The article deals with issues concerning prequalification of investment risk factors in small and medium-sized construction companies. The previously developed Computer Program KNOWLEDGE MAPfor process management in a construction company will be enriched with tools for the identification, pre-selection and analysis of risk factors emerging in the course of implemented processes or planned and executed investments. In the article there are presented the Author's preliminary studies on perception of a potential risk in a building company, which constitute a basis to design a model of risk assessment.

The construction phase of oil and gas projects (OGPs) is a risky process and project managers face numerous challenges during this particular period. A proper risk analysis and management during the construction phase of the OGPs not only will affect the timely and successful operation of the project as a whole, it can also affect occurrence of risks in subsequent phases and overall economic viability of the project. As a result, via using extensive literature review, this study tries to answer the question of what are main risks involved in construction phase of OGPs and which methods are used for identifying them? The outcome of this research would likely be a valuable source for construction professionals to improve project performance while managing existing risks. It is also useful to avoid common problems that befall many project managers and will assist them to have a better understanding of risk management as part of a project plan.

Bezpieczeństwo w działalności budowlanej jest bardzo ważne. Realizacja robót budowlanych obarczona jest zawsze dużym ryzykiem, a zjawisko to dotyczy nie tylko zagrożeń fizycznych związanych z bezpieczeństwem robotników i procesów realizacji robót, ale również zagrożeń dla przebiegu całego procesu inwestycyjno-budowlanego prowadzących do niedotrzymania terminów czy przekroczenia kosztów. Można zdefiniować szereg czynników powodujących zagrożenia i należy je określić dla każdej inwestycji indywidualnie, jeszcze przed przystąpieniem do wykonania robót. Diagnoza zagrożeń jest punktem wyjścia do dalszych działań, które stanowią kolejne elementy systemu zarządzania bezpieczeństwem. Ponieważ określenie czynników zagrożenia oraz oszacowanie ich potencjalnego negatywnego wpływu jest bardzo ważne, w artykule przedstawiono jedną z metod szacowania poziomu zagrożenia. Interpretacja otrzymanych wyników oraz wnioski dotyczące zabezpieczenia inwestycji przed zjawiskami stanowiącymi zagrożenie mogą posłużyć do zbudowania systemu zarządzania bezpieczeństwem inwestycji budowlanych. W artykule przedstawiono taką propozycję.
Safety in the construction activity is very important. Execution of the construction works is burdened always with the big risk and it affects not only the physical hazards associated with the safety of workers and the implementation processes of the works, but also the dangers for the whole process of construction and investment leading to the failure to meet deadlines or cost overruns. A number of factors causing the hazards can be defined. It must be determined for each project individually, even prior to the execution of the works. Diagnosis of risks is the starting point for further action, which are further components of the system of safety management. Because the determination of risk factors and the evaluation of their potential negative impact are very important, the paper presents the method of estimating the level of risk. The results and conclusions on safeguarding of investments against the phenomena posing the risk can be used to create the system of management of the construction projects safety. Such a proposal has been presented by the author of the article.

Due to the wide range of types this article makes a brief survey of the subject of risk management in the construction industry with reference to selected publications. It aims to make a selection of methods used for risk analysis, while at the same time indicating their advantages and drawbacks and determining their degree of usefulness.

Zarządzanie ryzykiem jest procedurą stosunkowo trudną do wdrożenia w budownictwie. Jednakże losowy charakter zjawisk mających wpływ na produkcję budowlaną zachęca do głębszych analiz nad tym zagadnieniem. Zakres referatu obejmuje krótką charakterystykę jednej z powszechnie wykorzystywanych metodyk – PRINCE2 z jednoczesnym uwypukleniem zarządzania ryzykiem na tle procesów stanowiących filary owej metodyki. Uwaga została skupiona na możliwości wykorzystania tzw. Rejestru Ryzyka w ramach przedsięwzięć budowlanych do utworzenia listy ryzyk, ich charakterystyki, określenia potencjalnej straty oraz zaproponowania odpowiedniej reakcji (planów rezerwowych).
Risk management is a procedure that is relatively difficult to implement in construction industry. However, the random nature of phenomena influencing construction production encourages one to carry out more insightful analyses of this issue. The scope of the paper covers a brief description of one of the most widely used methodologies: PRINCE2. Risk management is emphasised against the processes constituting the pillars of that methodology. Attention is focused on the possibility to use the so-called Risk Register within construction projects to produce lists of risk and their description, to determine potential loss and to put forward proper responses (strategies of risk).

W artykule przedstawiono i omówiono wymagania rozporządzenia CPR [1] dotyczące ryzyka, zagrożeń i analizy ryzyka. Opracowano komentarz do tych wymagań, przyjmując jako kryterium odniesienia najnowsze publikacje Międzynarodowej Organizacji Standaryzacyjnej ISO dotyczące ryzyka – wytyczne ISO Guide 73 i normę ISO 31000:2009. Autor zwraca uwagę na rozbieżności terminologiczne dotyczące ryzyka i zagrożenia w języku polskim i angielskim, które wykazuje rozporządzenie CPR oraz ich potencjalne konsekwencje w praktycznym stosowaniu. Podaje przykłady zastosowania prostych metod analizy ryzyka. Podkreśla celowość stosowania analizy ryzyka przez wszystkich uczestników procesu wprowadzania do obrotu wyrobów budowlanych oraz wskazuje zalety i wady tego rozwiązania.
The paper presents and discusses the requirements of Regulation CPR related to risk, threat and risk analysis. It provides a comment to the requirement considering as a benchmark the latest ISO risk publications – the ISO Guide 73 and standard ISO 31000:2009. The author draws attention to the differences in terminology regarding the risks and threats in Polish and English, which shows the CPR regulation and their potential consequences in the practical application. He provides examples of using simple methods of risk analysis and emphasizes the use of risk analysis by all participants in the process of marketing of construction products. The advantages and disadvantages of this solution are also identified.

Objectives: The key aim of the paper is to outline the concept of integrated risk management in municipal construction enterprises, seen as a supportive function that facilitates the overall management of an organisation. What matters most, both in the theory and in practice, is the ability to use appropriate methodology in this respect. Such issues now constitute an integral element of public management in Poland. Research Design & Methods: A cognitive gap, identified in the scholarly literature, has served as a starting point for the theoretical and conceptual discussions addressed in this paper, in particular, within the scope of risk management methods. This paper contains a review of the literature on this subject. Deduction and induction have been used to formulate the conclusion. Another method employed in this paper is synthesis. The conclusions drawn in this paper result also from the observations made during long-term research into risk, including in the public construction sector, which has been conducted by the author at the University of Economics in Katowice. Findings: The concept proposed in this paper is the outcome of the author’s studies, conducted with a view to identifying solutions, both theoretical and methodical ones, in the area of risk management in municipal construction enterprises operating in Poland. Integrated risk management provides the basic framework for the concept which is drawn up as a result of the research. Implications / Recommendations: In its main body this paper presents a recommendation which consists of a modification of the general concept of Construction Risk Management (CRM) into Integrated Construction Risk Management (ICRM), with a simultaneous proposal that the general risk management concept (theory), which is followed by commercial companies (Enterprise Risk Management; ERM), should be implemented in municipal construction enterprises as well. The proposed solutions may then be transferred to the practical operations of such municipal entities or of public organisations at large (the utilitarian dimension of knowledge). Contribution / Value Added: This paper is an attempt to add to the theoretical background to risk management in the public sector, which refers, in particular, to New Public Management (NPM), the notion used by municipal construction enterprises in Poland.

Managing a plant for construction elements that can compete on the global market requires the consideration of risk in many areas of the plant (i.e. producing sleepers for railways). In this paper, which is focused on distribution of risk faced by plants for construction elements and development of risk-management model, it is proven that effectively management of risk in plants for construction elements is possible.

Zwrócono uwagę na uniwersalność, wady, zalety i rezultaty tych metod, pod kątem zastosowania ich podczas realizacji projektu budowlanego.
The article describes the life cycle of a project and a construction investment process. Using the knowledge areas of project management methodologies, the authors focus on the elements of the risk management process. One of the main points of analyses was the selected methods of identifying risk factors. The focus was on the versatility, disadvantages, advantages and results of these methods for their use during a construction project.

Pomimo wielu narzędzi wspomagających zarządzanie procesem budowlanym, opóźnienie czasu realizacji robót jest zjawiskiem często spotykanym. Właściwe rozpoznanie opóźnienia powinno ustalić przyczyny jego wystąpienia, stronę odpowiedzialną za jego powstanie i wskazać, kto poniesie konsekwencje zaistniałej sytuacji. Na powstawanie opóźnień ma wpływ szereg czynników, które autorzy referatu podzielili na trzy grupy: czynniki ludzkie, związane z warunkami kontraktu oraz czynniki nieprzewidywalne. Występowanie poszczególnych czynników jest uzależnione od indywidualnych parametrów przedsięwzięcia i jego złożoności, a także od czynników lokalnych – uwarunkowań klimatycznych, politycznych czy ekonomicznych. W referacie opisano poszczególne grupy czynników i przedstawiono wyniki przeprowadzonych badań ankietowych, dotyczących opóźnień w robotach budowlanych. Poznanie tych czynników może ułatwić podejmowanie działań osłonowych, zmniejszających ryzyko wystąpienia opóźnień w realizacji budowy.
Despite numerous tools supporting construction process management, delays frequently occur in construction projects. Previous studies have pointed out that proper identification of construction delays depends on determination of reasons for delays, who is responsible and who will be in charge of a delay. In the authors’ opinion, the factors influencing construction delays can be divided into three categories: human factors, factors connected with the terms and conditions of a contract and unforeseeable factors. Questionnaire surveys were conducted among consulting companies to find the most significant problems causing construction delays. Opis:
An investment project as an undertaking for the future, more or less foreseeable, is a priori encumbered with the possibility of occurrence of disturbances. In recent years there have appeared significant changes in the scope of execution of construction projects, connected with the investment execution time, manner of financing, investors, and the environment in which the given project is executed. That fact determines the need, or even the necessity, to conduct the research into the issues of risk assessment and its utilitarian aspects. That problem applies also to construction projects, including water supply and sewage projects. An example of the project with all kinds of threats characteristic of such types of investments is the project entitled “Complex protection of the underground waters in the Kielce agglomeration.” The risk factors result from the complexity and specificity of that type of projects. The presented article is an introduction to the discussion on the issues of assessing the risk of execution of water supply and sewage projects. The intention of the authors was to present the specificity of that type of projects and the general identification of the risk factors accompanying them.
