Opis:
Ensuring the safety of navigation requires searching and implementation new methods of operation by International Maritime Organization. Greater vessel dimensions, large quantities of dangerous goods transported by sea, require enforcing new regulations for waters of the increased risk of occurrence of a dangerous situation or collision. Identification of hazards allows predicting different scenarios of events and finally the diagnosis for risk assessment, its control and limitation. Activity connected with the improvement safety of navigation should be unified and the same tools for such action are recommended to be applied worldwide. The paper discusses the role of formal safety assessment as a tool used by the International Maritime Organization in the decision-making process. The applicability of this methodology in national and shipowners’ regulations concerning the safety of navigation is presented in this article.

Opis:
The risk analysis of ships’ accidents leads to the conclusion that one of the most important and dangerous stages existing during a ship’s trip is harbour entering and leaving. The use of the modern methods of risk estimation should improve both ship/harbour safety and the economic profitability of the taken decisions. This concerns especially the harbour entering by maximum acceptable size ships for the given harbour. The analysis of the indispensable data sets and the decision model algorithm proposed for the system of Szczecin– Świnoujście ports were described in the article. The use of the decision model, taking into consideration the dynamic current data and hydro-meteorological conditions, including their changes tendency and the possible changes of ship movement parameters, should increase the decision efficiency and hold the same safety level.

Opis:
The success of Search and Rescue action depends on the large number of different factors such as accident characteristics, environmental conditions and human factor. Accident characteristics and environmental conditions are outer controlled factors which have to be considered with respect to the action success assessment. The preparation and conducting of the SAR action can be the decisive factors of action success. Nowadays the organization of SAR action entirely depends on the coordinator decisions. His knowledge, experience and attitudes are the critical factors for the action success. The paper presents the influence of the coordinator attitudes on SAR action efficiency and idea of a decisional model with respect to the tasks of the coordinator. The basic human attitudes to take a risk: aversion to risk, neutrality and predisposition to take a risk have been studied.
Sukces akcji poszukiwania i ratownictwa (SAR) zależy od różnych czynników, tj. charakteru zdarzenia, warunków zewnętrznych oraz czynników ludzkich. Charakterystyka wypadku oraz warunki zewnętrzne są czynnikami niezależnymi od nas. Należy je jednak rozważyć w celu oszacowania sukcesu akcji. Przygotowanie i przeprowadzenie akcji SAR może być czynnikiem decydującym o jej powodzeniu. Obecnie organizacja akcji poszukiwania i ratownictwa całkowicie zależy od koordynatora akcji. Jego wiedza, doświadczenie oraz postawa są decydującymi czynnikami. W artykule przedstawiono wpływ postawy koordynatora na efektywność akcji SAR oraz zaprezentowano ideę modelu decyzyjnego w odniesieniu do zadań koordynatora. Zbadano również podstawowe ludzkie postawy przy podejmowaniu ryzyka: niechęć, neutralność i skłonność do podjęcia.

The paper continues the study of the same authors, who previously proposed a method of risk assessment in inland navigation. In the literature there is a gap in the research area of a risk management of transportation systems, especially: inland navigation. The authors carried out interdisciplinary research and presented the results related to the identification of risk factors present in the systems of inland navigation. The paper presents inland navigation risk analysis, conducted using the linguistic variables and the FMEA method, taking into account technical, economic and social aspects. The aim of the article is to present a procedure for the assessment of risk in inland waterways transport, and carry out risk analysis for transport companies. In paper the proposal of behavior scenarios, methods of preventing and minimizing effects of pointed risks are shown.

Opis:
Closest point of approach (CPA) is a basic factor taken into consideration for risk assessment during the meeting of two ships at sea. Navigators should use radars with automatic target tracking for collision avoidance and should know the accuracy to which radar data are calculated. Basic information about these requirements can be found in IMO resolutions. The currently binding document for devices manufactured after 2008 is IMO Resolution MSC.192(79). But there are two independent requirements for relative motion. One of these refers to relative motion parameters (relative course and speed) and the other one to the value that is the result of this motion (CPA). The other important document is Standard 62388. This specifies the minimum operational and performance requirements, methods of testing and the required test results published by IEC and also refers to radar equipment. However, this standard is not so popular in different publications focusing on radar equipment, so these requirements were not analyzed in the article. The main problem described in this paper refers to the mutual consistency of IMO Resolution requirements. The results of simulations and their analysis are presented.

The risk level of the Aids to Navigation (AtoNs) can reflect the ship navigation safety level in the channel to some extent. In order to appreciate the risk level of the aids to navigation (AtoNs) in a navigation channel and to provide some decision‐making suggestions for the AtoNs Maintenance and Management Department, the risk assessment index system of the AtoNs was built considering the advanced experience of IALA. Under the Formal Safety Assessment frame, taking the advantages of the fuzzy comprehensive evaluation method, the fuzzy‐FSA model of risk assessment for aids to navigation was established. The model was implemented for the assessment of aids to navigation in Shanghai area based on the aids to navigation three‐dimensional simulation system. The real‐time data were extracted from the existing information system of aids to navigation, and the real‐time risk assessment for aids to navigation of the chosen channel was performed on platform of the three‐dimensional simulation system, with the risk assessment software. Specifically, the deep‐water channel of the Yangtze River estuary was taken as an example to illustrate the general assessment procedure. The method proposed presents practical significance and application prospect on the maintenance and management of the aids to navigation.
