadków, których konsekwencjami są ofiary śmiertelne, a także ranni oraz straty społeczne, moralne i materialne. Dążenie do poprawy bezpieczeństwa w ruchu drogowym od lat jest priorytetem krajowej i unijnej polityki transportowej, a podejmowane działania mają charakter wielowymiarowy. Warto zauważyć, że jednym z czynników wpływających na bezpieczeństwo w ruchu drogowym jest infrastruktura transportowa. Jej rozbudowa i modernizacja mogą w znaczący sposób ograniczyć negatywne skutki rozwoju motoryzacji. Szczególne znaczenie mają także wdrażane innowacje, zapobiegające popełnianiu błędów przez uczestników ruchu drogowego.
Road transport has become a commonly used transportation sektor, thanks to its many advantages. Unfortunately, it is also characterized by a high accident rate, with the consequences of fatalities and injuries, as well as social, moral and material losses. Aspiration to improve road safety has been a priority for national and EU transport policy for years. What is more, the actions which have been taken are multidimensional. It is worth to note that one of the factors affecting traffic safety is transport infrastructure. Its expansion and modernization could significantly reduce the negative effects of automotive development. Particular importance has got implemented innovations, which aim is to avoid mistakes by road users.

Opis:: Węzły drogowe stanowią jeden z najważniejszych elementów infrastruktury drogowej. Są to szczególne typy skrzyżowań, których budowa powoduje wzrost poziomu bezpieczeństwa ruchu drogowego na obszarach dróg szybkiego ruchu i autostrad. Błędnie zaprojektowany czy też niedostatecznie oznakowany i oświetlony węzeł drogowy może wprowadzać uczestników ruchu w błąd i powodować niebezpieczne sytuacje. W artykule przedstawiono autorskie badania ankietowe przeprowadzone wśród kierowców na temat oceny bezpieczeństwa ruchu drogowego na obszarach węzłów drogowych.
Road junctions constitute one of the most important elements of road infrastructure. These are the special types of intersections, the construction of which results in an increase in the level of road safety in the areas of expressways and motorways. A wrongly designed or insufficiently marked and illuminated road junction may is lead participants and cause dangerous situations. The article presents author's surveys conducted among drivers on the subject of road safety assessment in the areas of road junctions.

Opis:: A vehicle hitting a traffic barrier creates a major threat to traffic safety as a result of displacement of components of the barrier by the forces transferred from the vehicle. We built a theoretical model of the dynamics of such processes and behaviour of concrete barriers set on various types of surfaces. We calculated the displacement as a function of vehicle impact energy and barrier base. We completed analytical approximation for our calculations and we referred the theoretical results to experimental test results. This validated our model of barrier and vehicle movement dynamics as fully qualified for use in the planning of safer barriers and evaluation of barrier effect on traffic. Basing on our calculations, we determined that a second-order polynomial can be used for describing the lateral displacement of a barrier placed on various types of surfaces for a wide range of impact energies (actually, from O to 120 kJ). The courses of the approximating function represent an efficient model for determining the maximum lateral displacement of a concrete barrier on impact of a B or C segment vehicle.

Opis:: The paper analyses the assessment of the technical condition of vehicles at technical inspection stations in the Slovak Republic in the period of 2007-2019. There are described the legislative conditions for assessment of the technical condition of vehicles at technical inspections stations in the Slovak Republic. Data from technical inspections and defects within all technical inspection stations was recorded in the nationwide information system. These data was used as base for the next analysis. This paper also describes the possibilities for detection of deficiencies at technical inspection stations, and in the final part the impact of expert supervision on the operation of the selected technical inspection stations was analysed. The paper also examines significant factors affecting the assessment of the technical condition of vehicles at technical inspection stations in the Slovak Republic. The first factor represents legislative measures introducing more sophisticated technical means to control technical inspection stations, and the second factor is technical supervision by supervisory authorities over technical inspection stations.

In relation to the growing number of incidents and accidents on the roads there is a need to pay special attention to safety in transport.
